• Extreme Weather: There is slack season in Balochistan due to bad weather conditions and extreme cold during the close of the calendar year and in the first quarter. Due to this activities related to construction are affected in the field and delays are caused in implementation of activities. • Remote Areas and tough terrain: Terrain in Balochistan also hinders speedy delivery as the target population is scattered in very remote areas. This impacts monitoring activities in the field as well as it is not easy to visit communities in far flung areas with a tough terrain. • Volatile Security Situation and Security threats: Volatile security situation in both KP and Balochistan has been an impeding factor in smooth project delivery. RAHA staff has received threats and there have been many cases of abductions and killings of staff from other NGOs, particularly in Balochistan, in the recent past. • Human Resource: Turnover in RAHA senior management at the NPD and PPM level has been high. Furthermore, there is also an issue of scarcity of relevant capacities for recruitment at various positions in both KP and Balochistan. Finding qualified and experienced human resource, especially women, has been particularly difficult.
Outcome 1: Greater social cohesion and empowerment through community development Output 1.1: Communities empowered to promote social cohesion and harmony Immediate Results Balochistan In Balochistan through effective social mobilization and participatory approach, the Programme has been able to form 58 Community Organizations (43 male, 15 female) in the target districts during first quarter of the year 2012. Furthermore, during this quarter 10 Village Organizations (VO), 9 male and one female were also established. Furthermore during the reporting period the social mobilization teams continued to effectively mobilize communities. During the first quarter of 2012, 155 community dialogues were held for this purpose out of which 107 were held with males and 48 were held with females. The programme has effectively contributed towards enhancing the capacities of local community members through series of Community Management Skills Trainings (CMST) and Leadership Management Skill Training (LMST). During the reported quarter 4 CMST (1 Male & 3 Female) trainings were organized in which 81 CO office bearers (22 Male & 59 Female) were trained. Through Participatory Resource Constraints Analysis process using PRA tools the community organizations and stakeholders are actively involved in identification and prioritization of their physical infrastructure schemes, needs of communities and available resources. During this quarter 435 needs (255 Male and 180 Female) were prioritized by the Community Organizations through 87 (51 Male, 36 Female) Community Resource Constraints analysis carried out through COs. Proposals have been received for Poverty Score Card (PSC) activity and simultaneously the programme is also in dialogue with BISP for PSC data acquisition for RAHA targeted districts. Khyber Pakhtunkhwa A total of 61 COs have been formed in Khyber Pakhtunkhwa this quarter. These Community Organizations have identified and prioritized their needs through Participatory Resource Constraint Analysis and communicated to the project through resolutions. Assessment/feasibilities for preparation community based schemes are in process A total of 10 Community Management Skill Trainings (CMST) have been conducted during the Quarter. Male and female CO’s members were provided skills development trainings to build up their capacities in planning, management, record keeping, situation analysis, resource mobilization and financial management. Agreement has been signed with SRSP for conducting LMST trainings in union councils Haryana and Mera Akora Khattak with female community members. LMST trainings will be conducted in month of April in order to build the capacity of community organizations office bearers and activities of respective union councils. A total of 50 participants have been nominated by their respective COs/WOs. These trainings will be started from 2nd April 2012. Poverty score card assessment results of all 81 RAHA UCs have been

achieved from Benazir Income Support Programme. The data received is comprehensive and covers aspects such as composition and characteristics of household roster, age, education, employment status of household members, nature of dwelling, moveable and fixed assets etc. the data will be extensively used to identify the most vulnerable in the communities for programme intervention.

