    EXECUTIVE SUMMARY

    Romanias Informative Inventory Report (IIR) covers the national emissions inventory

    submission for year 2011, as well as recalculations for the 2006 2011 time periods.

    Notable differences from the last submissions (2006 2011 reporting years) are due to including 2 new activities, 1 B 2 c Venting and flaring and 2 A 6 Road paving with

    asphalt, as well as updated activity data for NFR 6 A Solid waste disposal on land.

    Emissions from road transportation were recalculated using Copert 4

    software, for the 2006 2011 periods.

    Also, data from the Energy Balances from the National Institute of Statistics were

    updated, resulting in different production data for the industry sector.

    Main priorities for the next submission include the implementation of a QA / QC

    system, adding new sources to the estimates, as well as improvements of existing ones.

    1. INTRODUCTION

    As part of the Convention on Long-Range Transboundary Air Pollution (CLRTAP),

    transposed in the national legislation by Law 271 / 2003 on CLRTAP and its protocols signed in Geneva on 13 November 1979, in Aarhus on 24 June 1998 and in Gothenburg on 1 December 1999, Romania prepares, maintains and reports on a yearly basis the National Emissions Inventory and the time series.

    1.1. Institutional arrangements for inventory preparation:

    The inventory system currently used in Romania is presented in Figure 1.1. The

    National Environmental Protection Agency of Romania has the responsibility for compiling the emissions national inventory. The same institutional arrangements are also being used for

    reporting under Directive 2001/81/EC - National Emission Ceilings Directive.

    1.2. Methodology

    The methodology for estimating and reporting emissions is consistent with the last version of the Guidebook elaborated under the patronage of the Executive Committee of the

    CLRTAP, EMEP/ EEA air pollutant emission inventory guidebook- 2009.

    The pollutants covered by this methodology guide are: SO2, NOx, NH3, NMVOC, CO, TSP, PM 10, PM 2.5, Heavy Metals, (Cd, Pb, Hg, As, Cr, Cu, Ni, Se, Zn), POPs (HCB, HCH, PCB, dioxins / furans) and PAHs.

    The input data were processed using the CollectER III software. The resulting emissions were used to complete the latest version of the reporting formats requested by the

    UNECE / CRLTAP Secretariat.

    Road transport emissions were estimated using COPERT 4 software, which is based on

    and consistent with the Guidebooks methodology.

    The NFR Sector 1 ENERGY represents the main source of emissions in Romania.

    The share of other pollutants is presented in Table 1.

    For the estimation of emissions from sources included in this category, TIER 1 approaches were used, except for some sources included in 1.A.2.b and 1.A.2.f.i sectors,

    where TIER 2 approaches were used.

    1.A. COMBUSTION

    1.A.1 Combustion in energy industries

    1.A.1.a Public electricity and heat production

    This activity covers combustion processes from production of electric power and thermal energy in public power and district heating.

    The emissions data reported annually under LCP Directive (2001/80/EC) are the basis for estimating emissions for NFR 1.A.1a.

    Fuel type and percentages of specific fuel consumption used to produce electric power and thermal energy were distributed according to the types and capacities of the boilers.

    1.A.1.b Petroleum refining

    Emissions data are taken from the LCP inventory. This inventory is compiled using

    data submitted by the refineries operators.

    1.A.1.c Manufacture of solid fuels and other energy industries

    In order to estimate emissions resulting from those activities, data provided by the N.I.S. are taken into consideration (the Energy Balance and industrial activity data).

    1.A.2 Combustion in Manufacturing Industries and construction

    This chapter covers combustion activities in industry, for the following source categories: Iron and Steel, Non-ferrous metals, Chemicals, Pulp, Paper and Print, Food

    processing, Beverages and Tobacco.

    1.A.2.a Iron and steel

    Emissions resulting from iron and steel production have been counted starting from data regarding the industrial activity and from the operators (these data are stored in

    databases, developed at county level, by the Local Environmental Protections Agencies).

    1.A.2.b Non-ferrous metals

    The activity data are provided by NIS and the emission factors are those from the

    Guidebook.

    1.A.2.f.i Other Stationary combustion in manufacturing industries and construction

    This sector includes the following activities:

    production of mineral and glass wool (except binding);

    asphalt concrete plants; manufacture of bricks and tiles; cement industry.

    Emissions from combustion in the chemicals sector (1.A.2.c Chemicals), production

    of pulp and paper (1.A.2.d Stationary combustion in manufacturing industries and construction: Pulp, Paper and Print) and food processing (1.A.2.e Food processing,

    beverages and tobacco) are included (IE) in 1.A.2.f.i TIER 1.

