エグゼクティブスコアボードにおいて、プロセスの KPI（Key Performance Indicator、重要な業績評価指標）

が望ましい傾向を得るための TMB 推奨事項

TMB は、

エグゼクティブスコアボードにおける重要な業績評価指標の年間目標を理事会が設定していることに留意し、

3 項のプロセスにおいて、それぞれの KPI の目標を設定する上で以下を考慮することを推奨する：

新業務項目、全規格類： “純粋に新しい”ものだけを対象とした KPI に変更する。これは少なくとも安定させ

ることが望ましい。

アクティブな業務項目： KPI としては削除するが、参考情報として TMB ダッシュボードに移管。

規格の平均経過年数に関する新たな KPI を追加する：経過年数が減ることが望ましい。

廃止規格： KPI としては削除するが、参考情報として TMB ダッシュボードに移管。

カタログ上の規格の件数： KPI としては削除するが、参考情報として TMB ダッシュボードに移管。

TECHNICAL MANAGEMENT BOARD RESOLUTION 17/2015 Adopted at the 62nd meeting of the Technical Management Board, Miami (USA), 23-24 February 2015 TMB Task Force on Energy The Technical Management Board, Thanks the TMB SAG E Task Force for its report, Decides to allocate to the TMB Task Force on Coordination and Coherence of ISO’s technical work the task of preparing a proposal on how to: 1) consider a rationalization/restructure of the existing ISO energy efficiency and

renewable energy committees, similar to the exercise recently undertaken for the security sector, with the view of creating an overarching Technical Committee on Energy; the Committees and groups to be considered under such a rationalization could include: JPC 2, 28, 85, 163, 180, 193, 197, 203, 205, 238, 2 42, 248, 255, 257, 263 and 265.

With the mandate to: 2) effectively coordinate and liaise with IEC and ITU, as appropriate; Noting that such a possible overarching TC could address the energy sector ’s specific needs with regards to consideration of standards, their context and purpose in the market, as well as: • consider how developing countries could be better served • assess the topics identified as important in the SAG E survey • consider the broader themes identified by the SAG E survey respondents • engage with international organizations, noting that engagement with policy makers at

national level is the responsibility of the NSB • consider the need for additional supporting templates an d guidance Requests the Task Force to prepare the proposal in time for the June 2015 TMB meeting.

