SADC Enabler Framework Value proposition The Bytes SADC Payments Conversion pack provides the tools and services required by an IT department to enable their current environment to support the generation, validation, and process flows of the new SADC ISO 20022 XML based messaging service.

The pack will insulate a bank’s internal systems from the changes mandated by this new external payment mechanism, delivering quick and efficient enablement of the internal systems as well as the flexibility to configure message contents, processing flows, and exception management in line with the specific needs of the processing organisation.

SADC PAYMENTS INITIATIVEThe dawn of a new era for harmonized payment infrastructures in southern Africa is upon us. SIRESS, the single, cross border RTGS was the first of the Southern African Development Community’s (SADC) payment services to go live. This has now been quickly followed by the rollout of the SADC cross border, lowvalue payment service.

Whilst SIRESS is run as a single, centralized settlement system by the South African Reserve Bank (SARB), SADC low value transactions can be processed by any compliant Central Settlement Organisation (CSO). These CSOs must provide their SADC payment clearing services in line with the published standards, and unlike SIRESS, which is based mainly on SWIFT MT message standards, the new SADC low value payment standards are based on the exchange and processing of ISO 20022 XML messages.

Consequently, any financial organisation that seeks to offer support for the new service must implement SADC specific ISO 20022 XML based message processing, maintaining this service in line with the transaction flows, validations, and delivery protocols demanded by the new regional payment mechanism.

The SADC rulebooks provide detailed breakdowns of the message formats, their required contents, the specificvalidations, the recommended processing, plus the exception flows produced by the new service. At the heart of the processing is the generation and exchange of 7 XML based ISO 20022 messages.

Each message has a defined role to play, with some performing more than one role depending on the status of the transaction. There are no less than 13 defined exception flows that can occur, and it is up to each financial institution to orchestrate these exceptions according to the specific needs of their environment, whilst supporting the key events defined within the published rulebooks.

CONVERTING YOUR ENVIRONMENT: THE COMMON CHALLENGESEach implementation of SADC payments will face various business and technical challenges. Whether it is the specific service that the business wants to offer the market, or the particular systems and technology environment that needs to be enhanced, the business and IT groups within the bank will have to define a solution to meet their needs. However, there is a set of common challenges that all organisations must address, and these can be broadly grouped into the three ‘C’s:

CONVERSIONThe transformation of existing data to new formats with the possible need for further enrichment where data has to be sourced from additional systems. For incoming messages the data will need to be converted into formats that can be consumed by existing systems and reconciled with any relevant transaction.

COMPLIANCEThe data and formats of all messages sent must adhere to the published SADC rules. Validations must be applied in the back office and exceptions identified and managed appropriately and efficiently.

CONFIGURATIONEvery back office is different, every operations group has specific needs and processing guidelines, usingdifferent environments, set-ups and infrastructures. Consequently, the solution must be configurable,flexible and provide the agility to apply the necessary processes to the specific environment in question.

Of course, in addition to addressing the common challenges of the three ‘C’s, each organization must also cope with the constant pressure to deliver a quick time to market for the new service whilst also managing build and delivery costs.
