HIA can be integrated in any IA or health considerations can be included in other IAs. HIA brings together population health activity, health protection (environmental health) and health improvement. The main aim of an HIA is to understand how a proposal might alter the social, economical, environmental conditions in which we live and work, and therefore affecting our health in positive and negative ways. The HIA will recommend changes in the proposal’s design to ensure that it contributes to health and wellbeing. Implementation of the recommendations is outside the control of the HIA team and depends on the proposal’s proponents as well as institutions tasked with the supervision. COLLECTING DATA

Communities are not monolithic entities, they consist of sub-groups which consist of individuals: we need to understand the underlying existing differences and potential inequalities in impact.

HOW DOES THE HIA FIT INTO IMPACT ASSESSMENTS?

HIA is consistent with other types of IA (similar steps and purpose).

FOR MORE INFORMATION:

HIA practice is currently quite diverse as it is used in a variety of

regulatory and voluntary settings at different levels of

decision-making when compared with EIA. This challenges efforts

to codify practice but makes HIA responsive to emerging and

changing health issues. HIA is now a process used worldwide.

Health Impact Assessment may be defined as a combination of procedures, methods and tools that systematically judges the potential, and sometimes unintended, effects of a policy, plan, programme or project on the health of a population and the distribution of those effects within the population. HIA identifies appropriate actions to manage those effects.

HIA, one definition

Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.

Health can be seen as being “produced” as well as “damaged” or even “destroyed” by multiple societal sectors; this is why HIA or health inclusion in IA is important.