る。同タスクフォースは、現行の方法は、誤りや誤植をカウントしているが、新たな手段が必要か否かを判断す

ることを目指し、

2015 年 4 月末までに仮報告書を提出するようタスクフォースに要請し、

上記のことを ISO 理事会に通知するよう ISO/CS にさらに要請する。

TMB 決議 17/2015

エネルギーに関する TMB タスクフォース

TMB は、

報告書について TMB SAG E タスクフォースに感謝し、

ISO 専門業務の調整と一貫性に関する TMB タスクフォース（TMB Task Force on Coordination and Coherence

of ISO’s technical work）に、以下の進め方についての提案を作成する任務を割当てることを決定する：

1) エネルギーに関する包括的な TC を創設することを目指し、セキュリティ分野で最近着手された活動と同様

に、エネルギー効率と再生可能エネルギーに関する既存の ISO 委員会の合理化／再構成を検討する。

そのような合理化の下で検討すべき委員会とグループは、以下が考えられる： JPC 2、28、85、163、180、193、

197、203、205、238、242、248、255、257、263 及び 265。

以下の任務を伴う：

2) IEC 及び ITU と適宜効果的に調整し連携する。

考えられる包括的な TC で、規格、その文脈、市場での目的の検討に関してエネルギー分野の特定のニーズに

対処し、以下を行えるであろうことに留意する：

いかに発展途上国によりよく対応できるかを考える

SAG E の調査で重要であると特定されたテーマを評価する

SAG E の調査の回答者によって特定された広範なテーマを検討する

国内での政策決定者への関与は NSB の責任であることに留意し、国際機関に関与する

追加支援のテンプレートとガイダンスのニーズを検討する

2015 年 6 月の TMB 会合に間に合うように提案を作成するよう同タスクフォースに要請する。

TECHNICAL MANAGEMENT BOARD RESOLUTION 30/2015 Adopted at the 62nd meeting of the Technical Management Board, Miami (USA), 23-24 February 2015 Response to letters from the International Labour Organization (ILO) The Technical Management Board, Noting the letters from the ILO addressed to the TMB Chair dated 15 and 30 January 2015 which express concerns about the draft occupational health and safety management systems standard (ISO 45001) in PC 283, Further noting the input from the PC 283 leadership, Recalling the Memorandum of Understanding signed between the ILO and ISO in August 2013 (MoU), Thanks the ILO for advising the TMB of its concerns, but Confirms that the ISO standards development processes must be followed in any ISO project, including ISO 45001, and that the process followed thus far is consistent with ISO’s obligations under the MoU, Entrusts the PC 283 leadership with the responsibility of continuing to enforce the MoU in the development of ISO 45001, while ensuring that due ISO process continues to be followed, Requests the ISO Central Secretariat to draft a response to the ILO from the TMB Chair which should include this TMB Resolution and to prepare an information package for ISO members about the MoU, and Recognizing that the ILO continues to have serious concerns about the implementation of the MoU, Further requests that the ISO Central Secretariat organize a meeting with the ILO, the TMB Chair, the ISO Central Secretariat and BSI in Geneva in order to discuss their concerns. TMB は、

ILO から TMB に宛てた 2015 年 1 月 15 及び 30 日付の書簡で、PC 283 の労働安全衛生マネジメントシステム規

格原案(ISO 45001)についての懸念が表明されたことに留意し、

PC 283 のリーダーからのインプットにさらに留意し、

2013 年 8 月に ILO と ISO の間で署名された覚書(MoU)を想起し、

懸念を TMB に伝えたことについて ILO に感謝するが、

ISO 規格開発プロセスは、ISO 45001 を含め、あらゆる ISO プロジェクトで順守しなければならないことと、順守さ

れるプロセスは MoU 下の ISO の義務と整合していることを確認し、

ISOプロセスが引き続き順守されるように確実を期す一方、ISO 45001の開発において引き続きMoUを実施する

責任を PC 283 のリーダーに委任し、

この TMB 決議を含む TMB 議長から ILO への返信を起草し、MoU に関する ISO 会員のための情報パッケージ

を作成することを ISO/CS に要請し、

ILO が MoU の実施について未だ深刻な懸念を持っていることを認識し、

それらの懸念について審議するため、ISO/CS が ILO、TMB 議長、ISO/CS、BSI による会議をジュネーブで開催

TMB は、

24/2015 の附属書 1）に留意し、

（パイロットに選ばれた）委員会の全体会議で遠隔参加者に投票を許可する 1 年のパイロット（2015 年 4 月～

2016 年 4 月）を行うことを決定し、

2015 年 2 月の TMB 会合でのコメントを条件とし、パイロットのためのガイドライン原案（TMB 24/2015 の附属書

2）を承認し、

パイロットに参加する委員会を 10～15 特定するため TMB メンバーと協力するよう ISO/CS に要請し、

2016 年 6 月の TMB 会合でパイロットの結果に関する報告を TMB に提供するよう TMB 事務局にさらに要請す

る。

TECHNICAL MANAGEMENT BOARD RESOLUTION 38/2015 Adopted at the 62nd meeting of the Technical Management Board, Miami (USA), 23-24 February 2015 Request to the ISO Central Secretariat to develop a participant platform for ISO meetings The Technical Management Board, Requests the ISO Central Secretariat (ISO/CS) to include in its 2015 ITES projects the development of a participant management platform similar to the one used by the IEC which could be used for all ISO meetings, and Further requests ISO/CS to provide it with a progress report on the development of the platform in time for its September 2015 meeting. TECHNICAL MANAGEMENT BOARD RESOLUTION 39/2015 Adopted at the 62nd meeting of the Technical Management Board, Miami (USA), 23-24 February 2015 Binding successors in patent rights – ITU proposed changes to the common ISO/IEC/ITU patent policy The Technical Management Board, Concurs with the IEC/SMB Decision 152/16 – ITU proposed changes to the common IEC/ISO/ITU patent policy and:

