INTRODUCTION This Guide describes in detail how athletes and teams can qualify for the Rio 2016 Paralympic Games in each of the 22 sports on the Games programme. It provides to the National Paralympic Committees (NPCs), to National Federations (NFs), to sports administrators, coaches and to the athletes themselves the conditions that allow participation in the signature event of the Paralympic Movement.

The Guide presents:

an overview of the Rio 2016 Paralympic Games Programme, the general IPC regulations on eligibility, the specific qualification criteria for each sport (in alphabetical order), a glossary of the terminology used throughout the document.

Structure of sport-specific qualification criteria

Each sport-specific section in this Guide follows a standardised format. Readers can quickly locate information or cross-reference it between sports. The standard structure of each sport-specific qualification criteria is as follows:

Qualification Methods

There are a variety of qualification methods which the IFs may employ depending on the nature and traditions of each sport. The mix of qualification methods (listed below) within each sport shall respect the following principles:

To ensure that the world’s leading athletes receive the opportunity to perform at the highest level,

to uphold the fundamental ethical concept of non-discrimination, and


to ensure that regional opportunities for qualification exist and that regional distribution of qualification slots is justifiably based on elite performances and/or prevalence of a sport in a given region.

In most sports the participation of the host country is guaranteed via reserved slots. However, athletes representing the host country still need to comply with all eligibility requirements in order to enter the Paralympic Games.

The following qualification methods based on performance may be used:

Placement at World Championships Placement at Regional/Zonal Championships or Regional Games Placement in other IF sanctioned Competitions or designated Paralympic Qualifiers Rank on a World or Regional Ranking List Rank on a specific Paralympic Qualification Ranking List Achievement of a Minimum Qualification Standard (MQS) with or without subsequent

Quota Allocation Formula Bipartite Invitations (see page 8 of this section).

In addition, a small number of Universality Wild Cards will be awarded at the discretion of the IPC to athletes representing NPCs who have not been able to achieve entry into the Paralympic Games via the above qualification methods (see page 9 of this section).

RIO 2016 PARALYMPIC PROGRAMME OVERVIEW The Paralympic Games represents an international, multi-sport competition for athletes with an impairment that reflects the highest standards of athletic excellence and diversity. The goal of the Paralympic Games Programme is to provide exciting events in the Paralympic Games that allow athletes to achieve competitive excellence while engaging and entertaining spectators. To ensure this for the Rio 2016 Paralympic Games, the IPC conducted its quadrennial review process that determined the inclusion and positioning of sports, disciplines and medal events within the Paralympic Games based on established core characteristics and guiding principles.

Core Characteristics and Guiding Principles

The Core Characteristics and Guiding Principles of the Paralympic Sports Programme are as follows:

QUALITY: The essential principles with respect to grade of excellence and accomplishment.

High Performance – Representing the highest athlete performances in the context of the specific sport.

Exciting – Providing a vibrant and energising atmosphere that is entertaining in the context of each sport, yet creates a collective motivational atmosphere that is attractive to spectators and media.

Inspirational – Creating a distinct opportunity for personal experience/reflection that acts as a catalyst for change through showcasing the extraordinary perseverance of the human spirit through athleticism.

Fair Play – Driving collective values of the IPC ensuring that the spirit of fair play prevails, that the health risks of athletes are managed, that fundamental ethical principles are upheld, that prejudice and discrimination are not tolerated and that all forms of cheating are discouraged and dealt with sternly.

QUANTITY: The principles that ensure viable sports, disciplines and medal events within a sustainable programme.

Viable – Ensuring operational and programmatic capability in the context of the IPC's obligations vis-a-vis the International Olympic Committee (IOC) and considering the impact on the Organising Committee of the Olympic and Paralympic Games (OCOG) - eg, financially, cost effective, manageable, number of training and competition venues, safety, risk management.

Sustainable – Ensuring a stable programme that allows forecasting, ongoing evaluation and dynamic evolution of each sport.


UNIVERSALITY: The collective principles that ensure and reflect a diverse movement.

Equitable – Ensuring that gender representation and the type and extent of impairments represented at the Games are taken as a fundamental factor in the composition of the programme.

Global – Establishing a framework that strives to ensure regional representation and the global nature of the Games.

Balance – Weighing and positioning the types of sports and athletes included based on the nature of the sports/disciplines - eg, individual versus team; power versus precision; speed versus endurance, combat versus artistic.

GENERAL IPC REGULATIONS ON ELIGIBILITY In addition to each IF’s sport-specific athlete eligibility criteria the IPC has established a set of general eligibility criteria that apply to all participants in the Paralympic Games. These general regulations are derived from the IPC Handbook. They ensure that the fundamental rights and obligations of the IPC and its membership are recognised and protected. The General IPC Regulations on Eligibility are as follows:

IPC Membership

Only NPCs in good standing with the IPC may enter duly qualified and eligible athletes in the Rio 2016 Paralympic Games. NPCs are reminded that NFs must ensure that their membership with their sport’s respective IF is in good standing during the qualification period and upon close of sport entries to the Paralympic Games so their athletes may participate.

