I. CALL TO ORDER PUBLIC MEETING
President Matthew O’Grady called the May 24, 2016 meeting of the Robbinsville Board of Education to order
at 6:00 PM. He read the Statement of Public Meetings and led the flag salute.

On motion of Mrs. DeVito and seconded by Mr. Young, the Robbinsville Board of Education voted 7-0 to
convene in Executive Session at 6:03 PM to discuss the following topics. Executive Session closed at 6:35

On motion of Mrs.Ciaccio and seconded by Mr. Halm, the Robbinsville Board of Education voted 7-0 to
close Executive Session at 7:00 PM.
V. BOARD PRESIDENT’S REPORT – Mr. Matthew O’Grady
Board President Matt O’Grady informed the Board and members of the public that he and Board Attorney
Matt Giacobbe recently met with Commissioner of Education David Hespe regarding the issue of funding
inequity. Mr. O’Grady indicated that the Commissioner seemed sympathetic and promised to look into the
matter. He also indicated that he would share his findings with them.
Mr. O’Grady addressed the shortage of buses for athletic runs noting that the problem is one that affects the
entire state. He stated that the district will continue to seek solutions to this ongoing challenge.
Our SES 4th Graders wrote persuasive essays! Well done!
Sharon Elementary School Assistant Principal Nicole Bootier shared with the Board that the fourth grade
learned to write persuasive essays. She indicated that four in particular were noteworthy.

Kudos to 4th grader Manasi Pujari! Manasi placed first in a writing contest sponsored by the New Jersey
Association for Gifted Children! Mrs. Bootier introduced Manasi to the Board and she told Board members
about her essay.
Congratulations Robbinsville Schools Teachers of the Year!
Administrators from each school introduced the Teachers of the Year from their buildings. They described the
traits that led their colleagues to select each individual for this prestigious honor.

SES – Amanda Matticks – Grade 3
RHS Sustainability Project – RHS teachers Haley Poquette and Stephanie Ucles informed the Board that
their class recently worked on a unit of study about sustainability. Students worked in pairs and were required
to select a real world problem and find ways to solve it. Several students presented their projects at the Green
Fair and were on hand to describe their projects to the Board. One involved the issue of recycling and the
other looked at the matter of preserving resources, deforestation. and CO2 emissions.
Mr. O’Grady expressed his appreciation to Dr. Foster for her continued dedication and tireless leadership
during what has been a challenging time for the Robbinsville Schools community.
VI. ACTING SUPERINTENDENT’S REPORT – Dr. Kathie Foster
Acting Superintendent Kathie Foster recognized K-8 Supervisor Kim Tew for her efforts in coordinating the
Barnes and Noble Summer Reading Kickoff. The event took place on May 23 and was highly successful. Dr.
Foster also offered her deepest gratitude to the staff members scheduled to retire at the end of the school year.
Dr. Foster also provided the Enrollment Report dated May 20, 2016.

VII. SCHOOL BUSINESS ADMINISTRATOR’S REPORT – Ms. Christina Moskal
Ms. Moskal informed the Board that there will be three open seats in the November election. Interested parties
may obtain a nominating petition from the Office of the County Clerk. All completed petitions are due no later
than July 25, 2016.
VIII. STUDENT GOVERNMENT REPORT – Ryan Bondoc
In his final report, Ryan Bondoc reported on the following matters.

Upcoming Events
The Executive Council was on hand to make a presentation about the class gift. The Class of 2016 is giving a
raven sculpture to the high school. It will have a quote by Dr. Mayer engraved on it and will be located in a
prominent spot near the sports complex. The students on the council envision sports teams touching the head
of the raven for good luck before a game or as they graduate. Mr. O’Grady noted that the gift displayed great
thought and leadership. He particularly liked the idea of establishing long lasting traditions for future
generations of students to take part in in the years to come.

