Romania is a signing party of the T.I.R. Convention (1975) since 1979.

Two national guaranteeing associations: (ARTRI and UNTRR)

- ARTRI (Romanian Association for International Road Transports): national guaranteeing association for the TIR Carnets issued to its TIR Holders + all TIR Carnets used on Romanian territory by foreign TIR Holders.

- UNTRR (National Union of Romanian Road Transporters): guaranteeing association for the TIR Carnets issued to its TIR Holders

Memorandum of Understanding agreed between ARTRI, IRU and Romanian Customs, regarding the transmission of SafeTIR data

Constant increasing of the accuracy and volume of transmitted SafeTIR data

Decreasing of the average transmission period for SafeTIR data (from 56 days to 5 days):

Excelent public-private partnership developed between the Romanian guaranteeing associations and the Romanian Customs:

(2001): Memorandum of Understanding signed by ARTRI, IRU and Romanian Customs, regarding the transmission of SafeTIR data

(2003): “National Program of Customs Frauds Prevention in the International Road Transports”

(2005): “TIR Green Lanes”: - Traffic fluidisation through border customs points between ROMANIA-BULGARIA and ROMANIA-HUNGARY) - Drastical decreasing of the waiting times in border (to only 10 minutes). Optimisation of SafeTIR data transmission and TIR Admission procedures.

19 EUR “TIR Carnet processing tax” illegally claimed in Hungarian Customs Offices of border

10 EUR “disinfection tax” established between Romania and Bulgaria

Weighting problems (both in Romania and Bulgaria)

(Non-)application of the TIR Convention in regions like Kosovo, Transnistria and Serbia-Montenegro.

Isolated problems with foreign TIR Holders transiting Romania (few Turkish trucks not approved correctly)

further improvement of the actual public-private partnership established between national guaranteeing associations, IRU and Romanian National Customs Authority.
