A Word from the Jury
National CSR Awards seeks to infuse excellence in CSR interventions undertaken by corporates in pursuance of
the Section 135 of Companies Act 2013. During the last five months, the Jury has assessed submissions made by
companies with the prism of category-specific objectives through a rigorous three-stage selection process
involving shortlisting, detailed submissions and field verification. Though a challenging task, it has been a
satisfying journey to select the winners and the honourable mentions from a pool of 531 entries. In this process,
massive on-desk and in-field activities were carried out by Members of Expert Committee, drawn from four
independent institutions of repute (IRMA, TISS, IIFM and DSSW). We appreciate their efforts in assisting the
Jury in selecting the best CSR interventions.
Robust all round technical and logistics support has been provided by the Secretariat of National CSR Awards at
Indian Institute of Corporate Affairs (IICA). We acknowledge the able support provided by IICA staff, in
particular Dr Navneet Sharma, Nodal Officer, Mr Ravi Raj Atrey, Programme Manager, Mr RL Arora, Consultant,
Mr Sandeep Yadav and Ms Priti Boipoi (Project Assistants) at each stage of the Award process to bring it to
fuition.
Officials from Ministry of Corporate Affairs (MCA) have fully supported the Award process. The Jury places on
record its deep appreciation to the officers of MCA, particularly Mr. GK Singh, Joint Secretary, Mrs Seema Rath,
Deputy Director, Mr Karthikeyan V, Consultant for providing their unflinching support during the tenure of the
Jury.
We sincere hope that in times of come, National CSR Awards will symbolize the Gold Standard in recognition
of excellence in CSR in India.

1. About the National CSR Awards
Ministry of Corporate Affairs, Government of India instituted National CSR Awards to recognize
corporate initiatives in the area of Corporate Social Responsibility (CSR). The Awards have been
instituted subsequent to the recommendations of the High Level Committee on CSR and approval of the
same by the Hon’ble Minister for Corporate Affairs.
National CSR Awards seeks to:
(i) Increase competition in various categories of companies to infuse excellence in their CSR activities
(ii) Encourage companies to spend the entire amount i.e. eligible CSR spend
(iii) Recognize the impact, innovation, usage of technology, gender and environment issues,
sustainability, scalability and replicability of CSR activities
(iv) Channelize CSR activities of corporate so that the benefits of their activities reach the marginalized
sections of society and in remote areas of the country
There are a total 20 number of prizes for National CSR Awards under three main categories:
Category 1 - Corporate Awards for Excellence in CSR:
Recognition to a company based on total eligible CSR Spend (four):
(i) Companies having eligible CSR Spend equal and above Rs 100 crores (ii) Companies having eligible CSR Spend between Rs10 crores and Rs99.99 crores (iii) Companies having eligible CSR Spend between Rs1 crore and Rs9.99 crores (iv) Companies having eligible CSR Spend below Rs1 crore
Honourable mention: In addition to four main awards, there may be four honourable mentions of companies, which have undertaken appreciable CSR activities.
Category 2 - Corporate Awards in CSR in Challenging Circumstances:
Recognition to a company based on its CSR efforts in challenging circumstances, aspirational districts, difficult terrains/ disturbed areas, etc. (up to five awards):
(i) North (ii) North East (iii) East (iv) West (v) South
One Award is earmarked for MSME only in this category. CSR intervention in alignment with Category Objective carried out by Small & Medium Enterprise with in section 135 of Companies Act 2013 & rules there in, shall be considered for National CSR Awards in this Category.

Category 3 - CSR Awards for contribution to National priority Areas
Upto 11 Awardees to be chosen based on contribution to National Priority Areas so as to motivate corporates to spend in these areas.

