PRESIDENT’S

MESSAGE

I heard a term recently which resonated: “Protest Fatigue.” The constant nagging of

malcontents against the administration has become boring. Of course, pay attention—for a second or two—

and then move forward without investing more time in the latest round of gripes. By the time this article is

printed, the “we shall underwhelm” crowd will have new subjects to garner headlines and ongoing silliness.

Soldier up, Republicans! Be glad work that matters is being done while those who insist on

showing off and showing up for less than stellar reasons continue their rants and raves.

Example: there are millions of us who don’t care if or when President Trump releases his tax

returns. When Bernie, Nancy, Maxine, Chuck, Susan and/or Hillary boards a tour bus to tell us how we aren’t

being well represented or how—as Bernie states—their goal is to turn all 50 states blue, we aren’t interested.

A noble task, Bernie, as you head across the vast central plains of America who have rejected your brand of

politics for quite some time. Please cite one “free” and socialistic country which has survived and thrived. A

reminder: The latest fall-on-face government is Venezuela. Someone should send that message and those

statistics to Sean Penn before he makes a bigger fool of himself touting that wonderful country. As a

generous gesture he might include several thousand box cars of toilet paper to the citizens to help out with

their critical shortages. One writer pointed out that the only person who survived the Venezuelan collapse

from power was Hugo Chavez’ daughter. Imagine that.

Another dust-up is about the North Koreans (“NoKo”) roaring about their nuclear missile

capability and showing us their power. Logic tells me that a nation which has to import 90% of their

materials from China won’t be a worthy adversary for the USA. Troublemaker, yes; worthy opponent, no.

Their latest launch attempt fizzled but the rumors are that the US and others against “NoKo” used

cyberwarfare to make it a “NoGo.” And, such efforts go back two or three years to the Obama administration.

It is easy to compare the awakening American population to the term “sleeping giant.” With

few exceptions, continentally, Red State America has spoken. We may not win every election every time in

the next few years, but think how remarkable the run has been—from city councils to the presidency—as the

rejection of the extreme Democratic Party principles and candidates have been left wondering what happened.

It is incumbent on both parties to spend more time listening to each other than braying endlessly about the

differences which exist.

Author Cynthia Ozick is a pretty good hand at turning thought-provoking phrases to relevant

mottoes. I like this one:

“Resentment is a communicable disease and should be quarantined.”

A good reminder to Congress isn’t it?

From a Daniel Greenfield article, here is another gem:

The Democrats became a treasonous organization when they fell under the sway of a movement that rejects

our system of government, its laws and its elections. Now their treason is coming to a head. They are

engaged in a struggle for power against the government. That’s not protest. It’s not activism. The old

treason of the sixties has come of age. A civil war has begun.”

Ruth Harriss. President, RRWF

LEGISLATION, MAY 2017

The purpose of having a legislation chairperson is to keep the membership informed on legislation &

issues which affect our county, our party & our membership.

S.B. 1, (Beall), Transportation Funding, (Gas Hike Bill), This bill would create the Road

Maintenance and Rehabilitation Program to address deferred maintenance on the state highway

system and the local street and road system. The bill would require the Calif. Transportation

Commission to adopt performance criteria, consistent with a specified asset management plan, to

ensure efficient use of certain funds available for the program. The bill would provide for the deposit

of various funds for Transportation Fund, including revenues attributable to a $0.12 per gallon

increase in the motor vehicle fuel (gasoline) tax imposed by the bill with an inflation adjustment,

50% of a $0.20 per gallon increase in the diesel excise tax, with an inflation adjustment, and a new

$100 annual vehicle registration fee applicable only to zero-emission vehicles model year 2020 and

later, with an inflation adjustment. The bill would provide that the fuel excise tax increases take

effect on Nov. 1, 2017, the transportation improvement fee takes effect on Jan. 1, 2018, and the zero-

emission vehicle registration fee takes effect on July 1, 2020.

According to Senator Mike Morrell (R-Rancho Cucamonga) this is the largest gas tax in state

history. The tax increase - $100 million goes to bike trails and walkways - not roads;

$750 million goes to public transit - not roads; and higher taxes and a state that will become even

more unaffordable for working families.

On 4/6/17, the National Federation of Independent Business Owners wrote: We are deeply

disappointed with SB 1 as it represents not only bad public policy, but bad politics. Our roads have

been embarrassingly neglected for decades and billions of tax payer dollars have been diverted away

from our roads in that time, yet Gov. Brown and the democratic legislative leadership imposed an

arbitrary one week deadline to jam the largest gas tax increase in state history through the

legislature. This rushed process for the sake of political expedience silenced small business owners

and all tax payers who have not had the opportunity to review and analyze this sweeping legislation.

The California Republican Party has requested that we call Gov. Brown's office, (916) 445-2841 to

voice our opposition and also to write letters to the editor of local newspapers voicing our opposition

to this $5.2 billion gas and car tax.

This bill was introduced on 12/5/16, passed the Assembly on 4/6/17 passed the Senate on

4/6/17. (Source: https//leginfo.legislature.ca.gov, Sen. Mike Morrell, Nat. Fed. of Independent

Business Owners).

Respectfully submitted by Vicki Phillips, Legislation Chairperson, 4/27/17

MAY SPEAKER

Mike Hestrin is our speaker for our fashion show / luncheon on May 19th.

He became the Riverside County District Attorney January of 2015.

Hestrin was born in the Coachella Valley and he graduated in 1993 from

the University of Arizona in Tucson, Arizona with a bachelor’s degree in

history. He then attended and graduated from Stanford in 1997, with both a

Juris Doctorate in Law and a master’s degree in Latin American studies.

Upon finishing his studies, Hestrin returned to Riverside County to begin his legal career. He started as a

volunteer law clerk in 1997 with the Riverside County District Attorney’s Office and was hired by then-

District Attorney Grover Trask as a Deputy District Attorney the following year.

Before being elected as District Attorney, Hestrin spent 18 years as a line prosecutor in the DA’s Office.

During his years as a prosecutor, he had the honor to represent the people of Riverside County in some of

the most difficult and challenging cases. He has completed more than 100 jury trials during his career. As

Trial Team Leader for the District Attorney’s Sexual Assault and Child Abuse Unit, he prosecuted those

who target and abuse children. For most of his last 10 years with the DA’s Office prior to becoming

District Attorney, Hestrin was assigned to the Homicide Unit where he conducted more than 30 murder

trials including seven successful death penalty cases. For his last 10 years as a prosecutor, Hestrin served

on the District Attorney’s homicide roll-out team, responding to homicide scenes and officer-involved

shootings to provide legal assistance to police and sheriff’s departments. He responded to more than 100

crime scenes during his years on the roll-out team.

Hestrin has been recognized for many achievements during his legal career. In 1999, he was named

Riverside County’s Misdemeanor Prosecutor of the Year. The following year he was recognized as

Riverside County’s Felony Prosecutor of the Year. In 2003, 2005, and again in 2010, he was named

Countywide Prosecutor of the Year. Hestrin was chosen by the legal publication, The Daily Journal, as

one of 2008’s “Top Twenty Lawyers Under Forty” for all of California. In 2009, he was honored as the

Statewide Prosecutor of the Year by the California District Attorney Investigators Association. In 2010,

the California District Attorneys Association recognized him as California’s Outstanding Prosecutor.
