1. Introduction
The Micro, Small and Medium Enterprises (MSME) Energy Efficiency Project is part of
the Global Environment Facility (GEF) Programmatic Framework Project for Energy
Efficiency in India. GEF and the World Bank through Small Industries Development Bank
of India (SIDBI) and Bureau of Energy Efficiency (BEE) are implementing a new initiative
on financing Energy Efficiency (EE) in MSME Clusters in India to improve EE and
reduce and / or avoidance of GHG emissions from MSMEs utilizing increased
commercial financing for EE.
SIDBI has received financing from the GEF towards the cost of increasing the demand
for energy efficiency investments in five MSME clusters, and to build their capacity to
access commercial finance. The main objective of the project is to identify vendors
whose products meet the current energy efficient technology requirements of the
MSMEs in five target clusters, to raise the awareness of the vendors/ technology
providers about the business potential in the five targeted clusters, to identify the barriers
limiting vendors in conducting business with MSMEs and to devise innovative marketing
strategies to promote increased penetration of EE equipments.
2. Methodology
FICCI has adopted multilevel approach, by way of raising awareness of the
vendors/technology providers about the business potential in the five targeted clusters
and to identify the barriers limiting vendors in conducting the business with MSMEs and
to devise innovative marketing strategies to promote increased penetration of EE
equipments. Detailed methodology is given below:
Questionnaire survey was conduct through by sending questionnaire to EE equipment‟s
suppliers. A sample questionnaire has been prepared by FICCI and Inspire to collect the
information on various aspects limiting vendors in conducting business with MSMEs,
energy saving potential of EE equipments supplied, certifications, delivery/installation
lead times, warranty terms, present and life cycle cost of technology/equipment, after
sales services, compliance with applicable regulatory norms, etc. The questionnaire is
enclosed in Annexure 1
One to one interactive meetings were held with the EE equipment suppliers /
providers in five targeted clusters. Discussion were held on:
a. Type and no. of industries in five targeted clusters
b. Equipments installed in MSMEs
c. Actual demand for EE equipments in the MSMEs where Energy Audits have
been conducted under the project and extrapolated demand of EE
equipments in the whole cluster.
d. Various financing mechanisms or support available from different financing
institutions

e. Details were obtained from vendors regarding the current no. of their existing
clients in the different clusters.
Technical seminars were also organized in parallel to the exhibition to present
various aspects of the GEF-World Bank project. The technical seminar was
designed keeping in view the type of participants i.e. exhibitors and industrial
visitors. In the first session, the cluster coordinator (CS-13 and 14 agencies-
TERI & DESL) interacted with the vendors in order to raise their awareness
about the business potential in the clusters, innovative marketing schemes
tailored to the MSME segments, various financing schemes available etc.
Where as in the second session, opportunities were given to vendors to present
available and applicable EE technologies, benefits of available and prevailing EE
technologies, solution as appropriate common to all, case study presentation on
successful implementation of EE technology.
Vendors were invited to participate in free technology exhibitions conducted in
five targeted clusters to show case their EE products/ Technologies to industrial
participants. One to one interaction of vendors with MSME industrial participants
helped in promotion of EE equipments.
To help vendors have a clear vision about the objectives of the Cluster studies,
seminars and exhibitions SIDBI and BEE officials were also brought on board,
and they delivered presentations on the Project Details and business potential in
each clusters.
Information brochures were also distributed to all the vendors mentioning the
brief details of the project, and expected outcome.

3. Interaction with Vendor and Questionnaire Survey Result
Questionnaire survey conducted to identify the issues, barriers, etc of the vendors. The
survey was conducted during their participation in the technology exhibitions and also
through email communications.
The most prominent questions asked during the questionnaire survey were:
The response over the above asked questions are summarized as below.
A. Business Barriers:
The questionnaires received from different vendors were analyzed. Views of some of
the vendors on the business barriers faced by them are as follows:
“Lack of Awareness on energy efficient technologies & commitment for
improvement”
“Availability of adequate budget to have a comprehensive solution”.
“Lack of Fund”
“Other barriers are lack of customer awareness and lack of customer willingness
to take risk regarding reliability of products”
“MSME customers are not having man power capable of comparing and
evaluating high technology products (even worse if software is a component of
the product) they go by word of mouth references in such purchases. So
organizations like FICCI/SIDBI/BEE doing this evaluation and empanelling
product like ours will greatly help us in getting the much needed reference.”