3. Meetings of the Grand Jury on National CSR Awards
As such the Grand Jury held six meetings in Mumbai and New Delhi since its inception to deliberate
upon National CSR Awards processes. A chronological list of its meetings is given in below table:

4. Process followed for NCSRA
4.1. Mode of Entry
According to the Scheme of NCSRA 2018, mode of entry in NCSRA was through nomination.
The following categories of organizations nominated entries:
(i) Ministries/ Departments of Govt of India
(ii) State &Union Territories (UT) Governments
(iii) Professional institutions: ICSI, ICAI, ICMAI
(iv) National Level Trade and Industry Chambers
A nominating organization was allowed to nominate up to a total of 10 entries in all categories of
Awards. Companies were also allowed to directly submit their application/s in a suitable category
to these organizations.
It is also to state that Government of India initiated process of National CSR Awards in the
financial year 2016-17, however directions on the revision of the scheme were received from
PMO. Accordingly, the revised Scheme of NCSRA – 2018 came in to existence. Direct

applications received in financial year 2016-17 were also considered as deemed nominations for
the National CSR Awards – 2018.
4.2. Short-listing of Received Nominations
The Jury constituted earlier in 2017 had selected four institutions of repute namely, Tata Institute
of Social Sciences (TISS), Indian Institute of Forest Management (IIFM), Institute of Rural
Management, Anand (IRMA) and Delhi School of Social Welfare (DSSW) for assisting it in terms
of field work.
Engagement of four organizations as members of “Expert Committee” viz. was continued for
assisting the Jury in short listing as well as field verification. These four institutions acted under
the guidance of Jury.
Short-listing and Scoring criteria for deemed and freshly received nominations were approved by
the Jury in its first Meeting.
Jury approved short listing of companies prepared by members of Expert Committee in respect
of 19 categories of NCSRA out of 20 categories since in one category there is no nomination in
its second meeting and sub-group meeting. (Please refer minutes of the first meeting at Annex -
3).
A total of 528 entries for NCSRA – 2018 were received and consolidated (deemed and freshly
received nominations).
379 applications were received for the Year 2016-17 treated as the deemed nominations, these
deemed nominations were also mapped according to the new architecture of National CSR
Awards Scheme 2018. Further, total of 161 nominations were received in this year 2017-18 out of
which 149 were valid nominations.

4.3. Detailed Information Submission by the Shortlisted Companies
The members of the Jury interacted with the members of Expert Committee during the 2nd Jury
Meeting. Subsequently, revision of detailed submission form, field verification parameters and
also format of the final report of a nomination to Jury as per suggestions made by Expert
Committee was done.
Key objective of the detailed information submission was to capture the necessary details about
the company in following key heads among others:
(i) Background of the Company
(ii) CSR Planning
(iii) CSR Budget and Spend

(iv) CSR Governance
(v) CSR Implementation modalities
(vi) Impact of CSR Interventions
(vii) Sustainability, Replicability and Scalability of CSR projects/programmes etc.
Approved Detailed Submission Form is placed at Annex – 6.
As such, out of 131 shortlisted nominations, 112 companies furnished detailed information. Four
Detailed Submissions were found incomplete for consideration of field verification. Details of
these have also been reflected in Annex – 5 List of 131 shortlisted Companies.
4.4. Parameters for Field Verification
Based on the Detailed Submission and its Guidance Note, Parameters for Field Verification were
approved in the third Jury meeting. A document containing key Objectively Verifiable Indicators
and their scoring criteria is placed at Annex – 7.
4.5. Consideration for Winners and Hon’ble mentions
Grand Jury in its 4th, 5th and 6th meetings reviewed inputs in the form of Detailed Submissions by
the Companies along with the Report of the Expert Committee Members on a nomination,
supported by further consideration on the following aspects:
(i) CSR Spend by a company including proportion of CSR spend on category objective
(ii) Effectiveness of CSR governance, implementation, monitoring and impact of CSR
intervention
(iii) Sustainability, raplicability and scalability of a project/programme.
Jury reiterated the rationale and after due diligence recommended following CSR Projects for
the National CSR Awards:
The list of winners and honorable mentions has been submitted to Ministry in a sealed envelop
on 14th February 2019.
5. Way forward
Suggestions for future course of action for National CSR Awards:
(i) The National CSR Awards should be an annual event.
(ii) Process and planning for next year’s National CSR Awards should be started as soon as possible.
(iii) From next year, Expert Committee may be constituted with more members drawn from a wider
set of institutions in it.
(iv) There may be different Working Groups within the Expert Committee, each working group
should have a member from 3-4 different institutions.
(v) For the purpose of short-listing of applications/nominations for the National CSR Awards,
different average of marks awarded by members’ may be considered.
(vi) For the purpose of field verification, it may be tried that two or more Expert Committee Members
from different institutions visit the field site.
(vii) More participation from MSMEs may be ensured by coordinating with Ministry of MSME
and different MSME Associations.