a) endorses the principle of transfer of rights. b) recommends that the current Patent Policy agreed between IEC, ISO and ITU

remain unchanged. c) asks that the ISO Secretary-General be requested to work with his counterparts at IEC and

ITU to develop common language for the Guidelines to the IPR Policy. If no common language is possible, then language suitable to ISO regarding transfer rights should be added to the ISO portion of the IPR guidelines. Such language should be as clear as possible to be widely understood by ISO TC/SC experts.

d) recommends that the Patent Declaration Form be modified in a suitable manner to reflect that the need for declaration of RAND licensing be recognized by the declarer and any future successor of the cited IP, using the text proposed by the ITU.

Requests the ISO Secretary-General to communicate this decision to the ITU. 特許権継承者の拘束 ‐ ISO/IEC/ITU 共通特許ポリシーに関する ITU 変更提案

TMB は、

IEC/SMB 決定 152/16 – 共通 IEC/ISO/ITU 特許ポリシーへの ITU の変更提案に同意する：

a) 権利移転の原則を追認する。

b) IEC、ISO、ITU で合意された現行の特許ポリシーは変更せず維持することを推奨する。

c) IPR ポリシーのガイドラインに共通の文言を策定するため、IEC 及び ITU の担当者と協力するよう ISO 事務

総長に求める。共通の文言ができないのであれば、移転の権利に関して ISOに適切な文言を IPRガイドライ

ンの ISO の箇所に追加することが望ましい。その文言は、ISO の TC/SC エキスパートによって広く理解され

るようにできる限り明確にすることが望ましい。

d) RAND 宣言者と将来の IP 継承者が RAND 実施許諾宣言の必要性を認識できるように、ITU 提案のテキスト

を、特許宣言書に適切な方法で反映することを推奨する

この決定を ITU に伝達するよう ISO 事務総長に要請する。

業務を完了した WG を解散する重要性を委員会の国際幹事に再認識させ、

June 2015 Living Lab Phase 2 – committee innovations The Technical Management Board, Recalling TMB Resolution 24/2015 which transferred the Living Lab to the responsibility of the TMB, Decides that the Living Lab project shall now enter a second phase, which will concentrate on committee innovations, and Approves the following procedure for the review and approval of proposals for committee innovations:

Proposals for committee innovation projects to be considered for piloting under the Living Lab phase 2 may be submitted by anyone participating in ISO standards development, including the ISO Central Secretariat

Proposals shall be submitted to the TMB secretariat, [email protected] (using the appropriate form) and shall be reviewed and approved by the Living Lab Phase 2 TMB Task Force (LL2-TMB-TF) within a period of 2 weeks – the LL2-TMB-TF may approve or reject the proposal, or defer its decision pending further clarification from the proposer

Each committee innovation proposed must be linked to one of the Living Lab improvement areas

The project proposal must contain: o A well-defined scope o A hypothesis (why does the committee want to try this innovation? How does it

expect it will help its work?) o A time limit (defined start and end to the pilot) o A way to monitor progress o A way to measure results

After the end of the pilot period, the proposer will provide a report to the TMB on the outcome of the pilot and the LL2-TMB-TF will review the outcome and recommend a way forward:

o Stop the pilot and the idea o Stop the pilot and generalize the idea by making it “official” (in the Directives or by

issuing guidelines, etc.) o Extend the pilot

The TMB will be requested to approve the LL2-TMB TF recommendations by correspondence and the results will be made available on the LL Phase 2 website.

