Guidebook revision

Guidebook will be restructured. Separate guidance and scientific documentation. Separate text and numbers. Easier to update.

Harmonisation with IPCC Guidelines. Reduce duplication for inventory compilers. Increase consistency. Three tiered system.

Legally binding document remains printable. Emission factor database optional.

Role of Expert Panel in future

Guidebook revision should make maintenance easier.

Tier 2 will not be adequate for policymakers if emissions need to be reduced. Cost effectiveness of abatement measures will need

quantification. Abatement measures only introduced in Tier 3

methods. Continued need for development of Tier 3

approaches.

How do we increase resources?

Increased role of EU. Many UNECE countries are now EU members.

EU is obliged to issue open contracts. Expert Panels have no legal basis.

EU cannot sign a contract with an Expert Panel.

Expert Panel could form consortium but: consortium structure should match demand of tender. expertise from several Expert Panels will often be

required. Need ad hoc approach.
