Message

Notwithstanding tough challenges that come with the unpredictable local and global political and socio-economic environments, this year has distinctly seen a number of notable achievements by the Regional Development Council 02 in intently advancing regional progress. The region’s economy relatively fared well owing to the development activities and collective courses of action we forged.

Our region has apparently gained better comparative advantage with the remarkable presidential actions and pronouncements we bagged, to wit, the installation of the Department of Agriculture (DA) Central Office in Isabela and the recognition of our majestic Cagayan River as the Mekong River Basin of the country, which further reinforced our vital role as the food basket of the Philippines. Indeed, many of our interventions had come into fruition this year. And these take much credit to our untiring efforts in pushing to improve the plight of our populace.

Our strong partnerships and focused commitment in steering sustained growth and

development in the region have undoubtedly fueled better economic performance. Without the un-dying support of each Council member, our impressive achievements could not have been possi-bly realized.

As we journey towards the future, may we nurture and fortify our team culture and spirit to

sustain, and likewise increase, the high gains we have initially attained. Let us also put our high hopes, confidence and faith for more and better economic opportunities in the next years ahead in the face of the looming global economic turmoil.

The Chairman’s Report

“Successfully achieving our desired targets while sustaining hard-earned gains”. This ostensibly describes how our performance has sailed during the year in pursuit of all our defined mission and objectives.

It is with great pride and joy that I report to you the 2008 Annual Accomplishment of the Regional Development Council 02. While the year has been characterized by economic and political difficulties, the Council has remained strategically focused and steadfast in effectively steering development in the Cagayan Valley region. Respectably, the Council has maintained its outstanding performance in serving the region and its populace by responding adeptly to the emerging development trends and demands. As such, several development concerns of the region had been

deliberated and acted upon through the formulation, review, approval and adoption of policy proposals, programs and projects. A welcome milestone for the year was the appointment by Her Excellency President Gloria Macapagal Arroyo of the RDC2 Co-Chairman, Governor Telesforo F. Castillejos, on July 31 which signaled the completion of the Council’s leadership for this term. In tandem with Co-Chair Castillejos, the achievements of the Council’s set work plan was further ensured.

In essence, this annual report chronicles the Council’s noble achievements along its key result areas, namely: development planning and policy formulation, monitoring and evaluation, facilitating access to resources, social marketing and advocacy, provision of technical assistance, and information and data banking. Formulation of Strategic Plans and Policy Directions During the year, the RDC 02 has adopted the newly crafted Updated Cagayan Valley Regional Development Plan (RDP) for 2008-2010 which revised the Gross Regional Domestic Product (GRDP) targets of the region and aligned with the thrusts and priorities of the National Government. Consistent with the RDP, specific development plans such as the Cagayan Riverine Zone Development Framework Plan (2005-2030) and the Cagayan Valley Jatropha Framework Plan (2008-2030) and were likewise adopted. Additionally, the Cagayan Valley Regional Government Center Development Master Plan (2008-2020) was updated and adopted by the Council. The RDC 02 updated the Regional Research and Development Agenda (2008-2011) that embraced research priorities of the different research consortia for regional development. Similarly, the Regional Action Agenda for Productivity and Quality (2008-2010) was drafted to complement the RDP programs for productivity improvement.

Moreover, significant reports that showed the economic performance of the region vis-à-vis the RDP were prepared and completed such as the 2007 Annual Regional Development Report , 2007 Annual Regional Economic Situationers as well as the 2008 Quarterly Regional Economic Situationers.

In keeping with setting and ensuring the rational and sustainable use of the region’s physical and natural resources, important policy documents were also prepared such as the Harmonization of Agriculture and Mining, Clarifying the Process for the Issuance of the Environmental Compliance Certificate (ECC), and Procedure Guidelines for Dredging Activities in Region 02.

