At the Board of Director’s Meeting on February 22, the FY2018 Budgets

were passed and will go into effect on April 1, 2017. The Operating Assessment rate for residential units was increased 4% and the trash assessment was increased 1% ($2.00/year). The Capital Assessment rate was increased .80 cents/year per household/unit]. How will these rate changes impact your assessment? For a house that is 1,000 square feet, the total annual increase will be approximately $13.00 per year and the increase for a house that is 5,000 square feet would be approximately $53.00 per year. With the imple-mentation of the new rates, those of you that do electronic check-ing or have autopay withdrawals from your bank account, please be sure to change the ‘amount due’ to reflect your new quarterly assess-ment. Please see page 3 for the new rates and payment options available for paying your homeowner’s associa-tion dues. For additional information, please contact Debbie or Kathleen in the RCA Accounting Department.

The Annual Elections for RCA Board of Directors are again upon us. This year there will be four (4) open seats on the board available through election or reelection of Directors whose term is ending. Each Director is elected to serve a two-year term. The board meets monthly, has regular email contact and ‘on-call’ type of atmosphere. In addition, each board director also attends the committee meeting that they are assigned to as Board Liaison.

If you are interested in volunteer-ing to run for an open seat on the Board of Director’s, please see the notice on page 3 with additional qualifications and requirements.

Once elected and having com-pleted their first term, Directors are currently able to run for a sec-ond, two-year term, if interested. The Members of the Community were recently asked to vote on a Referendum to change the Declaration whereby allowing Directors to serve for no more than four, two-year terms in suc-cession, if elected. The deadline of this Reflections issue was before the Special Meeting was held and the Nominating Committee announced the results of the vote. Therefore, we will announce the results in the next Reflections. Thank you to all of the Members who took the time to vote!

Over the years, it has become increasingly difficult to determine property lines. This creates several problems, such as: encroachment; potential liability; ownership of trees; setbacks, etc. Based on this, in the fall of 2012 the Board of Directors resolved to have all areas of the RCA Common Property surveyed. This is an on-going project and this year, the areas being surveyed are located near: Reston/Grey Birch, Stanford/Jayhawk and Melvin Drive North/South. This work is being done by a Baldwinsville firm, Applied Earth Technologies. The surveyors may need to access your property to conduct portions of this survey. This access to your property will be minimal (walking through your property and using a tripod).

The surveyors will be wearing safety vests and they will be using a white, company vehicle {which does not yet have the company name on it}.

Only Common Property will be surveyed, not residents’ private prop-erty. The surveyors will be install-ing land survey pins into the ground at specific locations along Common Property. Land survey pins that have been installed may not be removed or altered in any way. In addition to the permanent survey pins placed by the surveying team, temporary marker flags will be installed at the site of each pin. This is to act as a visual aid of the property boundary line for nearby property owners. We kindly ask that you not remove the flags. RCA personnel will be out after snowmelt to confirm the location of the survey pins in coordi-nation with the surveyors map and will then remove the temporary flags.

In the past few years, we have made many improvements to the Aspen House Community Center. The interior of the larger, banquet room and bathrooms were redone and the parking lot was enlarged to accommodate a larger number of guests. We began offering half-day rental options and use of the building increased greatly! We then added the availability of high-top, bistro tables and linens, for Members to rent for their private functions. Our most recent improvement to the facil-ity is the make-over of the lounge area. For smaller gatherings, or as a space for overflow of larger events, the lounge offers a perfect gathering

area. After removing the fireplace two years ago, we installed a new floor last year. We now have replaced the furniture to a more modern, welcom-ing atmosphere! Photos are on page 4 and available on our website. If you are looking for a venue, close to home, to hold an event, the Aspen House Community Center may be just the place!

The RCA, working in con-junction with SmartWatt Energy (affiliated with National Grid), just completed a project making electrical improvements to the community’s pathway lighting. As part of this program, SmartWatt replaced the current lighting fixtures on the pathway light poles and con-verted them to LED technology. All pathway lights are now consistent in both style and lighting fixtures. With all new fixtures and the longevity of LED bulbs, our pathway lights will be very low maintenance for years to come. This has been a project we have attempted in the past, but the appropriate LED fixtures were not available then. With the constantly changing technology, we were able to complete this project unexpectedly this winter and have now essentially completed converting the lighting on all Radisson Common Property loca-tions to LED technology. While this work was being completed, the path-way lights were not able to be used. We thank you for your patience while we made this energy saving improve-ment to the community’s pathway lighting!

