About the CPA
London is the UK’s largest regional economy and construction gross
value added (GVA) in 2017 (the latest available
from the ONS) was £19.3 billion, accounting
for 17.3% of the UK construction total
(see fig. 1.1). With a construction
GVA of £17.9 billion, the South East
accounts for a similar proportion of UK
construction (16%), which can lead to
bias in perceptions of growth and activity
in other regions of the country. Indeed,
when thinking about regional construction
activity, the relative size of the London and
South East economies, populations and
concentration of the services-based industry,
it is easy to think that the majority of construction
work is taking place in these regions.
By using ONS regional economic data, it becomes clear
that despite its overall dominance, there were only three
London sub-regions in the top ten largest local authority
areas for construction activity in 2017: Westminster,
Camden and City of London, and Harrow and
Hillingdon. Similarly, three sub-regions in the South
East feature in this ranking. However, it is Hertfordshire,
in the East of England, which was recorded as the
sub-region with the largest value of construction
activity in 2017. Cities in the West Midlands and Yorkshire and the
Humber, and a county in the South West complete the top ten list,
underscoring the fact that there are large areas of activity beyond
the traditional engines of growth (see fig. 1.2).
This piece of work seeks to analyse construction contract
awards at a high level of regional granularity, firstly to
identify pockets of growth or contraction – hotspots and
coldspots – in regional activity and secondly, to offer a
forward-looking indication of growth by region and by sector.
One of the challenges in using such granular
data is the large lags in reporting of official
output data, as evidenced by the most
recent macroeconomic data published
by the ONS being for 2017. By
using data on contract awards
over 2018, this will highlight
construction work ahead,
rather than reporting on
activity is past periods that may
not be relevant.

About the CPA
What is a hotspot or a coldspot?Hotspots and coldspots seek to identify regions where contract awards
in 2018 were significantly above or below previous years, highlighting
pockets of activity of contraction in construction activity over the near-
term horizon.
As discussed, some regions of the country host more construction
activity than others. Birmingham, for example, was the eighth largest in
terms of construction GVA in 2017. In 2018, it was also in the top 10 largest
regions in terms of the value of contracts awarded (see fig. 1.3). However,
this was 76% below the value of contracts awarded in the previous year
and slightly below the long-term average, so whilst it is a large source of
construction work, it is not a hotspot region experiencing growth.
There may also be regions that have recorded strong growth in the value
of contracts awarded, but account for a small proportion of overall
activity. For example, Peterborough is in the bottom 20 in terms of
construction activity (£231 million in 2017), but was the fastest-growing
region in terms of contract awards in 2018, pushed up by three industrial
warehouses contract awards worth a combined £132 million, in a region
with total contract awards of £234 million (see fig. 1.4 & 1.5). Large growth
rates or contractions themselves do not necessarily signify a hotspot or
coldspot, which is a key consideration for regions hosting small volumes of
construction work, where growth rates on an annual basis can be volatile.
The analysis in this publication compares the value of construction
contracts awarded in 2018 with the average value of contract awards
over the last four years across the residential, commercial and
infrastructure sectors. If 2018 contract values are significantly above
the long-term average, then this is considered a hotspot. Conversely, a

About the CPA
region is considered a coldspot if 2018 contract values are signifi cantly
below the long-term average.
There are clear hotspots for upcoming construction activity over the next
6-12 months in Great Britain. Similar to last year’s results, there were no
broad hotspots in 2018 – where contract awards in each of the three main
construction sectors of residential, commercial and infrastructure are
signifi cantly above the long-term average. There were only two regions
with hotspots in two sectors: Coventry and North Lanarkshire. Where
hotspots were restricted to a single construction sector, they were spread
across the regions of Great Britain.
Construction hotspots may also show due to a single large project in one
sector (see fi g. 1.6). Although these may be viewed as skewing results,
they still represent a signifi cant driver of regional growth and activity
and were a key driver of hotspots throughout the country. These tend to
be high-value transport or utilities projects in the infrastructure sector
where contracts are awarded, but take time to build out. In smaller
sub-regions, single, large off ices, retail and residential projects can also
generate hotspots.
Construction coldspots also feature across Great Britain and across the
three main construction sectors. In the residential sector, coldspots
outnumber hotspots on a national level, although there were no
residential coldspots in London or Wales. North Hampshire is the only
sub-region that has coldspots in two sectors.