Output 1.2: Community and village level participatory monitoring systems established Deliverable Description: Through participatory approach, 21 (17 M and 4 F) village assemblies were held by the village organizations in all RAHA targeted districts in Balochistan and as a result 13 (10M & 3F) village development plans have been developed by VOs. These village development plans are comprehensive documents which comprise the status of village, complete data, prioritized community needs and future development strategies. Therefore, UN agencies, donors and NGOs can plan and implement the interventions according to the communities’ desired needs and eventually their living condition would improve. In order to bring strong collaboration and ensure trustworthy relationship with village organizations, most of the village assemblies were attended by the social & technical team from senior management of RAHA Programme and UNDP, besides visitors from other organizations like BRDRS attended the village assemblies. This has resulted into confidence building and pragmatism in the approach of the community. In order to play an effective role in social development and to keep COs and VOs sustainable, continuous social mobilization is imperative. Therefore, it was ensured that Cos are practice record keeping which was monitored through several follow up visits in Balochistan. During the quarter RAHA team carried out 103 (84 M & 19 F) monitoring and 718 (410 M & 308 F) follow up visits. Though COs formed through RAHA programme are presently in the transitional phase but they are mature enough to maintain their record, conduct meetings, and bring consensus through resolution and to prioritize and identify their collective needs. The mechanism of O&M committees of COs is the main source of fact findings which are mainly responsible for the monitoring and other activities of the projects. Therefore, 65(51 M & 14 F) O&M committees were formed during the quarter. In KP social teams have held 10 village assemblies. Community gatherings at village level have been arranged in all villages and attended by community members. They were told regarding the importance of unity, uniform acts and development at village level. Out of the total 04 (03 male + 01 female) Village Assemblies have been held in Nowshera, 03 (Mixed) in Haripur, 01 (female) in Peshawar and 02 (male) in Swabi. A total of 09 village Development plans were designed and developed through PRA tools. Out of the total 01 male and 01 female VDP have been developed under VO umbrella in UC Regi and Haryana of District Peshawar. 02 male VDPs were designed & developed in union council Daag Besud and Mera Akora Khattak. 01 male and 03 mixed and 02 male VDPs have been developed in District Haripur and Swabi. Furthermore in KP A Letter of Agreement (LOA) was signed with Pakistan Academy for Rural Development (PARD)
for conducting 02 trainings for the Government and IPs officials. The PARD has organized and conducted trainings on “Gender sensitive planning and preparation of PC-I to PC-IV” and “Participatory M&E” which were attended by 34 (15+19) participants from Government line departments of Peshawar, Nowshera, Swabi and Haripur.

Output 1.3: Government functionaries trained to strengthen local government institutions Deliverable Description: RAHA programme emphasizes capacity building of government officials and strengthening of line departments. Therefore, comprehensive training needs assessment was conducted by RAHA programme and according to the need identification capacity building plans were developed. So far during the quarter, 13 government officials (11 M and 2 F) have been imparted training in Basic Computer Skills at Rural Development Academy. It has been observed that the capacity building training in computer learning of government officials has brought some improvement in performing their tasks. Their efficiency has improved significantly. In KP, agreement (LOA) was signed with Pakistan Academy for Rural Development (PARD) for conducting 02 trainings for the Government and IPs officials. The PARD has organized and conducted trainings on “Gender sensitive planning and preparation of PC-I to PC-IV” and “Participatory M&E” which were attended by 34 (15+19) participants from Government line departments of Peshawar, Nowshera, Swabi and Haripur.