Invoices for 1st Quarter Assessments (4/1/17 – 6/30/17) will be mailed during the first week of March and are due April 1st. Payments should be sent to the address on the payment stub or dropped off at the RCA office. You can also make an online pay-ment with an e-check or credit card at www.hoabankservices.com. If you prefer to have your payments automatically deducted from your bank account simply fill out an ACH form. Forms can be picked up at the RCA office or printed from our website at www.radissoncommunity.org. Simply fill out the form and return it along with a voided check to the RCA office.

Please note new assessment rates beginning 4/1/17 : • Operating annual rate = .2764 /sq ft • Capital annual rate = $70.60 per household • Trash annual rate = $202 per household (Note: Trash assessment

is not applicable for apartments/condos.)

Accounting DepartmentRenewal contracts will be mailed out in early March. Returning

gardeners are given the courtesy of early renewal in order to keep your same plot(s) year to year, if you wish. However, contract and payment must be received in the RCA Office no later than March 31. Starting April 1, any unclaimed plots will be made available to new renters.

In response to residents’ requests, we will be adding several more Perennial plots to the garden this upcoming season. If you are a

returning gardener, there is a place on your renewal contract to indi-cate your interest in additional/different plots. Please complete this and return the contract ASAP. You will be contacted once plots are assigned.

Aspen House Community CenterUse of the

Aspen House C o m m u n i t y Center for private functions, is a privilege extend-

ed to Radisson Members Only. It is rented regularly by Radisson resi-dents and corporate park members, as well as qualifying community groups. The convenient location, spacious banquet room and available parking make it an attractive venue

for a wide variety of events. Many baby and bridal showers, birthday parties and graduations are held here each year.

The Lounge area at the front of the Aspen House is sometimes an overlooked feature of this facil-ity. It’s a great place for smaller functions, a quiet spot away from the main event, or a way to spread things out when you have a lot going on! We’ve recently completed the ongoing make-over of the lounge

area with a new furniture set, effectively turning this room into an inviting and cozy space.

While the renovat-ed lounge is perfect for smaller groups, the ban-quet room accommodates 75 or more quite comfort-ably. Tables and chairs are on site and the full kitchen can be used to reheat foods or as a central

hub for a hired caterer. In response to member requests for a variety of setup options, we have rectangular and round tables for seating and high-top bistro tables for socializing and dis-play.

Check availability of dates on the Events Calendar on our website. The Rental Options for private parties are as follows: Full Day (8am - 12am) $225, Daytime (8am - 3pm) $125, and Evening (4pm - 1am) $125. Business rates are online.

The Radisson Community Association, Inc. (RCA) requires that prior to the resale or refi-nancing of an existing home in Radisson that a Certificate of Compliance (C of C) inspection be made. The purpose of the C of C is to provide all parties reasonable assurance that the property is free from any architectural standards violations of the Radisson Declaration of Protective Covenants, Conditions and Restrictions (Radisson Declaration). The C of C and a statement of the property’s annual assessment account should be requested ten (10) days prior to closing.

For property resales and/or refinance, effective January 1, 1999, the measurement of the finished area of the house must be confirmed. To allow adequate time for the staff to com-plete this requirement, the seller’s attorney must request the C of C 14 days prior to closing.

As of April 1, 2015 the fees are as follows:*A seventy ($70.00) dollar Certificate of Compliance (C of C) inspection and processing

fee is charged by the RCA to the requesting attorney or the owner of the property making such a request. Please insure that this fee is explained to the buyer and seller as well as the purpose of the inspection.

Certificate of Compliance NoticeAs of October 1, 2005, the Radisson Community Association will levy an Amenities

Equalization Assessment (AEA) to the Purchaser of a Radisson Community, residential property. The purpose of the AEA shall be to expand and/or improve common areas and common amenities.

The AEA is calculated at .25% of the purchase price of the residential property. This will apply to new homes as well as existing homes and is payable at the time of clos-ing. Payments are to be made out to the Radisson Amenities Fund and be sent directly to our community office at 3128 Amesbury Drive, Baldwinsville, NY 13027.

Exemption from the fee is granted if either of the following applies: a Purchaser who has been the Owner of another Residential Lot which has served as said Purchaser’s principal residence for two consecutive years immediately preceding the purchase of the subject Residential Lot, provided said Purchaser sells the other Residential Lot within 90 days; or a Purchaser who has been a full time resident of an apartment within Radisson during the entirety of the two consecutive years immediately preced-ing the purchase of the subject Residential Lot.

Amenities Equalization Assessment Notice

Selling a House in RadissonSelling your

house can be a very stress-ful time! Ideally, with enough pre-planning every-

thing goes smoothly, with no last minute glitches. The RCA has put together some helpful information to guide you through this.

