ACTIVITY REPORT 2014

PRIORITIES OF 2014

In 2014 we continued to focus mainly on:

- Neutering of stray and owned animals, - Microchipping and registration of owned dogs,- Informative and educational campaigns,- Legislative projects,- Rescue of abandoned pets.

The main purpose of our association is to stop pet abandonment and improve the lives of pets in Cluj-Napoca and its surroundings

1,152 neutered animals over the year,

901 neutered, microchipped and registered dogs (of which 80% females),

251 neutered cats,

more than 300 animals helped by veterinary treatments.

251 animals taken into foster care, of which:

NEUTERING AND REGISTERED MICROCHIPPING

Neutering is one of the most efficient measures to prevent the birth of unwanted puppies and kittens and implicitly to reduce the rate of pet abandonment.

Thereby, we focused mainly on the neutering of stray and owned animals from Cluj and its surroundings.

Neutering of owned dogs was supplemented by microchipping and registration in RECS (Inventory of owned dogs)

Neutering, together with registered microchipping are essential steps towards stopping the abandonment and efficient management of the canine population.

Due to the fact that more than 60% of the abandoned dogs come from the surrounding communes, and the rural population does not have the financial means necessary for the neutering and microchipping of the dogs in their households, we considered necessary to act in these areas.

Many of the problems we dealt with in the field were familiar to us from previous campaigns: - improper holding conditions, dogs chained in very short chains, not being able to move, without food or with improper food, without water, etc., - neglect and cruelty: not providing the medical treatment due to lack of funds or veterinarians to perform treatments, ingrown chains, etc.,- abandonment of unwanted puppies or of dogs that did not “fit” the desires.

In addition, we tried to improve the life of dogs that we met, we changed or donated collars for the dogs in chains, we put safety hooks and extended their chains or we provided counseling to owners on various matters, including regarding nutrition and legal or “normal” conditions of holding the animals. Many of the dogs were provided medical treatments or “special treatments”, grooming, flea control, ticks were removed, etc.

Abandonment of unwanted puppies, old, sick or no longer wanted dogs is a regular practice in Romania. Also, after the neutering campaign in Bonțida, our association took over 20 abandoned dogs.

Town of Huedin and the neighboring villages

The neutering in Huedin continued throughout the entire year, with the help of the veterinary clinics we work with.

NEUTERING MARATHONS Huedin - problems encountered in the field

Beside the problems familiar to us from the previous campaigns, that is: improper holding conditions or abandonment of unwanted puppies and/or dogs, in Huedin we dealt with a new situation: very many owned dogs were left free in the streets, so that even the females ended up giving birth in the street.

T h e r e s u l t i n g p a c k s r e p r e s e n t a n inconvenience to the other citizens, and the life of the dogs is always endangered by cars, human aggression, poisoning, etc.

Any neutering campaign has a l s o a v e r y i m p o r t a n t educational, informative and awareness raising side, before, during and after its completion.

On this occasion, we provide counseling to population regarding the necessary conditions to hold an animal, but we also improved their life by providing advices or donating collars, leashes, safety hooks, etc.

16 dogs that we could not resettle or which were abandoned by the owners were taken over by NUCA after the neutering campaign in Huedin.

NEUTERING CAMPAIGNS

During the year we conducted several smaller neutering campaigns in the surrounding villages, communes or towns. Hence, we were present in: - Dezmir- Cojocna- Bârlea- Huedinseveral times

We managed to neuter, microchip and register 105 dogs and to neuter 20 cats. Many of these animals were provided medical treatments, improvement of their living conditions and over 15 different cases had to be taken over in foster care.

The main cause of the existence of stray dogs and cats is the uncontrolled breeding of owned animals!

ONGOING COOPERATION WITH THE VETERINARY CLINICS

To meet the requirements of new regulations, we support people and help with the neutering of stray and owned animals.

Throughout the year, Nuca Animal Welfare Association worked with the veterinary clinics in Cluj-Napoca.

This made it possible to help more than 300 animals, dogs and cats with various treatments and veterinary services that their owners or people who took care of them could not afford.

In addition, the veterinary clinics we work with have neutered, microchipped and registered over 400 stray and owned animals throughout the year.

COLLABORATION WITH OTHER ASSOCIATIONS AND AUTHORITIES

In 2014 the Emfodo foundation started free sterilization campaigns in Cluj county after a field research of about 2 years in Romania. This was possible thanks to NUCA's tireless work of persuasion and numerous meetings as well as to the fact that Cluj county was identified as having a way above average situation concerning sterilization and microchipping in the country up to that moment.In 2013 our association sterilized, microchipped and registered over 400 dogs in Apahida, work that was thereafter continued by Emfodo such that the rest of the dogs were sterilized, microchipped and registered.

