1 Statement of Work

1.1 Purpose Quinault Indian Nation (“QIN”) issues this solicitation for bids for a turnkey wireless/fiber broadband solution installation to provide broadband services to our residents on the Quinault Reservation, located on the beautiful Pacific Coast of Washington State.

Summary

QIN would like to build a broadband network on the reservation to serve enrolled tribal members and residents that live in reservation communities of Taholah, Queets, Santiago Estates (FTTH only) and the Quinault Village. This project includes immediate deployment of community Wi-Fi currently in place, to be accomplished by the end of November 2017.

2 General Information

2.1 Background

The Quinault Indian Nation (QIN) is located on the Olympic peninsula in Washington State. The reservation consists of over 200,000 acres of productive forestland and nearly 30 miles of rugged pristine coastline. It has approximately 3,000 members, about half of whom live on the Quinault Reservation. There are four residential areas on the Reservation that are the focus of this bid.

2.3 Criteria for Selection The evaluation of each Vendor response to this RFB will be based on its demonstrated competence, compliance, format, and organization. Evaluation Criteria:

- Capability of Vendor to meet or exceed requirements set forth in Scope of Work. - Expressed interest in or history of working with QIN (or other Tribes) with an

understanding of Northwest Tribal cultural values. - History of successful work by Vendor in communications installation, specifically in

towers, cellular, microwave and/or outdoor Wi-Fi networks.

3 Scope of Work (SOW), Specifications & Requirements

This project will provide broadband in four villages with either no broadband or limited DSL services.

We request bids for the following projects:

Wi-Fi Community Broadband and Fiber to the Home Design and Engineering o Design a heat map/propagation for access point installation in each area, to

include an engineered plan for deployment and pole and/or structure attachment.

o Determine the need for additional infrastructure. o FTTH design in the Santiago neighborhood for future fiber installation.

Wi-Fi Broadband Equipment o See section 3.1 Network Requirements for a list of network requirements

that the Wi-Fi broadband equipment must support.

Wi-Fi Wireless Infrastructure Installation o Greenfield deployment of up to twenty-five (25) outdoor Wi-Fi access points.

See section 4 Infrastructure Installation for complete details. 3.1 Network Requirements

QIN desires to deploy Wi-Fi broadband and FTTH networks across these communities, providing broadband to homes through the installation of Wi-Fi CPE such as Ubiquiti and Mikrotik mounted outdoors and, in rare instances, indoors providing an Ethernet drop to the home. The APs are not intended to provide connectivity directly to end-user devices in the home, however will provide outdoor connections to end-users and visitors who lack cellular signal as well as QIN public safety, first responders and other mobile employees.

The APs will be placed strategically throughout the community, mounted to government buildings, utility poles, towers, and in the future, strand-mounted in the upcoming deployment of a QIN FTTH network. Prior to the FTTH system deployment, the root nodes will be placed at various government buildings within the community and likely connected by Cat5, however will be transitioned to the FTTH network once it is operational. Based on previous heat/propagation maps, node locations have been assessed and will be available ahead of the fall deployment. Please refer to attachments for further information on nodes. QIN is seeking vendor input on the radio manufacturer and technology, and therefore QIN does not have detailed diagrams of the assemblies, however below we provide a general outline of tasks that should cover most or all installations. It should be noted that whatever hardware is selected needs to be compatible with the existing infrastructure utilized by the QIN government at this time.

QIN also may elect to install a battery/solar panel to root nodes.

5 Vendor Qualifications & References

1) Detailed narrative describing the method behind equipment selection recommendations.

a. Identify technical specifications listed above. b. Identify recurring costs; mandatory and optional vs one-time options

2) A narrative identifying any concerns; describe beneficial options or changes 3) Provide a propagation map with estimated 5GHz coverage in each community.

a. Maps will be used purely for reference and not to gauge performance b. Outdoor coverage for a typical handheld; TX MCS0 to RX -70/75/80dBm c. Outdoor coverage for a CPE; TX 20dBm+16dBi to RX -60/65/70dBm

4) Name and prior experience of each involved team member, as well as their specific

involvement in this project. a. Include any applicable manufacturer and 3rd party certifications

5) Narrative or case studies from manufacturer for muni Wi-Fi 6) Three references for clients who have received work of a similar nature. Please

include a description of each reference’s project and vendor’s work provided. 7) Three additional references for clients of any type, preferably Indian tribes. 8) Bid including estimated time by task, hourly rates, travel costs, supplies or

equipment needed to complete scope of work.

1) Total cost for the equipment recommended in the network design and engineering study.

2) Detailed costs listed by manufacturer part number and item description. a. Line item costs for various mounts, interface accessories, battery/solar b. Recurring fees and charges must be identified explicitly with annual costs c. Costs to include delivery F.O.B. Taholah, WA 98587 d. Quinault Indian Nation is exempt from all federal, state and local tax.

3) Expected product lead times and a guaranteed maximum lead. a. Contingencies affecting cost and timeline must be clearly identified.

7 Bid Submission

Bids may be submitted electronically to Danielle Dan [email protected] and Neal Nosek [email protected]. Bids must be received no later than 5:00pm on September 20, 2017. Please reference [RFB# MIS 2017-02] in the subject line in order to properly identify the proposal.

Quinault Requirements:

1. Permitting

For this project, all Federal and Tribal environmental and building permits will be the responsibility

of the Nation. The contractor will be responsible for complying with all permit provisions. A copy

of each permit will be provided to the contractor. A copy must be kept on site through the duration

of the project.

2. Business License

All Contractors working on-Reservation must obtain a Quinault Indian Nation business license.

Application included in bid documents.

3. Certification Regarding Debarment

All Contractors must submit a Certification Regarding Debarment within 10 days of signing

contract. This Certificate must be renewed annually. Blank form included in bid documents.

4. Federal Form W-9

All Contractors must submit a Form W-9 within 10 days of signing contract. Blank form included in

bid documents.

5. Written proof of insurance

All Contractors must submit a certificate of insurance from their insurance carrier as per the

requirements in the Contract.

6. TERO Compliance. See the attached Indian Preference Policy, which applies to this

project. A TERO Compliance Plan must be submitted and TERO fees may apply. The Quinault

Indian Nation has adopted the State of Washington prevailing wages, which apply to this project.

7. Proof of registration with applicable state Labor & Industries Department and applicable

state Employment Security Department

Corporations with employees must submit proof that L&I insurance payments (worker’s

compensation insurance) are current before retainage is released.

8. The successful bidder will sign a contract with the QIN, template attached.

This RFB does not commit QIN to award a contract, to pay any cost incurred in preparation of a

response to this invitation, or to procure or contract for services or supplies. Bidders will not

offer any gratuities, favors, or anything of monetary value to any employee, officer, or agent of

the exclusive property of the Nation. We reserve the right to accept all or part, or to decline the

whole bid.