Hotspots can be driven by a large number of
projects awarded contracts in a region, or by
a single large project. The City of Bristol is a
residential hotspot, for example, driven by the
award of contracts for developments across the
city, and five contracts above £20 million ranging
across local authority, private sector, Build to
Rent and student accommodation providers for
developments in Hengrove Park, Wapping Wharf,
Wilder Street, Greenbank Road and Castle Park. The
status of North and North East Lincolnshire as an
infrastructure hotspot, on the other hand, is driven
by the award of two of Great Britain’s top ten largest
infrastructure contracts for the year: the £350 million
Keadby 2 840MW combined cycle power plant and
the £165 million main quay works at Able’s marine
park at the Port of Humber.
Following the EU referendum in June 2016, contract
awards and project starts for large projects in the
commercial sector were affected by Brexit-related
uncertainty throughout the second half of 2016,
2017 and 2018. However, there were 32 commercial
hotspots in 2018 and the top three projects, valued
at £250 million or above, awarded contracts in the
second half of 2018. The majority of hotspots in
the North East, North West, East Midlands, East of
England, London and the South East were in the
commercial sector.

About the CPA
There were fewer coldspots than hotspots across
Great Britain in 2018 and there was only one sub-
region with two coldspots – North Hampshire
– where contract awards in the commercial and
infrastructure sectors were below the long-term
average. Most other coldspots were limited to a
single construction sector, most notably residential,
which had more coldspots than hotspots across
the country. There were no residential coldspots in
London in 2018, but half of the coldspots in the North
East, Yorkshire and the Humber and the South East
were in the residential sector.

East of EnglandThe East of England region accounts for 8.5% of total UK GVA
and key sectors of regional economic activity are industrial
production and manufacturing, distribution and transport, public
administration and business services. Construction grew 5.0%
in 2017 and accounted for 8.2% of total East of England GVA in
that year. The value of contracts awarded in the region totalled
£5.1 billion in 2018, a decrease of just 0.8% from the previous year.
There were three hotspots in terms of overall contract awards:
Central Bedfordshire, Luton and Suffolk. Heart of Essex, West
Essex and North and West Norfolk were coldspots based on
overall contract awards.

Contract awards for infrastructure projects in the East of
England totalled £1.4 billion in 2018, which was 27.3% higher
than the value awarded in 2017. Central Bedfordshire and
Suffolk were hotspots, reflecting the £349 million, four-year
smart motorway project at junctions 13-16 of
the M1 in Bedfordshire and the upgrading
of facilities at RAF
Lakenheath in Suffolk,
with a contract worth
£200 million. Airport
redevelopment at
Luton and Stansted
also featured in
the top ten largest
contracts in 2018.
Commercial contract awards totalled £561 million in 2018,
one-third lower than in 2017. Hotspots for commercial activity
were Bedford, Essex Thames Gateway and Southend-on-Sea.
Norwich and East Norfolk was a coldspot. TK Maxx’s new offices
headquarters was the largest commercial
contract, at £70 million, followed
by a £65 million retail
development at Stane
Park in Colchester.
£1.7 billion worth of residential contracts were awarded
in the East of England in 2018, 16.0% lower than
the value awarded in 2017. There were no hotspots
and Essex Haven Gateway and Heart of Essex were
coldspots. The highest value project in the
region was the £100 million first phase
of the Bishops Stortford

and two projects worth
around £50 million in
Luton and Rochford.