Compliance with IPC Policy on the Nationality of Competitors

Any athlete in the Paralympic Games must be a national of the country/territory of the NPC entering him/her and in compliance with the provisions of the IPC Policy on the Nationality of Competitors as published in the IPC Handbook (Section 2, Chapter 3.1).

Minimum Age Requirement

No minimum age limit for athletes competing in the Paralympic Games is stipulated by the IPC on a general basis. However, NPCs should note that an age limit may be established by some IFs through sport-specific athlete eligibility criteria. While the Paralympic Games welcomes the world’s youth with an impairment, NPCs are encouraged to send to the Paralympic Games only athletes adequately prepared for high performance competition.

Understanding and Agreeing to the Eligibility Code

To be eligible for participation in the Paralympic Games all athletes must sign, observe, comply with and abide by the rules and regulations outlined on the IPC Eligibility Code form. The IPC Eligibility Code form is part of the NPC registration process.

NPC Selection Standards

The IPC recognises and respects the right of NPCs to establish national selection standards for determining an athlete’s or team’s qualification to compete in the Paralympic Games. Such standards must be compliant with those established by the IPC as well as with each respective IF’s terms and dates of confirmation and the administrative deadlines of the OCOG. All athletes and teams are equally subject to their respective NPC’s selection standards.


Compliance with Classification Rules

Only qualified athletes that meet the sport-specific classification rules and have a designated classification status will be eligible for entry in the Rio 2016 Paralympic Games. It is the responsibility of each NPC to ensure that its athletes are appropriately classified in their respective sports prior to entry and that each athlete holds a sport class status that complies with the sport’s eligibility requirements as published in this Guide.

BIPARTITE COMMISSION INVITATIONS As in previous Paralympic Games, the IPC has worked with the IFs to develop qualification methods which allow the top athletes in each sport to compete in the Games, but which also respect the Paralympic Games Guiding Principles. The Core Characteristics of quality, quantity and universality that structure the Guiding Principles are fundamental and leading aspects in the IPC’s and IFs’ aim to deliver great competition at the Games.

While the primary method in which the Guiding Principles are respected is through the standard qualification methods, the IPC and certain IFs have also sought to provide targeted qualification slot allocations through the Bipartite Commission Invitation Allocation method. These invitations are included in the overall athlete quotas of the relevant sports. Invitations are granted on a discretionary basis by the IPC and the respective IF and are typically allocated based on the following principles:

to ensure participation of top athletes who may have not had the opportunity to formally qualify through other methods due to extraordinary circumstances;

to ensure the representation of athletes with high support needs; to ensure medal events will have sufficient representation for viability; and to enable greater representation by gender.

The following sports offer Bipartite Commission Invitation slots:

Archery, Athletics, Cycling, Equestrian, Judo, Powerlifting, Rowing, Shooting, Swimming, Table Tennis, Triathlon, Wheelchair Fencing, Wheelchair Tennis.

Timelines and Application Procedures:

Each IF offering Bipartite Commission Invitation slots has established its individual timeline for submission and acceptance of Bipartite Commission Invitation applications. Please refer to the


respective section in each sport’s chapter of this Guide. All Bipartite Commission Invitation decisions are final with no opportunity for protest or appeal.

REDISTRIBUTION OF VACANT QUALIFICATION SLOTS Each IF confirms in writing to the NPCs the allocation of qualification slots their teams and athletes have obtained. The NPCs then must confirm acceptance of their allocated slots by the deadline established in each sport’s chapter of this Guide. Any qualification slots not used by an NPC will be reallocated according to the method outlined in the respective sport’s chapter of this Guide. Qualification slots that cannot be reallocated by the established deadlines or become vacant (following the deadline for final sport entries) may be redistributed at the sole discretion of the IPC to any sport on the programme. All redistribution decisions are final with no opportunity for protest or appeal.

UNIVERSALITY WILD CARDS In each edition of the Paralympic Games, the IPC institutes a slot allocation method to uphold the Universality principle and to ensure representation of a maximum number of eligible member NPCs. This slot allocation is called Universality Wild Card (UWC) method and is by invitation only. No athlete and no NPC is entitled to receiving a UWC. All UWC decisions are final with no opportunity for protest or appeal.

Such invitations may be extended if an NPC has been unable to qualify athletes in any of the 22 sports on the programme or if an NPC has obtained only one (1) qualification slot. The UWC slot is allocated to the individual athlete, not to the respective NPC. If an NPC qualifies athletes via the regular qualification pathways after one of their athletes has been granted a UWC, the UWC is revoked and the properly qualified athlete obtains the slot.