Facilitating Access to Resources

The RDC 02 endorsed nine proposed projects for local or foreign funding. These include (1) the DPWH Bridges for Prosperity Acceleration Program; (2) the Inclusion of 12 Priority ARCs in the Province of Isabela in the ARISP III National Package or other ODA Funding Programs; (3) the DOST-PAGASA proposal on the establishment of an up-to-date Radar Doppler Project System; (4) the Creation of a Regional Statistical Coordination Unit (RSCU) in the region; (5) the conduct of Detailed Engineering of the proposed North Eastern Luzon Expressway (NELEX); (6) the conduct of Feasibility Study on Renewable Energy and Agricultural Support Project (Micro-Hydro Power) for Agrarian Reform Beneficiaries and Rebel Returnees in the Highland Farming Communities; (7) Barangay Renewable Energy Electrification Project in 13 barangays of four municipalities in the region; (8) Tulay ng Pangulo para sa Kaunlarang Pang-Agraryo covering 43 “Universal Bridges” in Region 02; and (9) the Barangay Empowerment Program for funding under the Presidential Anti-Graft Commission (PAGC).

The Council also conducted Regional Budget Review and Consultation with the key line agencies of the region, including CEZA. Consequently, the 2009 budget proposals of 18 RLAs and the CEZA were endorsed by the Council. Consistent with the Poverty Alleviation Program of the National Government, the KALAHI Program was launched in barangay Macayucayu, San Mariano, Isabela. Focused Group Discussions (FGD) were likewise conducted in three other KALAHI areas, namely: Baliao, Benito Soliven, Isabela; and Villa Yllanan and Villa Gracia, Maddela, Quirino to prepare the said barangays for the Program launching.

Furthermore, the RDC 02 continued to seek financing for the Regional Government Center (RGC) development, specifically the improvement of its road network. Relatedly, the Bangko Sentral ng Pilipinas (BSP) released P5 million as its financial contribution, and Senator Juan Ponce Enrile committed to include P45 Million in the budget for FY 2009 mainly for the RGC development. Monitoring, Evaluation and Feedback Gathering To keep track of the implementation of major development projects in the region, the RDC 02 prepared and submitted three Quarterly RPMES reports. Alongside, a report on the localization of the Millennium Development Goal (MDG) was validated.

Equally important monitoring documents were also drafted. A study on the Water Quality in the Didipio River System was prepared based on the findings of the Environmental Management Bureau (EMB), Mines and Geo-Sciences Bureau (MGB) and Nueva Vizcaya State University (NVSU) on the water quality of the river system. In the same way, an Assessment on the Effectiveness of the KALAHI Program in Region 02 was conducted to evaluate the program in terms of improving the quality of life of the beneficiaries. Social Marketing and Advocacy

In line with its advocacy efforts, the RDC 02 carried out significant activities such as the conduct of Seminar on Productivity and Quality, Productivity Forum, Statistics Forum, Regional Information Campaign on Food and Energy Security , Public Consultation on the Philippine Energy Plan, and a Mining Forum.

During the RDC Week Celebration in September 22-26, 2008, the Council adopted the theme, “Mga Planong Pangkaunlaran ng Lambak-Cagayan: Alamin, Pagtibayin at Pagyamanin”, in cognizance of the existing regional plans formulated and adopted by the Council. This week-long celebration revolved around the advocacy for the Cagayan Riverine Zone Development Framework Plan (2005-2030), Flood Mitigation Master Plan (2006-2030), Jatropha Industry Development Framework Plan (2008-2020), Regional Dairy Industry Plan (2006-

2015) and the formulation o the Education For All Plan (2009-2015).

Provision of Technical Assistance

To sustain development efforts, the RDC 02 embarked on activities that aimed at capacitating the LGUs, RLAs and private sector. The RDC2-RPMC initiated the conduct of Orientation-Workshop on Project Impact Evaluation for monitoring officers in the region.

Furthermore, the Council, through its different Committees, also extended technical assistance to LGUs such as the Study on Power Rates and Its Effect on Households and Commercial Establishments; preparation of the Buguey Strategic Development Agenda, Investment Prospects, and Project Briefs of priority projects; resolution of the LGU issue related to quarrying and dredging in Wangag River; Evaluation of proposal to declare Aparri as a Regional Growth Center; and the preparation of the Aritao Growth Center Development Plan. Information and Data Banking

In assistance to development planning, the RDC 02 updated the Cagayan Valley Statistical Yearbook 2007 for easy reference of various stakeholders. This captured the frequently-used historical statistics of the region ranging from macro statistics, economic accounts, infrastructure and governance. Since its maiden publication in 1999, the CVSY 2007 is now the fifth edition. About sixty (60) CD copies of the CVSY were disseminated. Additionally, the DevInfo Database for 2001-2007 was likewise completed during the year.

