ROBBINSVILLE BOARD OF EDUCATION PUBLIC SESSION MINUTES

May 31, 2011

I. CALL TO ORDER PUBLIC MEETING Board President Mike Reca called the May 31, 2011 meeting of the Robbinsville Board of Education to order at 6:08 PM.

II. STATEMENT OF PUBLIC MEETINGS

Mr. Reca read the Statement of Public Meetings.

III. PLEDGE OF ALLEGIANCE

The following Board members were present: Mrs. Boyne, Dr. Costanza, Mrs. DeVito, Mrs. Gange, Mr. Halm, Mr. O’Grady and Mr. Reca. Mr. Kasper and Mrs. Silvestrov were absent. Also present: Steven J. Mayer, Superintendent, Kathleen A. Foster, Assistant Superintendent, Robert M. DeVita, School Business Administrator / Board Secretary, Matthew Giacobbe, Board Attorney

V. MOTION TO CONVENE IN EXECUTIVE SESSION

On motion of Mr. O’Grady and seconded by Mr. Halm and carried by a vote of 7-0, the Robbinsville Board of Education voted to move to Executive Session at 6:09 PM. Mr. Kasper and Mrs. Silvestrov were absent.

The following matters were scheduled for discussion in Executive Session: • Personnel • Negotiations Update

VI. MOTION TO RESUME PUBLIC SESSION

On motion of Mrs. Boyne and seconded by Mr. Halm and carried by a vote of 7-0 the Robbinsville Board of Education voted to reconvene in Public Session at 7:15 PM. Mr. Kasper and Mrs. Silvestrov were absent.

VII. BOARD PRESIDENT’S REPORT – Mr. Mike Reca

Athletic Director Curtis Wyers commended the following individuals / teams for their outstanding athletic accomplishments:

• RHS Girls Winter Track Team – 2011Central Jersey Group I Sectionals • RHS Boys Winter Track Team – Finished 2nd in Central New Jersey with Brian

O'Toole earning the championship in the 3200 meter race and Craig Hunter setting a school record in the pole vault at 13 feet

Mrs. Sinkewicz and Mrs. Bootier presented retiring teachers Darlene Jones and Beth Errikson with honorary plaques commemorating their years of service and devotion to the students of Sharon Elementary School. The Board extended their best wishes to both as they begin a new chapter in their lives. Joy Wolfe, Advisor of the RHS Robotics Team, thanked Mr. Russell Fries of Nordson EFD for the donation of three Apex picking machines to the Technology Department. The Board is appreciative of this generous donation.

VIII. SUPERINTENDENT’S REPORT – Mr. Steven J. Mayer

Mr. Mayer introduced Energy Czar John Blair for a presentation on the district’s energy conservation program. Since the program’s inception in July 2010, the district has avoided $108,658 in energy costs. Kudos to Mr. Blair on his efforts to promote energy and cost savings.

IX. SCHOOL BUSINESS ADMINISTRATOR’S REPORT – Mr. Robert DeVita Mr. DeVita presented the Corrective Action Plan resulting from an audit of the ARRA / IDEA grants on February 22 -23, 2011. He read the findings and described the remedy for each.

X. ARRA RESOLUTIONS

On motion of Mrs. Boyne and seconded by Mrs. DeVito, and carried by a vote of 7 – 0, the Robbinsville Board of Education upon recommendation of the Superintendent approved the ARRA resolutions as indicated. Mr. Kasper and Mrs. Silvestrov were absent.

A. ARRA Audit Public Discussion

The Robbinsville Board of Education upon recommendation of the Superintendent certifies that on May 31, 2011 the ARRA Audit conducted by the New Jersey Office of Fiscal Accountability and Compliance was discussed during the public portion of the meeting of the Board.

B. ARRA Audit Corrective Action Plan

The Robbinsville Board of Education upon recommendation of the Superintendent approves the corrective action plan for the ARRA Audit conducted by the New Jersey Office of Fiscal Accountability and Compliance.

On motion of Mrs. Boyne and seconded by Mr. O’Grady and carried by a vote of 7 – 0, the Robbinsville Board of Education upon recommendation of the Superintendent approved the minutes of the following meetings as amended. A. COMMUNITY RELATIONS – Mrs. Sharon DeVito

The Community Relations Committee did not meet in May however Mrs. DeVito expressed her appreciation to those who supported the REF Annual Golf Tournament. The outing raised $10,057.00.

