Whats this poster about? This poster is a work in progress that explore the complex relationship between regeneration and
health. Currently we have more questions than (good) answers. We want to provoke some critical
discussion and debate.
It will outline:
the current evidence on regeneration and health and wellbeing;
the current theories and frameworks used to understand the health and wellbeing impacts ofregeneration proposals;
how health inequalities can be exacerbated by regeneration proposals; and
how HIA can add value to regeneration proposals by maximising their positive impacts, minimisingtheir negatives and narrowing health inequalities.
It will also use case studies from urban and rural areas to illustrate these themes e.g. the 2012Olympics and Neighbourhood Renewal Programmes in the UK.
The aim of the poster will be to generate critical discussion about:
the value of regeneration given the decades of regeneration that have taken place; the similarities between development programmes in developing countries and regeneration
programmes in developed countries both of which are aimed at the poorest people in anneighbourhood, region or country; and
the potential value of HIA in making regeneration programmes more effective when used as anembedded part of the programme management structure.

Regeneration as revolution ?
On the bicentennial of the
French Revolution, someoneasked the erstwhile ChineseCommunist Party leader, ZhouEnlai, what he thought itslegacy would be.
His answer: "It's too soon totell."
Thats probably the answerwed have to give about therole of regeneration inimproving health andwellbein in de rived

Whats the evidence? A work in progress ..
Complex, wide ranging, incomplete
Some evidence for positive health impacts Some evidence for negative health impacts
Long term impacts unclear
Good evidence that targeted communities are not alwaysthe groups (or the only group) that benefits

What are the theories 1? Lots of urban theory but the key theory driving regeneration (and
development) is that
changing physical places changespeople
(life chances/ life
circumstances)
Redevelop an area, improve availability and access to housing, amenities, greenspace, cultural and recreational opportunities, streets, businessopportunities, jobs, etc. and that will directly and indirectly influence healthand wellbeing and regenerate an area and a community.
The classic influencing of the determinants of health and wellbeing

Olympic Regeneration
The evidence is not conclusive but points to
their being some general wider benefits butsignificant costs to local people regenerationdoes not just follow from building infrastructureand hosting the Olympics.
Atlanta in 1996, Sydney in 2000 and Athens2004 all seem not to have achieved theirpromised employment and social housingbenefits, increased sports participation, oreven increased tourism.
Analysis of the last five summer games showsthat with the exception of Barcelona in 1992the benefits failed to reach those most in need.
In Atlanta, house prices soared as a result ofthe games, and in Sydney the facilities, up to2004, had yet to find satisfactory post-Olympicuses.

Regeneration Similarly, the evidence is not conclusive but
points towards
Regeneration can stop unemployment fromrising in an area but tends not to reduce theoverall inequality in employment between thearea and the national average
Regeneration can increase average incomes
Regeneration can improve satisfaction levels forhousing and the neighbourhood
Regeneration can increase social capital andcohesion
Regeneration can reduce the fear of crime andenhance the sense of safety

Are there cycles of regeneration and degeneration?
Why do some areas regenerate spontaneously whileothers need external intervention?
How does this relate to development isnt regenerationa developed country term for development indeveloping countries?
Are there things we can learn from experiences ofdevelopment?

Where does HIA come in?
The key role for HIA is in helping to inform the:
design and implementation of new regenerationprogrammes to ensure that health opportunities/benefitsare maximised and health negatives/costs are minimised;and
re-focusing of existing regeneration programmes(assessing the findings of an interim evaluation andpredicting the potential positives and negatives ofproposed changes to the programme in light of them)
giving local people a voice in the process