Internal Operations

During the period, the RDC Proper, together with its Committees convened for a meeting at least once every quarter. Owing to the interrelated sectoral and geographical concerns of the region, another joint meeting with the Regional Disaster Coordinating Council 02 (RDCC2), Regional Peace and Order Council 02 (RPOC2), Regional Law Enforcement Coordinating Committee 02 (RLECC), and Regional Committee on Illegal Entrants 02 (RCIE2) was likewise conducted in September 9, 2008 to discuss on pressing development concerns of the region, such as the energy-related projects, the Tulay ng Pangulo para sa Kaunlarang Pang-Agraryo, the Barangay Empowerment Program and the RDC Week Celebration. From the five (5) regular and special meetings , 53 resolutions were adopted by the Council, addressing the varied socio-economic sectors .

After a coordination meeting among agencies and the technical staff of the Congressmen and Senator on August 29, 2008, the Advisory Committee for this year was convened on September 30, 2008 to take up with the legislators critical concerns of the Council, namely: the priority agency programs and projects reinforcing the role of the Cagayan Valley as the Food Basket of the Philippines, the proposed Cagayan Valley Water Resource Development Program, the Regional Government Center Development, briefing on the EO 747, Creating the Cagayan River Basin Project Management Office (CRBPMO), National Land Use Act, the Urgent Bank Protection Projects of the Cagayan River, and the 2009 Budget Endorsements

The RDC 02 also conducted a Team Building exercise on June 17, 2008 . The activity focused on the Council’s performance in the past years vis-à-vis its Vision and Mission prescriptions. Alongside, the RDC 02 Secretariat conducted a survey among the Council members to elicit their perceptions about the RDC functions and structure that served as basis for a paper on the Strategic Review of the RDC which was presented in a national forum with NEDA.

Giving credence to the Council’s PSRs, a dialogue participation was conducted on July 9, 2008 to thresh out their developmental and operational concerns, and derive workable options to address these. The Council likewise supported the PSRs also participated in the 2nd National PSR Convention on November 12-14, 2008 held in Laguna. Penultimately, these achievements of the Council would not have been attained without the incessant support of all the Council members and development partners. With these, I thank you all for your unparalleled commitment, drive and enthusiasm in pushing regional progress. I hope that these gains we achieved will be sustained throughout the coming years.

During the past 12 months, the RDC 02 has admirably hurdled several challenges and continued championing the region’s sustained growth and development. CY 2008 was indeed riddled with complex concerns yet proved to be a fruitful year for the Council. Below evinces both the gains and challenges encountered during the year: The Region’s Pride... ҉ The installation of the Department of Agriculture-Central Office in Ilagan, Isabela. ҉ A better comparative advantage duly earned through the continuous mobilization of resources

with various national and local stakeholders. ҉ Focused development priorities for the region with the earned commitment and support from

the region’s able Senator and Congressmen, aside from other development partners, through the conduct of the Advisory Committee Meeting and joint Councils meeting with the Regional Disaster Coordinating Council 02 (RDCC) , Regional Peace and Order Council 02 (RPOC), Regional Law Enforcement Coordinating Committee 02 (RLECC) and Regional Committee on Illegal Entrants 02 (RCIE), respectively. The spirit and principle of convergence and cooperation for regional development potently advocated and adopted.

҉ The continued collaboration with the National Government, other Regional Development

Councils, Local Government Units, and the Private Sector which evidently resulted in the realization of many development activities charted for the region. This is over and above the Council’s active participation in several national events that directly embarked on addressing Food and Energy Security, Local Peace and Security and the Phuilippine Wnergy Plan; where interaction with Her Excellency President Gloria Macapagal-Arroyo was opportune and significant.

҉ Empowered, competent and unified Council members through the deliberate conduct of capability

and/or team building activities. ҉ The steadfast support and collaborative effort of the Council members and its Committees in

efficiently and effectively implementing their respective Work Programs for the year, and in responsibly sponsoring the Council’s conduct of meetings and key activities.