As per the notice below, the RCA requires a Certificate of Compliance (C of C) be completed prior to the sale of your home. As part of the C

of C process, an inspection will be conducted to assure that the exterior of the home has been maintained according to Radisson standards and that all modifications have been sub-mitted with proper application and documentation. Any items not meet-ing these standards will be listed on the Certificate of Compliance. The inspection is done by Architectural Standards staff, using a predeter-mined Inspection Checklist.

As a courtesy, this checklist is available on our website, to help

you prepare for a smooth transition. Sellers are encouraged to review the list and preform their own “pre-inspection” prior to requesting the official Certificate of Compliance. It’s important to know that RCA does not require these items to be corrected prior to the sale of your home, rather, that either seller or buyer assumes responsibility for correction by a given date.

Additionally, an interior inspec-tion will be conducted to confirm the square footage of the home.

Once completed, the Certificate of Compliance, along with a statement of the HOA account, will be issued to both the seller's and the buyer's attorneys.

The only signage allowed, is a single "For Sale" sign posted in the front yard. If you are relocating within Radisson, you will need to get a new website Login and register at your new address. Moving out of Radisson effectively terminates your Membership and use of the facilities.

Nursery School NewsWe turned up the heat in the 3 year old classroom for

our annual Beach Day!!! It's always such a sight to see our friends come in their summer gear on a cold Winter day.

The children went fishing, played with beach balls, and even sun tanned during large motor time. Mrs, Simiensyk celebrated Whacky Wednesday, and the children enjoyed doing all kinds of silly things. They came dressed in crazy outfits, and sat backwards in their chairs for snack time. They also learned about bears, and the concept of hibernation. They built an indoor tent, and practiced going to sleep for the winter months.

We just love our special theme days!!!

Favorite wines from the evening were Stave & Steel Cabernet, Mondoro Asti and Concannon Petite Sirah. There were 2 guest speakers, food from Tabatha’s Family Tree Restaurant and Sardo’s Pizza.

The Baldwinsville Rotary benefitted

from this month’s 50-50-charity raffle. The Rotary plans to donate the proceeds to ShelterBox. ShelterBox is a disas-ter relief charity that provides emer-gency shelter and lifesaving equipment to disaster survivors worldwide.

The next Cirque d’Vin Wine Club is on March 3, 7PM at The Red Mill Inn. Jerry Wallace will be returning with wines from Cline Cellars. The theme/distributor/winery for the March 24 tast-ing is still to be determined.

The tasting fee is $16 per person and

Town Clerk’s Office sells E-Z Pass Tags? This is just another conve-nience we offer for everyone.

The pre-packaged tags are avail-able for $25 at the Lysander Town Clerk’s Office, 8220 Loop Road, Baldwinsville, NY 13027.

E-ZPass On-the-Go allows us as a municipality to sell pre-paid E-ZPass tags.

Once you register the On-The-Go tag either online or by phone, the full $25 is credited to your account, and the tag becomes active in 24 hours. E-ZPass On-The-Go allows you to receive your tag immediately,

without waiting seven to 10 days to receive it in the mail.

New York E-ZPass customers save an additional five percent off the cash toll rate each time they travel the Thruway, and may be eli-gible for  additional toll discounts, depending on where you travel.

The tags for purchase are for pas-

senger cars, vans, SUVs and pick-up trucks to be used for private use only. The tags are not for business or commercial use.

Public Access Channel Baldwinsville, more commonly known as PAC-B TV, has video-taped programs such as municipal board meetings, school board meetings, Baldwinsville school district sporting events, and many other community events! It can be found on Time Warner Cable Channel 98 (1498 for HD) and Fios 30.

With the recent heavy snow some residents may have experienced damage to their post and or mailboxes. All new residential mailbox setups in Radisson will be of the new design- 4x6 post & upright mailboxes. Damaged or worn out mailboxes of the old design will only be replaced with the new design system. If the existing mailbox system is shared by two residents, the total cost of the new installation will be shared equally by the affected residents. As per the Radisson Declaration of Protective Covenants, Conditions and Restrictions, (Radisson Declaration) property owned by the Radisson Community Association is Common Property. RCA Common Property is under the jurisdiction of the RCA Board of Directors. It is its responsibility, which the Executive Director enforces on its behalf, to ensure that the Common Property is not used for unau-thorized purposes (i.e. driving ATVs on open land) or maintained by anyone other than RCA personnel (i.e. mowing areas near your own personal property). Every Resident and Owner has a non-transferable privilege of enjoyment in and to all Common Property for so long as s/he shall be a Resident or Owner in good standing. Certain areas that the Association owns may be maintained, such as: the playfields, along the pathways, the medians, etc. while others will remain in their natural state.  While the Association makes every attempt to keep the Common Property areas safe, residents should be mindful that there may be naturally occurring dangers in the wooded areas, or other Common Property, that you should be cautious and aware of.