UWC slots fall outside the athlete quotas published in this Guide. For the Rio 2016 Paralympic Games the IPC will consider granting UWCs in the following sports:

Athletics Swimming

A maximum of one (1) male UWC slot and one (1) female UWC slot may be granted if an NPC has not obtained any qualification slot otherwise. NPCs who have obtained only one (1) qualification slot (irrespective of gender) may be given one (1) female UWC slot in addition.


Criteria for Consideration

In order to be considered for a UWC athletes must meet the following conditions:

comply with the General IPC Regulations on Eligibility as published in this Guide; comply with the Athlete Eligibility Criteria for their respective sport as published in this

Guide. This entails meeting all requirements for licensing and classification at the time the UWC is awarded; and

be on the “Accreditation Long List” as described under Key Dates below. Athletes who do not meet these criteria will not be considered for a UWC. The IPC Governing Board reserves the right to award a UWC under exceptional circumstances irrespective of the above criteria and in any sport.

Application Process

The IPC will announce the UWC application process one (1) year prior to the Rio 2016 Paralympic Games.

KEY DATES The following dates and deadlines have been established by the IPC and the Rio 2016 Organising Committee and need to be observed across all sports on the programme:

Begin of Qualification Period: 1 January 2014

Each IF may determine their own qualification period during which athletes and teams can attain results and rankings that count towards qualification for the Rio 2016 Paralympic Games. No IF may establish a qualification period that begins prior to 1 January 2014. All qualifying results must be achieved during the respective sport’s qualification period. Results and rankings achieved prior to 1 January 2014 may not be considered for qualification towards the Rio 2016 Paralympic Games. If a sport maintains a ranking list which – by the end of their qualification period - incorporates results achieved prior to 1 January 2014 a separate ranking list needs to be established for the purpose of Paralympic Games qualification. Participation in a competition during the qualification period may depend on results achieved prior to the beginning of the respective sport’s qualification period.

Accreditation Deadline: 27 May 2016

NPCs must submit to the Rio 2016 Organising Committee complete information about every potential delegation member whom they consider sending to the Games. This “Accreditation Long List” includes athletes (duly qualified, replacements, substitutes, Bipartite candidates,


Universality Wild Card candidates etc.), competition assistants (guide runners, tandem pilots, goalkeepers, Boccia assistants), coaches, team physicians, administrators, physiotherapists, caretakers, press attachés, Paralympic attachés and Chefs de Mission – along with NPC Presidents, Secretaries General and accompanying guests. Only athletes who are accredited by 27 May 2016 can be entered into the Games by the sport entries deadline (see below).

Sport Entries Deadline: 15 August 2016

Sport Entries is the official registration process for athletes selected and qualified to participate in the Paralympic Games. Any athlete an NPC may choose to enter must meet all eligibility criteria by the time the entry is made. The athlete also has to be on the “Accreditation Long List” (see previous section). The last possible day to meet the eligibility criteria is 15 August 2016. Sport Entries will close at 23:59h, Rio de Janeiro time, on 15 August 2016.

Allocation of Qualification Slots

The qualification slot is allocated to the NPC, not to an individual athlete. In the case of a Bipartite Commission Invitation the slot is allocated to the individual athlete, not to the NPC.

Maximum Quota Allocation per NPC

An NPC may be allocated a maximum of thirteen (13) qualification slots. Exceptions apply for the highest ranked NPCs in certain medal events at the 2015 Para Archery World Championships. Qualification slots may be allocated as follows:

Athlete Eligibility

To be eligible for selection by an NPC, athletes must:

Be internationally classified with either a ‘Confirmed’ sport class status or a ‘Review’ sport class status with a review date after 31 December 2016; and

Have achieved one (1) of the following Minimum Qualification Standards (MQS) for their respective sport class between 1 July 2015 and 1 July 2016:

An NPC can enter a maximum of one (1) team comprised of one (1) eligible male and one (1) eligible female athlete. Team members are selected from the athletes who compete in the Individual events.

The four (4) highest ranked Mixed Teams in each medal event will each obtain one (1) male and one (1) female qualification slot for their NPC.

The highest ranked athletes (not otherwise qualified) in each Individual medal event at each of the three 2015/16 Continental Qualification Tournaments will obtain one (1) qualification slot for their NPC up to the maximum quota and according to the following matrix:

In case a Continental Qualification Tournament is not held or a medal event is not offered at a particular Continental Qualification Tournament, the qualification slot(s) will be allocated to the next highest ranked athlete(s) at the 2015 Para Archery World Championships (not otherwise qualified).

2016 World Qualification Tournament Allocation

The highest ranked athletes in each Individual medal event will each obtain one (1) qualification slot for their NPC according to the following matrix:







An NPC can obtain a maximum of one qualification slot per medal event at the 2016 World Qualification Tournament. The Tournament is open only to NPCs who have not obtained any qualification slot(s) per gender through the above allocation methods.