Bottlenecks... ҉ Inaction/Delayed Response of Resolution addressees, especially Agency Central Offices; ҉ Poor attendance of Local Government Units Council members; and ҉ Occurrence of successive typhoons and flooding causing considerable damage to crops, livestock,

other properties and, in some cases, los of lives.

SECTORAL COMMITTEES • ECONOMIC DEVELOPMENT COMMITTEE (EDC) For 2008, the Committee conducted the Forum on the Regional Dairy Industry Plan on September 24, 2008 at ISU, Echague, Isabela, in line with the weeklong celebration of the 36th Founding Anniversary of the Regional Development Council 2 (RDC2). While the event primarily aimed to inform the participants on the Plan, also presented was an account of the efforts of Dairy Cooperative Organizations and NGOs supporting the Dairy Industry in the region. The sharing on some success stories served as an inspiration for other LGUs and POs to replicate in their respective localities. The Committee likewise reviewed and endorsed the three proposals to the RDC 2 as follows: (1) the proposed Aparri Bio-Energy, Eco-Tourism Park and Free Port Economic Zone; (2) the Isabela ARCs proposed for funding under ARISP III; and (3) the “Tulay ng Pangulo” Program of DAR. • INFRASTRUCTURE DEVELOPMENT COMMITTEE (IDC) During the course of the year, the Committee reviewed and endorsed six major regional infrastructure projects for local or foreign funding. These include the (1) Renewable Energy and Agricultural Engineering Support Project for Agrarian Reform and Rebel Returnees in the Highland Farming Communities of Nueva Vizcaya; (2) Proposed North Eastern Luzon Expressway (NELEX); (3) Barangay Renewable Energy Electrification Project; (4) PAGASA Proposed Project on “Enabling Communities for the Adoption of Disaster Prevention and Preparedness Measures in Areas Prone to Floods and Rain-Induced Landslides”; (5) Bridge Projects in Region 02 under the DPWH Bridges for Prosperity Acceleration Program; and (6) Urgent River Bank Protection Works of the DPWH. Among others, the year saw the Committee with the approval and adoption of the Cagayan Valley Jatropha Industry Framework Plan (2008-2030), which supports the thrust of the National Government in its effort to attain energy self-reliance through the development of alternative fuel sources. During the RDC Week celebration, a forum on the Plan was conducted to generate the support of National and Local Government Agencies and State Colleges and Universities in creating a viable investment climate for the industry in Cagayan Valley. The forum served as a venue in disseminating the challenges, goal, policy directions and strategies enunciated in the Plan to all stakeholders and in the region.

• SOCIAL DEVELOPMENT COMMITTEE (SDC) To assess the region’s progress in achieving its Millennium Development Goal (MDG) targets, the SDC validated and approved the CY 2007 MDG Report during the period. Among its other key activities for the year, the Committee favorably endorsed two resolutions to the RDC 02 Proper, namely: (1) SDC Resolution “ Supporting the Passage of House Bill No. 1955: An Act Providing for a Magna Carta for Workers in the Informal Sector, Institutionalizing Mechanisms for Implementation Thereof and for other Purposes”, and (2) SDC Resolution “ Enjoining CHED to Make Strong Representations with DBM and the Philippine Congress for the Provision of Annual Allocations to SUCs to Fund the Local Government Code Study Grant for Dependents of Barangay Officials, and the Issuance of Guidelines for the Uniform and Mandatory Implementation of Such Study Grant by the SUCs. • COMMITTEE ON DEVELOPMENT ADMINISTRATION (CODA) During the year, the CODA passed a resolution endorsing the “Barangay Empowerment Program” to the Philippine Anti-Graft Commission (PAGC) for funding. This Program aims to attain transparency and accountability among barangay governments by way of providing skills training and technical assistance to barangay officials and functionaries in institutionalizing the various tools and systems on good governance.

