Description: Chemical dependency treatment services ranging from intensive residential to supportive outpatient for clients of the criminal justice system. A 200-bed residential facility and three outpatient/aftercare locations. Services: Short term and long term residential treatment; job placement assistance; outpatient individual and group therapy for six to 12 months. Services Offered to Specific Populations: Criminal justice clients. If a patient presents with dual diagnosis, he/she is referred to MHMR. Intake Procedure: Through TDCJ. May also be referred to intensive 30 day relapse program by parole officer. Fees: No cost due to referral from TDCJ system. Area served: Texas Prison System Special features: Their services are “in the middle of a two year system” in which inmates are (1) treated in prison for six months, (2) treated at ABODE for three months, (3) go to therapeutic community aftercare programs. The latter may be provided by HOPE, VOA, etc. who are all part of the program. If inmates relapse, they go to ABODE’s intensive 30 day program.


ACADIA ABILENE 4225 Woods Place Abilene, Texas 79602 325-698-6600 800-335-3498 Website: www.acadiaabilene.com Description: Inpatient detox (typically five days) followed by partial hospitalization and intensive outpatient treatment. Partial hospitalization is typically two to three weeks in duration, and intensive outpatient is between one and three months for three hours, three nights a week. Psychiatric services are also available. A 12-step approach is used, and connection with AA/NA for aftercare is encouraged. Services: Inpatient detoxification, partial hospitalization, intensive outpatient, aftercare, AA/NA. Dual diagnosis program. Services Offered to Special Populations: Dual Diagnosis. Fees: Contracts with more than 20 managed care companies. For those with private pay, detox is $600 per day, partial hospital is $400 per day, intensive outpatient is $150 per day. They do not provide free substance abuse treatment. However, if there is a mental health diagnosis, they accept indigent patients through MHMR.


BAYLOR ALL SAINTS MEDICAL CENTER Fort Worth 1400 Eighth Avenue Fort Worth, TX 76104 (817) 922-1162 Kay McKinney, Business Development Coordinator Description: Baylor Health Care System’s only behavioral health unit with 24 bed acute mental health and substance abuse inpatient beds, partial hospitalization and intensive outpatient programs. Typical LOS is six days before transfer to outpatient program. All programs are physician directed and utilize an interdisciplinary treatment approach. Based on the principles of the 12-step recovery program. Inpatient treatment is located on the eighth floor and outpatient programs are on the second floor of the hospital. No other locations are available. Services: Medically supervised detoxification on the inpatient behavioral health unit, inpatient rehabilitation program at the Chemical dependency unit, Partial hospital program (6 hours per day), Intensive outpatient program with day and evening schedules, individual and group therapy, family therapy, AA/NA. All programs include weekly aftercare groups. Services Offered to Special Populations: Dual diagnosis program. Wait for Services: Typically no wait for admission. Fees: Program costs are covered by most commercial insurance plans. Patients covered by Medicare or Medicaid and occasional charity care patients receive inpatient services, but are referred elsewhere for outpatient treatment. They have seen people who cannot afford co-pays and deductibles. Eligibility: Physician, self or family referral with appropriate insurance coverage. Other Issues:

Continuing need for beds for un/under-insured and for people who can’t afford co-pays. There have been changes in Medicaid and they don’t know what the current product is. Parity issue—now seeing plans not covering mental illness at all. If they don’t cover it,

they don’t have to offer the “same level of benefits.”


BRENTWOOD CLINIC SOUTH 5201 McCart Street Suite H Fort Worth TX 76115 Phone: (817) 207-8700 Hotline: (817) 320-8635 Second location in Waco Program Director: Sandra Robinson LCDC Description: The mission is to assist the opiate dependent population with a medically supervised program that will minimize withdrawal and reduce cravings for opiates. Individual and group counseling, patient education, and, development of a referral network will assist our patients. Program is 18 to 24 months in duration, with gradual withdrawal from methadone. Services: Medically supervised methadone treatment; individual, group and family counseling; women’s and men’s support groups; methadone anonymous group; acupuncture; nutrition counseling. Administered by a nurse and supervised by a doctor. Services Offered to Special Populations: No special populations. Currently two of 200 patients are HIV positive. Intake procedure: Intake occurs on Monday, Tuesday, Wednesday. New patients must see the doctor within 24 hours of intake. Fees: Admission fee: $79 includes all laboratory fees, state fees, and first day medication; weekly medication cost: $63. No reduced fees or sliding scale. Eligibility: Anyone is eligible Hours: Monday-Friday 4:45am-12:00pm; Saturday 5:30am-11:00am Languages: English only Area served: On a bus line, but no transportation provided. Documents required: Drivers license, social security card Special features: Expect to be on methadone 18 to 24 months. It is a slow gradual process.