B. EDUCATION, DEVELOPMENT & POLICY – Mrs. Faith Silvestrov

Dr. Costanza reported on the following Education, Development & Policy Committee meeting matters which took place on May 10, 2011. • Policies scheduled for first reading • Jumpstart and Summer School opportunities • Curriculum updates: Literacy coaching at SES, Gifted & Talented criteria, Curriculum

Writing in the areas of PE / Health (9-12), World History, Biology, English I, Science (K-8), LAL (K-3), Social Studies (4-8)

• May 26 school-based professional development schedule • Program priorities for next year • 2011-2012 Staffing • Next Meeting: June 14, 2011

C. PERSONNEL – Mrs. Florence Gange

The Personnel Committee met on May 16, 2011. Mrs. Gange reported on the following matters: • Regular personnel agenda • Resignation of Mike DeTuro, Assistant Principal, PRMS • 2011-2012 Position Control Roster • Annual reappointments • Upcoming Retirements – Mrs. Jones and Mrs. Errikson, both teachers at Sharon Elementary • Job Descriptions – Update and Revisions to Central Office positions • Process for Assistant Principal search • R.E.D. Job Descriptions • Organizational Chart

D. FINANCE, FACILITIES, & TRANSPORTATION – Mrs. Carol Boyne

Mrs. Boyne thanked Mr. DeVita and Accounts Payable Clerk Pam Watson for their efforts and long term improvement with the monthly bill list. She reported on the following matters discussed during the May 25, 2011 meeting of the FFT Committee: • Benefit renewal – AmeriHealth – 9.3% increase / Prescription carrier – Change from

Bollinger to Benecard • 2011-2012 FFT Goal Setting • Exploration of credit card processing for R.E.D. • PPA Update • Special Education Attorney – Will not RFP separately • Custodial Bid – FFT recommends hiring a firm to develop a competitive bid allowing for

section criteria in addition to price • 2010-2011 District Finances – Aim to maintain consistent surplus of $400,000 / rebuild

capital reserves / Upgrade student data system / Technology refresh

donation of two tubas • Process regarding non-payment of tuition (R.E.D. / SPROWTS) • Robbinsville Raven logo – Possible copyright infringement • Raven Bank – In-house student banking offered by First Choice Bank under consideration

E. NEGOTIATIONS – Mr. Thomas Halm

Mr. Halm reported that WTEA has filed a Letter of Impasse. The next meeting for negotiations is scheduled to take place on June 8, 2011.

XIII. HEARING OF THE PUBLIC

A. WAYNE HOLLIDAY

After commenting on the ARRA presentation, Mr. Holliday praised Mr. DeVita for the fact that the district is not required to return any of the grant funds to the state.

B. TOM FLYNN Mr. Flynn discussed the non-renewal of contracts for Matt Mayo and Tara Cumberland. He praised Mr. Mayo as a teacher of public speaking and requested that the Board reconsider.

C. STEVE KREBS The father of four children, Mr. Krebs asked the Board to reconsider the non-renewal of Mr. Mayo’s contract.

D. WALT BURUM Mr. Burum indicated that each of his three sons were mentored by Mr. Mayo and asked the Board to reconsider their decision to not renew his contract.

E. JODY MIDNIK Mrs. Midnik implored the Board to listen to the voice of the community. She noted that Mr. Mayo is a fine young man who has the ability to motivate his students. She requested that he be mentored so he can continue to mentor his students.

F. MICHELE GLASSBURG BINDER Mrs. Binder praised Ms. Cumberland for teaching her daughter the importance of following through on commitments. She considers Ms. Cumberland a true leader and role model for students and asked the Board to reconsider their decision to not renew her contract.

Mr. Reca thanked the public for their articulate expressions of concern for Mr. Mayo and Ms. Cumberland. He noted that the Board would take their comments under consideration.

On motion of Mrs. Gange and seconded by Dr. Costanza and carried by a vote of 6-0, the Robbinsville Board of Education voted to approve resolutions A.1 – 5 on the Personnel Agenda (pages 25 – 35) and as indicated below. Mr. Reca abstained from voting on the football coaches. Mrs. DeVito was not present at the time of the vote. Mr. Kasper and Mrs. Silvestrov were absent. 4. F. FY2010 IDEA Grant Amendment

That the Robbinsville Board of Education upon recommendation of the Superintendent approve the amendment of the fiscal year 2010 IDEA Grant.