    1.A.3.b Road transport

    Emissions from road transportation were recalculated using Copert 4 software, for the 2006 2011 periods. The maximum allowed sulphur content of fuels, based on current

    legislation, has been taken into account for emission estimations.

    This sector includes emissions from Passenger Cars, Light Duty Vehicles, Heavy Duty Vehicles and Busses, Mopeds and Motorcycles. Data on fleet structure are provided in the required Copert 4 format by the Romanian Auto Registry. Annual fuel consumption was

    provided by the National Institute of Statistics. The fuel balance has been adjusted so that calculated fuel consumptions match the statistical ones.

    Total Diesel fuel sold quantity has increased by 36% from 2005 to 2011, while

    gasoline consumption deceased by almost 16% during the same period. Regarding passenger cars, the number of diesel vehicles has increased by 62%, while the number of

    gasoline fueled ones recorded only a 18 % increase. Vehicle fleet evolution, by vehicle type and year is presented in Figure 2.1.1.

    When compared to 2005 data, there has been a 96% decrease in SOX emissions. According to national legislation, the maximum sulphur content in gasoline was set to 150 mg/kg as of the 1st of January 2005 and was further decreased to 50 mg/kg by the 1st of

    January 2007 and down to 10 mg/kg from the 1st of January 2009. Diesel fuel sulphur

    content was enforced to reach a regulated maximum of 350 mg/kg before the 1st of January 2007, to a maximum of 50 mg/kg as for the 1st of January 2007 and down to 10 mg/kg from

    the 1st of January 2009.

    Fuel consumption data from National Institute of Statistics represent the fuel sold at national level. These data are also consistent with those reported by N.I.S. to EUROSTAT.

    1.A.3.b.v Gasoline evaporation

    Emissions from gasoline evaporation were estimated using COPERT 4, as the standard methodology.

    1.A.3.c. Railways

    Emissions resulting from railway transportation were estimated using TIER 1 approach. Data on fuel consumption were provided by National Statistics, and default

    guidebook emission factors were used.

    1.A.3.d. Navigation

    National navigation except for fishing, including naval activities was taken into

    account. Fuel consumption used in national navigation was provided by NIS. The emission factors are those recommended by the guidebook.

    The activities regarding the national fishing were considered as 1.A.4.c.iii and the agriculture / forestry was included in 1.A.4.cii.

    1.A.4 Small combustion

    Activities from by this chapter cover stationary combustion from the following sectors:

    1.A.4.a Commercial / institutional heating;

    1.A.4.b Residential, cooking; 1.A.4.c Agriculture / Forestry.

    These activities essentially cover combustion in smaller-scale combustion units and installations, other than those in included 1.A.1.a.

    The combustion installations included are considered to have an installed thermal

    capacity lower than 50 MW.

    Data regarding fuel types and consumption were provided by the N.I.S. Emission factors are those considered in the latest version of the guidebook. District combustion plants and C.H.P. plants were not included in this category.

    For agriculture / forestry sector, total fuel sold both for agriculture based activities (plant and animal production and irrigation) and forest activities were submitted by NIS in an

    aggregated form. In order to avoid double counting, the following assumption was done: diesel and gasoline from Energy Balance were allocated to this category, while the diesel and

    heavy oil fuels for naval transport sector at national level, (aggregated by NIS in a specific reporting format, other than Energy Balance) were allocated to 1.A.3.c. and 1.A.3.d.

    1.B. Fugitive Emissions from Fuels

    This category comprises fugitive emissions from coal mining and handling, solid fuel

    transformation and exploration, transport, refining / storage / distribution of oil products and gas distribution networks.

    The emissions resulted and reported from the activities of this group are mainly methane, non-methane volatile organic compounds.

    Activity data are provided by NIS. The emission factors used in the calculation of the emissions from the liquid fuels extraction, treatment and loading are those included in the

    guidebook.

    Key source analysis, resulting emissions from the activities included in 1.A and activity data are presented in Table 2.1.1 2.1.3 .

    In this category are considered only process related emissions, emissions due to fuel

    combustion in manufacturing industries being allocated in NFR Category 1 A 2 Fuel

    Combustion Manufacturing Industries and Construction.

    The methodology for estimating emissions for the industrial processes sector implies multiplying production data for each process by an emission factor. The activity data are

    provided by NIS and emission factors are established using the guidebook recommendation. There are no plant specific data, except of aluminum production and some subsector from

    chemical industry (data are mainly related to the processes technology).

    Key source analysis, activity data and resulting emissions are presented in Table 2.2.1 2.2.3.
