EDITORIAL

La présente édition propose une version actualisée de la Review des élections européennes et nationales, publiée en novembre 2014* par l'Unité de Suivi de l'Opinion Publique de la DG Communication. Cette édition était consacrée aux résultats des élections européennes de mai 2014, à l'historique de 35 ans des élections directes du Parlement européen depuis 1979, ainsi qu'aux différents scrutins nationaux. Quels sont les faits marquants de cette actualisation ?

I. Évolution de la composition du Parlement européen

L'actualisation porte en premier lieu sur les modifications intervenues au sein du Parlement européen depuis cette première édition de la législature 2014 - 2019. À noter tout particulièrement le remplacement de 14 députés européens, qui pour une raison ou une autre ne siègent plus au Parlement européen. En outre, 7 députés ont changé de groupe politique.

À noter également la création d'un nouveau groupe politique, Europe des Nations et des Libertés (ENL), le 15 juin 2015. Il est composé de 38 membres : 21 députés européens français, 5 italiens, 4 autrichiens, 3 néerlandais, 2 polonais, 1 belge, 1 roumain et 1 britannique. Compte tenu du non-remplacement actuel d'un député européen (NL), le Parlement européen compte, au 24 juillet 2015, 750 membres soit : 217 affiliés au groupe PPE, 189 au groupe S&D, 74 au groupe CRE, 70 au groupe ADLE, 52 au groupe GUE-NGL, 50 au groupe Verts/ALE, 45 au groupe ELDD, 38 au groupe ENF et 15 Non-inscrits.

This edition provides an updated version of the Review of the European and national elections, published in November 2014* by the Public Opinion Monitoring Unit of DG Communication. This edition was dedicated to the results of the European elections of May 2014, to the history of the 35 years of direct elections of the European Parliament since 1979, and to the various national polls. What are the salient points in this updated version?

I. How the composition of the European Parliament has changed

The update focuses first on the changes that have occurred within the European Parliament since that first edition of the 2014-2019 parliamentary term. Particularly noteworthy is the replacement of 14 MEPs, who for one reason or another no longer sit in the European Parliament. In addition, seven Members have changed political groups. It should also be noted that a new political group, Europe of Nations and Freedom (ENF), was created on 15 June 2015. It is composed of 38 MEPs: 21 French, 5 Italians, 4 Austrians, 3 Dutch, 2 Polish, 1 Belgian, 1 Romanian and 1 British. Given the current non-replacement of one MEP (NL), the European Parliament comprises, as of 24 July 2015, 750 Members, that is to say: 217 MEPs of the EPP group, 189 of the S&D group, 74 of the ECR group, 70 of the ALDE group, 52 of the GUE/NGL group, 50 of the Greens/EFA group, 45 of the ELDD group, 38 of the ENF group and 15 Non-Attached Members.

Par ailleurs, le lecteur remarquera le changement de nom du parti français Union pour un Mouvement Populaire (UMP), devenu Les Républicains (LR). Enfin, notons que 3 partis ne font plus partie du Parlement européen depuis l'édition initiale de la Review : le parti de protection des animaux (Tierschutzpartei), le parti des Grecs Indépendants (ANEL) et le parti croate Hrvatska stranka prava dr. Ante Starčević (HSP AS).

II. Évolution du nombre de partis nationaux au Parlement européen

Lors de la constitutive de juillet 2014, le Parlement européen comptait 203 partis politiques nationaux pour 751 députés. Au 24 juillet 2015, ce nombre s'élève à 205. Les noms des partis nationaux figurent exclusivement dans leur(s) langue(s) officielle(s), à l'exception de la Bulgarie, de la Grèce et de Chypre, pour lesquels nous avons ajouté une version anglaise. III. Résultats comparatifs par pays

L'actualisation de la Review tient également compte des élections qui se sont tenues dans les États membres depuis l'édition de novembre 2014 : 5 élections législatives (DK, EE, EL, FI et UK), 2 élections présidentielles au suffrage universel direct (HR, PL). Au 24 juillet 2015, depuis la constitutive de juillet 2014, il y a donc eu au total dans les États membres : 9 élections législatives, 3 élections présidentielles au suffrage universel direct et 1 élection présidentielle indirecte. Le lecteur trouvera enfin, pour chaque État membre, les résultats des deux dernières élections nationales. Ces tableaux permettent de saisir l'évolution de la situation politique dans les États membres.

The reader will also notice the change of name of the French party Union pour un Mouvement Populaire (UMP), which became Les Républicains (LR). Finally, it may be pointed out that 3 parties have ceased to be represented in the European Parliament since the original edition of the Review: the Animal Protection Party (Tierschutzpartei), the Independent Greeks Party (ANEL) and the Croatian Hrvatska stranka prava dr. Ante Starčević (HSP AS).

II. How the number of national parties in the European Parliament has changed

During the constitutive session of July 2014, 203 parties were represented by 751 MEPs. As of 24 July 2015, this number had risen to 205. The names of the national parties are given only in their national language(s), except in the cases of Bulgaria, Greece and Cyprus, where an English version has been added. III. Comparative results per country

The updating of the Review also takes into account the elections held in the Member States since the edition of November 2014: there were 5 general elections (DK, EE, EL, FI and UK), 2 presidential elections by direct universal suffrage (HR, PL). As of 24 July 2015, since the constituent session of July 2014, there were in total in the Member States: 9 general elections, 3 presidential elections by direct universal suffrage and 1 indirect presidential election. For each Member State, the results of the last two national elections are indicated. These tables allow the reader to grasp the changing political situation in the Member States.

NB In Yellow: On the 24th July 2015, the total number of MEPs is 750 because the seat of one Dutch Member , who passed away, is still vacant. 1 On the 16th June 2015, the creation of Europe of Nations and Freedoms (ENF), a new EP group was announced. MEPs from VI Belang (BE), FN (FR), LN (IT), PVV (NL), FPO (AT), KNP (PL), one from UKIP (UK) joined the new group. On 15 July 2015, one Romanian MEP joined the group.
