Background

The handicrafts sectors in the population of 7 million artisans, half of the

artisans are women who are engaged in the household with their male

members for producing the crafts products for their living. It has been

observed that in our most of the schemes for the development and

promotion of handicrafts sector, the gender component is missing. As a

result of the same, the women folk engaged in the sector has not been taken

seriously whereas they have greater share in producing the crafts of

handicrafts products which are being marketed both in domestic as well as

for exports. If we have to make the sector strong, the women engaged

wholly in the sector needed to be empowered which would not only benefit

the women folk but strengthen the handicrafts sector when they will know

the available laws and their rights.

Narsapur and adjoining arear mostly dominated by women artisan, lace art

has grown from a mere skill to full-fledged industry today catering to Indian

and foreign market and giving employment to nearly two lakh women. Be it

home furnishing from living room to bed room or fashion accessories to

fashion garment Narsapur lace artisans expertise is unmatched in

Athukupani (attached work), Chethipani (hand work) and Kajakuttu (lining

work) designs.

India like other developing countries was fortunate to have a strong private

sector which was able to convert early Govt. initiatives into actual business

opportunities. The primary reason for making crafts has been to meet the

requirement of individuals and the communities, apart from a means of

livelihood.

The handicrafts traditions that have been continuously undisturbed over the

centuries have to face the realities of rapid change brought about by the

inexorable forces of communication and globalization.

In view of this Export Promotion Council for Handicrafts (EPCH) with

support from O/o Development Commissioner (Handicrafts) has conducted

One Day Workshop/Seminar on Partnership for Change of Empowerment of

Women Artisans at International Lace Trade Centre, Rustumbada,

Narsapur, West Godavari, Andhra Pradesh On 15th March2016”.

Objective of the Program

The basic objective of the this workshop on partnership for change and

empowerment of women artisans was to create awareness as well as

empower women engaged in the handicrafts sector with basic knowledge of

working, procedures and laws protecting women folk. The workshop aimed

to empower woman artisans with special focus on legal and information

communication technology, literacy,

To invest in human resource development of woman artisans, their

knowledge skill and competencies leading to human creativity and

entrepreneurship which are critical determinant of economic growth and

social development?

To make the information available to the woman artisans about gender

differences, awareness of laws against exploitation of women and other

information on the provisions available in the legal laws, labour laws,

personnel laws, properties laws etc.

The basic objectives are briefly narrated as follows:

Gender Sensitisation

- Understanding gender stereotypes and how they manifest in families and at the work place.

- Why/How Men and women perceive information differently

- Gender differences & similarities hypothesis - Sensitization of Employers to gender-related issues

accommodating women’s special needs

Legal Literacy

- Awareness of laws relating to sexual harassment at workplace

- Elimination of gender based Violence - Understanding of Labour laws in relation to Gender - Over view of Personal Laws & property rights of women

Developing Emotional Intelligence

- Understanding Importance of Emotional intelligence and it’s five domains i.e. Knowing Your Emotion, managing your emotion, motivating yourself, recognizing and understanding other’s emotions and managing relationships.

- Understanding importance of hygiene and health in relation to gender

Information Technology Empowerment

- Enabling women artisans integrate in modern economic system through Understanding Information Technology.

- Gender parity in social and economic space

- Developing the ability to become agent of social change.

- Enabling access to internet based records and information

Aim of the Program

The seminar was aimed to educate the women craftsperson/artisans,

national awardees, NGO’s/SHG’s, entrepreneurs and manufacturers in the

Crochet Lace cluster of Narsapur. The workshop aimed to empower

woman artisans with special focus on legal and information

communication technology, literacy in order to invest in human

resource development of woman artisans, their knowledge skill

and competencies leading to human creativity and

entrepreneurship which are critical determinant of economic

growth and social development

Proceeding of the Seminar

The Export Promotion Council for Handicrafts (EPCH) organized one day

awareness Seminar on on Partnership for Change of Empowerment

of Women Artisans with support from O/o Development Commissioner

(Handicrafts).

Shri Tulasi Rao Prominent Exporter from the Narsapur cluster, inaugurated

the seminar 10: 30 in the

presence of Mrs. Jyotika

Kalra, an eminent lawyer

of Hon’ble, Supreme court

of India and women rights

activist as well as faculty

for the workshop, Mr.

Upendra Sai, expert in

Developing Emotional

Intelligence and Information Technology Empowerment, Mr. L Manoj Kumar,

HPO, O/o DC (Handicrafts), Vijayawada, Andhra Pradesh. Mr. Rahul

Sharma, Program Assistant, EPCH welcomed to guest and faculty explained

to trainee about the objectives of organising this seminar.

EPCH and prominent

exporter from Andhra

Pradesh shared his

experience of Crochet lace

business from the cluster.

He also appreciated initiative

of Council and share that

Council’s initiative boosted

the demand of the Crochet

Lace in International as well as Domestic Market. He extended his thanks to

the O/o DC (Handicrafts) and EPCH for conducting the workshop in

Narsapur.