C. FINANCE, FACILITIES, & TRANSPORTATION – Mr. Thomas Halm
Mr. Halm reported on the following matters discussed during the May 18, 2016 meeting of the Finance,
Facilities & Transportation Committee.
Transportation
April reports were reviewed.
Athletic bussing continues to be an ongoing issue. The district is looking for creative solutions,
especially in anticipation of poor bid results. An advertising campaign for substitute and per diem bus
drivers will be underway in the upcoming weeks.
Lease-purchase to replace bus (retirement date: 7/1/16) – One of the district’s 24 passenger buses is
required by law to be retired on July 1. Due to the high cost of a replacement bus (approx. $50,000) it
is recommended that the district engages in a lease purchase. This allows the district to finance the
bus over the course of three years. The need for the replacement bus will be determined after the
second round of athletic bids.
Bid results – To/from routes will be awarded to GST; 3 out of 9 field trip routes were bid and will be
awarded to George Dapper; zero bids were received for athletic trips. The 6 field trips and all athletic
runs will be re-bid in the upcoming weeks.
Aetna Health Insurance Update
Administration is continuously working with the health insurance broker, Arthur J Gallagher, and Aetna to
ensure a smooth transition from Horizon BC/BS to Aetna effective July 1. Weekly implementation
conference calls are underway and have been scheduled until the end of July. The broker and Aetna have
attended four faculty meetings to discuss the transition and to answer any questions that staff may have.
Summer Projects
Solar – The solar PPA is being negotiated by the district’s attorney and Altus Power America/Dobtrol
Construction’s attorney. The district is hoping to have this completed prior to July 1.
Turf & Track – This project is scheduled for a start date of June 23, the day after graduation.
Sale of Windsor – Robbinsville Township is in receipt of all required information. The district will be
notified when the sale will be placed on their agenda.

Referendum Funds – The following projects are recommended to utilize the $70,000 balance of
unexpended referendum funds:
Pond fire panel – approx. $15,000
Pond main office carpet and furniture – approx. $30,000
Sharon main office carpet and furniture – approx. $30,000
Budgetary salary breakage was reviewed.
Discussion
Mrs. Ciaccio asked when the turf project is scheduled to be complete and whether or not any type of
celebration is planned. Ms. Moskal indicated that the project should be finished by August 10. Mr.
O’Grady indicated that there will be more to come regarding celebrating this accomplishment.
Mrs. Ciaccio asked what the protocol is when no bids are received, in this case for transportation (field
trips and athletics). Mr. Halm stated that the district is looking into alternatives including contracting with
charter bus companies for the athletic runs. He noted that the problem is not necessarily due to a lack of
busses, but a lack of drivers and districts across the state are feeling the effects of the shortage. The
committee will continue to explore alternate options. In an effort to clear up some misperceptions, Mr.
Halm also stated that many of the athletic cancellations this past season were due to weather rather than
transportation issues. He indicated that in the future the district will communicate the reason for the
cancellation when a game, meet or match is cancelled.
D. COMMUNITY RELATIONS – Mr. Richard Young
Mr. Young reported that the Community Relations Committee did not meet in May. He urged the district
to create a master calendar of events scheduled to take place at each building in order to avoid scheduling
conflicts. He also noted that discussions about a fall School Connections Forum on substance abuse are in
progress. The next meeting is scheduled to take place on June 7, 2016.

XI. APPROVE ANNUAL RESOLUTIONS
On motion of Mrs. Ciaccio and seconded by Mrs. DeVito, the Robbinsville Board of Education voted 7-0 to
approve annual resolutions A-AA as indicated. Mr. Kochberg and Mrs. Silvestrov were absent.
A. Qualified Purchasing Agent – 2016-2017
WHEREAS, the Public School Contracts Law gives boards of education the ability to establish their
bid threshold at $40,000.00; and
WHEREAS, N.J.S.A. 18A:18A-3a, permits a bid threshold of $40,000.00 if a Qualified Purchasing
Agent is appointed and also grants the authorization to negotiate and award such contracts below the
bid threshold; and
WHEREAS, N.J.A.C. 5:34-5 et seq. establishes the criteria for qualifying as a Qualified Purchasing
Agent; and
WHEREAS, Christina Moskal possesses the designation of Qualified Purchasing Agent as issued by
the Director of the Division of Local Government Services in accordance with N.J.A.C. 5:34-5 et seq.;
and

WHEREAS, the Robbinsville Board of Education desires to establish the bid threshold at $40,000.00
as provided in N.J.S.A. 18A:18A-3; now, therefore, be it
RESOLVED, that the governing body of the Robbinsville Board of Education in the County of
Mercer, in the State of New Jersey, hereby establishes its bid threshold at $40,000.00.