SUPPORT COMMITTEES • REGIONAL COMMITTEE ON SUSTAINABLE DEVELOPMENT (RCSD) As its centerpiece activity for the year 2008, the RCSD spearheaded the promotion of two major regional plans, namely, the Cagayan Riverine Zone Development Framework Plan (CRZDFP) and Cagayan Valley Flood Mitigation Plan (CVFMP), through the conduct of a Forum during the RDC Week last September. This led to a heightened awareness of innovative approaches toward the sustainable utilization and protection of the Cagayan River. The RDC, Leagues of Mayors and Vice-Mayors, and other key stakeholders in the region forged a Memorandum of Agreement to ensure that programs/projects identified in both plans are implemented to mitigate the adverse effects of flooding and to harness the riverine zone’s economic potentials as well. During the year, the Committee finalized and validated the Study on Harmonization of Agriculture and Mining. Copies of said study were distributed among the Region 02 Congressmen during the 2008 Advisory Committee Meeting. The committee likewise acted on other major environmental concerns having impact on regional development. These include the review of the issue paper on Environmental Impact

Assessment (EIA) and proposed guidelines to harmonize dredging activities along the Cagayan River. Further, the RCSD along with the Regional Multi-Sectoral Forest Protection Committee (RMFPC) of the DENR came up with measures to help minimize illegal logging activities in the region. • REGIONAL KALAHI COMMITTEE (RKC)

During the year, the Committee was able to launch the KALAHI Program in Macayucayu, San Mariano Isabela, in which projects, goods and services were awarded to the recipients. Focused Group Discussions were likewise conducted to three other target KALAHI areas in Isabela and Quirino. However, due to inclement weather condition , the launching of the Program in these areas was deferred to be conducted in 2009.

Moreover, the Committee completed a study on the Effectiveness of the KALAHI Program in Region 02. As an offshoot of the study, two important documents

namely: (a) the Guidelines in the prioritization of Target Barangays for the KALAHI Program and (b) Enhanced Process in the Implementation of the KALAHI Program in Region02 were prepared to improve the processes and guidelines in the coordination of the KALAHI Program implementation in the region.

• REGIONAL PRODUCTIVITY COMMITTEE (RPC) Aiming to imbibe increased productivity and better work quality in the region, the RPC spearheaded the conduct of Productivity and Quality Seminar among line agencies, State Universities and Colleges, and private firms on May 29-30, 2008.

Additionally, in celebration of the National Productivity Month , the Committee held a Regional Consultation Forum on the Regional Action Agenda for Productivity and Quality (2008-2010) to elicit comments and suggestions from various stakeholders, as well as generate their commitment and support from the identified programs and projects in the RAAPQ. The RAAPQ includes distinct and unique programs, projects and activities that are deemed to increase productivity and quality both in the public and private sectors. • REGIONAL GOVERNMENT CENTER MANAGEMENT COMMITTEE (RGCMC) During the year, the RGCMC pursued to work on the development of the Regional Government Center, particularly its road network. To fast track the development of the RGC road network, the Committee passed a resolution “Requesting Financial Assistance from the Bangko Sentral ng Pilipinas (BSP), Government Service Insurance System (GSIS), Provincial Government of Cagayan and the City Government of Tuguegarao for the Development of Priority Roads and Drainage System in the Cagayan Valley Regional Government Center”. To date, the BSP already released P5 Million for the construction of the RGC road. The RGC main road is now under construction and is being implemented by the Tuguegarao City Government.

Aside from this, the Committee also acted on the re-conveyance of awarded RGC lots to agencies that remained unutilized over the past two years. Several requests for another two years extension period were processed through resolution endorsements to the RDC Proper. Relatedly, the RGCMC also passed a resolution granting the “Request of Philippine Drug Enforcement Agency (PDEA) for lot allocation in the RGC”. Moreover, the Committee also endorsed “Resolution Approving and Adopting the Guidelines for the Adoption of a Filipino Architecture Design for the Offices in the RGC”.

• REGIONAL STATISTICAL COORDINATING COMMITTEE (RSCC) During the year, the Committee conducted the “Regional

Statistics Forum” in observance of the 19th National Statistics Month with the theme, “Demand-Driven Statistics: Key to Micro, Small and Medium Enterprise (MSME) Development.” Specifically, the Forum was conducted to promote, enhance and instill regionwide awareness and appreciation on the importance and value of statistics in micro, small and medium enterprise development; and widen the understanding and appreciation of the National Statistics Month and its advocacies with the end in view of encouraging greater participation from various stakeholders.