委員会独自の工夫の提案を精査し承認する以下の手順を承認する：

リビングラボフェーズ2でパイロットする委員会独自の工夫のプロジェクト提案は、ISO規格開発の参加

者なら、ISO/CSを含め、誰でも提出することができる。

提案は2週間以内にTMB事務局 [email protected] に提出しなければならず（適切な書式を使用）、リビン

グラボフェーズ2 TMBタスクフォース(LL2-TMB-TF)によって精査の上、承認されなければならない ‐

LL2-TMB-TFは提案を承認又は却下することができ、あるいは、提案者から追加説明されるまで決定

を延期することもできる。

提案するそれぞれの委員会独自の工夫は、リビングラボ改善領域の1つに関連しなければならない。

プロジェクト提案には以下を含めなければならない：

○ 明確に定義された業務範囲

○ 前提（委員会はなぜその工夫を試みたいのか？その業務がいかに役立つと予想されるか？）

○ 期限（定められたパイロットの開始日と終了日）

○ 進捗を監視する方法

○ 結果を評価する方法

パイロット期間が終了した後、提案者はパイロットの結果に関する報告書をTMBに提出する。

LL2-TMB TFは結果を精査し、進め方を提言する。

○ パイロットとアイディアを中止する

○ パイロットを中止し、アイディアを“公”にして一般化させる（専門業務用指針に掲載、又は、ガイド

ライン等を発行）

○ パイロットを延長する

When CEN receives a draft Standardization Request from the European Commission, the

CCMC (CEN CENELEC Management Centre) Programme Manager contacts the relevant ISO/CS TPM according to the sector concerned;

2. The ISO/CS TPM contacts the ISO/TC Secretary (when there is a TC) for establishing the ISO participation to the CEN activities. That participation would ideally consist of a TC management responsible (e.g. TC Officers) and a dedicated technical expert who, if possible, should not be European;

Notes that the ISO contact person would be required to read a 15/20 page long document and provide some feedback on 2 or 3 occasions, and Further notes that this process will help to ensure a smooth implementation of the Vienna Agreement. TMBは、

ISO/IEC 7812 の改訂については“登録機関 ‐ 委員会のためのガイドライン”に記載された登録機関に関する

要求事項を暫定的に免除し、2015 年 9月末までに長期的解決策を見出すことを目指し、ISO/CS の法律サービ

ス部門がJTC 1及びアメリカ銀行協会に諮問した上でオプションを精査するというTMB決議 26/2015を想起し、

長期的解決策を見出す期限を 2015年 9月末から 2016年 3月末に延期することを承認し、

TMB 決議 26/2015 における要請は、TMB 決議 22/2015 で要請された全体的精査とは別に対処することを確

認する。

TECHNICAL MANAGEMENT BOARD RESOLUTION 78/2015 Adopted at the 63rd meeting of the Technical Management Board, Geneva (Switzerland) 17-18 June 2015 Outcome of the appeal by DIN against the decision of TC 130 to publish ISO 15339-1 and -2 as PAS The Technical Management Board, Rejects the appeal from DIN against the decision of ISO/TC 130 Graphic Technology to publish ISO 15339-1 and -2 as PAS for the reasons provided below:

1) Regarding DIN’s argument that the ISO/IEC Directives do not allow the publication of a failed FDIS as a PAS, the TMB rejects this argument on the following basis:

Clause 2.7.7 of the ISO/ISO Directives, Part 1 must be read in conjunction with clause 2.1.6.2 of the Consolidated ISO Supplement.

Deleted projects can be reeinstated as another type of deliverable, such as a PAS.

Conclusion: Though it is not written directly in the Directives that a failed DIS can be published as a PAS, the possibility exists as indicated above. The TMB will clarify this in the next edition of the Consolidated ISO Supplement.