The East Midlands region accounts for 5.8% of total UK GVA. Key
sectors of regional economic activity are industrial production
and manufacturing, business services, public administration
and distribution and transport. Construction gross value added
grew 0.8% in 2017, the slowest regional growth rate. Construction
accounted for 6.7% of regional GVA. The value of contracts
awarded in the region totalled £5.6 billion in 2018, a decrease
of 10.2% from the previous year. In terms of overall contract
awards, there were hotspots in Lincolnshire, Leicester and North
Northamptonshire. There were no coldspots in 2018.
Despite recording the lowest growth in contracts awarded in 2017, in 2018 North
Northamptonshire had the highest growth, increasing by 170.7%

for infrastructure
projects in the East
Midlands region totalled
£2.1 billion in 2018,
which was 20.6% lower
than the value awarded in
2017. Contracts awarded in
2018 include the Triton Knoll
offshore wind farm, the country’s
largest contract of the year at
£1.8 billion. Not surprisingly, this made
Lincolnshire a hotspot. Nottingham
was also an infrastructure hotspot,
whilst Derby was a coldspot.
Commercial contract
awards totalled £410
million in 2018, 30.6%
higher than in 2017.
Derby, Leicestershire
CC and Rutland, North
Northamptonshire and
South Nottinghamshire were
hotspots for commercial
activity, whilst Leicester and
South and West Derbyshire were
coldspots. Among the largest contract
awards in the region were the
£100 million Geddington Road offices
development in Corby with work
through to early 2020 and Panattoni Europe’s new
offices in South Nottinghamshire at £50 million.
£1.4 billion worth of
residential contracts
were awarded in the
East Midlands region in
2018, 8.5% higher than
the value awarded in 2017.
There were no hotspots
during 2018, however, East
Derbyshire and Nottingham
were coldspots. Key projects in
the region include £50 million for three
phases of Airfield Farm development of
479 houses and 413 apartments at the
former Merlin Works in Leicester, also
worth £50 million.

London is the largest regional economy, accounting for 23.1%
of total UK GVA and the highest GVA per head. Construction
represents only 4.6% of regional GVA and construction GVA
increased 4.6% in 2017, slowing from 9.6% in 2016. Key sectors of
economic activity are focused in real estate activities, financial
and insurance services, professional, scientific and technical
activities and business services. The value of contracts awarded
in the region totalled £11.6 billion in 2018, 17.8% lower than the
previous year. In 2018, overall hotspots were in Brent, Bromley
and Croydon. There were also three coldspots: Bexley and
Greenwich, Hackney and Newham, and Lambeth.
Bromley dominated the region, with the largest growth in contracts awarded in 2018,
increasing by 181.4%

Contract awards for infrastructure projects in London totalled
£633 million in 2018, 80.8% lower than the value recorded
in 2017, which included HS2 contracts. The top ten contract
awards in 2018 were lower in value compared to 2017, with
the largest £100 million for London Overgound maintenance
through to 2023. Stations development for Crossrail
accounted for three of the top ten
contracts.
Commercial contract awards totalled £3.5 billion in 2018,
70.2% higher than the 2017 value. Hotspots for commercial
activity were Bromley, Lewisham and Southwark,
Westminster, Barking & Dagenham and Havering, and Merton,
Kingston upon Thames and Sutton. Contract awards included
the country’s two largest offices projects: the £650 million
House of Commons refurbishment
and the £300 million
Mitsubishi/
Bishopsgate
Tower. There
were seven
projects valued
over £100 million
in 2018.
£4.7 billion worth of residential contracts were awarded in
London in 2018, 30.4% higher than the value awarded in 2017
and still below the values recorded between 2013 and 2016.
There were no hotspots or coldspots, despite the £800 million
contract for the Spire London tower at West India Quay. There
were three other developments over £100 million awarded
in 2018, in Brent, Wandsworth
and Haringey.