CENIKOR FOUNDATION INC. North Texas Residential Facility 2209 South Main Street Ft. Worth, Texas 76110 Phone: (817) 921-2771 Fax: (817) 926-0301 Description: Cenikor is a 180-bed long-term, residential Therapeutic Community (TC) that helps people end the cycle of substance abuse. Includes education (including GED), work therapy, life skills. All participants are required to work at a Cenikor business partner or within the facility. Three phases of treatment include induction (30 days), recovery (16 - 18 months), re-entry (3- 6 months). More male beds than female beds. The program uses a very rigid point system to move though the levels of treatment to discharge. Approximately 90 to 95% of those completing the program do not relapse. However, 15% to 20% complete the entire program due to its length and rigidity. Discharged when they have an apartment, full-time job and $2,500 in the bank. Services: 18 month residential Therapeutic Community plus six month re-entry. Services Offered to Special Populations: Works in conjunction with the criminal justice system with approximately 60% stipulated by the court system. Units for both men and women, but relationships are not allowed. Intake procedure: A thirty minute telephone screening interview leads to a personal interview with three to four hour intake. Intakes generally scheduled one month in advance resulting in a 30+ day wait—occasionally slots may become available. Fees: Charge a one-time admissions fee of $350.00 for in-state applicants and $1,500 for out-of-state applicants, plus the cost of transportation to our facility. Clients receive substance abuse therapy, housing, medical care, educational opportunities-everything needed to prepare themselves for a successful recovery-at no additional cost! Cenikor's treatment services are estimated to cost $25,000 per year, but are offered to clients at no charge. Self payment, Medicaid, Medicare, Private health insurance, Military insurance. Provides everything needed including food, clothing, shelter, cigarettes, etc. Eligibility: Primary diagnosis of substance abuse; willing to change their lifestyle from negative to positive, 18 years of age or older, men and women; must be physically able to work; no sexual or violent offenders Hours: 24 hours a day; Mon - Sat 8:00am - 5:00pm (office hours) Languages: Staff speaks no language other than English Special features: Accessible for Disabled.

All services offered at both locations except brief intervention is only at the Ft. Worth location. Services Offered to Special Populations: Offers customized programming for individuals involved in the criminal justice system. These custom programs utilize Cognitive Behavioral Therapy and Therapeutic Interventions to reduce recidivism. Supportive outpatient program (SOP), intensive outpatient program (IOP), intensive relapse prevention (IRP). Detailed schedule of services and groups is available on the website. Intake procedure: Clients may come through intensive day treatment programs or straight from prison. Fees: All clients must pay $40 for intake, then service priced individually by the session or class (in range of $25 per session). ([email protected]) Description: Homeward Bound, Inc. offers drug and alcohol detoxification treatment plus comprehensive residential and outpatient programs with counseling, social service supports, and education about the disease of addiction and the life skills needed to return to a productive life. Under a Texas Department of State Health Services program, a 60 day residential substance abuse treatment is available to people living with HIV/AIDS A dedicated 19 bed unit for people ling Services: 120-bed residential and outpatient drug and alcohol treatment, detoxification, group and individual counseling, and social services for men and women ages 18 and above; mental health assessment, counseling and crisis stabilization services; medication supported outpatient treatment for opiate dependent men and women; family support groups and parenting groups; AA groups and recovery support services; acupuncture treatment in our clinic for the general public. Services Offered to Special Populations: 19-bed unit for people with HIV/AIDS Intake procedure: Assessments conducted at the West Tenth Street location on a first come/first served basis Monday through Friday from 8AM until 11AM. Fees: Accepts private insurance, value options and has funding to cover care for those who do not have insurance or the ability to pay. Documents required: This program has significant preadmission requirements. Clients will not be admitted until all are completed, and HEI case managers often help clients. Preadmission requirements include:

1.) Psychiatric History: Should include current psychiatric evaluation, client’s diagnosis and current medication. It is imperative that the client brings psychotropic medication with


them to treatment. The client will receive medication at scheduled medication times only unless otherwise ordered by their psychiatrist. Please have the client come with 60 days of medication or be prepared to mail the prescription when the client is running low. Fully licensed clinical staff are available to assist clients with understanding the diagnosis, medication management and the relationship between substance abuse and mental health.

2.) Physical: We will need the following faxed to HWB and approved by the physician prior

to the client’s admission. (All required lab work must be within 60 days.) CBC, CD4, Viral Load, Chemistry 8, Lipid Panel, RPR, HEP A Tomic, HBSab, HBCab, HBSag, HVCab, Liver functions: GGT, Alk Phos, AST, ALT, Amylase, Lipase, RPR. TB results within 30 days or chest x-ray within two years.

3.) Clothing: Please inform the client of the following clothing items to bring to treatment. We request that the client bring 7 days of clothing, the closet space is limited. We allow the clients to do laundry twice weekly. Limit personal item as needed for 60 day stay. Example: (1) bottle of shampoo and conditioner, (1) lotion (1) box of laundry detergent (1) tooth paste, brush etc.