2) Regarding DIN’s argument that the PAS is in conflict with an existing ISO standard ISO

12647 Graphic technology – Process control for the production of half-tone colour separations, proof of production prints (parts 1-8), the TMB rejects this argument on the following basis:

The information provided by the committee leadership and Project Leader indicates that there is no conflict between the two standards.

Conclusion: The TMB is not convinced that the evidence is sufficient to prove that there is a conflict.

Approves the publication of ISO/PAS 15339-1 and ISO/PAS 15339-2, and Decides that, should evidence of a conflict between the ISO/PAS 15339-1 and ISO/PAS 15339-2 and ISO 12647 come to light, it will consider the withdrawal of the PAS. ISO 15339の第 1部及び第 2部を PAS として発行するという TC 130の決定に対して DINが異議申し立てをし

た結果

TMBは、

ISO 15339の第 1部及び第 2部を PASとして発行するという ISO/TC 130 印刷技術の決定に対する DINの異

議申し立てを、下記の理由により却下する：

1) 却下された FDIS を PAS として発行することは ISO/IEC 専門業務用指針では許可されていないという DIN

の主張に関し、TMBは、以下を根拠としてこの主張を却下する：

ISO/IEC専門業務用指針第 1部の 2.7.7は、統合版 ISO補足指針の 2.1.6.2と併せて読まなければなら

ない。

廃止されたプロジェクトは、PAS等の別のタイプの規格類として復活させることができる。

結論：専門業務用指針には却下された FDIS（JSA注：原文は”DIS”と記載されているが文脈から”FDIS”と

した）を PAS として発行できると直接的には記載されていないものの、前述のように可能性は存在する。

TMBは、統合版 ISO補足指針の次の版でこれを明確にする。

2) 当該 PASは既存の ISO規格 ISO 12647 グラフィック技術－ハーフトーン色分解版、校正刷り及び生産プリ

ントの製造のためのプロセス制御（第 1～8 部）と相反するという DIN の主張に関し、TMB は、以下を根拠と

してこの主張を却下する：

委員会リーダーとプロジェクトリーダーから提供された情報では、これら 2 つの規格は相反していないこ

とが示された。

結論： TMBは、DINの証拠は相反することを証明するのに十分であるとは確信できない。

ISO/PAS 15339-1及び ISO/PAS 15339-2の発行を承認し、

ISO/PAS 15339-1、ISO/PAS 15339-2、ISO 12647において内容が相反する証拠が生じた場合は、当該 PASの

TMB or ISO/CS should determine whether Online Business is categorized under Business management and innovation or under Information technology, graphics and photography (see comment SC11 in Annex 12 to N 329).

ISO/CS should clearly identify the sector category into which mining falls (see comment SC55 in Annex 12 to N 329).

TMB or ISO/CS should reassign Laboratory equipment to either Horizontal Subjects or Special Technologies (see comment SC56 in Annex 12 to N 329).

TMB or ISO/CS should consider establishing another category on Sustainability if there is a sufficient number of committees to justify another category. Otherwise, perhaps the Environment category should be retitled Sustainability and Environment (see comment SC101 in Annex 12 to N 329).

1.2.2 To help interested parties identify committees of interest on iso.org, the TMB recommends that, once the list of sectors is established and approved, ISO/CS should be asked to find a means of making the search by sectors user-friendly on iso.org (e.g. drop-down menus, improving the search function, etc.). 1.3 Lessons Learned from ISO/TC 292 (Security) 1.3.2 Given that they served as Chair and Secretary of one of the committees consolidated into TC 292, the Chair and Secretary of TC 292 must be extremely sensitive in demonstrating a neutral demeanor as the international facilitators of the entirety of the committee’s work to respect and engage the divergent views of all P-members leading to consensus. They must also demonstrate a broader perspective and appreciation of all aspects of TC 292’s work beyond their past experience with TC 223. They should also be open and accommodating to conducting the work of TC 292 in ways that may not be consistent with how TC 223 conducted work in the past. 1.3.3

P members of TC 292 must be encouraged to select and prepare TC 292 plenary delegates and heads of delegations that have broad, strategic and management perspectives on the field of security as a whole, and not just knowledge and experience in one of the sub‐areas that have been consolidated into this new committee.