G. Change in Prescription Plan

That the Robbinsville Board of Education upon recommendation of the Superintendent authorize Benecard as the designated provider of the district prescription card plan. Coverage shall be effective July 1, 2011 for full-time, tenured employees and, if elected, their dependents. Full-time, non-tenured employees shall be offered single coverage and the option to purchase coverage, at their own expense, for their dependents. Be it resolved the Robbinsville Board of Education, in accordance with N.J.A.C. 17:9-4.6, requires a minimum of 60% (as per negotiated contract) as the minimum standard for full time status. Be it resolved that the Robbinsville Board of Education hereby appoints Robert DeVita, School Business Administrator / Board Secretary to act as the Certifying Officer in the administration of this program.

H. Wireless System Upgrade

That the Robbinsville Board of Education upon recommendation of the Superintendent award a contract to Transnet Corporation, 45 Columbia Road, Somerville, NJ in the amount of $35,949.68 to purchase and install a wireless system upgrade. The contract pricing is being awarded as per the WSCA / NASPO contract agreement #73979. The district solicited 3 quotes under the WSCA Contract with Transnet Corporation the lowest quote.

I. PRMS Playground

That the Robbinsville Board of Education upon recommendation of the Superintendent approve the submission of the Pond Road Middle School playground equipment installation project (DOE Project # 21-5510-040-11-1000) to the New Jersey Department of Education for review and approval. This will be an “other capital project” with no state funding. Amendment of the 2005-10 Long Range Facilities Plan will be consistent with this project. The Board authorizes Spiezle Architectural Group Inc, to make this submission to the Department of Education on behalf of the district. Further, the Board gratefully acknowledges the Township of Robbinsville for donating this playground equipment to Robbinsville Schools.

J. Acceptance of Donations i. RHS Boys Soccer

That the Robbinsville Board of Education upon recommendation of the Superintendent accept a donation from the Barca family in the amount of $2,000.00 to be designated for the RHS Boys Soccer program. The Board and the Boys Soccer Team are appreciative of the Barca’s generosity!

ii. FIRST Robotics Team 2590

That the Robbinsville Board of Education upon recommendation of the Superintendent accept a donation of three Apex Picking Machines from Russell Fries. Mr. Fries, of Nordson EFD, has donated the machines to the RHS Technology Department and FIRST Robotics Team 2590. The Board and the Technology Department are grateful for the Mr. Fries’ generosity!

2. FACILITIES

a. Building Use

That the Robbinsville Board of Education upon recommendation of the Superintendent approve and ratify the Buildings and Grounds Use of Facilities Schedule for the months of June 2011 and July 2011.

3. TRANSPORTATION

a. Mercer Coordinated Transportation Services Contract

That the Robbinsville Board of Education, upon recommendation of the Superintendent, approve the transportation agreement with the Mercer Coordinated Transportation Services for the period July 1, 2011 to June 30, 2012.

XV. HEARING OF THE PUBLIC DAVID HAFTEL Sophomore David Haftel said that Ms. Cumberland is his favorite teacher. He indicated that she is easy to talk to and has had a positive influence on the entire track team. TIMOTHY SANTORO Tim Santoro, a freshman, pointed out that Ms. Cumberland was a teacher that he can really relate to. He said that she makes gym class and track fun. KELLIE HODSON Freshman Kellie Hodson praised Ms. Cumberland as being open, easily approachable and easy to talk to. She asked the Board to reconsider its position on her non-renewal. UDDHAV JOGLEKAR Ninth grader Uddhav Joglekar indicated that Ms. Cumberland treats all students equally and makes him feel cared for. BARRY HAFTEL The parent of two of Ms. Cumberland’s students, Barry Haftel noted that he hears daily stories involving Ms. Cumberland. He said that she clearly pushes kids to try to exceed their potential. He asked the Board to reconsider the decision to not renew her contract.

XVI. OLD BUSINESS • Annual Board Retreat – In order to schedule the annual BOE retreat, Mr. Mayer asked Board

members to provide him with their availability during the first two weeks in July. • Annual Evaluation of the Superintendent – Mrs. Gange is spearheading this effort

XVII. NEW BUSINESS

Mr. Reca appointed Mrs. DeVito as an alternate to serve on the Negotiations Committee.