Up to the maximum quota per event the Host Country directly qualifies one (1) athlete for each Individual medal event in which they enter at least one (1) athlete at the 2015 Para Archery World Championships. CONFIRMATION PROCESS OF ALLOCATED SLOTS

By 15 July 2016 each NPC must confirm to World Archery in writing (fax and email are accepted) the number of qualification slots they will use. NPCs that have not replied by this date will have lost their slots and World Archery may reallocate them.

By 22 July 2016 World Archery will confirm in writing the reallocation of all unused qualification slots.

By 22 July 2016 it is officially declared that the respective NPCs will use the allocated slots for the Rio 2016 Paralympic Games. Any NPC that does not use its allocated slots may be subject to sanctions by IPC and World Archery.

REALLOCATION OF UNUSED QUALIFICATION SLOTS

Any qualification slot obtained at the 2015 World Championships, at one of the three Continental Qualifiers, or at the 2016 World Qualification Tournament that is not used by an NPC will be reallocated to the next highest ranked athlete in the respective medal event (not otherwise qualified) at the 2016 World Qualification Tournament.

The qualification slot is allocated to the NPC not to the individual athlete. In case of a Bipartite Commission Invitation the slot is allocated to the individual athlete not to the NPC.


An NPC can be allocated a maximum of forty-eight (48) male qualification slots and thirty-two (32) female qualification slots. Exceptions may be granted through the Bipartite Commission Invitation Allocation method. If an NPC is unable to use all of the allocated qualification slots in a given gender, the unused slots cannot be transferred to the other gender. They will be reallocated in the respective gender to other NPCs through the Bipartite Invitation Commission Allocation method.

To be eligible for a relay medal event, athletes must: have entered an individual medal event (with exception of the additional relay specialist).


An NPC can enter a maximum of three (3) eligible athletes per Individual medal event provided each has achieved at least a BQS performance in that event.

NPCs can enter a maximum of one (1) team in each relay medal event comprising up to six (6) eligible athletes.

NPCs may enter a maximum of six (6) eligible athletes in each marathon medal event. A maximum of three (3) athletes per NPC may enter each marathon medal event as their only event.

NPCs may enter an eligible athlete in an unlimited number of medal events as long as the athlete has achieved at least a BQS performance in each of these medal events.


Qualification slots will be allocated as follows:


2015 Marathon World Championships Allocation (London)

The top two (2) ranked athletes at the IPC Athletics Marathon World Championships in each of the medal events on the Rio 2016 Paralympic Programme each obtain one (1) qualification slot for their respective NPC.

2015 World Championships Allocation (Doha)

The top two (2) ranked athletes at the 2015 IPC Athletics World Championships in each of the Individual medal events on the Rio 2016 Paralympic Programme (excluding Marathon) will each obtain one (1) qualification slot for their respective NPC.

In the case that an athlete is ranked first or second in more than one medal event, he/she can only obtain one (1) qualification slot for his/her NPC. Athletes who have obtained a qualification slot at the 2015 Marathon World Championships cannot obtain any additional slot for their NPC through this allocation method.

In the case that fewer slots are allocated through this method than available in the quota, IPC Athletics will allocate the remaining slots via the AQS Qualification Allocation method.

Rio 2016 Qualification Rankings Allocation

IPC Athletics will establish a 12-month Qualification Ranking from 1 April 2015 to 1 April 2016 for each of the Individual medal events on the Rio 2016 Event Programme except for the Marathon medal events.

The three (3) highest ranked athletes in the Top 5 of each Individual medal event, who have not otherwise obtained a qualification slot through the aforementioned methods, will obtain one (1) qualification slot for their respective NPCs. In the case that an athlete is eligible in more than one (1) medal event for slot allocation under this method, he/she can only obtain one (1) qualification slot for his/her NPC.

AQS Qualification Allocation

Athletes who achieved an AQS performance at an IPC Recognised Competition between 15 October 2014 and 20 June 2016 but who did not obtain a qualification slot for their respective NPC through the above Qualification Allocation methods will be considered to determine the NPC’s AQS Qualification Allocation slots.

AQS results are only recognised for athletes who were licensed at the time they achieved the AQS result and who held an international sport class status ‘Confirmed’ or ‘Review’ prior to 20 June 2016.

If more athletes have achieved an AQS than the total number of qualification slots available under this method, then the qualification slots will be allocated as follows:

IPC Athletics reserves the right to round up or down in order to achieve the required allocation of qualification slots per gender. In most instances the allocation figure will be


rounded up to the next highest number. However, at IPC Athletics’ discretion allocation figures with .49 and below may be rounded down. Any qualification slot not allocated under this method will be distributed through the Bipartite Commission Invitation Allocation method.