Mr. L. Manoj Kumar, H.P.O., Office of DC (Handicrafts), Vijayawada spoke in

detail about the various schemes available in the office of the DC

(Handicrafts) for the benefit

of the artisan community

and urged the participants

to make use of the schemes

and explore the growth of

exports from the Region. He

expressed the hope that out

of 50 artisans, he will see at

least 5 women entrepreneurs.

Mr. Manoj shared his views about the women empowerment. He discussed

following points -

Women is base of a family, When we empower a women ,we empower

the entire family

Empowerment of women will provide more improved workforce to

society

It is very necessary for all Indian society to understand the power of

women and let them go ahead to make themselves independent and power of the family and country

Mr. Manoj conducted as group discussion session with participants to

understand the facts and terms which are required to empower women for

the betterment of society. He appreciated the interest and energy level of

women which he saw during the seminar.

In first session Ms. Jyotika Kalra an eminent lawyer of Supreme Court

of India and women rights activist and faculty of seminar started the

proceedings of seminar with

general discussion with

participants. In this workshop

women artisans were provided

with content material which

covers difference between

Gender and Sex which the

participants were made to

understand that apart from the physical difference between the male and

female, the society defines their roles based on social norms, perceptions,

cultural beliefs and religious beliefs also. Because of this, most of the time

women are given less important roles to perform and men are given more

important roles to perform. Women is only restricted inside the house and

the men given the given to be performed outside the house. In discussion on

the biological factors why a

daughter is born? This

discussion was taken very

positively by the participants

and they expressed the hope, in

the next time when the women

is blamed for giving birth to a

daughter, that it is the man

who is responsible for the birth

of the daughter or the son. The

menstrual hygiene was also discussed and it was discussed women should

not feel ashamed and the participants responded that it is not their

weakness but their strength and they feel proud about it.

She explained following topics during her presentation

The basic laws dealing with the women related legislations, like Factories Act which

provide for provision of separate toilet, separate restroom

etc.

Introduction of marriage laws,

adoption laws, maintenance law.

Dowry laws

Gender specific

violence against the women was discussed like stalking, outraging the modesty of the women, voyeurism.

Introduction about protection of women from domestic violence act,

sexual harassment of women at workplace

During the presentation of Ms. Jyotika participants responded very actively

they shared their views that

parents get their younger

children married just to get rid

of the responsibility. Also,

participants expressed their

view that they don’t accept

dowry for their son’s marriage.

At the end of the first session

she conducted a group activity

with the participants and through exercise participants shared their

problems practically which they face from society. Participants raised few

questions after the group activity, which was address by Ms. Jyotika and

suggested the effective solutions to the participants.

emotional intelligence and

Information Technology

Empowerment.

He Explained that how women can promote their social groups as well as

In next topic Mr. Sai explained about the gender partiality existing in society

through three topics:

Around the world nearly 98 million girls are not in school. Globally, 1 in 3

women will experience gender-based violence in her lifetime. In the

developing world, 1 in 7 girls is married in the age of 15 or early, with some

child brides as young as 8 or 9. Each year more than 287,000 women, 99

percent of them in developing countries, die from pregnancy- and childbirth-

related complications.

While women make

up more than 40

percent of the

agriculture labour

force only 3 to 20

percent are

landholders. In

Africa, women-

owned enterprises

make up as little as

10 percent of all

businesses. In South Asia, that number is only 3 percent. And despite

representing half the global population, women comprise less than 20

percent of the world's legislators.

Opportunity

Women account for one-half of the potential human capital in any economy.

More than half a billion women have joined the world’s work force over the

past 30 years, and they make up 40 percent of the agriculture labour force.

According to the World Bank, countries with greater gender equality are

more prosperous and competitive.

An extra year of secondary school for girls can increase their future earnings

by 10-20 percent. Girls with secondary schooling are up to 6 times less

likely to marry as children than those with little or no education. And

countries that invest in girls’ education have lower maternal and infant

deaths, lower rates of HIV and AIDS, and better child nutrition.

When women participate in civil society and politics, governments are more

open, democratic and responsive to citizens. When women are at the

negotiating table, peace agreements are more inclusive and durable. And

simply by empowering women farmers with the same access to land, new

technologies and capital as men, we can increase crop yields by as much as

30 percent helping to feed a growing population.

Strategy

We believe that gender equality and women’s empowerment isn’t a part of

development but the core of development.

Progress cannot be delivered in a vacuum. For societies to thrive, women

and girls must have access to education, healthcare, and technology. They

must have control of resources, lands, and markets. And they must have

equal rights and equal opportunities as breadwinners, peace-builders and

leaders.

Feedback /Question –Answer Session

This session was open for all participants to ask any doubts if they have

related to topic covered during seminar or share their feeling how this

seminar will impact on their lives. All the participants participated actively

and shared their views. All the doubts were cleared by both the faculty.

Program was ended at 5 pm. with the votes of thanks of Mr. Rahul Sharma,

Artisans were gained knowledge on importance of health and hygiene

Artisans were able to understand the importance of Information &

Technology in modern economic growth

Artisan’s knowledge improved related to labour law in relation to

gender.

Artisans were request to organize more such program in cluster.
