Welcome to Region Two of Starfleet!

The document you hold in your hands is intended to give you an introduction to Starfleet’s Region Two, which is comprised of the states of Florida, Georgia, Alabama and Mississippi, plus Puerto Rico and the Caribbean islands. It should answer many of your questions about the Region, about Starfleet, and about how and if you should get involved at whatever level interests you. Every person in Region Two was once at the point you may be at now – brand new to Starfleet, not knowing what to expect or truly what you have gotten into.

Starfleet began in 1974, and has had a fascinating history. There have been many ups and downs,

and the entire organization faced extinction more than once. I like to believe that the organization and its members have matured to the point where we can look forward to a steady increase in size, fun, responsibility, and participation over the next few years. We’re not just a fan club, we are a federally chartered not-for-profit organization that in addition to having fun and promoting Star Trek fandom, also donates thousands of hours and thousands of dollars to charitable organizations and needy individuals every year. I am proud to be associated with such a group, and I shall remain a member of Starfleet as long as it exists.

Region Two is one of the largest regions in Starfleet, both in number of chapters and number of members. Membership typically has hovered around 400 people in the past, and we have had between 25 and 35 chapters. Nearly every major and medium city in the region has a chapter, and we’re always looking to start new groups. Given the renewed interest in Star Trek since the premiere of the J.J. Abrams “reboot”, science fiction fandom in general has grown greatly, fueled by the much wider availability of sci-fi on television and online. Opportunities for Starfleet have never been greater! I hope this booklet helps you in your Starfleet experience. If you have any questions or problems, or just want to get involved, don’t hesitate to contact any member of the Region Two staff. Historically, we’ve had a lot of trouble disbursing information across these large swaths of states. My staff and I have gone through this handbook and clarified much of the language, corrected inconsistencies, and updated sections that weren’t addressed (as technology far outpaces government). I’ve discovered some of my closest friends here in this Region and I hope that you will too – this Region operates as family, if you’re friends with one… you get all of us. Welcome! Democratic Basis of Region 2 Region 2 is governed by the Constitution of Starfleet and, for internal organization, by this handbook. Region 2 is overseen at the highest level by a Regional Coordinator (RC), elected by poll of Region 2 Commanding Officers (COs) held every even numbered year. In accordance with the Starfleet Constitution, the RC is responsible for the region, and must appoint a Vice Regional Coordinator (VRC). The next level of governance in Region 2 is the Zone Coordinators (ZC). The ZCs are responsible for maintaining a two-way flow of information in their respective zones. The ZCs, the VRC, and RC together make up the Regional Board, which oversees all Regional operations and policy.

The Region Two Staff does the actual work of the Region. Region Staff is appointed by the VRC and approved by the RC. Region 2 Department Chiefs are a mix of the more fun and fictional offices. Some are liaisons with their counterpart offices on the Fleet level. These chiefs serve at the pleasure of the Regional Coordinator and may be removed at any time.

Chapter Commanding Officers are encouraged to poll their chapters whenever a regional or zone vote occurs. Shakedown Chapter members are considered to be part of the mother ship crew in such cases. Shakedown Chapters whose mother ship is from a different region are not represented in Region 2 voting. Unattached members, because of their choice to not be part of a chapter, have no vote in regional affairs.

SECTION 1: MEMBERSHIP

Article 1: Who is a Region 2 Member? All current Starfleet members, who are officially listed with Starfleet as crewmembers of any Region 2 Chapter, Shakedown Chapter, Starbase, or other group shall be considered to be Region 2 Members. Additionally, any current unassigned Starfleet member who resides in any of the areas defined by Starfleet as being part of Region 2 shall be considered a Region 2 member.

Article 2: Office Held by Members Only Active Duty Region 2 Starfleet members may hold an office or position of responsibility within the Region 2 Starfleet. These are defined as RC, VRC, ZC, Regional Staff and Department Chiefs.