(viii) An Audio-visual Documentary capturing the best practices of awardees with help of a TV
Channel may be worked out.
(ix) A Coffee Table Book reflecting the best practices of the awardees may be brought out.
(x) The edited book may be brought out, it may incorporate good observation on different thematic
areas, it may be tried to keep this book less lengthy.
(xi) Sectoral booklets to share sector-wise best practices with relevant stakeholders i.e. Government
and others may be published.

1. Objectives of National CSR Awards (NCSRA)
NCSRA seeks to:

2. Mode of entry
Mode of entry in NCSRA will be through nomination. The following categories of organizations will be
competent to nominate entries:
- Ministries/ Departments of Govt of India
- State &Union Territories (UT) Governments
- Professional institutions: ICSI, ICAI, ICMAI
- National Level Trade and Industry Chambers
A nominating organization can nominate up to a total of 10 entries in all categories of Awards. Companies

4.3 Upto Eleven Awards* to be chosen based on contribution to National Priority Schemes so as to
motivate corporates to spend in these areas. The priority areas are as presented in Annexure I. National Priority
Areas, as reflected through important schemes of Government of India is placed at Annexure – II.

5. Applications Received against call for entries in May-June, 2017, shall be treated as “Deemed Entries” for the current cycle of NCSRA. Companies, which submitted entries during the last year are not required to submit their details in the new submission format. However, such companies may seek nomination separately in the NCSRA-2018.
6. Overview of Award Methodology and Timelines to Nominate and Selection In order to achieve the stated objectives of the Awards, the methodology will include a three-stage process. Detailed
methodology of selection for each award category has been placed at Annexure– III.
Phase 1: Nomination Phase
Nominating agencies as mentioned in para 2 will submit on the designated portal (www.csr.gov.in) a one-page
summary containing details such as
(a) Name of the company
(b) Category of award in which nominated
(c) CSR interventions along with associated aspects such as innovation, usage of technology, gender and
environment issues, equity, replicability, scalability and sustainability of the CSR interventions
(d) Impactof CSR intervention/s
(e) Details of how the nominating organization is involved in the CSR activities, if any, and
(f) Reasons for nominations and recommendation of the nominating organization.
A proforma for online submission of nominations has been prescribed at Annexure – IV.
Phase 2: Preliminary scrutiny of all received nominations shall be carried out by a panel of independent CSR experts
as per criteria decided by the Jury.
Shortlisted entries shall be reviewed by the Jury. Subsequently, shortlisted entries shall be invited to submit full
details online.
Phase 3: Field verification of the shortlisted entries shall be carried by independent agencies as approved by the
Jury/ Ministry.

Since companies are incurring and reporting CSR expenditure as per the enlisted items in Schedule VII of Companies Act 2013, most suitable alignment of Schedule VII with the National Priority Schemes is as below. A list of important schemes of Government of India is placed at Annexure – II.

programmes representative of corporate excellence in CSR.
After providing details of 1st project, companies shortlisted in the category – 1 are requested to
provide responses for their Project -2 & 3 to Sr. No. 13 to 34 and 40 only in the Appendix – A given at
the end of this form.
Sr. Number 35 to Sr. Number39 are NOT for companies shortlisted in category – 1.
Field verification of any of these CSR programmes/ projects may be undertaken as per direction of the