“MSME customers usually have disruptive savings when they are able to
continuously monitor and save energy.
“Educating the customer on energy conservation through continuous monitoring
and alerting” is time consuming.
“There is a mind-set to not pay for software. For e.g. free alternative software that
only claims to do the job usually erodes the value of good software that delivers
disruptive ROI to its users."
“Other than their own region vendors don’t have any customer base of other
cluster. Suppliers wants existing list of industries in their respective areas”.
B. Strategies to overcome Business barriers:
Vendors have also mentioned the Strategy to overcome the business barriers. Some
of the strategies are as follows:
“First we want to supply our Equipment in these 4 Clusters on no profit no loss as
a show case. We will appoint Local Engineer for Support”.
Could help us get empanelled in industry associations
Vendors want to get empanelled with the industrial associations which in turn will
provide them an outreach to the industries. The empanelment will boost the
business opportunity for the technology providers
Showing the losses incurred due to inefficient products
The vendors should demonstrate the benefits of implementing the EE products
accrued by different organizations in the past. The demonstration of the losses
due to inefficient energy products will bring caution to the industry.
“if MSME get financial support from few organizations like WB & SIDBI etc.,
entire energy efficiency can be improved”.
FICCI could lobby with Government to give I/T benefit for money spent on energy
Conservation initiatives
FICCI can provide MSME Database with contact details; we will call and meet
them
Our empanelled vendor registration, especially in the project website, some
finance availability on ESCO basis and your quality recommendation, will help us
to a large extent.

C. Current Market Strategy:
Different vendors differ in their marketing strategies based sources available at a
particular location/cluster. Vendor-wise detailed marketing strategy is mentioned in table
form.
Some of the marketing strategies followed by the vendors are as follows:
Advertisement in Daily newspapers and business magazines: is the most
trusted strategy; Ads in Newspapers and magazines remains with the person and
can be referred to at any time, even after months of its publishing
Online portals: available for purchase of the equipments provides an insight into
the products on offer and the buyer can also compare the equipment and decide
upon the best suited to their requirement.
Exhibition, Seminars and Demonstration: provides an opportunity to the
vendors/ technology providers to show case their EE products and technologies
to the industrial representatives. One on one interaction of vendors with MSME
industrial participants helped in promotion of EE equipments.
The vendors can demonstrate and show the vast opportunity of savings that lies
by shifting over to EE equipment. Also they can hold trials on their products so
that they are convinced about the technology as well as the product.
Awareness of Product and saving through ROI calculation: vendors
participate in different events, seminars and can organize road shows, mere
participating in the exhibitions won‟t ensure the business order, therefore vendors
have switched over to a more practical approach by showing the industries the
Energy savings that can be accrued through implementation of the EE
technology along with the ROI calculation.
Road Shows: Road show events may attract hundreds of prospective buyers
interested in learning more about the offering. The events usually include
multimedia presentations and question-and-answer sessions with several of the
company's officers present. Many of today's companies take advantage of the
Internet and post versions of road show presentations online.

Mails and Calls: Vendors usually market their products through emails and
telecommunicating the potential buyers.
Tap consultants and energy auditors who are active in industrial segment:
Few vendors follow this marketing strategy, as the consultants or energy auditors
can suggest industries the latest EE products available in the market and the
vendor database for the same.
One-on-One Meetings: Some vendors hold meetings with MSMEs to provide an
overview to the industries about their products and services and provide techno-
commercial offers for energy efficient products.
Expanding the Outreach: the vendors can have an outreach and close
interactions with the industries by having their presence in the area close to the
Industrial cluster. For this purpose, the vendors/technology providers keeps on
adding the Marketing offices at the locations they find to have considerable
business potential.
Presentation on Products & Services and relevant Case Studies
The vendors and technology providers are also willing to offer presentation on
their case studies at the events and Technical seminars.