highest regional unemployment rate in 2018 (5.3%). Key sectors
of regional economic activity are industrial production and
manufacturing, distribution and transport, and public sector
administration. Construction accounted for 5.8% of regional
gross value added in 2017, and construction GVA rose 4.4%, which
follows a fall of 5.8% in 2016.
The value of contracts awarded totalled £1.8 billion in 2018, a
decrease of 20.4% from the previous year. In terms of overall
contract awards, Durham was a hotspot, whilst contract awards
in all other regions were slightly below the long-term average.
Despite having the lowest growth in contracts awarded in 2017, in 2018 Darlington had the
largest growth, increasing by 161.1%

Contract awards for infrastructure
projects in the North East totalled
£157 million in 2018, a decrease of
70.6% from 2017. There were
no hotspots or coldspots,
however, with values
largely in line with long-
term averages. The largest
infrastructure contract
awards in the region were for
the £20 million NSL Interconnector
to Norway in Blyth, Northumberland
and the £15 million link road for the
Integra 61 business park in County
Durham.
Commercial contract awards
totalled £255 million in 2018,
almost three times higher than the
2017 value and the highest in
over seven years. Durham
and South Teesside were
hotspots in 2018, reflecting
the award of contracts for the
£30 million Durham County
Council HQ, the £15 million
Durham North Gate site and the
Central Square East redevelopment.
The value of commercial contract
awards in the other sub-regions of the North
East was marginally above long-term averages,
but Darlington was a coldspot in 2018.
£923 million worth of residential
contracts was awarded in the North
East in 2018, a decrease of 12.7% from
2017. In most sub-regions,
contract values were in line
with the long-term average
and there were no hotspots
in 2018. However, South
Teesside was a coldspot.
The largest contracts were
for phases 1 and 2 of Upper
Warren in Hartlepool (£100 million)
and the Mount Oswald student
accommodation project for the
University of Durham (£63.8 million).

The North West region accounts for 9.4% of UK GVA and includes
two major cities: Manchester and Liverpool. Key sectors of
regional economic activity are industrial production and
manufacturing, distribution and transport, and public sector
administration. Construction accounted for 5.8% of regional GVA
in 2017 and construction GVA grew 9.2%, marking the strongest
rate of regional growth in the UK. The value of contracts awarded
totalled £6.5 billion in 2018, a decrease of 18.9% from the previous
year. In terms of overall contract awards, there were no hotspots,
but Chorley and West Lancashire, East Lancashire and Blackburn
with Darwen were coldspots.
Despite having the largest growth in contracts awarded in 2017, in 2018 Cheshire West and Chester had the lowest growth, decreasing
by 62.2%

Contract awards for infrastructure
projects in the North West totalled
£803 million in 2018, which is half
the value of 2017. Liverpool was the
sole hotspot in 2018, whilst Wirral
was a coldspot. The ten largest
contracts were spread across utilities
projects, including the £100 million
Blackburn waste water treatment works
under the AMP6 regulated period, and the
£95 million SPRS facility as part of Sellafi eld’s
decommissioning programme.

Commercial contract awards totalled
£726 million in 2018, 6.2% higher than
in 2017. There were fi ve key hotspots:
Cheshire East, Cheshire West and
Chester, Greater Manchester South
West, Manchester and Mid Lancashire.
This refl ects the awards of contracts
for city centre off ices projects led by
100 Embankment (£50 million), as well as retail
projects including the £70 million fi rst phase of
Rochdale Riverside, the £47.5 million extension
to the Intu Traff ord Centre and the £20 million
Cheshire Oaks upgrade. In contrast, the
value of commercial contract awards in West
Cumbria was below its long-term average.
£3.2 billion worth of residential contracts
were awarded in the North West in
2018, a decrease of 17.4% from 2017.
There were no hotspots and Chorley
and West Lancashire was the only
coldspot. Four of the region’s top ten
largest projects were in Manchester
city centre, including the second tower
at St John’s Riverside (£120 million) and
the £90 million NOMA at Angel Gardens.
The largest project in the region was the
£160 million development at Preston Road,
Mid Lancashire.