Article 3: Rights to Property No member of Region 2 Starfleet, of whatever classification, shall have any interest in, or right to, the property and assets of Region 2 Starfleet. However, not all assets dedicated to the promotion and growth of Region 2 Starfleet are exclusive to the organization. Chapters and individual members have the right to maintain their own assets apart from those of Region 2 STARFLEET though they may be dedicated to a common purpose. A Region 2 Starfleet asset is defined as any liquid or fixed asset whose ownership is transferred to Region 2 Starfleet. All Region 2 Starfleet assets will be accounted for on a quarterly reporting basis. This report will consist of a financial report and an assets report. This report will be compiled by the Region 2 Regional Coordinator and the Region 2 Chief of Treasury, and will be published in an official Region 2 publication at the end of each quarter. These records will be kept by the Region 2 Chief of Treasury.

The zones of Region 2 Starfleet are defined as: Zone 1: All ships South of HWY 44 in FL Zone 2: All ships N of HWY 44 in FL, South of HWY 82 in GA, East of HWY 331 Zone 3: All ships N of HWY 82 in GA, E of I-59 in AL Zone 4: All ships S of HWY 82 in MS, W of HWY 331 Zone 5: All ships N of HWY 82 in MS, W of I-59 Zone 6: All ships in the Caribbean

Any ship found on these boundaries will be placed in their respective zones at their CO's request and at the consideration of the RC.

SECTION 3: REGION 2 POSITION ELIGIBILITY & DUTIES

Article 1: Region 2 Board Region 2 Board shall consist of the RC, VRC, and ZCs. If the RC should leave office for any reason, all positions on the Region 2 Board shall be immediately vacated. The Region 2 Board decides Regional policy, personnel, and operations. Issues of a confidential and personal nature will be handled at the Board level and as prescribed in other sections of this Handbook. All voting at the Region 2 Board level will be conducted by the Regional Coordinator, either by voice, writing, or email. If policy and operational issues require polling of individual chapters, ZCs will conduct a poll/vote of their respective zone's COs. Shakedown Chapters are considered to be part of the mother ship crew in such cases. Shakedown Chapters whose mother ship is from a different region are not represented in Region 2 voting. Unattached members, because of their choice to not be part of a chapter, have no vote in regional affairs. Vote results will be counted on the majority of votes received.

A. Board Qualifications

Region 2 Board members must be Region 2 Starfleet members as defined in Section 1 Article 2. They must also be a minimum of 18 years old. All Region 2 Staff must have passed Officer’s Training School and Officer Command College.

B. Board Positions

i. Regional Coordinator (RC) The eligibility and duties of the Region 2 RC are spelled out in the Starfleet Constitution, the Starfleet Handbook, and the RC’s manual. In addition, or to reiterate as applicable, the Region 2 RC is expected to perform the following duties: a. Keep the Region financially solvent. b. Keep Regional membership growing. c. Appoint and maintain a capable Region 2 Staff. d. Aid Region 2 chapters and members in every way possible. e. Ensure continuous, complete information flows to the members of Region 2, and to Starfleet

Headquarters from Region 2. f. Represent and serve the interests of Region 2 at Starfleet functions and with Starfleet

leadership. g. Report at least every quarter to the region in the form of the Regional publication, or a

newsletter dedicated to that purpose. This should inform of the state of the Region, and plans for the future of the Region.

ii. Vice Regional Coordinator (VRC) The eligibility and duties of the Region 2 VRC are spelled out in the Starfleet Constitution, the Starfleet Handbook, and the RC’s manual. Since the VRC is first in line to run the region after the RC, he or she must have passed Officer’s Training School and Officer’s Command College. In addition, or to reiterate as applicable, the Region 2 VRC is expected to perform the following duties:

a. Manage the Region 2 Staff. This includes aiding them in performing their duties, reporting,

filling staff positions, and interacting with their counterparts in other regions.

b. Be able to support the RC in every way possible, including being able to perform the duties of the RC at any time.

c. In the event that the RC is unable to perform his duties or leaves office, the VRC shall immediately take over the duties of the RC until such a time as a new RC is selected by the rules of the Constitution of Starfleet.

d. If the RC is not present at any Starfleet related event, the VRC will represent Region 2 in his or her stead.

e. The VRC reports monthly to the RC and is second in command of the organization.

iii. Zone Coordinators (ZC) The ZCs are appointed for a two (2) year term.

