Flagship Program of HEC for the promotion of research culture in the institutions of higher learning across Pakistan.

Launched in 2003. Beneficiaries includes, public sector universities,

private sector universities, research institutions, non-profit and development organizations for education or research.

Current members approximately 400 and continuously rising.

It provides an opportunity to the academic community to share a single copy of a journal or a book which, is in stark difference to the paper-based on print versions of the same material.

Highly sought-after journals and books are quite expensive for our universities to subscribe. This information available in print further reduces its impact on the academic community.

Through Digital Library, electronic versions of these journals and books creates a significant impact on the institutions as all the students and faculty of universities can access the same information simultaneously.

Electronic resources are considerably economical in comparison to paper-based resources.

Any updates to the information become immediately available to multiple academic communities through electronic resources whereas, for the paper-based information updates may requires months or years before it become available for the single academic community.

SUBSCRIPTION:

The end-user has the access rights to the information for a set amount of time. The user do not own the material. Relatively economical.

1. Per Institution basis

An agreed amount of fees has to be paid for every institution listed to access the information.

2. Country-Wide basisA set amount of fees has to be paid to the publisher

irrespective of the number of institutions that may access the information.

Almost all of e-resources that HEC has acquired belong to either of the above two mentioned models.

HEC acquires all the e-resources through Consortium model.

It is a highly centralized consortium model where HEC pays the publishers on behalf of all the institutions.

E-resources acquired on country-wide license agreement, are provided to all public, private universities, research institutions, non-profit organizations without any costs.

For resources on per-institution license agreement public universities are funded 100% whereas private universities pays 50% of the costs.

The funding was provided completely by the government in order to sustain the initiative.

A tight centralized consortium was formed where all negotiations and payments are made at single office i.e. HEC.

It serves both HEC and the publishers very well. Publishers gets the volume sales they are usually after like substantial amount of subscribing institutions on the other hand HEC gets huge discounts from the publishers that considerably reduces the overall costs which institutions are forced to pay had they handle it themselves.

Access is enabled through IP address (a unique ID for internet access) for each institution.

Each university provides its IP ranges and Digital Library interacts with publishers to get the access enabled through these IP addresses.

Access is limited to authorized users within the premises of the institutions and via remote access (VPN, etc.)

Digital Library conducts training workshops for the universities.

Progress of universities is monitored through usage stats provided by the publishers and the research output originating from each university.

For an in-depth analysis of the history of research output originating from Pakistan, a comparison between eight years prior to HEC and a similar time span since HEC was carried out. The output was a revelation, as a true picture of impact of HEC on the research culture of Pakistan was emerged.

 

For the Pre-HEC eight-year period (1994-2001), a total of 4,667 articles were published whereas during the post-HEC eight-year period (2002-2009), a total of 15,197 articles were published. This reflects a staggering increase of over 320% since HEC started to revamp tertiary education in Pakistan.

Market share

Due to the efforts of HEC, Pakistan’s market share of world publication has increased rapidly from 0.1 % in 2002 to 0.21% in 2009.

The HEC Digital Library also contributed significantly in facilitating national institutions to attain famous The Times Higher Education – QS Ranking. At present there are four universities from Pakistan listed among the Top 600 universities in the world.

Digital Library regularly gather usage stats of all its members.

All usage stats obtained are COUNTER-compliant Usage stats help determine effectiveness of each

e-resources that has been acquired. It also reveals the special interests of

institutions. Usage stats are inter-linked with the research

output.

Due to continuously increasing downloads the cost per download article decreased significantly from US $2.30 to US$ 1.17. This represent nearly 50% decrease in cost per article since the year 2004.

The local Publications – Next Step22

• There are approximately 400 journals published from Pakistan

• They cover fields like Agriculture & Plant Sciences, Medical Sciences, Engineering, Information Technology, Social Sciences etc.

• Not all of them are being published online and there is no single platform where all these journals are available for researchers.

• As the Digital Library has taken roots in the higher education community in Pakistan, Digital Library has been asked to kickstart an initiative called Pakistan Journals Online. This initiative will bring all quality journals published from Pakistan on single platform electronically and available globally.

HEC believes that user-level training are of utmost importance as it paves the way for uplifting the standard of education and research at the institution level and for professional growth at the individual level.

Nation-wide prgramme of Digital Library training workshops.

Theme-based or Subject-Specific Workshops. Mega Training event in collaboration with various

publishers. Institutional competition for usage and research output

All these activities offers tools and mechanism to gauge the critical indicators for national research & development.
