1. About utility
Gujarat state power distribution network was unbundled into four regional distribution companies
namely Madhya Gujarat Vij Company Ltd, Baroda (MGVCL) , Uttar Gujarat Vij Company Ltd,
Ahmadabad (UGVCL) ,Paschim Gujarat Vij Company Ltd, Rajkot (PGVCL) and Dakshin Gujarat
Vij Company Ltd, Surat (DGVCL) .
2. Existing DMS and IT systems of utilities
To monitor and operate power system network and to mange different business process and daily
activities, different IT & OT (Operations Technology) systems have been implemented under various
initiatives of DISCOMs. Following sections give details on the existing infrastructure owned by the
utility or under implementation which shall be integrated and operated with the proposed system.
Following are the systems to be integrated.
i. SCADA system existing at Baroda under MGVCL implemented for monitoring &
operation of distribution substations and distribution assets like RMUs.
ii. ERP system (e-Urja) is implemented by GUVNL which is covered all the DISCOMs.
iii. R-APDRP-IT System being implemented in all the DISCOMs

2.1. Existing Systems in Baroda under MGVCL
At present, 15 substations at Baroda city are monitored and operated from a centralized
SCADA/DMS system. The SCADA/DMS system is built on Siemens Sinaut Spectrum(V4.5)
connected to the RTU’s (make: Siemens SAT TM 1703) at substations with BSNL leased
line(2Mbps).And the same system is connected to 21 FRTUs (make: Siemens SAT TM 1703) which
are located in the 21 RMU location. The connectivity to the FRTU is BSNL ADSL with broad band
speed. The RTU and FRTU is communicating with the main control center through IEC-60870-104
Protocol. There are MFTs installed in the Substation feeders for fetching the analog data of the
feeders and those data is sending to the RTU by using modbus RS485 loop.

2.1.1. SCADA/DMS Control Centre Architecture at MGVCL (Baroda)

SCADA/DMS at the control centre consists of SCADA servers, ISR server, DMS server,
Communication server and Development server. All the servers except Development and ISR are
working in the Hot-Standby mode. There is operator workstation for the dispatchers. The
communication servers are dedicated for data fetching from RTU and FRTUs. The data processing,
monitoring and control are doing by the ISR servers (SCADA servers).The data will be storing in the
ISR server. The DMS server is handling all the DMS application and related data processing.

2.2. Existing ERP (e-Urja) in all the DISCOMs
In 2008 GUVNL (Gujarat Urja Vikas Nigam Limited) and its subsidiary companies started using
ERP solution, named “e-Urja” project, which is being implemented with all integrated modules first
time in power utility sector in India across wide spread area of Gujarat. The e-Urja, is the name given
to Oracle (Oracle’s E-Business Suite 11i )based Enterprise Resource Planning (ERP) suite, which is

implemented in all the seven companies for delivering efficient and effective services to the END
consumers.

2.3. R-APDRP IT System under implementation
The Ministry of Power, Govt. of India has sanctioned RAPDRP PART-A IT implementation projects
schemes against DPRs of eligible towns under the distribution companies MGVCL, UGVCL,
PGVCL and DGVCL in Gujarat. The implementation project contract is already awarded to ITIA
including R-APDRP approved. The system implementation is in progress. The sanctioned scheme
mainly comprises of the following functional items.

Proposed solution is an integrated single platform based system, which caters to various business
stacks through single window. IT user will need to authenticate him to access the applications. Based
on his profile he will be shown the applications for which he is authorized. Portal will provide the
common front-end for all applications. Providing the solution for all the modules including the
optional modules as per below table. Other than GIS application all integrated over middleware and
GIS have network model and geographical information.

In addition to above software functional modules, IT Implementation Agency ( ITIA) is
providing following facilities to utility as a part of implementation.
i. Establishment of Data Center at Baroda city
ii. Establishment of Disaster Recovery Center at Baroda
iii. GPS based GIS survey in the identified towns under R-APDRP
iv. Establishment of LAN, MPLS-VPN and other Networking in the identified
towns
3. SCADA/DMS system integrations with other existing SCADA and IT
system
As explained in the section 8 there are different IT/ERP and SCADA/DMS systems existing in utility.
The proposed solution has to share data with these applications. Opportunities of utilizing the
existing or planned infrastructures of the Utility shall be explored and utilized during implementation
of SCADA/DMS system. Space is available at the Baroda city (MGVCL) existing control room for
installing new SCADA/DMS system. Suitability of these spaces along with other requirements of
power supply, cooling, lighting etc. shall be studied by SIA before proposing the utilization to Utility.