4. Awareness creation on Business Potential in cluster
In order to raise the awareness of the vendors/technology providers about the business
potential in the 5 targeted clusters, various activities were held in different clusters.
A. Technology Exhibitions
Vendors were invited to participate in free technology exhibitions conducted in five
targeted clusters. The basic steps/methodology followed for the conduction of the
technical exhibitions is as follows:
Total 8 exhibitions have been conducted by FICCI in the industrial clusters of Pune,
Kolhapur, Faridabad and Ankleshwar. To disseminate the latest EE technologies, more
than 60 EE equipment suppliers have participated in exhibition. Working model of
equipments with live demonstration to understand the working, cut section of
equipments etc. were demonstrated along with, various case studies & display of
products on LCD screen/ laptop etc. Also product brochure/catalogues were distributed
to the MSMEs and other stakeholder visitors.
The total number of exhibitors participated in the exhibitions at each cluster are 39, 42
and 44 at Faridabad, Pune and Kolhapur respectively.
B. Business to Business Meeting
B2B meetings were held between vendors and active local associations to discuss the
technology requirements of industry and solutions available with the vendors to meet the
demand. Business to business refers to business that is conducted between companies,
rather than between a company and individual consumers. This is in contrast to
business to consumer (B2C) and business to government (B2G). A typical supply chain
involves multiple business to business transactions, as companies purchase
components and other raw materials for use in its manufacturing processes. The

finished product can then be sold to individuals via business to consumer transactions
also called B to B or B2B.
An example that illustrates the business to business concept is automobile
manufacturing. Many of a vehicle's components are manufactured independently and
the auto manufacturer must purchase these parts separately. For instance, the tires,
batteries, electronics, hoses and door locks may be manufactured elsewhere and sold
directly to the automobile manufacturer.
C. Technical Seminars
Technical Seminars were also organized in parallel to the exhibition to present various
aspects of the GEF-World Bank project. The cluster coordinators were involved and
interacted with the vendors in order to raise their awareness about the business potential
in the clusters. Latest EE technologies applicable to the clusters were presented by
technology providers. The seminars were attended by both industrial visitors and
technology exhibitors.
The technical seminars were designed keeping in view the type of participants i.e.
exhibitors and industrial visitors. The first session consisted of presentation from Cluster
coordinators (TERI, DESL) providing an overview of the GEF- World Bank Project.
SIDBI and BEE representatives mentioned the relevance of the project to the specific
clusters and how the SME cluster can be benefitted by the project. The second session
consisted of presentations from various vendors on EE technologies applicable to
industries.

5. Barriers in promoting EE products in MSME Cluster
The technology and innovations in SMEs are generally different from that of large firms.
Technology in the SME sector has an increasingly complex or combinative character,
most of the SMEs units are labour intensive and utilize local resources. The SME
entrepreneurs are generally not willing to invest in state-of-art technology.
Major barriers in the up-gradation of technology in the cluster are:
The barriers graphically shown above are discussed in details as following:
a. Distrust on technology supplier
The industries do not have confidence in the equipment/technology suppliers. Industries
consider that dependence on local vendors /equipment suppliers (who don‟t have
technical knowledge about the technology and its proper installation) might be risky and