First, upon a ZC position becoming vacant for any reason, an announcement will be published in the Region 2 publications, via email, on appropriate Region 2 email listservs, Facebook post, and by personal mail if necessary to all Region 2 Commanding Officers in the appropriate zone. For a period of two weeks (14 days) after the announcement has been received by all Region 2 Commanding Officers in the appropriate zone, volunteer names will be taken and considered by the RC.

If a Zone does not have a ZC because it has no members, and the zone later gains members, it will be represented by the Commanding Officer of the first chapter to be commissioned in that zone. Upon the zone gaining a second commissioned chapter, the ZC will be selected per Section 3.

ZCs of Region 2 shall:

a. Provide advice and consent to the RC on Regional policy, personnel, and operations. b. Foster growth of existing ships, creation of new ships, and provide communication to the chapters from the RC and Starfleet Headquarters, and vice versa. c. Plan a visit to each ship and shuttle within their zone at least once during their tenure to help

the Board understand the current state of the ship’s membership, finances, and general well- being. Special allowances for this requirement are given for Zone 6.

d. Provide monthly reports to the RC and VRC on current activities, issues, or needs of the ships in the ZC’s zone.

Each ZC may select a Vice ZC to act as backup in the event the ZC is unable to perform his or her duties.

ARTICLE 2: REGIONAL STAFF Region 2 has a staff, each member responsible for a portion of the day to day operation of the Region. R2 Staff are chosen by the VRC and approved by the RC. Regional Staff serve at the pleasure of the RC and may be removed at any time. Each is required to report to the RC each month, and may appoint a vice-chief for their position. If the RC should leave office for any reason, all members of the Region 2 Staff shall be immediately vacated.

A. Staff Qualifications

Region 2 Staff members must be Region 2 Starfleet members as defined in Section 1 Article 2. They must also be a minimum of 18 years old. All Region 2 Staff must have passed Officer’s Training School. All Region 2 Staff members are encouraged to complete the Starfleet Academy course(s) for their department, although this is not a requirement.

B. Staff positions.

i. Treasurer The Region 2 Treasurer is appointed by the Region 2 RC. The Treasurer maintains a double- signature checking account, sharing signing duties with the RC. The Treasurer keeps a ledger of all income and expenses for Region 2, and tracks the disbursements in accordance with Generally Accepted Accounting Principles. The Treasurer reports at least once quarterly to the membership of Region 2, utilizing the most expedient method available.

All regional monies, regardless of usage, must flow through the Treasurer. This includes, but is not limited to: R2 Summit transactions, R2 Quartermaster purchases, R2 Postage and Mailing Costs, etc. The Treasurer must be of legal age to form valid and binding business contracts. The Treasurer reports to the RC.

ii. Chief of Communications (CoC) The Region 2 Chief of Communications is charged with overseeing all forms of Regional communication. The R2 CoC shall maintain the Region 2 website, ensuring all information is correct and updated as needed. In particular, a current list of the Region's chapters and staff must be listed. Archives of important documents (such as the Region's Handbook, and other publications) should be available as space permits. Additional information on the Region (members, programs, and events such as the Awards program and annual Summit) should be available, if possible. The web site should serve as an informative and entertaining resource for existing members that can entice new people to join.

The CoC shall, together with the RC and VRC, help moderate the Region’s Facebook pages – ‘STARFLEET Region Two’ and ‘Region Two Interaction Group’. The CoC shall, together with the RC, serve as moderator for all Region 2 email listservs. All decisions on moderation of individual members shall be made together with the RC. The CoC shall be responsible for the production and publication of the Region 2 newsletter, which shall be published at least yearly, and may be published as often as monthly, as deemed necessary by the RC. The CoC shall judge the web awards and newsletter in the Regional annual Awards program. The CoC shall also be considered a resource for the Region at large. This includes not only helping with and establishing Communications and CompOps departments on chapters, but also serving as the computer and Internet guru that R2 chapters, members, and staff can turn to for assistance. The CoC reports monthly to the RC.

iii. Chief of Shakedown Operations (CoSO) The CoSO is responsible for working with new chapters and their mother ships. They should be able to field questions on all aspects of building a chapter and will be in direct contact with Fleet ShoC and utilize the same materials they use. The CoSO should be in close contact with the shakedown chapter until their commissioning and up to one year after – and will be reachable by email and phone.