Relay Events Allocation

The top eight (8) ranked NPCs on the IPC Athletics Relay Ranking List (1 January 2015 – 20 June 2016) in the relay medal events offered at the Rio 2016 Paralympic Games may be allocated up to one (1) qualification slot per relay team solely for eligible relay specialist athletes subject to the NPC’s confirmation and agreement of qualification slot usage. Relay specialist athletes under this allocation method may enter additional events provided having achieved at least the BQS performance for each respective event. Any qualification slots under this method that are not used by the NPCs will be redistributed through the Bipartite Commission Invitation Allocation method.

Twenty (20) eligible male athletes and ten (10) eligible female athletes will be considered by IPC and IPC Athletics for Bipartite Commission Invitation qualification slots. Some or all of these slots may be used to protect the viability of certain medal events.

To be considered for a Bipartite Commission Invitation slot, NPCs must submit an official application in writing to IPC Athletics by 20 June 2016.

CONFIRMATION PROCESS OF ALLOCATED SLOTS By the dates published herein each qualified NPC must confirm to IPC Athletics in writing (fax and email are accepted) if they wish to use their slots allocated through the qualification slot allocation methods. NPCs that have not responded by the respective dates will lose their qualification slots, and IPC Athletics may reallocate these slots.

By 15 July 2016 IPC Athletics confirms in writing the reallocation of unused qualification slots.

By 15 July 2016 it is officially declared that the respective NPCs will use the allocated slots for the Rio 2016 Paralympic Games. Any NPC that does not use its allocated slots may be subject to sanctions by IPC Athletics.

Individual World Ranking List qualification slots are allocated according to the following quotas:

BC1: two (2) highest ranked athletes whose NPC(s) are not qualified for Team event including the highest ranked female athlete.

In such case the vacant entry position in the Individual competition will be given to the next highest ranked Individual athlete from a qualified Team or Pair.


The host country directly qualifies one (1) BC1/BC2 Team, one (1) BC3 Pair, and one (1) BC4 Pair subject to being ranked on the BISFed Boccia Team and Pairs World Ranking List closing 30 April 2016.

Any host country slots that cannot be allocated will be given to the next highest ranked NPC (not otherwise qualified) on the BISFed Boccia Team and Pairs World Ranking List closing 30 April 2016.

There must be a minimum of three (3) continents represented in each medal event at the Rio 2016 Paralympic Games.

Should three (3) continents not be represented then the lowest ranked qualified NPC at the 2016 ICF Paracanoe World Championships will lose their slot in the respective medal event and the qualification slot will be given to the highest ranked NPC from another continent not represented in that event. This process will be repeated until three (3) continents are represented in all medal events. Host Country slots will count as representing a continent for qualification slots.

Athlete Eligibility

To be eligible for selection by an NPC, athletes must: be internationally classified either with a ‘Confirmed’ sport class status or a ‘Review’ sport

class status with a review date after 31 December 2016; have competed in the 2015 and/or the 2016 ICF Paracanoe World Championships.


An NPC may enter a maximum of one (1) eligible athlete in each medal event. Each entry must be made in the medal event for which the qualification slot was obtained. Each athlete may enter only one (1) medal event and in the class they have been attributed.




2015 World Championships Qualification

In the Male medal events, the top six (6) ranked athletes in each medal event qualify their NPC for one (1) qualification slot.

In the Female medal events, the top six (6) ranked athletes in each medal event qualify their NPC for one (1) qualification slot.

An NPC can obtain only one (1) qualification slot per medal event. Any subsequent slot will be allocated to the next highest ranked NPC (not yet qualified).

An NPC can enter a maximum of one (1) team per Team medal event.

2016 UCI Combined Nations Ranking Allocation

The factor used to calculate the number of male qualification slots allocated through the 2016 UCI Combined Nations Ranking Allocation method will be determined by adding the ranking points of all NPCs on the UCI Para-Cycling Combined Nations Ranking closing 27 March 2016, and then dividing the total by the number of available male qualification slots. Each NPC’s points will then be divided by this factor to calculate the number of male qualification slots for each NPC, up to a maximum of thirteen (13).

The factor used to calculate the number of female qualification slots allocated through the 2016 UCI Combined Nations Ranking Allocation method will be determined by adding the ranking points of all NPCs on the UCI Para-Cycling Combined Nations Ranking closing 27 March 2016, and then dividing the total by the number of available female qualification slots. Each NPC’s points will then be divided by this factor to calculate the number of male qualification slots for each NPC, up to a maximum of six (6).

UCI reserves the right to make minor adjustments to the factor in order to achieve the intended total allocation of male and female qualification slots. In most instances the allocation figure will be rounded up to the next whole number. However, at UCI’s discretion allocation figures with .40 or below may be rounded down.

Furthermore, UCI will apply a “ring-fenced system” to some or all of an NPC’s allocated qualification slots in order to protect the viability of certain medal events. The NPC will be required to confirm entry of a qualified and eligible athlete in the specified sport class in order to retain the respective qualification slot.

Athlete Eligibility


Be internationally classified with a ‘Confirmed’ sport class status or a ‘Review’ sport class status with a review date after 31 December 2016.