could result in interrupted production of the plant. This could be avoided by necessary
repair work of existing local equipments at low costs, than on investing on new
technologies.
Other than the big players in market, industries don‟t rely on other suppliers and at the
same time they have the budget constraint, so they do not approach the branded
suppliers also.
b. Absence of Technology Supplier:
Sometimes, the absence of a local supplier of a particular product also becomes a
barrier. As the industries couldn‟t find an appropriate supplier of particular EE
equipment, therefore couldn‟t take up the EE technology.
Also the industries feel it is a risk to place order on overseas suppliers directly.
The MSMEs also do comparison with big players.
c. Lack of awareness about energy efficiency among small and medium enterprises
prevents them from adoption of energy efficient technologies
There is surely a lack of awareness and information about the EE productS and its
benefits among the MSME sector; their only objective is to get the profits, while they
neglect the efficiency part in calculating those profits. There is a strong feeling in the
owners, that energy efficiency initiatives are a risky proposition as it may lead to
interruption in business and production losses due to process down time as most of the
owners ignore the losses in the plant due to poor energy efficiency.
Generally, there is Lack of knowledge and information relating to energy saving,
quantum of energy loss and its monetary benefits among the industries.
The majority of the owners/entrepreneurs does not have in-depth technical expertise,
knowledge or training about energy efficiency, and are dependent on local technology
suppliers or service companies, whom they normally rely for established and commonly
used technology. The lack of technical know-how makes it difficult for the owners to
identify the most effective technical measures.
d. Non availability of skilled manpower and exorbitant cost of new technologies
Both these factors are major barriers as to why the SME industries couldn‟t move
towards EE technologies.
e. Gaps in Understanding of the Technology and Technical parameters
Suppliers of energy-efficient equipment are more informed about the characteristics and
performance of equipment than prospective buyers, but the buyers or the consumers

may not be well aware of the technical aspects of the technology. In other words, the
information between the two parties engaged in the transaction is asymmetric, leading to
decreased market potential.
f. No incentives on energy saving
Not a fully competitive market for a product or a service, there is a limited number of
suppliers or sellers
g. Increased investment on Energy Efficiency Improvement
Sometimes the consumers are fully aware of the benefits of energy saving but may not
be willing to make the necessary investment owing to the initial investment.
h. Lack of customer database
As a result of the survey done by FICCI, lack of customer database is one of the major
barriers for EE equipment suppliers. Database of industries is one of the pre-requisite for
any vendor to penetrate in any industrial cluster. It provides a road map to the suppliers
and helps them build their strategy. Also, the vendors couldn‟t interact with MSMEs as
there are very few events specifically focused on MSME Sector, and thus the sellers
don‟t get a chance to interact with the industries.
The database of the Industrial clusters can be provided to the Equipment suppliers for
their better approach to industries
i. Small orders
Being a small and medium entrepreneur, the orders placed for any equipment to any
technology provider are generally small as compared to other large industries, due to
which the suppliers lose interest in dealing with MSME Sectors.
j. Financial Constraint
As per the technology providers, Customer always has price issues. They don‟t consider
advantage of EE Products and energy or cost saving due to budget constraint.

6. Plan/ Strategy to remove the barriers
The plan/strategies to overcome the barriers to promote EE equipment among MSME
are identified through discussions with vendors and MSME associations. The
plan/strategies are discussed below:
a. Direct interaction with customer helps every manufacturer in better way.
While doing business with the industries the vendor should have proper and direct
interaction with them. This would the help seller to understand the requirement of the
industries, i.e. the buyer, and the buyer would get the overview of the products on offer
and its relevance to their industry.
b. Creating Awareness about Energy Conservation
Various organizations working in the field of energy efficiency can help in educating
industries/customers on different energy management practices. In particular, energy
conservation through continuous monitoring, this can save up to 30% in most cases. The
existing scenario is that people are simply not aware of the concept or they don‟t have

business opportunities for the vendors/technology providers.
Awareness program shall be organized in line to educate the MSME‟s about requirement
and benefits of energy efficient products. For Which FICCI has taken a step forward still
required a campaign to be start to bring all MSME‟s under one roof to guide them to
implement / change over to new technologies.
d. Change in Tendering/Procurement Procedure
The MSME sectors mostly go by L1 concept for procurement of products, therefore the
vendors with big-name, strong technical background and higher cost of the product have
less chances of getting the order.
e. Increasing awareness about various financing schemes
Financial backup/support for MSMEs for taking up and successfully implementing
energy saving projects
There are various financing schemes for implementation of Energy Conservation
measures introduced by SIDBI, Ministry of MSME, Govt of India and other agencies
involved in the Energy Conservation activities in the SME sector.
Identify customers who want financial support for implementing Energy Saving
Measures.
f. Taxes and duties to be exempted
The mentioned barriers in business for vendors can be overcome to an extent by
exempting the taxes and duties in the best possible way. This would result in reducing
the cost of technology to the industry, and will encourage them to take up the energy
efficient measures and improvement.

