TERMS OF REFERENCE

The study has been conducted under the following terms of references:-

a) To review of staff vis-à-vis workload of Bridge Staff of Engineering

Department of Sonepur Division with a view to identify the surplus

manpower in different section.

b) To assess the effective utilization of Bridge staff working in Engineering

Department of Sonepur Division.

c) To suggest ways and means to improve working of Bridge Staff in

Engineering Department of Sonepur Division .

METHODOLOGY ADOPTED

The following methodology adopted to conduct the study:-

i) Data collection and its critical analysis to arrive on factual status of

present working.

ii) Discussion with Sr. DEN (Co-ord)

(iii) Discussion with Dy. CE Bridge (Line) HQ

(iv) Discussions with SSE Bridge Sonepur.

(v) Reassessment of manpower requirement by applying on need base.

SYNOPSIS

1. In Railways, the process of absorption of modernization has been started

and still in progress in every sphere of the system. These technological

up gradations have shown the considerable improvement in the efficiency

and manpower productivity in Railways.

2. Keeping in view, all these constraints, the Work Study Cell was assigned

to conduct work study of Bridge Staff in Engineering Department of

Sonepur Division with a view to assess the staff requirement as per

existing workload .

3. Bridges in Engineering Department of Sonepur Division also plays a vital

role in Indian Railways and leads in performance of any zonal Railway.

At present 96 Sanction Strength & 39 men are working in Engineering

Department of Sonepur Division.

Chapter-I

INTRODUCTION

Benchmarking is a continuous process of comparing different units and

identifying which one is the best in the business and then learning how this

excellence was achieved and setting out to improve the efficiency of those units,

which were behind. If this concept is implemented it will result large reduction

in the cost and make significant contribution in improving the efficiency of

various divisions of the Railways, but Sonepur Division has not infrastructure

developed than other Divisions of Indian railways. Hence, reassessment of

man power on need base is done.

Bridges in divisions are controlled by Dy CE Bridge and assisted by

Sr.DEN(Co-ord), AEN Bridge and other staff .

At present 39 Bridge Staff are working against Sanction Strength 96 in

Engineering Department of Sonepur Division.

With the improvement of information technology and rationalization of

working pattern due to modernization and computerization of machine as well

as change in working hours have created enough scope of improving efficiency

of staff. The working culture are different, the bench marking norm is difficult

to calculation of staff. The work study team observed that need base is best

option for calculation of staff. Competent Authority has approved a Work

Study on “Review of staff strength of Bridge Staff in Engineering Department

of Sonepur Division with a view to assess the staff requirement as per the

existing workload and best utilization.

CHAPTER-II

Present scenario;-

There is 1 unit of BRI in SEE Division:-

Artisan staff BOS –96 MOR – 39 Vacancy – 57

2.0.1 The actual Artisan staff strength of BRI/SEE is 39 against sanction

strength of 96. Office of the BRI/SEE is situated at about 1 KM away from Rly.

Station. Dy.CE Bridge Line is the over all in-charge of BRI/SEE and assisted

by the following staff.

1) AEN (HQ)

2) SSE/SEE

2.0.2 The sanction , actual and vacancy position of staff strength of BRI/SEE is

enclosed in annexure – 1

CHAPTER-III

3.0 CRITICAL ANALYSIS:-

3.1.0. Artisan staff BOS – 96 MOR – 39 Vacancy – 57

3.1.1The actual Artisan staff strength of BRI/SEE is 39 against sanction

strength of 96. Office of BRI/SEE are arrived as need base and on Bench

– marking norms of Railway Board.

100 M of water way of major& important bridge per Track = 3 ITKM

100 M of water way of minor bridge FOB,ROB,etc per Track = 2 ITKM

I.R average Bench-marking ration = 0.12

3.1.2 A) Calculation for ITKM of Important and Major Bridge:-

The total length of span of Important and Major is 11773.58 M

Total ITKM = 11773.58 x3/100 = 353.20

Requirement of bridge staff =353.20x 0.12=42.38 =42 Staff

B) Calculation for ITKM of ROB:-

The total length of span of ROB is 1495.55 M

Total ITKM = 1495.55 x2/100 = 29.91

Requirement of bridge staff =29.91x 0.12= 3.58 =4 Staff

1. Requirement as per norm (A+B) = 42+4 46

2. Emergency work – Restoration of bridge after bridge wash

out during flood/piling after bank slip, loading &uloading of

emergency material lying at SEE under BRI/SEE for all five

Division and other work as ordered by higher officials.For

this 43 staff is sufficient.

3. Upkeep of emergency &Revenue materials/Store and office

work. For this staff is sufficient

Present requirement = 94

Excess 96-94=02

Hence excess 02 vacant posts of Trolley man may be surrendered.

CHAPTER IV

RECOMMENDATION:-

S.S = 96 MOR = 39 Vac.= 57

As there is no yardstick for calculation of staff. The work study

team has made its assessment of staff on the need base, it is observed that

02 vacant posts of Trolleyman may be surrendered. 02 vacant posts of

Trolleyman are excess than requirement.

Total Sanction Strength = 96

Total Men on Roll = 39

Total Vacant post = 57

Total Staff required = 94

Excess Staff = 96 - 94 = 02 Staff

After going through the requirement of staff, the work study

team observed that 02 vacant posts of Trolleyman may be recommended

for surrender and financial saving will be Rs 9.43 Lakh per annum...