To be eligible for selection by an NPC, athlete/horse combinations must:

Have achieved at least one (1) sixty (60) percent score at a FEI Para Equestrian 3* or above event in an Individual or Team competition between 1 January 2014 and 19 June 2016;


An NPC can enter a maximum of one (1) eligible team in the team event, comprising a minimum of three (3) and a maximum of four (4) eligible athletes entered in individual events. At least one (1) team member shall be an eligible athlete in either sport class Grade Ia or sport class Grade Ib or sport class Grade II. In order to form a team an NPC can enter a maximum of two (2) eligible athletes per sport class.

If an NPC obtains three (3) or four (4) Individual qualification slots (by means of Regional Distribution of Individuals, Bipartite Commission Invitations, Completion of Quota), then all three (3) or four (4) slots may be used for athletes competing only in Individual medal events if the selected athletes do not fulfil the criteria to form a team. If an NPC enters three (3) or more athletes who meet the criteria required to form a team, that NPC must compete in the Team medal event.




2014 FEI World Equestrian Games Allocation

The top three (3) ranked teams at the 2014 FEI World Equestrian Games will each obtain four (4) qualification slots for their NPC.

if the team is ranked in the top eight (8) at the 2015 IFCPF Football 7-a-Side World Championships.

If any of the above Regional Qualifiers is not held, then the next highest ranked NPC (not otherwise qualified) at the 2015 IFCPF Football 7-a-Side World Championships qualifies regardless of region.

By 8 March 2016 IBSA will officially allocate to NPCs quotas granted for the Rio 2016 Paralympic Games through the qualification process.

By 26 March 2016 each qualified NPC must confirm to IBSA in writing (fax and email are accepted) if they wish to use their allocated slot. NPCs that have not responded by this date will lose their team qualification slots, and IBSA may reallocate these slots.

By 22 April 2016 it is officially declared that the respective NPCs will use the allocated quota granted for the Rio 2016 Paralympic Games. Any NPC that does not use its allocated team qualification slot(s) may be subject to sanctions by IPC and IBSA.


Any team qualification slots allocated and not used by the respective NPC will be reallocated regardless of region to the highest ranked team (not otherwise qualified) at the respective competition where it was obtained. In case an NPC is represented in more than eight (8) bodyweight categories by athletes on a qualification rank, the respective NPC will have to make a selection which of their athletes should be offered a qualification slot within the maximum entry quota per NPC.

An NPC can enter a maximum of three (3) eligible athletes per medal event. QUALIFICATION SYSTEM

Direct Allocation slots can be obtained at the 2014 IPC Shooting World Championships and at three (3) IPC Shooting World Cups in 2015/2016 designated as Qualifiers for the Rio 2016 Paralympic Games. A qualification slot can only be obtained if the result is equal to or higher than the Minimum Qualification Score (MQS) in that medal event. Direct Allocation slots are obtained in chronological order at each competition. An athlete can only obtain one (1) qualification slot for his/her NPC. An NPC can obtain a maximum of three (3) qualification slots per medal event across all qualifying competitions.

Direct Allocation slots are gender-specific and qualify for entry in the medal event at the Rio 2016 Paralympic Games in which they were originally obtained. Athletes may enter additional medal events, if they have achieved a Minimum Qualification Score (MQS) in the respective medal events in at least one (1) IPC Recognised Competition.

In the Male medal events, the top two (2) ranked athletes (not otherwise qualified) in each medal event obtain one (1) qualification slot for their NPC.

In the Female medal events, the top ranked athlete (not otherwise qualified) in each medal event obtains one (1) qualification slot for their NPC.

By 25 March 2016 each qualified NPC must confirm to IPC Shooting in writing (fax and email are accepted) the number of qualification slots they will use. NPCs that have not responded by this date will lose their qualification slots, and IPC Shooting may reallocate these slots.

By 8 April 2016 IPC Shooting will confirm in writing the reallocation of all unused qualification slots.

By 8 April 2016 it is officially declared that the respective NPCs will use the allocated quota granted for the Rio 2016 Paralympic Games. Any NPC that does not use some or all of its allocated qualification slots may be subject to sanctions by IPC.


Any qualification slots allocated and not used by the respective NPC will be reallocated via the Bipartite Commission Invitation Allocation method.

To ensure all medal events on the program are viable at the Rio 2016 Paralympic Games IPC Swimming reserves the right to allocate slots to the exclusive use of certain sport classes, in particular for athletes with high support needs. The slot shall be used as allocated or the NPC must return the slot to IPC Swimming.


An NPC can be allocated a maximum of thirty-four (34) male qualification slots and a maximum of twenty-eight (28) female qualification slots for a maximum total of sixty-two (62) qualification slots per NPC. Exceptions may be granted through the Bipartite Invitation Commission Allocation method.