4.) From the Case managers: BHIPS assessment with in the past 6 months. Referral 60 day supply of HIV medication or the ability to have the case manager refill and

Description: Billy Gregory is a 12-bed inpatient detox unit with an average length of stay of 7 days. Pine Street is a 50-bed residential unit, comprised of 30 male beds and 20 female beds. These inpatient units provide the alcohol or drug-addicted client with individual and group therapy, a medically supervised detoxification program, family group support and access to other support groups. It also evaluates the client's need for mental health treatment and makes referrals to the appropriate treatment program. Ambulatory (outpatient) detoxification serves are held in the same building (Side B) and include state-of-the-art auricular acupuncture, individual and group therapy sessions and monitoring by medical staff. Services: Alcohol and drug detoxification, residential treatment. Waiting time for Services: Billy Gregory—three weeks on average; Pine Street varies based on Texas Department of State Health Services defined priority populations, but may be several weeks after completion of detox. Intake: Intake for Billy Gregory is managed by MHMR. Intake for residential treatment is managed by the OSAR (Recovery Resource Council). It should be noted that completion of detox often does not correspond with availability of residential treatment beds. Therefore, patients may be discharged from detox with a wait for residential treatment. Client must call every morning between 8AM and 9AM to be maintained on the waiting list. 2. CATS Program Manager: Laurie Smith Description: Intensive outpatient services are provided to substance abusing women with children. Projections of the impact of the increase in Medicaid funding that will take place in 2010 have not been done, but it is expected to increase demand for all aspects of substance abuse treatment services. Description: The Abilene residential program is a 28 day program that is based on the Recovery Dynamic model. The facility includes 14 licensed detox beds and 56 residential beds with 32 for men and 24 for women. Intensive outpatient treatment in Abilene meets daily at 10AM and on Tuesday and Thursday evening. Abilene aftercare group is on Friday evenings. Detox leads straight to residential treatment without a wait between. Wichita Falls offers intensive outpatient and outpatient programs with a broad range of options available. Children and youth prevention education is offered at both campuses. Services: Detox, 28 day residential treatment, 90 day to six month intensive outpatient/ outpatient treatment, aftercare, prevention education for children and youth. Description: The Avenue J Community Corrections Center is a 116-bed residential center and operates a re-entry program under contract with the Federal Bureau of Prisons, as well as a residential substance abuse treatment program known as the Treatment Alternatives to Incarceration (TAIP) Program. The facility is coed, and the average length of stay is usually between three and six months. Includes individual and group counseling, job readiness and placement and life skills training. HIV counseling and testing comprehensive sanctions center for inmates referred from the Federal Bureau of Prisons Services: Assistance to assist Federal offenders being released—substance abuse education classes, life skills classes, intensive employment readiness and referral services. Federal offenders are required to seek and obtain employment, and to pay a portion of their income for their subsistence. The TAIP program provides a comprehensive 90-day substance abuse treatment program for county offenders with drug-related charges. Texas Department of Criminal Justice Parole Division SPECIALIZED PROGRAMS include: The Substance Abuse Counseling Program (SACP), an innovative education, intervention, and treatment program which began in September 2005, was designed to reduce the recidivism rate of offenders who use alcohol or drugs while on parole supervision or have a history of drug and/or alcohol use. Upon release from the Correctional Institutions Division, offenders with a Special Condition "S" attend a Relapse Prevention Class. This four-hour class assists them in developing a Relapse Prevention Plan, gives them information on how to pick a support group, and presents information on how to manage cravings. Parole Division Counselors (PDCs), employed by the Parole Division and licensed by Texas Department of State Health Services, provide these Relapse Prevention services. Outpatient treatment services are provided by contracted treatment vendors for those eligible offenders who submit positive urinalysis specimens. Offenders who do not comply with outpatient treatment services may be eligible for residential treatment in the SACP-Intermediate Sanction Facility (ISF) which is based on the Texas Modified Therapeutic Community (TC) model. Successful SACP-ISF completion is followed by additional outpatient treatment in order to provide transitional support services and a continuum of care for the SACP-ISF graduate.

The Therapeutic Community Substance Abuse Aftercare Treatment Program administers a range of therapeutic, outpatient, and resource programs. It oversees and coordinates these interrelated programs for the substance abuse treatment for offenders and makes use of case management and drug and alcohol testing to assist in supervising offenders. The In-Prison Therapeutic Community (IPTC) is designed to be, on average, a six-nine month program in the prison setting, with an aftercare component, the Therapeutic Community (TC) that lasts approximately 12-15 months, ensuring a seamless continuum of care. The length of the program is based on the offender’s progress and needs.

District Reentry Centers (DRC) – These centers provide offenders with habilitation in the following core areas: substance abuse education /services, cognitive restructuring, anger management, pre-employment and Victim Impact Panel classes for Offenders. A distinguishing feature is the emphasis on heightened offender accountability for program participation. Parole staff responds to program non-compliance within twenty-four hours of the violation. Programs outside the realm of the core areas are facilitated by volunteers and include life skills classes, parenting classes, faith-based substance abuse education and support groups, and other character building programs as well as General Education Development (GED) preparation classes.

The collaborative efforts of the Parole staff, community partnership assistants, volunteers, offenders, and their families provide a positive vehicle to the reintegration process.