Outcome 2 Improved livelihoods and local economies in IDP and refugee affected and hosting areas. Output 2.1 : Improved household income through diversified livelihood opportunities in refugee/ IDP affected and hosting areas Deliverable Description: RAHA in collaboration with SMEDA-WBDC has conducted Livelihood Skill Need Assessment in 13 targeted Union Councils of Haripur, Swabi, Peshawar and Nowshera. WBDC (women Business Development Centre), a project of SMEDA working for development and promotion of Women Entrepreneurs has completed the Livelihood Skill Need Assessment in 30 days started from 12 Feb to 12 March 2012. Main findings of the study were focused on livelihood
technical, vocational and farm sector activities in the target union council of RAHA districts. During the course of the study RAHA regional staff has extended full support to SMEDA team and also conducted periodic visits for monitoring the field work. 26 Focus Group Discussion sessions were held in 13 union councils of RAHA four districts. During this study different consultative meeting with district and provincial stakeholders including civil society organization and line departments were also conducted to validate the trends/needs/opportunities in livelihood sector. A number of trainees for skill trainings have been identified by social team of UNDP RAHA Peshawar region. Different organizations have submitted proposals for the proposed sector trainings. Comparative statements have been prepared and forwarded to PMU for assessment and approval of the same for implementation of activities on grounds. During the 3rd quarter a total of 11 trainings were started on different trades like Computer operator, mobile repairing, beautician, tailoring and Shovel Operator benefitting 225 community member including male and female from both regions Peshawar/Haripur. MoU has been signed between RAHA-PMU and Skill development council for providing one month training heavy machinery training on Dozer and Crane operating at Haripur benefitting 80 trainees from the RAHA target Union Council. The recruitment of the trainees for heavy machinery training was done through selection criteria. More than 120 candidates were called for interview and proper screening was done. The skill trainings duration varies from 1 month to two month with batch size starting from 15 to 40. A number of trainees for skill trainings have been identified by social team of UNDP RAHA Peshawar region. Different organizations have submitted proposals for the proposed sector trainings. Comparative statements have been prepared and forwarded to PMU for assessment and approval of the same for implementation of activities on grounds. During the quarter a total of 11 trainings were started on different trades like Computer operator, mobile repairing, beautician, tailoring and Shovel Operator benefitting 225 community member including male and female from both regions Peshawar/Haripur. Furthermore, in view of EC mission recommendations in the meeting held on 15th March 2012, Livelihood green sector activities are given more focus. Farm sector activities are being designed as pilot test in district Haripur and later on will be replicated to other districts as well. To work on farm sector activities consultative meeting with Department of Agriculture and Livestock, Haripur were already carried on 3rd March 2012 in which department agreed to provide training services to RAHA communities especially targeting female. In this connection a technical training proposal is under preparation and will be submitted soon to RAHA Haripur. (Duration of trainings/inputs on Agriculture activities will be from April –June 2012) Private sector has also being approached to provide quality training on farm sector activities. Green sectors activities demand from other districts will be bridged through public-private partnership and CSOs. In order to improve the livelihood opportunities and local economies in refugee affected areas RAHA Programme has initiated skill development activities in Balochistan as well, on the basis of need identified by the Community Organizations, and nominations were received from the COs through resolution. More training programmes will be organized for the community members after the need assessment study report is received. LOA for assessment of skill development was signed with an IP (IDRAK for Change), who has started the activity. This study will be used as a
guideline to plan and organize various trainings for males and females in future. Community Organizations had great demands for Skill Development training for their community people. In the light of communities demand received through resolutions from the Community Organizations LOA was signed with Technical Training Centre Male, Quetta for training in various trades, 100 nominations through resolution from male COs have been received and enrolled for training, the session will commence from 2nd April 2012 for a period of three months. Programme is in process with Local Government Department of Government of Balochistan, many meetings in this regard with Secretary Local Government and Director General have been held and hopefully employment information centre for post training support will be established.