An NPC can enter a maximum of three (3) eligible athletes per medal event.

NPCs can enter their athletes who have met at least one (1) MQS in an unlimited number of further medal events as long as they have met the Minimum Entry Time (MET) for each of these additional events.

NPCs can enter a maximum of one (1) team in each relay event as long as the MQS for the relay has been met. All team members must have qualified in at least one (1) individual event to be selected as part of the relay-team.





The top two (2) ranked athletes at the 2015 IPC Swimming World Championships in each of the Individual medal events on the Rio 2016 Paralympic Programme will each obtain one (1) qualification slot for their respective NPC. In the case that an athlete is ranked first or second in more than one medal event, he/she can only obtain one (1) qualification slot for his/her NPC.

In the case that fewer slots are allocated through this method than available in the quota, IPC Swimming will allocate the remaining slots via the MQS Slot Allocation Method.

MQS Qualification Allocation

Athletes who achieved an MQS performance at an IPC Recognised Competition between 15 October 2014 and 31 January 2016 but who did not obtain a direct allocation slot at the 2015 World Championships for their respective NPC will be considered to determine the NPC’s MQS Qualification Allocation slots.

An NPC may be allocated no more than one (1) qualification slot per athlete even if the athlete has achieved an MQS in multiple events.

If more athletes have achieved an MQS than the total number of qualification slots available under this method, then the qualification slots will be allocated as below. The ranking of the athlete on the IPC Swimming World Ranking List closing 31 January 2016 will be taken into account (weighted) to determine the final number of slots allocated to each NPC: Rank 1-8 equals 1 Rank 9-12 equals 0.8 Rank 13-16 equals 0.6 Rank above 16 equals 0.5

Any qualification slot not allocated under this method will be distributed through the Bipartite Commission Invitation Allocation method.


Five (5) eligible male athletes and five (5) eligible female athletes will be considered by the IPC and IPC Swimming for Bipartite Commission Invitation qualification slots.

To be considered for a Bipartite Commission Invitation slot, NPCs must submit an official application in writing to IPC Swimming by 10 April 2016.

An NPC may be allocated a maximum of three (3) qualification slots per individual event.

An NPC may be allocated a slot to compete in:

a maximum of five (5) qualification slots per men’s team events with one (1) team per event and/or

a maximum of three (3) qualification slots per women’s team events with one (1) team per event.

Each men’s team event will comprise a minimum of six (6) and a maximum of sixteen (16) teams of at least two (2) qualified male athletes selected at the discretion of the International Table Tennis Federation (ITTF).

Each women’s team event will comprise a minimum of six (6) and a maximum of sixteen (16) teams of at least two (2) qualified female athletes selected at the discretion of ITTF.

ITTF will confirm in writing to the NPCs the final competition formats for team events (i.e. tournament sizes) no later than 23 April 2016.

By March 2016 each qualified NPC must confirm to ITTF in writing (email is accepted) the number of qualification slots for selected players which they will use. NPCs that have not replied by this date will have lost their qualification slots, and the ITTF may reallocate these slots.

By 9 April 2016 ITTF will confirm in writing the reallocation of all unused qualification slots.

By 23 April 2016 it is officially declared that the respective NPCs will use the allocated slots for the Rio 2016 Paralympic Games. Any NPC that does not use its allocated slots may be subject to sanctions by IPC and ITTF.


Any qualification slots that are not used by the respective NPC will be reallocated as follows:

Slots allocated at the 2015 ITTF PTT Regional Championships

Any qualification slots obtained through the individual qualification method at a 2015 ITTF PTT Regional Championships and not used by the respective NPC will be reallocated to the next highest ranked athlete(s) from that respective competition.

The top ranked female athlete in each medal event on the Rio 2016 Paralympic Programme at the 2015 ITU Paratriathlon World Championships obtains one (1) qualification slot for their NPC.

In the case that the 2015 ITU Paratriathlon World Championships are not conducted or an event is not held at the 2015 ITU Paratriathlon World Championships, the qualification slot(s) attributed to the respective event(s) will be reallocated through the ITU Paralympic Qualification List Allocation Method to the next highest ranked athlete(s).

An NPC can be allocated a maximum of four (4) male and four (4) female qualification slots for athletes competing in the men’s and women’s events, and no more than three (3) qualification slots in the quad sport class for a maximum quota allocation of eleven (11) qualification slots per NPC.

Athlete Eligibility


have an official ranking on the ITF Wheelchair Tennis Singles World Ranking List dated 23 May 2016; and

be internationally classified with a ‘Confirmed’ sport class status. have made themselves available to their respective National Association for selection to

represent their country in the World Team Cup for two (2) of the following years: 2013, 2014, 2015, 2016, provided however that one of those years is either 2015 or 2016;

belong to a National Association which has competed in the World Team Cup and/or the World Team Cup Regional Qualifier events at least once between 1 January 2013 and 22 May 2016.

