• The private sector education will be defined as all formalinstitutions that are not public, and may be found, owned,managed and financed by actors other than the state.

History of private universities in Pakistan• Participation of the private sector in the educational system and its

development in Pakistan has a long history.

• In 1947 there was not a single private university in Pakistan. Thenumber of private universities has increased during the last twodecades.

• From 1947 until 1971, the private sector contributed to some extent butdue to the process of nationalization by the Peoples Governmentcompletely eliminated the private sector from education in 1972 to1979.

• The position remained largely unchanged until 1998 when theNational Educational Policy 1998-2010 (Government of Pakistan,1998a) states that the system of a Grant-in-Aid introduced beforeindependence continued till 1972 to attract the private sector toparticipate in the provision of educational facilities to the citizens who

 were demanding higher education.

• In Pakistan at the time of its independence, August 1947, there wasonly one university, the University of Punjab, Lahore and almost forty colleges.

•  As the government was not in a position to provide adequate financialand physical resources to undertake the restructuring of theeducational system and also its expansion to meet the demands of thestudents.

• In this context the private sector developed providing opportunities to

students seeking higher education opportunities by opening privately managed higher education Institutions in the country.

“The scarcity of public finances does not allow the expansion

of higher education in the country. In this regard concerted

efforts are being made to attract the private sector throughliberal policy to establish institutions of higher education in

Pakistan”.

• The private sector contribution creates a visible impact on educationaldevelopment.

• The private sector is coming up to invest in the field of highereducation and some really quality institutions have been established.

• Govt. of Pakistan (1989) describes that some private educational

institutions earned high reputation for the academic standards they maintained and for the quality of their public instruction. However, ina vast majority, the educational conditions were less satisfactory, theservice conditions were poor, the staff salaries were low, and jobsecurity was non existent.

• Govt. of Pakistan (1983) laid emphases is on qualitative improvementof higher education. Scientific research and technologicaldevelopment allocations were increased from Rs.2 billion in Fifth YearPlan to Rs.7 billion in the Sixth Year Plan.

• The strategy proposed for the realization of objectives of highereducation included induction of the private sector at all levels of higher education for introduction of healthy competition andreducing state liability and control.

• The Plan proposed to encourage opening of private institutionsimparting education at the degree level.

• Govt. of Pakistan (1998) states about the role of private sector thatprivately managed educational institutions constituted a sizeableportion of the total educational system.

• In Private sector in Pakistan, you find good teachers (though usually not good researchers) mostly because there they can get good salariesand the system is such that it automatically rejects bad teachers.

But these institutions, generally, fail to attract most of the goodstudents, especially from the lower and middle classes.

• Private universities face financial problems because, in most cases,laws usually do not allow incentives for private contributions. There is

a lack of donors in developing countries and the business sector is too weak to support higher education.

•  According to the UNESCO (1998), quality is inseparable for socialrelevance.

• Private educational institution can survive only if they cater to the

demand of the market, both in terms of type of disciplines and quality.If they ignore either, they will not be able to survive for very long.

• In this regard private educational institutions are working hard tomaintain their quality

•70 percent of the private HE institutions follow the semester system.However, 30 percent of these follow both annual and semestersystems.

Courses Offered by the HE Institutions

•  A majority of privately managed higher education institutions are

offering programs from B.A to Ph.D.

Monitoring of Institutions

• The private universities/degree awarding institutes are mainly monitored by their respective board of governors.

• In this context the Higher Education Commission (HEC) plays an

important role. The HEC gives a charter to the private sectoruniversities

 Who supports the private sector?

• The government indirectly helps them by lining up Foreign Aid.

• The intended foreign investors grant some relief in terms of land for

building etc.• Private sector universities are funded and supported by individuals,

NGOs, Trusts and foundations.

Here are some main reasons for which peoples are shifting to private

universities.

 – Most the public universities are in trouble. They are closed for weeks andmonths.

 – Examinations are not held. If you joined in 2005, perhaps you wouldgraduate in 2011.

 – Public universities are under influence of bad politics.

 – People wants quality education is the real motives for the establishment of private universities.

 – Private institutions offer a superior standard of education.

 – Parents prefer to admit their children in private institutions due to thedeteriorating standard of the government institutions.

• Through the research it is concluded that the private sector isimparting higher education to those who probably have already opportunities for getting education, but are not serving thedisadvantaged rural people.

• Findings presents that about 87 percent of the students are payingtuition fee from Rs. 25,000 to Rs. 60,000 per semester in theirrespective HE institutions within the target area.

The amount of tuition fees paid by the students is more than percapita per annum average income (i.e. $ 470 per year or about 28000Pak rupees). This reveals that access to private higher education islikely to be beyond the financial means of the majority of the country 

 who cannot afford expenses of higher education.
