Ruishton Book ClubThis month we read 'Heartbreak Hotel' by Deborah Moggach. It is a story about a retired actor 'Buffy' who moves from London to rural Wales, to a run down 'B&B' that he has inherited. In order to make ends meet he embarks on a plan of 'Courses for Divorces' filling his house with an intriguing collection of guests. Deborah Moggach has written an amusing book, imaginative and alert to human folly and foibles. There were a lot of people to try and keep track of and no great depth to the story or characters. A light read that would make a good farce. We are meeting next on 12th July at 10.30am to talk about our next book 'The Versions of Us' by Laura Barnett. RUISHTON AND THORNFALCON PARISH COUNCIL MAJOR PLANNING APPLICATION The following Planning Application has been received by the Parish Council from Somerset County Council 4/38/17/0205 Construction of a new road scheme including the widening and enlargement of Junction 25 roundabout, the widening of Toneway over approx. 200m length from J25, the construction of a new roundabout to the South Western corner of the Gateway Park and Ride site and the construction of linking sections to J 25 and the A358/Ruishton Lane junction, junction alterations, provision of pedestrian and cyclists facilities and associated street furniture. It is a huge application with numerous documents totalling over 800 pages with detailed plans and diagrams available to view on the SCC’s web site although the PC requested and received a paper set of plans. The consultation period for this application was just 21 days up to 14th June which is the normal time allowed for planning applications. However, the Parish Council did, in the end with a bit of a fight and with intervention from the Leader of the Council of SCC, manage to get the consultation period extended to 25th July although the Planning Officer has requested that any comments should be forwarded as soon as possible, rather than to leave it until the last few days, when the County Council then has to rush to take them into consideration. A358 TAUNTON TO SOUTHFIELDS SCHEME CONSULTATION The consultation of this has been subject to change with the announcement of a General Election which ‘plunged’ Highway England into Purdah. This meant that H.E. could not consult and had to cancel David Stock, Major Projects Manager, from attending the Council’s Annual Parish Meeting held on 17th May. The good news is that H.E. are now out of Purdah and the Council has arranged for David Stock to attend a P.C. meeting on 21st June. It is appreciated that by the time you read this newsletter, that date would have gone but the consultation period has been extended until 16th July (was 20th May) so it you wanted to respond to the consultation, there would be time. There will be a final public exhibition event on Friday 30 June between 10am and 7pm at the Holiday Inn in Taunton (Blackdown Suite, Holiday Inn, Deane Gate Avenue, Taunton, TA1 2UA). This event replaces the one that was due to take place on 8 May 2017. If you do attend this event by car and park in their car-park, please register your car number plate at the reception or you could be liable for a fine. Household Survey Feedback and Village Day The Neighbourhood Plan team will have a stall at Village Day on Saturday 15th July 2017 and are looking forward to providing feedback to the community on the findings from the Household Survey that many of you contributed to recently. Come and see what you all think! In addition, to promote the Environment aspect of the survey, everyone will have the opportunity to help build a couple of large bug houses for siting within the Parishes, and find ways of encouraging and supporting wildlife in your gardens.

Don’t forget, we would like to gain the views of those who Work from Home, so if you would like to tell us your thoughts and ideas about what you need to support you in your business, just send your email address to Catherine Faulkner, Neighbourhood Plan Administrator at [email protected]. We will then contact you later this year to gain your views on what your current business needs are, what works well for you now, and what you may wish for in the future, so that this can be considered as part of our Neighbourhood Plan. Your details will not be used for any other purposes than to contact you in relation to the development of our Neighbourhood Plan.It doesn’t matter whether you Work from Home occasionally or regularly as your views are equally of value.

Flower Show – 15th July We’d like to see a record number of entries again this year and with over 100 classes to choose from its not just about flowers, fruit and vegetables there are plenty of classes for handicrafts, baking, photography, flower arranging plus wine & drinks. Please check your Schedules carefully as we’ve made some changes to the number of specimens in some classes. And don’t forget that the Hanging Basket Competition will be judged in situ, on Sunday 9th July. The Scarecrow Competition, (Theme – Traditional Scare-crow) will also start on Sunday 9th July and will be on display until Friday 14th July as a Trail for you to follow and to give you the opportunity to vote for your favourite. Maps will be pinned around the village showing the location of each scarecrow. Judging slips are in each flower show schedule, remember there are two votes per household this year. So hang up your baskets and dress up your scarecrow, we want your entries! Ruishton Community parking/ traffic Meeting

Held on Thursday 8th May 2017 at 1900 at Ruishton C of E School Hall. Highways agency, PCSO and County Councillor unable to attend the meeting. Those present: Parish Councillors (Doug Lowe, Mike Marshall), Alison Davidson (Governor) acting as Chair, Chris Kamin, Seonaid Curry, Tim Gibbs, 8 parents. The meeting was opened by Alison stating that traffic and parking around the school is not solely the school’s responsibility. Alan Adams (parent) shared a letter (attached) from Andrew Bowey (parish Councillor), stating that he does not agree with the school’s strategies to deal with parking issues and asking for alternative, posi-tive measures to be suggested to address/ improve the situation. CK shared a letter which was sent to parents outlining a plan to set up a school traffic patrol. He cate-gorically refuted any suggestion that the school was not putting child safety first. AD stated that the Y6 parking patrol (supervised by CK) was having a positive impact already, but that additional measures need to be looked at. Parish Councillors shared that there is a history of problems surrounding parking going back 20 or more years. We cannot use the village hall as the car park forms part of a hirer’s entitlement when they hire the hall. (There are issues around the safety of a walking bus in any event, due to the speed at which cars approach the school along this road). Mr Adams: Dangerous driving and inappropriate parking on Lawn Meadow is not within the school’s control. Mrs Hill suggested engaging local residents’ support. She also felt that we should be pushing PCSOs as they are much more visible in other areas. Mr Hembery suggested a lollipop person, preventing access at the cul-de-sac spur. Miss Gower outlined the results of a survey which she has conducted in local schools in respect of signage, fencing and road markings. See below. She suggested that the PTA would be prepared to contribute financially to physical measures which would keep the children safe. Kerry Holmes pointed out that Hub/pre-school staff also contribute to the parking congestion. Mr Graham has suggested (and others agreed) that in the short term, we should ‘cone off’ the car park and put in temporary additional signage to reiterate message to drivers. He will arrange addi-tional signs.

PTA may be able to contribute towards/ fund fencing to allow other access to be used and keep

children off the crossing.

Develop a rota/ source finance for a lollipop person.

Write to the Crime Commissioner outlining our problem and make clear that we have no PCSO in

attendance. Seek suggestions for what (s)he would have us do.

Put cones across the access to the car park at drop off time. School to action.

If school grows (additional buildings) in the future, we can apply for a traffic assessment.

It was suggested that some local residents may be happy for hub staff/ parents to park on their drive-ways all day/ during drop off and picking up time. This would alleviate (some of) the on road parking. This possibility to be pursued by Rachael Gower.