economic activity in the region are industrial production
and manufacturing, distribution and transport and public
administration. Construction accounted for 6.2% of regional
gross value added in 2017 and increased 5.8% in that year, one
of the fastest rates of growth in the UK regions. The value of
contracts awarded in the region totalled £6.6 billion in 2018, an
increase of 34.3% from the previous year and the only region
to register a rise. In terms of overall contract awards, hotspots
were in Perth & Kinross and Stirling, Inverness & Nairn and
Moray, Badenoch & Strathspey, and East Dunbartonshire, West
Dunbartonshire and Helensburgh & Lomond. South Ayrshire and
South Lanarkshire were coldspots.
After recording the lowest growth in contracts awarded in 2017, Inverness & Nairn and Moray, Badenoch & Strathspey dominated the region
in 2018 increasing by 526.2%

Contract awards for infrastructure projects in Scotland
totalled £2.9 billion in 2018, which was almost three
times higher than the value awarded in 2017. Perth
& Kinross and Stirling was a hotspot
and Scottish Borders was
a coldspot. The largest
contract award in
Scotland, and the second-
largest in the country,
was the £1.8 billion
Moray Firth offshore
wind farm. The £250 million
Highland main line contract
was also in the top ten of the
country’s largest contracts
in 2018.
Commercial contract awards totalled
£283 million in 2018, 16.2% above the value
recorded in 2017. Hotspots for commercial
activity were in the Western Isles,
Clackmannanshire and Fife,
and North Lanarkshire.
The two largest contracts
were for office space in
Glasgow: £35 million
for Broadway Two
and £12 million for the
external refurbishment of
Buchanan House. Coldspots
were registered in Angus and
Dundee City and Perth & Kinross
and Stirling.
£1.6 billion worth of residential contracts were
awarded in Scotland in 2018, 18.0% lower
than the value awarded in 2017. Dumfries
and Galloway, Shetland Islands, Scottish
Borders, North Lanarkshire,
and Lochaber, Skye

were in Mid Kent and North Hampshire, whilst coldspots were in
Buckinghamshire CC, West Surrey and West Sussex (South West).

Contract awards for infrastructure projects in the South East totalled
£927 million in 2018, a decrease of 43.9% from the value awarded in 2017.
Hotspots of activity were in East Surrey and West Surrey; coldspots were in
North Hampshire and Oxfordshire. Roads schemes accounted for three of
the top fi ve largest contracts, along with Portsmouth’s £90 million coastal
protection scheme and the £30 million Boeing
aircraft alterations at Gatwick Airport.
Commercial contract awards in the South East totalled £974 million
in 2018, 36.4% higher than in 2017. Hotspots for commercial activity
were Central Hampshire, East Sussex CC, Oxfordshire, Portsmouth,
South Hampshire and West Kent. North Hampshire was a coldspot.
The £250 million Buckholt Lane business park in East Sussex was the
third-largest commercial contract in the
country in 2018. The remainder of the top
ten were spread out across the region.
£3.1 billion worth of residential contracts were awarded in the South
East region in 2018, just 0.5% lower than the value awarded in 2017.
Hotspots were Brighton and Hove, the Isle of Wight and Mid Kent.
Coldspots were Buckinghamshire CC, Portsmouth and West Surrey.
The largest contract was for a £100 million, 310 fl at development at
Waterhouse Gardens in Maidstone, whilst
there were also two £70 million student
accommodation developments awarded
in Oxfordshire and Southampton.