The Chief of Shakedown Operations reports to the RC.

iv. Chief of Summit (CoS) The CoS, along with the RC and VRC is responsible for soliciting for bids from the chapters of Region 2 for each year’s Summit, and for recommending the winning bid for approval by the Region 2 Board. The CoS will oversee the decisions of the Summit Host Committee, and advise them on their choices. Decisions of the host chapter can be overridden by the CoS only with the agreement of the majority of the Region 2 Board. CoS will oversee the drawing up of legal contracts for services during the Summit and present final contracts to the RC for approval and signature. The CoS reports to the RC.

C. DEPARTMENT CHIEFS The Region Two Department Chiefs oversee some of the more fun and/or fictional parts of being in Starfleet. Within their respective areas of responsibility, Department Chiefs are expected to both help chapters individually and maintain an overall program for the Region.

i. Chief of Awards The Chief of Awards is responsible for collecting nominations for the region awards, preparing awards, and presenting this recognition to the members, shuttles, chapters, Marine Strike Groups, Marine Expeditionary Units and Region 2 Staff for their activities, involvement, and support within the Region and Starfleet as a whole. Awards will be presented on an annual basis as prescribed in the Region 2 Awards Handbook. The Chief of Awards is also responsible for forwarding all Region Award winners to the Fleet level award nominations and providing the RC with notification of receipt from Fleet. The Chief of Awards reports to the RC.

ii. Chief of Cadets The Chief of Cadets is responsible for Cadet relations for Region 2. The Chief of Cadets is also expected to aid chapter cadet chiefs in planning cadet events throughout the year. The Chief of Cadets should write a report for the Region 2 publication, addressing items of interest to Cadets of Region 2, although this is not a requirement. The Chief of Cadets reports monthly to the RC.

iii. Chief of Marines The Chief of Marines, or 2nd Brigade OIC, is responsible for Marine staffing at the Region 2 Summit and acts as liaison between Starfleet Marines and the RC. The Brigade OIC is also aids chapter Marine chiefs in planning Marine and staff assistance for their events throughout the year. Brigade OIC should write a report for the Region 2 publication, addressing Marine issues of interest to members of Region 2., although this is not a requirement. The Brigade OIC reports monthly to the RC.

iv. Chief of Medical The Chief of Medical is responsible for the First Aid panel at the Region Summit. The CoM sets up and maintains a database of all real world and Starfleet medically trained personnel in Region 2 who can be utilized for First Aid and Region 2 events. The Chief of Medical should be able to assist in the set up and running of medical departments on the local level. The Chief of Medical reports to the RC.

v. Chief of Security The Chief of Security is responsible for security and staff assistance at the Region 2 Summit. The Chief of Security is also expected to aid chapter security chiefs in planning security and staff assistance for their events throughout the year. The Chief of Security reports to the Chief of Summit.

vi. Auctioneer The R2 Auctioneer is responsible for the Annual Charity Auctioneer at the Region 2 Summit. It is this person’s responsibility to collect, catalog, and price items for the auction. The R2 Auctioneer reports to the Chief of Summit.

vii. Historian The R2 Historian keeps an active and ongoing account of the history of the region; launching, commissioning and decommissioning of chapters along with the different administrations of Regional Coordinators. The R2 Historian reports to the Chief of Communications.

Article 1: Regional Coordinator The RC and VRC are chosen in accordance with the Starfleet Constitution.

Article 2: Method of Voting In all instances of Regional Elections, the best method of sending, receiving, and tabulating ballots will be the decision of the Region 2 Assistant Inspector General and RC. This includes, but is not limited to paper ballots, emails, listserv polling, and electronic voting.

Section 5: REMOVAL OF AN OFFICER

Removal of the Region 2 RC shall be dealt with in accordance with the current Starfleet Constitution. The membership of Region 2 has the right to petition the RC for the removal of a VRC, ZC, Regional Staff, or Department Chiefs.