3.1. Existing SCADA/DMS integrations at MGVCL
Existing SCADA/DMS System at Baroda City need to be integrated seamlessly with proposed R-
APDRP system ensuring maximum utilization of available resources at substations as well as control
centre . Best possible options assumed are given below for assisting the SIA, but SIA has to design
the correct integration solution broadly in line with the suggested option according the their proposed
system. However deviations are limited and the purchaser reserves the right to accept or reject the
integration solution proposed by the SIA during technical evaluation. Any additional hardware or
software required for this integration shall be purchased by the bidder.
3.1.1. Integration Option
There are 15 numbers of Substation RTUs and 21 numbers of FRTUs presently connected to the
existing Siemens make SINAUT Spectrum SCADA/DMS. These are communicating with the
control center in IEC 60870-5-104 protocol. Redundant communication server interface the RTUs
and FRTUs with the SCADA/DMS servers. Successful bidder shall integrate the existing system with
the new R-APDRP control center to extend all functionalities to the existing locations of the network.
A suggested integration method is given below:
Establish connectivity between Communication FEP servers of new R-
APDRP SCADA/DMS with the existing communication servers. Real time data communication
between the systems shall be established using any standard protocol for achieving read and write
functions from the R-APDRP system to the existing 15 RTUs and 21 FRTUs. Any hardware/software
addition required for the communication between the systems shall be done by the bidder. Selection
of protocol and overall integration shall be done in such a way that all performance and functional
requirements of the complete system are achieved as specified in the MTS. Suggested integration
architecture is given in Appendix B for the reference. Successful bidder has to execute any upgrade
or modifications required in the existing RTU /FRTU hardware/software to ensure that all signals are
connected to the RTU or FRTU for fulfilling all the DMS function as per the MTS. The exiting
SCADA/DMS signal list is given in the Appendix-A.
3.2. Integration with R-APRDP IT System
SCADA/DMS system shall exchange data with IT system using CIM/XML and IEC 61968 series of
standards. The system shall utilize an IEC 61968 and IEC 61970 compliant interface. The system
shall enable export of all data via a CIM-XML interface and shall utilize modeling from IEC 61968
as appropriate. This data exchange shall be done using SOA/ESB Enterprise Services Bus already
provided by ITIA, over Open XML Models defined by CIM/XML.
Data exchange between IT system and SCADA/DMS shall be over model neutral messaging services
and CIM/XML model based data exchange for real-time or historical data will be used. The following
standards as applicable will be used to achieve the above requirements: Messaging interfaces shall be
based on model neutral interfaces based on the IEC 61970-40X series for access to real-time and
historical data and use the IEC 61968-3 and IEC 61968-9 standards for messaging interfaces that are
model dependent for network operations and metering respectively. More over implementation shall
be based on the EPRI specification document, “Enterprise Service Bus Implementation profile
(1018795)”, which defines the implementation profile for IEC 61968 using technologies commonly
found on an Enterprise Service Bus.

Min data exchanges are
• GIS data exchange between IT and SCADA/DMS
The GIS survey of the entire city distribution is conducted and saved as a part of IT
implementation. The updated GIS data is available in the IT GIS server. The same GIS data is
using for the SCADA/DMS application. The data exchange shall be in a common modem
(CIM-XML) data exchange format. The coding using for each distribution asset should be
same in all the application (IT, ERP, SCADA/DMS) in order to avoid the use of adaptors for
exchanging the data
• Breaker status data exchange
All the substation /RMU Breaker status, Tripping details, Tripping time and date will be
available in the Breaker status table associated with the SCADA/DMS application database.
This data has to exchange with the Customer care system of the IT part. This will be on
demand or by exception exchange. This information exchange also is in a common model
format like CIM.
• Daily Energy data.
The daily energy data of each feeder shall be stored in the SCADA/DMS database. This data
will be shared with the billing system of IT part. This Exchange will be on demand or by
daily.
• Load Priority table The SCADA/DMS have load feeder data containing Breaker name, number of consumers
connected to each breaker and load priority .This database will be shared by IT and
SCADA/DMS. The load priority information will be updated by the SCADA/DMS and
consumer data will be updated by the IT
3.3. Integration with SLDC System
Integration with State Load Dispatch centre (SLDC) for the state for exchanging relevant real time
data & scheduling data over ICCP shall be done by SIA. The data which has to be shared with SLDC
will be giving by the Utility at the time of implementation .Data requirement and bilateral agreement
with SLDC shall be done by the utility. SIA shall demonstrate the data integration to both owners of
SLDC and each DISCOM for approval of the function. Any hardware or software requirement shall
be met by the SIA.