The South West region accounts for 7.3% of total UK GVA and
key sectors of economic activity in the region are distribution
and transport, public administration and business services.
The region had the lowest unemployment rate in 2018 (3.1%).
Construction accounted for 7.1% of regional gross value added
in 2017 and registered an increase of 4.6% in that year. The
value of contracts awarded in the region totalled £4.1 billion in
2018, a decrease of 16.3% from the previous year. In terms of
overall contract awards, hotspots were in Swindon and Torbay;
coldspots were in Gloucestershire and Wiltshire.
After recording the lowest growth in contracts awarded in 2017, Torbay topped the region in
2018 increasing by 204.8%

Contract awards for infrastructure projects in the South
West totalled £594 million in 2018, 46.3% below the value
awarded in 2017, but largely in line with the long-term
average. There were no hotspots, but Devon CC and
Wiltshire were coldspots. The marine works package
for Hinkley Point C (£350 million) was the largest of the
region’s contract awards and the third largest in the
country in 2018. £40 million rail depot improvements in
Exeter and the £31.7 million apron improvements
at Bristol Airport completed the
top three.
Commercial contract awards totalled £274 million in
2018, 52.9% lower than in 2017. Torbay was the only
hotspot for commercial activity and there were no
coldspots. The top ten contract awards were spread
across the region, from the £24 million Redcliffe Wharf
development in Bristol, to the £20 million ancillary
buildings for Hinkley Point C nuclear power station
in Somerset and the £15 million Kingsley Village
shopping park in Cornwall.
£1.9 billion worth of residential contracts were awarded in
the South West region in 2018, 1.8% lower than the value
awarded in 2017. There was one hotspot in the city of
Bristol and one coldspot in Gloucestershire. Four of the top
ten largest contracts were in Bristol, at a combined value
of £150 million. The largest contract award was for the
redevelopment of the former Bath Press premises, at
£100 million for 244 houses and employment space.

Wales accounts for 3.4% of total UK GVA and has the lowest
GVA per head in the UK. Key sectors of economic activity in the
region are industrial production and manufacturing, distribution
and transport, public administration and real estate activities.
Construction accounted for 6.2% of regional GVA in 2017 and
increased 3.0% in that year.
The value of contracts awarded in the region totalled £1.5 billion
in 2018, a decrease of 31.3% from the previous year. In terms of
overall contract awards, Conwy and Denbighshire was a hotspot,
whilst Bridgend and Neath Port Talbot, Cardiff and Vale of
Glamorgan, and South West Wales were coldspots.
Only Conwy and Denbighshire, and Flintshire and Wrexham, recorded any significant growth in contracts awarded in 2018, with 69.9% and
64% respectively

Contract awards for infrastructure
projects in Wales totalled £232 million
in 2018, which was 47.2% lower than
the value awarded in 2017. Conwy and
Denbighshire was a hotspot, reflecting
the £100 million contract for the Clocaenog
Forest wind farm and the £15 million East Rhyl
coastal defence scheme. Both projects
will complete in 2019. Central
Valleys and Bridgend and
Neath Port Talbot were
infrastructure coldspots
in 2018.
Commercial contract awards totalled
£92 million in 2018, 46.6% lower than
in 2017 and the lowest regional total.
Central Valleys was the sole hotspot
and Gwent Valleys was the sole
coldspot. The largest contract award is to
redevelop the former Taff Vale shopping
centre in mid Glamorgan into offices
(£40 million). The remainder of
the top ten contract values
range from £11 million to
£1.4 million.
£551 million worth of residential
contracts were awarded in Wales in 2018,
25.6% higher than the value awarded
in 2017. Gwynedd and South West
Wales were hotspots, whilst the Isle
of Anglesey was a coldspot. Three student
accommodation projects in Swansea and
Cardiff were in the top ten largest
contracts: £32 million for
Swansea Waterfront,
£25.4 million for the
Kingsway and £20 million for
Howard Gardens in Cardiff.

