Report from the TWG
Statistical Units (SU)
and
Population Distribution – Demography (PD)
Edinburgh June 30th, 2011 by Udo Maack
2INSPIRE Conference, Edinburgh 2
Theme Statistical Units andTheme Statistical Units andPopulation Distribution - DemographyPopulation Distribution - Demography
Bring together the two worlds:
The one of Geographers and the one of Statisticians
• Geographers use maps
• Statisticians use numerical values
to describe the world or part of them.
Two Views:
A statistical value is an attribute of a region (SU)
A related region is an attribute of a statistical value (PD)

Multidimensional data cubes are the base of the concept of the SDMX Standard(Statistical Data and Metadata eXchange – ISO /TS 17 369)
Pittfalls linking statistical and geographical data by InspireID:
- Responsibility split between (N)SI and (N) MA- Different licensee policies- Coordination of creation of identifiers- Inspire ID’s are to complex

SU Grid package:DS of Geographical Grids (Annex I) did not achive the requirements. Main concerns:
- Grid size limited to 10n meter(125m, 200m, 250m and 500m required)
-Rules for construction of the Grid-ID do not allow coding of intermediate values.
New rules for Statistical Grids: – Limitation suspended and more – Rules for coding the ID of each grid size
allowing the EPSG-Code for coding the CRS

SU Vector package:
The feature type VectorStatisticalUnit – Generic model– using the GM_object with some constraints
(=> Area, Line and Point SU are allowed)
– Allows to define hierarchal dependencies– Allows tessellations as topological constrains– Evolutions of statistical units can be described
! Feature type NUTS defined in AU (Annex I) are not compatible

Open issues (general):-Inspire metadata concept not flexible enough to allow the integration of searching in statistical databases to provide user defined statistical data?- SDMX and INSPIRE relation?- Which data have to be provided?

Theme Statistical Units andTheme Statistical Units andPopulation Distribution / DemographyPopulation Distribution / Demography
Open issues (reviewers and testers):- Is the information of the Evolution class sufficient for updating linked user own data?
- Specification Document and provided GML not aligned!!