Output 2.2 : Major physical infrastructure restored e.g. Local irrigation systems and networks revived in the targeted areas by construction and repair of irrigation channels, protection walls, and checking of dams, farm to market and village roads rehabilitated or constructed through community and Government support. Deliverable Description: RFP for infrastructure need assessment of 61 Union Councils of Peshawar, Nowshera, Swabi and Haripur was floated in the press and UNDP portal. After processing of the RFP, sub-contract agreements were signed with three Firms for the participatory Need Assessment and prioritization of major physical infrastructure in target Union Councils. These firms have completed their studies and have submitted their Reports. Another RFP for infrastructure need assessment of 19 Union Councils of Dir Lower and Buner Districts was floated in the press and UNDP portal. In response 19 firms have submitted their proposals. The procurement committee has opened technical proposals, which have been evaluated. The financial proposals will be opened in the 1st week of April 2012 and the work will be awarded to the successful bidder. The study will be completed in two months. Similarly in Balochistan LOA was signed with Implementing Partner for conducting a Need Assessment Study for Major Physical Infrastructure, Meetings with IP staff have been held, field activities are in progress. On the basis of this study report major Physical Infrastructure Schemes will be initiated with the help of concerned stake holders and line departments for implementation. Output 2.3 : Community physical infrastructure repaired or constructed Deliverable Description: Through Participatory Resource Constraints Analysis process, the community organizations in Balochistan have prioritized 65 (51 M & 14 F) schemes. RAHA field staff has carried out the social and technical appraisal of the prioritized schemes. Resolutions along with technical and social reports and MOUs were submitted by the COs through regional offices to PMU. 1. 65 COs were awarded new CPIs including 14 to females. 2. 14 COs received 2nd installments for their ongoing CPIs. 3. 17 COs received final installments for their completed CPIs which were mostly started in the previous quarter. 4. 24 COs have completed more than 80% of Work A total of 109 CPIs have been initiated in Balochistan under EU funding. District and UC wise CPI Schemes in Balochistan
In KP the COs formed have prioritized their needs through a democratic process and have identified those schemes which were of utmost importance. Total of 61 needs have been prioritized by the COs for CPI schemes in 13 UCs of District Peshawar, Nowshera, Haripur and Swabi. Most of the COs has prioritized street pavements, sanitation, hand pumps, drainage, flood protection structures, solar energy schemes and construction of children parks etc.
A total of 107 Community physical infrastructure schemes (CPIs) have been initiated during the Quarter. Out of the total 67 are male and 40 female CPIs. 33 CPIs have been initiated in Peshawar, 27 in Nowshera, 20 in Swabi and 27 in Haripur District. 1st installments have been issued to 100 COs for construction of their CPI Scheme during the Quarter. 50 payments have been issued to the COs as 2nd installment.

Output 3.3 : Proper Sanitation services Introduced at household & Community levels, and existing sanitation schemes rehabilitated Deliverable Description RAHA in Balochistan has launched a comprehensive BCC campaign among local communities to bring positive behavioral change targeting the prevailing behaviours towards Hygiene, WASH, Water Conservation, Solid and Liquid Waste Management and Rain Water Harvesting. RAHA Programme has hired the services of a reputed organization for this activity. In KP activity will be implemented in all target union councils of district Peshawar, Nowshera, Swabi and Haripur. The main purpose of the activity is to create awareness and develop positive behavior among the identified target groups about Health and hygiene issues connecting to Poor hygiene and water conservation. The parties have to form different committees to cover sustainable aspect. They will train 40 primary schools teachers (25 male and 15 female), 78 community members including RAHA volunteers and 16 youths. They will also establish environment clubs at schools level and will distribute IEC material through health promoters. The activity will be focusing Pakistani communities along with Afghan Nationals. Other Proposals have been received from different IPs for the said activity and are under consideration.

Outcome 5: Restoration and improvement of the local environment Output: 5.2 Establish Nurseries, Plantation and Carryout agro forestry Activities Deliverable Description: The impact of Afghan presence in Pakistan in the refugee-affected areas (RAs) has aggravated ongoing degradation processes of natural resources and the general environment. Programme has planned to achieve the long-term restoration of natural resources and environment especially natural habitat. With the support of implementing partners, two nurseries one at Khanozai Union Council and one at Panjpai Union Council are being carried out, while tree plantation and sensitization of the people on forestation and environment is also being carried out in the targeted union councils. 1000 trees have been distributed amongst the community members for plantation in pishin & Quetta. Awareness raising posters will also be developed after pretest which will be distributed in all RAHA regional & PMU Offices along with respective government authorities/ departments. The plantation component has been completed and the work on establishing of nurseries one each in Quetta and Pishin is in progress. In KP, with the Forest department, 16 communal nurseries in 08 Union Councils of Peshawar, Nowshera and Swabia e being established. The department will also train 40 CO members in nursery establishment in the next quarter. Another agreement has been made with the Livestock Department KP. The Department will provide 22 trainings on solid and liquid waste management to 550 (275 male and 275 female) participants in 13 Union Councils of Peshawar, Nowshera, Haripur and Swabi. The department will also establish 08 fodder demonstration plots at the prominent places in the communities.