1.4 Review and Recommendations for current and possible new options to improve effectiveness, coordination and possible consolidation 1.4.1 ISO/TMB Decision-making when establishing new work

1.4.1.1

The TMB recommends maintaining the current process approved in 2013, which to date works very well.

1.4.2 Committee Internal Liaisons 1.4.2.1 The TMB should instruct all committees to address comments from liaison committees with the same attention and care they give to comments from P-members and liaison organizations. 1.4.2.2

Committees should regularly review their internal liaisons to assess whether they are still receiving value or engagement from them. In cases where the liaison may not be perceived as effective, the secretary of one committee should contact the secretary of the other to start a

dialogue on improvement.

1.4.2.3 – delegated to the DMT/JDMT for decision

Committees should seek to identify an expert as a "liaison officer". This expert should, if possible, participate in the other committee, should report back and should seek input from his or her own committee to convey to the other committee.

1.4.2.4

It might be worthwhile to examine the actual situations of implementation of committee internal liaisons to see if the liaisons sufficiently work well and if sharing good practices of some TCs’ operation with their liaisons is useful for other TCs. Feedback should be requested from committee secretaries on the effectiveness of liaisons in their TCs.

1.4.2.5 – delegated to the DMT/JDMT for decision The DMT should be asked to consider and discuss the idea of establishing committee internal liaisons at the WG level. 1.4.3 Joint Working Groups (JWGs) 1.4.3.1 The TMB should give clear instructions regarding composition and procedures of JWGs. This should also include developing recommendations for when use of JWGs is a preferred approach over other approaches detailed in the report of the TMB TF in Annex 6 to N 329. 1.4.4 ISO Workshops 1.4.4.1 The TMB and ISO/CS should consider developing and providing guidance (including information on what has worked well and what hasn’t in past workshops) so that ISO workshops hosted by ISO or an NSB are organized effectively to ensure that outcomes/recommendations are credible and legitimate and have suitable follow-up. This includes setting a clear purpose and aim of the workshop at the beginning of the planning process; identifying the stakeholders to take part and the structure of the workshop. This includes workshops associated with DEVCO, CASCO and COPOLCO that may result in recommendations for possible new ISO work or coordination of existing ISO work. The following is to be considered in the development of the guidance – a workshop relates directly to an existing committee, that committee should be involved in the workshop and/or the workshop should take place in conjunction with the committee’s meeting. The workshops

1.4.2.5 – DMT/JDMTに決定を委任

DMTにWGレベルで委員会内部リエゾンを設立する意見を検討し、討議するよう要請すべきで

ある。

1.4.3 共同ワーキンググループ（JWG）

1.4.3.1

TMBは JWGの構成と手順に関する明確な指示を示すべきである。これにはまた、N 329の附属

書 6の TMB TF報告に詳述する他のアプローチより JWGの使用が望ましいアプローチである場

intended to be addressed in the TF’s recommendations relate to new subjects for ISO or very broad subjects that may cross over a number of committees. 1.4.4.2 Interested TMB members should be engaged on an ad hoc basis via WebEx by ISO/CS when necessary for the organization of ISO workshops related to future work or standards development. 1.4.4.3 ISO workshops should be used when new standardization ideas and new standardization markets are being assessed. When the outcomes from workshops are credible and legitimate and effectively followed-up this then leads to co-ordination and cohesion of ISO’s work program. 1.4.5 Technical Advisory Groups (TAGs) and Coordination Committees (CCS) 1.4.5.1 Given the need to ensure coordination among different committees within a sector, it is recommended that the option to establish TAGs and CCs be retained. TMB should however be sure to consider the number and appropriateness of such bodies. In particular when establishing new TAGs or CCs, the TMB shall provide:

A clear reporting schedule From now on, the title Coordinating Committees (CCs) should be used for such groups rather than have two terms, TAG and CC. The term Coordination Committee better describes the intended purpose. 1.4.5.2 Starting in 2016, existing and any new CCs will operate as “on call” consultative groups of ISO committee leaders, or their designees, who would be called upon by the TMB when a specific need has been presented to the TMB and the TMB assigns the mandate and a reporting schedule. Once the mandate is completed, the CC could go into dormant or “stand by” mode until another task is identified and approved by the TMB. This will guard against the groups expending resources on efforts of questionable value and will conserve the resources of ISO committee leaders and ISO/CS until necessary. 1.4.5.3 The TMB should review the current CCs to ascertain whether:

They are achieving their aims, or are likely to do so in a reasonable timeframe;

Acting within their TMB approved mandates;

Are still required or may be replaced by other means.

This review should be scheduled for the September 2016 or February 2017 TMB meeting. 1.4.6 Strategic Advisory Groups (SAGs) 1.4.6.1 The TMB agrees that SAGs can fulfill a useful role where there is a need for short term and rapid strategic advice and where other longer term options may be neither appropriate nor feasible. 1.4.6.2 When establishing new SAGs, the TMB shall provide:

A clear objective in terms of deliverables expected;

1.4.6.3 The TMB must commit to effectively and in a timely manner decide how to follow up and assign responsibilities for the implementation of any recommendations provided by SAGs. 1.4.7 Systems Approach 1.4.7.1 The TMB agrees that ISO defines “systems approach” as a desired state of organizing work where an overarching technical committee has authority for strategic management of the ISO work within a specific sector. 1.4.7.2 When there is a need for short term and rapid strategic advice on how ISO may address a sector in a systems approach, the TMB can use SAGs (see 1.4.6). 1.4.7.3 The TMB agrees that there is no need to develop specific new structures or procedures to implement a systems approach within ISO, and existing structures and procedures can accommodate the systems approach. 1.4.8 Consolidation of Committees 1.4.8.1 The policy of the TMB is to consolidate ISO committees where advantages can be demonstrated. This policy should be communicated to the entire standards development community. 1.4.8.2 The establishment of a TMB Task Force to explore consolidation of a sector is a necessary component of the process. But the process shall also at some point engage representatives with knowledge of the sector (direct experts and impacted committee chairs as decided by the

committee task force) in a consultative capacity, with decision‐making still the purview of the TMB. This will lead to more informed decision‐making on such matters by the TMB. 1.4.8.3 The TMB and its TF must very carefully and clearly document specific directions for the transition and implementation of the TMB’s consolidation decisions in order that there is no question or misinterpretation on how to proceed. This should include the specific roles of the new committee chair and secretary, the roles of chairs and secretaries of committees being consolidated into the new committee, P-members, the ISO TPM, timing, dissolution of existing committees being consolidated, etc. during the transition period. This should include clear directions on how the various relevant parties shall work together to develop by consensus proposals for title, scope, work program and internal structure of the new committee prior to and for decision at the first meeting of the new committee. 1.4.8.4 The TMB Task Force may decide, after consultation with leadership representatives from the relevant ISO committees, to include in its report suggestions for the internal structure (SCs, WGs) of the new consolidated committee. This proposal will be considered and approved as presented, or revised as necessary and approved at the first meeting of the new consolidated committee. Ultimately, consistent with the ISO/IEC Directives, Part 1, the decisions on the internal structure of the new committee are taken by the P-members of the new committee. The committees being consolidated into the new committee should not be disbanded or have their

work transferred until the new committee has established its internal structures in order not to disrupt the ongoing work. 1.4.8.6 The role of the ISO TPM should be to ensure that the clear direction provided by the TMB is properly implemented. It is not the role of the ISO TPM to interpret what the TMB wanted. In cases of doubt among the TPM, the leaders of the new committee and P-members, the TMB shall be consulted immediately so as not to delay transition and implementation. To this end, the TMB Task Force overseeing the consolidation will be available as advisor(s) to the TPM until such time as all aspects of the committee are in place. 1.4.8.7 – delegated to the DMT for decision

