SILENT FILMS AT THE COURTHOUSE-On Thursdays inSeptember, the Salem Courthouse Community Center is introduc-ing a free silent film ser ies. Join us at 7:30 pm on September 18,and 25at the Courthouse to view three great performances: CharlieChaplin in The Gold Rush(9/11), Buster Keaton in The General(9/18), and Harold Lloyd in Safety Last(9/25). These three actors/directors, distinctive in their characters and approach to humor, rank

as the most influential comedians of the Silent Film Era. Known asa perfectionist, Charlie Chaplin developed a strong following oncehe adopted the persona of a sympathetic Little Tramp in his famousbowler hat. Buster Keaton, while creating brilliant parodies of fel-low performers, acquired a nickname, The Great Stone Face, forhis ever present deadpan expressions. Called the Glasses char-acter, Harold Lloyd often performed daredevil stunts and extendedchase scenes in his films. When you arrive at the Courthouse, pickup your bag of popcorn, find a seat, and relax as Al Cormier pro-vides fascinating details about the Silent Film Era and its stars. US HOUSE DECLARES THEIR DESIRE TO STOP WOTUS US House Declares Their Desire to Ditch the Rule and Stop WOTUS (Waters Of The UnitedStates) on Bipartisan Vote With 35 Democrats joining the Republican members of the House. Thatbody passed the Waters of the United States Regulatory Overreach Protection Actof 2014Tuesday afternoon. Passage is an attempt to halt the Environmental Protection Agency and theU.S. Army Corps of Engineers proposed Waters of the U.S. rule. Senate action is unlikely howeverbefore the end of the year, or at all- and the White House has threatened veto if it should ever arrive

on the desk of the President. Still, passage was applauded by groups such as the NationalCattlemens Beef Association and theNational Pork Producers Council. NCBAsAshley McDonald said the interpretive ruleactually narrows the scope of what isconsidered normal farming and ranchingpractices. National Pork Producers CouncilPresident Howard Hill stated NPPC wantsEPA to rescind its agricul tural exemptionsrule immediately and to either withdraw theWOTUS rule or work with agriculture tomake changes in the proposal that reflectreal on-farm conditions. House AgChair Frank Lucas said he was pleased that the House approved this bipartisan, commonsense billto block the EPA from expanding its control of our nations land and water resources. The nation's largest general farm group's President, Bob Stallman, issued a statement on behalfof the American Farm Bureau- The House of Representatives stood with farmers and ranchersand against the regulatory over reach of the EPA. Passage of H.R. 5078 isnt just a clear rejectionof the overreach that lies in the EPAs proposed Waters of the U.S. rule. Todays action is anunmistakable signal that the tide is turning against those who ignore the constitutional separation ofpowers in the United States. We will ditch this rule.

Under current regulation, states have primary responsibility for regulating waters within theirboundaries and twice the Unites States Supreme Court has reaffirmed this authority. The proposedrule strips this balance and expands federal jurisdiction to nearly every water in the country, includingditches, puddles and ponds. This measure prevents EPA and Corps from finalizing, implementing, adopting or enforcing the proposed rule and had the biparti san support of 120 co-sponsors leadingup to passage.