The West Midlands region accounts for 7.3% of UK GVA. It
includes the local authorities in the West Midlands Combined
Authority: Birmingham, Coventry, Dudley, Sandwell, Solihull,
Walsall and Wolverhampton. Key sectors of regional economic
activity are industrial production and manufacturing, public
administration and distribution and transport. Construction GVA
growth was 3.7% in 2017, below the overall UK rate. Construction
accounted for 6.1% of regional GVA. The value of contracts
awarded in the region totalled £4.6 billion in 2018, which was
43.6% higher than the value in 2017, when three HS2 contracts
were assigned to the region. In terms of overall contract awards,
there were two hotspots: Dudley and Solihull, and one coldspot:
Stoke-on-Trent.
Dudley dominated the region, with the largest growth in contracts awarded in 2018,
increasing by 482.8%

West Midlands region totalled £551 million
in 2018, which was 86.7%
lower than the value
awarded in 2017, which
was dominated by HS2
contracts. In 2018,
hotspots of activity
were in Coventry
and Dudley, which
capture the £200 million
Wednesbury to Brierley
Hill tramway extension
through to 2023 and three
car parking and public realm
improvement works in Coventry.
Commercial contract awards totalled £405 million
in 2018, 9.4% lower than the value in 2017.
Coventry and the County
of Herefordshire were
commercial hotspots,
and although there were
no coldspots, contract
awards elsewhere
were slightly below the
long-term average. Major
contracts reflected the
ongoing redevelopment
of Birmingham city centre
and included One Axis
Square (£60 million), and two
£13 million contracts: the Pavilions shopping centre
refurb and offices at 102 New Street.

awarded in the West Midlands region in 2018,
17.3% lower than the value
awarded in 2017. Contract
awards were largely in line
with long-term averages,
although Wolverhampton
was a hotspot and
Birmingham was
a coldspot. Contracts
awarded include the
£70 million Lunar Rise
development of 517 flats
in Digbeth, Birmingham, as
well as student accommodation
developments in Coventry and Birmingham centres.

and public administration. Construction grew 5.7% in 2017 and
accounted for 6.4% of regional GVA in 2017.
The value of contracts awarded totalled £4.4 billion in 2018, a
decrease of 34.0% from the previous year. In terms of overall
contract awards, North and North East Lincolnshire was a
hotspot, but contract awards in Sheffield were below the long-
term average value.
Despite dominating the growth in contracts awarded in 2017, Leeds dropped to the bottom
of the region in 2018, decreasing by 71.7%

Contract awards for
infrastructure projects
in the Yorkshire
and Humber
region totalled
£967 million in
2018. Although this was
two-thirds lower than the
2017 value, this brings
the region’s contract awards
back towards the long-term
average, aft er the largest contract
of 2017 (£2.25 billion) was registered in Leeds. In 2018,
Calderdale and Kirklees, and North and North East
Lincolnshire were hotspots, both due to large utilities
projects. There were no coldspots in the region in 2018.
Commercial contract awards
totalled £269 million
in 2018, two-thirds

from the £70 million second
phase of the Barnsley Markets
redevelopment, commercial

Student accommodation accounted for three of the top fi ve
largest contract awards in 2018, covering the £113 million
development for the University of York and £45 million and
£37.7 million developments for the University of Sheff ield
and the University of Leeds, respectively.

The Northern Powerhouse is a regional grouping, first coined
by the coalition government of 2010-2015 to drive investment
in skills, innovation, transport and culture in northern regions
of Great Britain. For this analysis, the Northern Powerhouse
comprises the regions of the North East, the North West,
Yorkshire and the Humber and North Wales. Its creation is part
of government’s long-term aim of rebalancing economic growth
across the regions and reducing the traditional North/South
divide. Jake Berry has been the Parliamentary Under-Secretary
of State for the Northern Powerhouse and Local Growth since
2017 and in June, the remit was extended to joint minister,
working across the Ministry of Housing, Communities & Local
Government (MHCLG) and the Department for Business, Energy
and Industrial Strategy (BEIS).
The Northern Powerhouse accounts for 19.6% of UK GVA,
with the main sectors of activity being industrial production
and manufacturing, distribution and transport, and public
administration. The value of contracts awarded totalled
£13.2 billion in 2018, a decrease of 24.0% from the previous year.
In terms of overall contract awards, Durham, North and North
East Lincolnshire, and Conwy and Denbighshire were hotspots,
whilst Sheffield, Blackburn with Darwen, East Lancashire, and
Chorley and West Lancashire were coldspots.
Only North Wales recorded growth in contracts awarded in 2018, rising by 43.2%

