Solving the Nilk Problem.

workman of his worrying about bis sick child, for whom he could notget good milk. The worthy doctor roused three University professors,a diplomatist, a physician, a lawyer, and a philanthropist, to formthe Milk Furnishing Society of Copenhagen, with a capital of goo.The venture succeeded within the prescribed limits of fi per cent. ,and the capital is now worth j3,ooo. It has purified the entiremilk trade of Copenhagen, and extended its influence to the ad-joining country, as weB as to Norway, Sweden, and Germany.It owns no dairy farms or cattle; it merely distributes aud controls.It educates and safeguards. Its motto is "pure milk from soundcows." Forty firms, with fi,ooo cows, are under contract with it.These firms are bound to feed their milk cattle with certain loadsof fodder, to turn them out to pasture during the season, and toreport at once any disease among the animals, the work-folk, ortheir families.

The cattle themselvesare groomed, before milking, like horses for a show-ring, and iftlus seems to smack of meticulous precision at first thought, itmust be remembered that an ungroomed cow may, while beingmilked, shake fdth or hairs into the milk receptacle. No dry-sweeping in the stables is permitted —to fill the air with possiblegerms and inevitable dirt. The milkers are dressed in sPecialcostumes;frequently changed, and there are always soap, water,and towels convenient to the milking room, which the milhngforce is expected to use frequently. Immediately after milkingthe milk is strained, poured into the sterilised receptacles pro-vided by the society, cooled to five degrees Centigrade, and setm a cold chamber. By arrangeinent with the railroads specialcars arereadyat hand, and the product is shipped to the society'sheadquartersin Copenhagen, a private track 'bringing it to thedoors of.the great central building. Usually. the milk reachesthe consumer before it is twelve hours old; always before it istwenty-four hours old.

The elevenmillions who weave aur dothes, build our houses, and carry ussafely on our journeys, demand University education in order thatthey xnay face with wisdom the unsolved problems of their presentposition, not in order that they may escape to another. Hithertothat education has. lain far beyond their reach. They have readthe teachings of political econoinists and political philosophers be-longing ta other classes, but they havb not always profited by theirreading. For economists and philosophers have often seemed tathem too ignorant of the pasition of the wzge-earner, 'axui too im-sympathetic towards his difficulties, to be guides in whom theycould treat for theoretical eufightetunent or practicaI advice. To-day, in their striving for a fuaer fife, they ask that men of theirown class should co-operate as students with. Oxford in order. that,with minds enlarged by fmpsrtfa1 study, they in their turn maybecome the future teachers and leaders, the philosophers andeconomists, "of the working classes. The subject for discussion was "The Position azid Prospects ofthe International Co-operative Alliance, "and it was introduced in apaper specially prepared for the conference by Mr. M'Innes (sec-tiooal secretary, aud treasurer of the Alliance). Mr. N'Innes, atthe outset, traced the origin of the A!!i»ace and stated that the .rmovement towards international co-operation was first set on foot I~iin tMs country in x88y. The Derby Congress was beld in thatyear, and a feature of its proceedings was the receipt of an informalcommunication from some of the co-operators of France,expressing a desire for closer connection S?ith those of this country,A special committee, comprising nues»z'crber from each section ofthe Co-operative Union, was thereup'on formed to maintain com-munication with foreign co-operative organisations, and to collectinformation. In x883, the results of their inquiries were laid beforethe Oldham Congress; two delegates from France were present,and were welcomed with enthusiasm. In z886, M. de Boyve, adelegate from the newly-formed French Co-operative Union, pro-p«wed, as the first step towards an international allumce, theappointment for three years of a committee to meet in Manchesteror London, and this committee was thereupon elected byCongress, each section of the Co-operative Umon being representedupon it. In November, «886, the committee having been informedthat similar action had been taken by the Co-operative Congressesof Lyons (France) and Milan (Italy), 'inaugurated a connection bycorrespondence between the co-operative organisstions of differentcountries, and out of this action the International Co-operativeAlliance bas grown.

From the begmning of the International co-operative movementup to the Manchester Congress in xgoz, there were over onehundred individual members, comprising studhnts af economics andphilswthropists belonging to various couiitries. The co-operators ofthis country, however, held that the Alliance would become'stronger u)timately if individual mamba'rtri were not admitted, andafter g long struggle this paint vrga'csfrted. The membership isnow confined to co-operative organisations alone, except incouutries where co-operation is not sufliciently organised to admitof this course being adopted.