Section 6: FINANCIAL AFFAIRS/STANDARDS

Article 1: Fiscal Year The fiscal year of Region 2 shall commence on January 1 and terminate on December 31 of each calendar year. All transactions of Region 2 shall be conducted in the currency of the United States of America.

Article 2: Accounting System The R2 Treasurer shall install and maintain an accounting system for Region 2 which will show all expenses and income, and balance at the time of reporting. This shall be reported to the membership of Region 2 at least once per quarter, in the most expedient manner possible.

Article 3: Funds Held Funds belonging to Region 2 must be placed in a dual-signature checking account, any expenses of which shall be paid for from the funds of Region 2. The signatures required for the account will be those of the R2 Treasurer, and the Region 2 RC.

Article 4: Money and Property

All money and property belonging to Region 2 shall be held and used solely for the benefit of the region or the charity or fund for which the money or property is designated. No contracts or expenditures of Region 2 Starfleet funds shall be made which will result in the personal profit or advantage of any officer or member of Region 2 Starfleet, except as noted in the section “Use of Funds”. Any items, funds, intellectual property, art, or any other form of property donated to Region 2 may only be done so if full ownership is given to Region 2. No property of any kind will be licensed or loaned to Region 2. This is to protect Region 2 from litigation arising from misuse of property not fully owned by Region 2.

Article 5: Disbursements All disbursements of Region 2 Starfleet shall be made by checks or debit card. In the case of a check, it must show the date, payee, the type of service rendered or goods or property purchased, the budget line item into which they should fall and the amount of payment. When a payment is made by debit card, a receipt shall be submitted to the R2 Treasurer with appropriate notation of the date, payee, the type of service rendered or goods or property purchased, the budget line item into which they should fall and the amount of payment.

Article 6: Financial Liquidation

In the event that Region 2 Starfleet should be dissolved or liquidated, or otherwise cease operation, the property and assets of Region 2 Starfleet shall first be used to pay all outstanding debts. Any remaining assets being contributed on behalf of the membership to a charitable corporation that is recognized under Title 26, United States Code, Section 501 (c)(3) or (c) (7), as selected by the Regional 2 Board.

Article 7: Use of Funds Region 2 Funds may be used to pay for daily operating expenses of the offices of the Regional Coordinator, including but not limited to: telephone bills, office supplies, software, and similar sundry items. This amount

is limited to no more than $75 per month. Any single or combined expense over this amount during a month must be approved by the Region 2 Board. Region 2 Funds may be spent in order to reimburse travel expenses of any member of Region 2 in performing the duties of their position, including travel expenses incurred for required attendance at the Starfleet International Conference, Region 2 Summit, or other Starfleet events. These reimbursements may be made only by majority vote of the Region 2 Board. Such expenditures will be made public to the members of Region 2 by a prominent notice in the Region 2 publication, by notification to the Region 2 electronic mail list, and by email to all Region 2 Commanding Officers who can be reached via that method. Region 2 Funds may be spent to defer part or all of travel, lodging and food costs of Starfleet officers such as the Fleet Admiral, or other guests, whom may be invited to the Region 2 Summit, upon majority vote of the Region 2 Board. Such expenditures will be made public to the members of Region 2 by a prominent notice in the Region 2 publication, by notification to the Region 2 electronic mail list, and by email to all Region 2 Commanding Officers who can be reached via that method. Region 2 funds may be spent to pay the costs of the annual Region 2 Summit.

Section 7: REGION 2 SUMMIT

Region 2 will hold an event each year which will be referred to as the Region 2 Summit. It will be held with the purpose of recreation, education, regional operation fund, presenting of annual awards, and promotions to Region 2 members. The Region 2 Summit is to be administered by the RC and Chief of Summit as prescribed in the Region 2 Bid Guidelines.

Section 8: REVISIONS AND UPDATES TO THIS HANDBOOK

Major changes to the operating rules and regulations of the Region may only be made through majority vote of the Region 2 Board. Since this handbook also contains such items as address and telephone lists, chapter rosters, and is more a book of guidelines and history than hard-and-fast rules, it will be subject to regular revision. Therefore, provision is made here that the Regional Coordinator (or his or her designated appointee) may make cosmetic or factual changes as needed.