Infrastructure contract awards totalled £2.1 billion in 2018, a
59.3% decrease from 2017, which included the
country’s largest contract award in Leeds (the
Transpennine Rail route upgrade). In 2018,
hotpots were in Liverpool, Calderdale and
Kirklees, Conwy and Denbighshire,
and North and North East
Lincolnshire, which includes two
of the top ten largest infrastructure
contracts in the country: the
£350 million Keadby 2 combined cycle
power plant near Scunthorpe and the
£165 million main
quay works for the
Able Marine Energy
Park at the Port of
Humber.
Commercial contracts awards were valued at £1.3 billion
2018, a decrease of 19.5% compared to 2017.
Northern Powerhouse hotspots were Durham,
South Teesside, Cheshire East, Cheshire
West & Chester, Greater Manchester
South West, Manchester, and Mid
Lancashire. The largest contract
was for the first phase of the
Rochdale Riverside regeneration
comprising a £70 million retail and
leisure complex.
Residential contract awards totalled £5.8 billion in 2018, falling
13.1% from the previous year. Gwynedd was
the sole hotspot, but Liverpool featured in the
top ten contract awards with two residential
towers in 2018: the £65 million Lexington
PRS tower and the £60 million
Infinity Tower 1, part of a planned
triple-tower development in
the city centre. The largest
contract award was in Preston,
Mid Lancashire, for the £160 million,
Preston Road development of
256 houses, alongside
a neighbourhood
centre and
retail units.

Northern Powerhouse
About the CPA
The ONS releases construction output data for Great Britain on a
monthly and quarterly basis, and a regional breakdown of construction
activity is reported three months following the end of the reference
quarter. This regional data is only available on a non-seasonally adjusted
basis and in current prices, making analysis more difficult than for
national output data, which is available in constant price terms to
indicate volumes of work.
Given the lags in reporting actual volumes of construction work
completed, and the difficulties in measuring activity on a regional basis,
this research seeks to identify regional ‘hotspots’ – where the value of
construction contracts awarded in 2018 is above its historical average.
This forward-looking approach aims to signpost areas of strength for
construction over the next 12 months.
MethodologyThe hotspots are calculated using Barbour ABI data on contract awards,
based on actual contract values, which have not been adjusted for
inflation or deflation. The measure of heat indicates how the value of
contracts awarded in 2018 compares with the long-term annual average,
on a scale of –5 to +5: – 5 being ‘very cold’, or significantly below the long-
term average; +5 being ‘very hot’, or significantly above the long-term
average.
Regional breakdownRegions in Great Britain have been broken down based on the
Nomenclature of Territorial Units for Statistics (NUTS) level 3 groupings.
This is one level above local authority-level data and is the EU and
Eurostat standard for the subdivision of countries for statistical purposes.
There are 174 NUTS3 regions in the UK, although the regions in this report
cover the 168 regions in Great Britain only, to match the geographical
coverage of construction output data from the ONS.
Sector breakdownThe analysis is broken down to show contract awards in the three largest
construction sectors: residential, commercial and infrastructure.
Residential: housing (private developments), student accommodation,
new build, conversions and change of use
Commercial: offices, retail, supermarkets
Infrastructure: railways and stations, roads, bridges, ports, harbours
and waterways, energy and utilities