Another major activity of the Committee in 2008 is the updating

of the Cagayan Valley Statistical Yearbook (CVSY). This document serves as a reference and guide in planning and decision-making both in the government and private sectors. • REGIONAL PROJECT MONITORING COMMITTEE (RPMC) Being the forefront in all project monitoring and evaluation activities in the region, the RPMC initiated the conduct of Project Impact Evaluation Workshop in May 27-28, 2008 in Gamu, Isabela among monitoring officers in the region that aimed to enhance their knowledge and skills on the concepts, methods and processes in carrying out project impact evaluation. Consequently, the Committee drafted a proposal for the strengthening and/or institutionalization of project monitoring and evaluation at the local level. Among others, the Committee likewise approved and adopted the 2007 Fourth Quarter RPMES/RME Report and 2007 RPMC Accomplishments. • REGIONAL BUDGET REVIEW COMMITTEE (RBRC) To ensure consistency of regional programs and projects to the regional and national thrusts, the RBRC conducted Regional Budget Consultation in June 4, 2008 where the key line agencies and local government units (provinces and cities) participated.

During the year, the RBRC favorably endorsed a total of P10,446,392,888.00 budget of 18 Regional Line Agencies and the Cagayan Economic Zone Authority (CEZA). • REGIONAL RESEARCH AND DEVELOPMENT COMMITTEE (RRDC) The flagship activity of the RRDC during the year was the drafting of the Updated Regional Research and Development Agenda (2008-2011). The RDA contains research priorities of the different research consortia in the region, which bridged the development gaps and challenges identified in the newly crafted Cagayan Valley Regional Development Plan (2008-2010). This is scheduled for Consultation in 2009. • REGIONAL GEOGRAPHIC INFORMATION NETWORK (RGIN) The Regional Geographic Information Network (RGIN) focused its efforts in enhancing its existing spatial database as part of its commitment in maintaining spatial standard for its members and responding to the request for technical assistance along GIS capability building. On enhancing spatial database, the RGIN Secretariat, with the assistance of DENR and CI Philippines, commenced the effort for the rectification of the indicative administrative boundaries of municipalities particularly in the province of Isabela. In addition, Landsat TM (thematic mapper) images and 90-meter SRTM (Shuttle Radar Topographic Mission) Digital Elevation Models (DEM) were downloaded from the Global Land Cover Facility (GLCF) website to serve as reference for thematic map development, map analysis and contour generation. The satellite images and DEMs have already aptly covered the whole region. Furthermore, the RGIN culminated its activity in 2008 with the conduct of a GIS Orientation and Training at the Isabela State University (ISU). The orientation with the training signals the initial step that the ISU has to undertake in realizing the MOA signed in 2007 entitled “Strengthening of ISU’s Geographic Information Systems (GIS) Capabilities”. The MOA elaborates the possibility of having ISU as the regional training arm of the RGIN. • REGIONAL INFORMATION TECHNOLOGY COMMITTEE (RITC) The Regional Information Technology Committee (RITC) has made modest accomplishment for CY 2008. Its programs and activities are focused on capability building of regional line agencies, public and private HEIs on new and emerging technologies in Information and Communication Technology. The Committee advocated for the web presence of regional line agencies through the conduct of Joomla Training intended for the development agency webpages. Likewise, the use of Open Source was also initiated thru the conduct of a Faculty Development Training on Basic Linux and Linux Administration to St. Paul University Philippines’ (SPUP) School of Information Technology. This further developed the cooperation between the RITC Secretariat and SPUP for Summer Immersion Program for its faculty and students with the trainings on PhP, Joomla, and ArcGIS. Other activities of the Committee include the conduct of IT Congress for Faculty and IT Professional and the first Regional IT Fair, and the launching of a soft loan program for the accreditation of ICT graduates. These activities helped increase the IT capability of faculty and students which will consequently give good employment opportunities to graduates of the region.

For CY 2008, the RDC 02 favorably passed a total of 53 resolutions addressing various development concerns of the region elevated by its various Committees. Majority endorsements were for the 2009 Budget Proposals of the RLAs posted at 36 percent through the Regional Budget Review Committee (RBRC). This is closely followed by the endorsements for the development concerns in the Regional Government Center through its Management Committee recorded at 30 percent. Furthermore, there were three (3 or 2 percent of total resolutions) RDC Proper-generated endorsements on operational concerns.