We hope that Apahida becomes the first village from Romania that has all dogs (about 2000) with master, registered and sterilized for FREE.

In the winter of 2013-2014 we donated 700 microchips to the rural veterinary cl inic from Apahida for dogs with master, which were implanted by the local veterinary.

“THE YEAR OF THE CATS”

It is known that in areas where a population of stray dogs is reduced by efficient means – neutering and abandonment control - a secondary issue may occur by the emergence of a demographic explosion in the population of stray cats.

This phenomenon becomes more and more visible in Cluj and in order to prevent and stop it, NUCA Association conducted neutering programs for stray and owned cats throughout the year.

“THE YEAR OF THE CATS”

More than 250 stray and owned cats were sterilized by NUCA in 2014.

Throughout the year we took over in foster care more than 70 cats at risk or which could not be resettled, while more than 50 cats were given up for adoption.

The Association helped to provide medical treatments for about 100 stray and owned cats.

NUCA lends a trap cage to those who want to catch a cat for neutering.

Our wish is to raise the awareness of society, so as to respect the animals and their rights.

In all the activities we have developed over the year, we have placed special emphasis on information and public awareness of the problem of pets in Romania.

In addition to the practical side, the n e u t e r i n g a n d r e g i s t e r e d microchipping campaigns around Cluj approach also the aspect of promoting r e s p o n s i b i l i t y o f h o l d e r s a n d increasing animal welfare.

Every day we respond to requests by e-mail, phone or internet and provide counseling to people on a daily basis r e g a r d i n g r e s p o n s i b l e ownership,cruelty or abandonment cases, juridical issues, complaints,referrals to authorities,adoptions,lost and found cases, etc.

EDUCATION CAMPAIGNS IN SCHOOLS

We believe that proper education starts from an early age. Therefore, this year, too we focused on education campaigns in schools.Depending on the age of the children, we addressed various topics, from interacting with animals, importance of microchipping and neutering, methods to stop abandonment and responsible ownership.Many children already have a pet at home and we hope that after these “courses”, the children understand better their pet’s behavior and needs.

For the promotion of the Stray Dogs Shelter of the Cluj City Hall, t h e N U C A A s s o c i a t i o n h a s organized in collaboration with the City Hall a promotional event for the adoption of dogs sheltered in this facility.This way, 17 dogs found a house and were adopted and 9 others were temporarily taken into foster care.

The program included: “What would your dog say if it could talk”, the workshop entitled “First aid for your dog”, activities with and for the children, live music concerts

An information and education event with a varied program for all those who like pets, regardless of their age, who wish to help in some way or want to know more about the work of the Nuca Animal Welfare Association.

In 2014 we printed over 10,000 informative flyers on the importance of microchipping and over 2,000 flyers on responsible adoption rules.

INFORMATION EVENTS AND CAMPAIGNS

NUCA Association has organized or participated throughout the year in various activities and events aimed mainly at promoting responsibility, informing and educating people or increasing the pets’ welfare and controlling the abandonment.

Among these we mention:Microchipping contest, workshops within various events, participation in the FanFest festival, dog’s alternative festival, participation in ZIOA editions, TV shows, radio shows, etc.

LEGISLATION

In 2014 we managed to draft a new local regulation we have started to work on since 2011.

It is a local council decision to regulate and at the same time to encourage responsible ownership of dogs in the city of Cluj-Napoca. For this purpose, together with a working group, we attended twice a week the meetings organized by the Municipality to establish a civilized and democratic regulation for dog owners in the city. This new regulation has already been submitted for consultation and approval to the specialized departments of the Cluj-Napoca City Hall and will be adopted by the Council, hopefully, as soon as possible.

At the suggestion of NUCA Association, the term “foster” was first introduced as a definition in a legislative text.

PET RESCUE

Although NUCA Animal Welfare Association’s main purpose is to stop the abandonment and acts primarily on the cause of the problem, our daily work consists largely in rescuing abandoned pets in Cluj or its surroundings, within the limits of our logistical and financial possibilities.This year, approximately 180 dogs and more than 70 cats were taken into care by our Association, in the foster care system.

Of these, more than 175 have been given up for adoption in the country and abroad. We are pleased to say that the number of successful adoptions in Romania increased by 150% as compared to 2013.

“SPECIAL” ANIMAL

Over time, we took in foster dogs or cats which were left with one or more disabilities. They are not aware of their disability; they are happy and have fought hard for their lives.In 2014 we managed to give up for adoption not only abroad but also i n t h e c o u n t r y , m o r e “incomplete” animals