For Bipartite Commission Invitations, the ITF and the IPC may consider athletes who do not have an official ranking on the ITF Wheelchair Tennis Singles World Ranking List dated 23 May 2016 as long as they have competed in at least one ITF Wheelchair Tennis competition between 1 January 2014 and 22 May 2016.


An NPC can enter a maximum of four (4) qualified male athletes and four (4) qualified female athletes in the men’s and women’s singles events, respectively.

An NPC can enter a maximum of three (3) qualified athletes in the quad singles - (mixed gender).

An NPC can enter a maximum of two (2) qualified men’s teams and two (2) qualified women’s teams comprised of two (2) athletes on each team in the men’s and women’s doubles events, respectively.

An NPC can enter a maximum of one (1) qualified team comprised of two (2) athletes in the quad doubles - (mixed gender).




ITF Wheelchair Tennis Regional Games Direct Allocation

One (1) male and one (1) female qualification slot will be allocated in each of the following Regional Games:

2014 Asian Para Games: 1 male, 1 female

2015 Para Panamerican Games: 1 male, 1 female

The winners of the men’s and women’s singles competitions at each of these Regional Games qualify.

ITF Wheelchair Tennis Singles World Ranking Allocation

The top thirty-four (34) ranked male athletes (not otherwise qualified) on the ITF Wheelchair Tennis Singles World Ranking List dated 23 May 2016 qualify.

The top twenty-two (22) ranked female athletes (not otherwise qualified) on the ITF Wheelchair Tennis Singles World Ranking List dated 23 May 2016 qualify.

The top twelve (12) ranked quad athletes on the ITF Wheelchair Tennis Singles World Ranking List dated 23 May 2016 qualify.

Twelve (12) eligible male athletes will be considered by the IPC and the ITF for Bipartite Commission Invitation qualification slots.

Eight (8) eligible female athletes will be considered by the IPC and the ITF for Bipartite Commission Invitation qualification slots.

Four (4) eligible athletes in the quad sport class will be considered by the IPC and the ITF for Bipartite Commission Invitation qualification slots.

To be considered for a Bipartite Commission Invitation, the ITF must receive an official application in writing from the relevant NPC by 7 June 2016.

ITF Wheelchair Tennis Doubles World Ranking Allocation

In order to ensure the strongest possible doubles competition a maximum of eight (8) eligible male athletes will be considered by ITF and IPC. These players will also be eligible to enter the men’s singles event. The ITF must receive an official application in writing from the relevant NPC by 7 June 2016.

By 7 June 2016 each qualified NPC must confirm to ITF in writing (fax and email are accepted) if they wish to use their allocated qualification slots. NPCs that have not responded by this date will lose their qualification slots, and ITF may reallocate these slots.

By 20 June 2016 ITF will confirm in writing the reallocation of all unused qualification slots.

By 20 June 2016 it is officially declared that the respective NPCs will use the allocated slots for the Rio 2016 Paralympic Games. Any NPC that does not use its allocated slots may be subject to sanctions by IPC and ITF.



Any qualification slots allocated and not used by the respective NPC will be reallocated by the ITF to the next highest ranked athlete (not otherwise qualified) on the ITF Wheelchair Tennis World Singles Ranking List dated 23 May 2016.

GLOSSARY

Athlete eligibility The list of requirements to be met by an athlete to be considered for qualification and/or entry. Some eligibility requirements apply to all athletes, others are specific to their particular sport.

Slot allocation

Each sport is given a fixed number (quota) of athletes that may participate in the Games. The allocation of these qualification slots is then attributed to either an individual athlete/team or to their NPC depending on the sport and the respective qualification method.

Athlete quota The total number of athlete and team qualification slots by sport, by gender and/or by sport class (if applicable).

Events The list of medal events by sport that will be offered during the Paralympic Games.

Process of confirmation The exchange of written statements through which an NPC commits to sending athletes to the Paralympic Games based on the number of qualification slots offered to the NPC by an IF.

International Federation (IF) The organization responsible for governance of the respective sport on the Paralympic Programme.

Maximum quota allocation per NPC

The maximum number of qualification slots by gender, by sport class and/or by event an NPC may be allocated in a given sport.

Maximum entry per NPC The maximum number of athletes by gender and/or by sport class an NPC may enter in a given medal event.

Qualification system The methods used in each sport to allocate qualification slots to the NPCs. Listed here in the order of the actual progression which may not be chronological.

Reallocation of unused qualification slots

The method by which an IF offers a qualification slot to a different NPC if it has been declined by the NPC whose athlete(s) originally earned it.

Redistribution of vacant qualification slots

The method by which the IPC (at its sole discretion) offers any qualification slot that could not be reallocated by the established deadline or that becomes available after close of sport entries to any athlete in any sport.

Qualifying timeline The timeline by sport outlining the significant dates concerning qualification, notification, confirmation and athlete data submission.