The TMB has previously determined that “committee‐specific procedures” should generally be discouraged. However, in the consolidation of committees, the TC’s ability to assert a management and oversight role via additional TMB‐approved procedures may be

necessary. The TMB should to be open and flexible in its consideration of committee‐specific procedures, but should handle them in a manner consistent with TMB decisions and processes to date regarding committee-specific procedures. 1.4.8.8 The Chair and Secretary of the new committee must clearly demonstrate a neutral demeanor as the international facilitators of this work to respect and engage the divergent views of all P-members leading to consensus. They must also demonstrate a broader perspective and appreciation of all aspects of the new committee’s work. They shall be open and accommodating to conduct the work of the new committee in ways that may not be consistent with their experience from other ISO committees in the past. This is especially true for chairs and secretaries of new committees that served as chair and secretaries of one of the committees that were consolidated. 1.4.8.9 P-members of new consolidated committees must be encouraged to select and prepare plenary delegates and heads of delegations that have broad, strategic and management perspectives on the work of the new committee as a whole, and not just knowledge and

experience in one of the sub‐areas that have been consolidated into this new committee. 2.2.1 Energy management and energy efficiency (Column 1 of the table in Part 2 - Annex 7 to N 329)

TC 242 and TC 257 to be consolidated into one new ISO technical committee. The ongoing maintenance of the standards of ISO/IEC JPC 2 (EE and RE ‐ Common terminology), is assigned to this proposed new technical committee.

If necessary for effective coordination, JWGs or liaisons should be formed between this new TC and the committees listed in columns A, 2 and 3 in the table presented in Part 2 of Annex 12 to N 329. The co-leaders of the TF (currently representatives of ANSI and SAC) with the support of the TF members are asked to develop, together with the TC leaders and the TPM, a transition plan for the consolidation. 2.2.2 Renewable energy sources (Column 2 of the table in Part 2- Annex 7 to N 329)

These committees will not be consolidated into one new ISO technical committee on renewable energy sources.

Where necessary for effective coordination, JWGs or liaisons should be formed where they do not exist among these committees and the committees listed in columns A, 1 and 3 in the table presented in Part 2 in Annex 7 to N 329. 2.2.3 Other ISO energy committees (Column 3 of the table in Part 2- Annex 7 to N 329)

TMB members do not perceive a need for consolidation of these committees given the considerable diversity and lack of coordination issues among them.

There is no need for a coordination forum among these committees. Committee internal liaisons and/or JWGs should be sufficient to achieve any necessary coordination.

する TMBスマートシティ推奨事項タスクフォースを設立し、以下を委任するよう決定する：

Decides to establish a Joint Task Force with IEC on Database for product properties and classes (“DPPC TF”) as follows:

Mandate:

To create a common strategy with the IEC/SMB to use the IEC CDD (based on IEC 61360-2) for content originating from ISO committees as, well as IEC committees

To explore the options for establishing a common Database with IEC for product properties and assess the costs, benefits, feasibility and modalities of each option

To propose a method which describes how to support the reference data from ISO/TC 184/SC 4 (e.g. ISO 22745 and ISO 15926) in the application of IEC CDD, including what improvements are required to the IEC CDD to support that data

To elaborate Guidelines in the form of a practice guide for cooperation between IEC and ISO committees

To link the study with the emerging efforts on Internet of Things, to avoid the creation of yet another standardized way to describe product properties

Term: Final report in time for the September 2016 TMB meeting.