Quarterly Review Meeting was held on 23rd January 2012 at PMU office. The Regional Team shared progress and next quarter targets.
10 DCC meetings 2 in each Districts of Quetta, Pishin, Loralai, Chagai & Killa Abdullah were held.
Exposure visit of Loralai and Chaghai Regional Team on 24th January 2012 to UC Khanozai where they participated in the Village Development Plan process and exchanged their views and experiences.
Coordinated and facilitated Programme Officer UNDP during his visit to different project sites at UC Khanozai on 26th February 2012.
Coordinated EU Mission during the field visit of UC Khanozai on 26th February 2012.
Coordinated & facilitated Programme briefing and progress sharing of RAHA Programme and BRSP at the eve of EU Ambassador’s Mission at Quetta Serena Hotel on 27th February 2012. Also the visit of EU Mission to Khanozai was facilitated where various water supply schemes were inaugurated.
Village Organization Dadagzai Village, UC Khanozai organized a Village Assembly on 28th February 2012 which was participated by development advisor EU and Assistant Country Director UNDP. In presentation the VO representatives shared the progress and activities so far carried out in UC Khanozai District Pishin.
Organized Conference “Voices from Communities” at Quetta Serena Hotel on 28th February 2012 participated by CO members of RAHA targeted UCs chaired by EU ambassador. Country Director UNDP and representatives of UNHCR were also present in the conference. The community activists and CO representatives from District Loralai, Chaghai, Quetta, Killa Abdullah and Pishin shared their views regarding RAHA Programme activities in their respective UCs and its impact.
Coordinate and facilitate Mr. Saeed Choudary, EAD representative during his visit to Project Sites in district Pishin on 6th March 2012.
11 COs including 1 female have been registered with Directorate of Social welfare and Corporative Society. The registration of 7 COs including 3 female COs of District Pishin are in process for registration with the relevant government departments.
RAHA team has coordinated and facilitated community representatives formed by the BRDS NGO District Sibi during their visit to Union Council Khanozai. They attended Village Assembly at Dadagzai Village organized by Village Organization and visited project sites on 28th March, 2012. They appreciated the Social Mobilization activities and CPI schemes implemented by Community Organization under RAHA Programme.
Other Activities Khyber Pakhtunkhwa
PTF meeting was held on 31/01/2012 chaired by Secretary Planning and Development Department. UNDP, EU, National Project Director RAHA, Programme management Unit RAHA and relevant government departments participated in the meeting. Progress update was shared and work planning for the next quarter was shared during the meeting.
Field monitoring visit were carried out in the target areas. Programme Officer and M&E Officer, UNDP, Islamabad have carried out field monitoring visit of RAHA schemes in District Haripur.
A meeting was held with RAHA UNDP Team on 12.01.2012 at SDU Conference Room under the Chairmanship of DG SDU/NDP RAHA. Purpose of the meeting was to coordinate and share progress and to prepare a contingency plan for next 30 days till 12th February 2012.
Donor Coordination meeting with UNHCR and GiZ was held on 18/01/2012 at SDU Conference Room under the chairmanship of DG SDU. NPC RAHA also participated in the meeting.
Quarterly Review meeting has been held on 21/01/2012 at the Committee Room of P&D under the chairmanship of Secretary P&D, KPK. Purpose of the meeting was to review physical progress, disbursement and expenditure made so far to the foreign aided projects by their donors.
EU Mission has visited and hold meetings with the RAHA officials.