Motion to designate Investors Bank, the district’s banking institution, to administer the direct deposit
program for all district employees as per requirements of N.J.S.A.52:14-15h. All employees shall
receive their net pay via direct deposit for the 2016-2017 school year. The Robbinsville Board of
Education will make exception to this resolution for the following employee payments:

Motion to adopt a resolution authorizing The Procurement of Goods and Services through State

WHEREAS, Title 18A:18A-10 provides that “A board of education, without advertising for bids, or
after having rejected all bids obtained pursuant to advertising therefore, by resolution may purchase
any goods or services pursuant to contract or contracts for such goods or services entered into on
behalf of the State by the Divisions of Purchase and Property”, and
WHEREAS, the Robbinsville Board of Education has the need, on a timely basis, to procure goods
and services utilizing state contracts, and
WHEREAS, the Robbinsville Board of Education desires to authorize its purchasing agent for the
2016-2017 school year to make any and all purchases necessary to meet the needs of the school district
throughout the school year,
NOW THEREFORE, BE IT RESOLVED that the Robbinsville Board of Education does hereby
authorize the district purchasing agent to make purchases of goods and services entered into on behalf
of the State by the Division of Purchase and Property utilizing various vendors that have State
Contracts. The Purchasing Agent shall make known to the Board and Commodity / Service, Vendor

of $20,269.00 for budgetary, payroll and human resource software for the 2016-2017 school year.
Based upon the 2015-2016 numbers, Employee Portal Fees will be approximately $5,146.00. The
total contract will equal $25,415.00.

Motion to approve a contract with Strauss Esmay Associates, LLP, 1886 Hinds Road, Suite 1, Toms
River, NJ in the amount of $5,580.00 for policy review services for the 2016-2017 school year.

Approve that the Business Administrator/Board Secretary be designated as the Board of
Education’s Claims Auditor for the 2016-2017 school year with authority, as provided by 18A:19-2
amended, to direct pre-payment of claims for Debt Service, Payroll, Fixed Charges and any other
claim or demand which would be in the best interest of the Board to pay promptly.

4. AUTHORIZE PAYMENT FOR MERIT GOAL COMPLETION
a. Quantitative Goals (3.3% each)
Motion to authorize payment per employment agreement for completion of the following
quantitative goals valued at 3.3% of the Superintendent’s 2015-2016 salary.
i. School Security
Complete the installation of duress alarms at all three schools designed to engage the
support of local law enforcement and first responders in the event of an emergent school
crisis.
ii. Windsor School
Implement an effective plan for maximizing the sale price of the Windsor School property
in order to return revenue to taxpayers.
iii. Facility Maintenance
Develop a plan to leverage capital reserve dollars to replace and/or repair the turf and
track at Robbinsville High School during the summer of 2016.

Establish a State of the Schools event as an annual vehicle for sharing district vision and

ii. Technology
Train all teachers (regular, special education, and support teachers) in grades 3 and 5 on
the Google Drive and how to leverage the Chromebook as an essential classroom tool. All
students in grades 3 and 5 will have a Chromebook available to them in school starting in
September 2015. In addition, begin to train high school teachers on using the Google
Drive and Chromebooks since this year is the first year of a three-year phase in of the
“bring your own device” initiative at the high school.

XIV. HEARING OF THE PUBLIC
A. NUSHIN KANUNI
Ms. Kanuni said that she is worried about the rate of speed drivers are traveling around RHS and
PRMS at 7:15 AM and asked if the district could do anything about it. Mr. O’Grady explained that it
is a police matter. Mrs. Ciaccio asked if the district has enough crossing guards. Mr. O’Grady
indicated that the Board will continue to do its part and he felt confident that the township would as
well.
B. SHANNON MACKEY
Mrs. Mackey asked if the district has considered contacting E. Windsor given that they have their own
fleet of busses. Mr. O’Grady informed her that they have volunteered to lend us busses but the issue is
one of man power. There are no drivers.