Of the four Sectoral Committees of the RDC, the IDC marked the most number of resolutions endorsed to the Council Proper with a percentage rate of 15 percent (8 resolutions), seconded by the EDC at 9 percent. Furthermore, Figure 2 shows that majority or a significant 89 percent ( 47 resolutions) of the 53 resolutions were favorably acted upon by the concerned endorsees, while a considerable four percent (2 resolutions) were denied or not granted. The succeeding section summarizes the actions taken on the RDC2 resolutions as of the end of 2008.

≈ The DPWH-CO Project Management Office already conducted a preliminary assessment of the proposed project comparing this to the Dalton Pass Eastern Alignment . The DPWH –CO is tasked to recommend which mode of construction and route is more feasible to pursue.

≈ Already included in the Updated RDP (2008-2010), where copies hereof were distributed to RDC Members, LGUs, Region 2 Congressmen and NEDA-CO.

≈ The conduct of Detailed Engineering of the proposed NELEX is recommended for funding under the technical assistance of the Korean Economic Development Fund by the DPWH-CO which is calendared in 2009.

≈ RDC2 Resolution endorsed to Hon. Silvestre H. Bello III, Region 02 Congressmen, and NSCB.

≈ Although integrated in the proposed 2009 NSCB Budget submitted to the DBM, this was disapproved pending the completion of NSCB’s Rationalization Plan.

≈ The BSP Board already released P5 Million for the construction of the RGC main road, that is currently ongoing though the assistance of the City Governmnet of Tuguegarao.

≈ The GSIS-CO expressed regrets in extending financial assistance as per compliance to AO 103 and GSIS Board Resolution No. 441. This was however reiterated in an appeal for consideration addressed to GSIS Pres. Winston R. Garcia on December 12, 2008.

≈ The City Government reiterated its commitment to match the amount to be pooled by the RDC2-RGCMC.

• DOLE - Priority programs amounting to Php53.672 Million was included in the DOLE-OSEC FY 2008 Budget Estimates.

• DTI - Budget proposal endorsed to the DTI Financial Management Service Bureau on May 28, 2008, and the same was been forwarded to DBM CO.

• DILG - Recommended the submission of the identified programs and projects amounting to Php9 Million in the next budget year.

• DOST - Its Central Office considered the RLA FY 2008 Budget proposal and submitted this to DBM.

• DAR - Proposal referred to the DAR Finance and Management Service for appropriate action.

For 2008, the Council successfully convened five times which include the Advisory Committee Meeting with the Region 02 Congressmen and a joint Councils meeting with the equally able regional Councils, namely: the Regional Disaster Coordinating Council 02 (RDCC), Regional Peace and Order Council 02 (RPOC), Regional Law Enforcement Coordinating Committee 02 (RLECC) and Regional Committee on Illegal Entrants 02 (RCIE). Its Committees were able also to meet at least once every quarter. The figure below manifests the actual attendance rate of the different membership categories in the Council for CY 2008.

Based from Figure 3, the Private Sector Representatives (PSRs) registered the highest actual attendance rate of the four membership categories at an average rate of 54.55 percent, followed by the Regional Line Agencies (RLAs) at 43.75 percent. The Local Government Units (LGUs), on the other hand, posted the lowest attendance rate with an average rate of 12.81%. Conversely, Figure 4 shows that the Special Non-Voting Members (SNVMs) recorded the highest rate of representation averaging 39.29 percent, closely followed by the RLAs at an average rate of 37.5 percent. For the actual attendance rate of the Advisory Committee members, composed of the Region 02 Congressmen, Executive Committee members and Geographic PSR Representatives during its 8th Regular Business Meeting held last September 30, 2008 at the House of Representatives, Diliman, Quezon City., out of the 10 legislators of the region, four (4) were present and effectively interacted with the RDC’s members. Furthermore, guest resource persons from the DENR and NEDA Central Offices were in attendance to brief the AdCom members on the EO 747, Creating the Cagayan River Basin Project Management Office and the National Land Use Act, respectively.