7. Innovative marketing strategies
In the present day situation, the customers are not easy to convince, they look into all
the techno-commercial aspects of the product. Thus, the technology provider has to
have some innovative thinking before finalizing their marketing strategies.
i. Subsidized first demonstration: Vendors can provide a demonstration of the
product to the industries at subsidized rates; this will encourage the users to adopt
the EE technologies
ii. Intervention through ESCO financing implementation
An energy savings performance contract (ESPC) is a model where an Energy
Services Company (ESCO) achieves energy savings at a property or portfolio of
properties as a service. This model guarantees savings for a set period of time in
exchange for payment from the energy cost savings.
In order to employ the ESCO model, an industry owner must establish an energy
performance contract (EPC) with an energy service company (ESCO), which can
range from small and medium-sized enterprises to larger multi-national
corporations. The ESCO is then responsible for developing, implementing, and
financing (or arranging financing) for the energy efficiency project. In all instances,
the ESCO starts by performing an in-depth analysis of the property, sometimes at
risk, designing an energy efficient solution, installing the required elements, and

maintaining the system to ensure energy savings during the payback period.
These energy cost savings are often used to pay back the initial capital
investment over a 5- to 20-year period or reinvested into the building to allow for
additional capital upgrades that may otherwise have been unfeasible. If the
project does not provide returns on the investment, the ESCO is often responsible
to for assuming the difference.
iii. Publicizing success stories
Brochure distribution to MSMEs
In today‟s scenario it is necessary for the vendors and technology providers to
ensure that their message will be delivered to the Industries in the way they
wanted to be. Leaflet distribution is still the most effective way of marketing. The
latest research shows that direct marketing (leaflet distribution) is noticed and
used far more times than other forms of media - including TV, emails, radio,
magazines and others.
Case study distribution to MSMEs
Case studies are not representative of any particular methodology/ software tool
but show what can be done by using best practice methods to improve
sustainability and growth within the company. MSME industries are very
particular of the various financial aspects of adopting any new technology
because of limited fund availability.
Distributing the successful case studies in the MSME units will be an advantage
to the vendors as it will built up industry‟s confidence in the technology provider.
Dissemination workshops
Through Dissemination workshops the technology providers can directly target a
number of groups/audiences to whom they would like to disseminate their
technology and expected to get benefitted from what they have to offer. It will be
important, therefore, that these groups/audiences have a deeper understanding
of the technology on offer.
Another option is to create an opportunity for self, such as a launch party or a
product demonstration. Holding own event is a good way to show the product or
service in a tailor-made setting without the distraction of other exhibitors.

communicate as much of a story as vendors care to tell. Exposure to the ad is
not limited; readers can go back to the message again and again if so desired.

v. Special financing support from SIDBI for EE item
The different Financing Schemes available to industries are:
I. JICA-SIDBI Financing Scheme
The Japan International Cooperation Agency (JICA) has extended a Line
of Credit to Small Industries Development Bank of India (SIDBI) for financing
Energy Saving projects in Micro, Small and Medium Enterprises (MSMEs)
Sector. The project is expected to encourage MSME units to undertake
energy saving investments in plant and machinery to reduce energy
consumption, enhance energy efficiency, reduce CO2 emissions, and
improve the profitability of the units in the long run.
The financial assistance to MSMEs will be through SIDBI, as well as through
refinance to banks / State Finance Corporations (SFCs) and Non Banking
Financial Companies (NBFCs). The project also seeks to provide technical
assistance to these financial institutions and MSME units for successful
implementation of this Scheme resulting in Energy Saving in MSME Sector
and thereby contributing to environmental improvement and socio-economic
development in the country and address the climate change concerns.
II. TIFAC- SIDBI Revolving Fund for Technology Innovation-(SRIJAN
Scheme)
TIFAC- SIDBI Revolving Fund for Technology Innovation-(SRIJAN
Scheme) was launched to provide financial assistance to MSMEs towards
development, up scaling, demonstration and commercialization of innovative
technology based projects.
The assistance is given in the form of early stage “debt” funding on softer
terms for development, demonstration and commercialization of new
innovations in emerging technological areas, un-proven technologies, new
products, process, etc. which have not been successfully commercialized so
far. Maximum assistance is generally not more than 100 lakh per project.
Interest rate would be as approved by the Project Approval Committee (PAC)

