    Nameshop has applied for the string .IDN as an ASCII string.During the ICANN meeting in Prague, it was pointed out thatthis string could be viewed as confusable at the country leveldue to the fact that this is alpha3 country code.

    The applied for string, .IDN is in the generic, global TLDspace, and not a geoTLD, and not intended for country leveloperations. This is an ASCII TLD for the benefit of idn.idnregistrants worldwide. Though not filed as a Community TLD,it is a TLD with a larger Community purpose, as the idea andpurpose of .IDN is to offer a bridge for the InternationalizedDomain Name Registrants to connect to users beyond theirown language communities.

    The proposed gTLD, .IDN supports multiple cultural, linguisticand ethnic communities across the world by helpingcommunities connect to the rest of the world across thebarriers of language. This gTLD is intended to serve users ofdifferent languages, irrespective of whether the presence of

    the language is wide or global. Even if the language or scriptis completely unfamiliar to the global user, with a .IDN ASCIIstring mapped to the idn.idn name, the global user will find iteasier to decipher the internationalized domain name in ascript completely unfamiliar to him or her.

    While Internationalized Domain Names enable users toconnect within their language communities locally, theproposed gTLD would connect users from differentcommunities to connect globally. This gTLD would be of help

    in furthering the Internet Community's efforts to preserve theInternet as a unified, Global space.

    The Applicant Guide book, under section 'PolicyRequirements for Generic Top Level Domains' III 3.1 statesthat "Applied-for gTLD strings in ASCII must be composed ofthree or more visually distinct characters. Two- character

    ASCII strings are not permitted, to avoid conflicting withcurrent and future country codes based on the ISO 3166-1standard." In this section, III.3.1. on what is not permitted,there is no mention of alpha 3 country codes, while thissection unambiguously reserves two character ISO standardcountry codes.

    Under the section on 'Geographic Names Review', 2.2.1.4the guide book states that strings that are country or territorynames will not be approved. Here, what is stated as "will notbe approved includes 2.2.1.4.1.i alpha-3 code listed in theISO 3166-1 standard.

    As an applicant applying for a generic ASCII string, that is nota Geographic String or Country Code for country leveloperations, the title "Geographic Names Review" appeared tobe that of a section offering guidelines pertinent only to theapplications for geographic names (strings), so the cautionon alpha3 ISO codes was completely missed.

    Nameshop as the applicant for .IDN has no intention ofpositioning this TLD in any manner as a country level TLD tocause any confusion whatsoever. I hope ICANN would takeinto account the fact that the string + idea + business modelmakes the application. Viewed together, .IDN is global, with alarger purpose and the idea as conceived to be implementedby a fair business model would indeed add enormous valueto ICANN's new gTLD program in the area of IDN

    implementation.The above has been represented to the new gTLD team witha copy to the Acting CEO on July 18, with the request toICANN:

    1. To consider .IDN for delegation, if the above details wouldsatisfy the ccNSO and the GAC.

    2. If there are difficulties, to allow the applicant tochange the string to another string of three or more ASCIIcharacters that is not reserved, not a country or territoryname, uncontentious but represents the purpose of this TLD.

    The applicant has also noticed objections in the comment

    process to ICANN allowing the applied for string on thegrounds that it is an alpha3 country code for Indonesia. Indeference of these objections, despite the belief that therequest (1) stated above is in order on the grounds statedearlier, the applicant now wishes to opt for request (2) statedabove, that of changing the string applied for to anotherstring of three or more ASCII characters that is not reserved,not a country or territory name, uncontentious but representsthe purpose of this TLD

    Nameshop wishes to change the answer to question 13 a asINTERNET which suits the mission of connectingInternationalized Domain Name users to the Global Internetspace.

    The proposed change does not affect countries or geographicregions. The changed string confirms to the purpose of theapplication by nameshop, that of enabling IDN registrants toconnect to the global Internet users from all other languagecommunities.

    The following note may please be recorded in theCONFIDENTIAL portion of the application, as the applicantdoes not wish to make a public announcement of this natureduring the application phase:

    1. Management of .INTERNET

    The applicant intends to approach and invite three or moreInternet Leaders of known commitment to Internet to beactive and participative members of the Management Boardto set directions for the management of the proposed TLD.This is to ensure that this string is managed responsibly, asbenevolently as possible. They would seated together withother Management Board members with a focused Business

    perspective.

    2. Contribution to the growth and evolution of Internetand other good causes.

    Nameshop voluntarily wishes to set aside, year after year,one quarter of the Post Tax profits (or pre-tax profits if the TaxLaws allow a full tax exemption of contribution to such acause) arising from registration of every .INTERNET domainname over and above a minimal base volume ofregistrations. This contribution is to be allocated and utilizedlargely to the decisions of the Board Members as proposed in

    (1) above. Name shop would be willing to execute written,legally binding commitments to ICANN to this effect. Thefunds so set aside are intended to be utilized for the good ofthe Internet, where possible, in areas where sufficientprobono funds are not available. However the fund'smanagement may have the flexibility to allocate and utilizefunds for inadequately funded humanitarian causes- withoutany geographic discrimination - if sufficient funds for Internetcauses are otherwise available.

    The present constitution of the company as a Proprietary firmbased in India allows room for formalizing these intentions

    with a new company structure, possibly by including afoundation created for this purpose as a shareholder orpartner admitted to the benefits of business, free of liabilities.

    The purpose of the proposed gTLD is to offer a bridge for theInternationalized Domain Name Registrant to connect to users beyond their

    i) The proposed gTLD .IDN .INTERNET supports multiple cultural,linguistic and ethnic communities across the world by helping communities

    connect to the rest of the world across the barrier of language.

    ii) The proposed gTLD, .IDN .INTERNET is intended to serve users ofvarious different languages, irrespective of whether the presence of the

    language is wide or global. Even if the language or script is completely

    unfamiliar to the global user, the global user will find it easier to decipherthe internationalized domain name in a script completely unfamiliar to him

    or her.iii) While Internationalizedl Domain Names enable users to connect within

    their language communities, the proposed gTLD would connect users from

    differnet communtiesto connect across communities.iv) The applicant intends to follow ICANN policies by the book, and is

    inclined to take advise from Community Members to build up this TLD

    space as one with high ethical standards.

    v) Nameshop would follow the recommendation of the Community whoisworking groups and ICANN whois policy and privacy policies to protect the

    privacy and confidential information of the users.The proposed registry would engage communication experts from various

    regions in its effort to reach the benefits of this TLD to users across language

    communities.