(not be more than 5% p.a.). All the proposals for assistance under the
Scheme shall undergo technical evaluation by TIFAC and financial viability by
SIDBI. The assistance is approved by a Project Approval Committee (PAC)
consisting of officials of SIDBI and TIFAC.
III. KfW-SIDBI Financing Scheme
Micro, Small & Medium Sized Enterprises (MSMEs) can reduce their energy
consumption by investing in equipment, technologies or process
improvements, which increase the energy efficiency of their facilities. SIDBI
offers financial assistance for investments in energy efficiency projects to
existing MSMEs under a Line of Credit from KfW Development Bank in the
framework of the Indo-German development Cooperation. The MSME or
medium, small and micro enterprises Innovation Finance Programme has
been formulated to promote entrepreneurial innovations particularly those
relating to clean technologies. Another objective of the program is to catalyze
the development of financing instruments specifically tailored to the
requirements of innovative MSMEs.
IV. Technology and Quality Upgradation Support to Micro, Small and
Medium Enterprises (TEQUP)
The Technology and Quality Upgradation (TEQUP), a component of the
National Manufacturing Competitiveness Programme offers financial
assistance to MSMEs in acquiring International and National Product Quality
Certification, and in adopting Energy Efficient Technologies (EET.
Objectives of the Scheme:
a. To sensitize the manufacturing MSME sector to the use of EET and
manufacturing processes so as to reduce cost of production and the
emissions of Green House Gases (GHGs)
b. To improve product quality of MSMEs by encouraging them to acquire
International / National Product Certification
c. To provide an opportunity to MSMEs to trade carbon credits by setting
up Carbon Credit Aggregation (CCA) centers
V. Credit Linked Capital Subsidy Scheme (CLCSS) for Technology
Upgradation of the Small Scale Industries
The Ministry of Small Scale Industries (SSI) is operating a scheme for
technology upgradation of Small Scale Industries (SSI) called the Credit

Linked Capital Subsidy Scheme (CLCSS). The Scheme aims at facilitating
technology upgradation by providing upfront capital subsidy to SSI units,
including tiny, khadi, village and coir industrial units, on institutional finance
(credit) availed of by them for modernization of their production equipment
(plant and machinery) and techniques. The Scheme (pre- revised) provided
for 12 per cent capital subsidy to SSI units, including tiny units, on institutional
finance availed of by them for induction of well established and improved
technology in selected sub-sectors/products approved under the Scheme.
The eligible amount of subsidy calculated under the pre-revised scheme was
based on the actual loan amount not exceeding Rs.40 lakh.
vi. Partial repayments through energy saved
Energy Performance Contracting (EPC) is a form of „creative financing‟ for capital
improvement which allows funding energy upgrades from cost reductions through
save energy.
Under an EPC arrangement an external organisation (ESCO) implements a
project to deliver energy efficiency, or a renewable energy project, and uses the
stream of income from the cost savings, or the renewable energy produced, to
repay the costs of the project, including the costs of the investment. Essentially
the ESCO will not receive its payment unless the project delivers energy savings
as expected.
vii. Awareness campaigns on new EE Technologies
Organizing awareness campaigns by the vendors/technology suppliers will help
them increase and explore the business potential in the SME sectors.
viii. Income tax rebate on expenditure towards EE initiatives
Introducing a provision of tax rebate on expenditure towards Energy Efficiency
initiatives will be a good option, as it will not only encourage the Industries to go
for EE implementations but also increase the business opportunity for the vendor/
technology suppliers, and will increase the penetration of the EE technologies.
ix. Making available cluster-wise updated database of MSMEs with contact
details through website.
An online portal can be maintained for separate clusters where the updated
database of the SMEs of the Clusters with contact details can be made available
and accessible to the vendors/technology providers.
