    the future of the formerPeel Centre site

    Our first exhibition took place in February thisyear when we shared our initial ideas for thesite and asked you what characteristics of anew neighbourhood you would like to see herein Colindale. Thank you to everyone who camealong and got involved.

    At this second exhibition, we will show you how wehave incorporated your ideas into our more detailedproposals. This is also another chance to ask questionsof the project team and give us any further feedback.

    The design teamRedrow is one of the UKs leading developers and has a track recordof creating outstanding and innovative places to live. Operating forover 40 years, Redrow has a reputation for imaginative design, highbuild quality and excellent customer service.

    Redrow has appointed a professional and experienced team toensure that high quality design is at the very core of the project.

    Feilden Clegg Bradley (FCB) Studios is a Stirling Prize winningarchitectural practice with an international reputation for designquality, for pioneering environmental expertise and an innovativearchitectural approach.

    FCB Studios have extensive experience in designing high-quality plac esfor people to live as well as expertise in education, urban design,places for art and the creative reuse of historic buildings.

    A new neighbourhood

    for a growing partof London

    Colindale has been identified by Barnet Council and by the Mayor

    of London as an area that has great potential. Barnets AreaAction Plan and the Mayors London Plan both adopted asofficial planning policy set out proposals to create new homes

    and jobs in this area and for Colindale to play a major role inLondons future growth.

    The Redrow proposals that you will learn about here today are part

    of this story as the former police training ground is central to unlocking

    this potential. By opening up the site, transforming it into a new

    neighbourhood and connecting it to the rest of Colindale, we can bring

    the whole area together as a thriving and growing part of London.

    About the former

    Peel Centre SiteThe Peel Centre site, next to Colindale tubestation, has been used by the MetropolitanPolice as an operational training centre sincethe 1930s. It has also been home to a Royal AirForce Station and the London Aerodrome.In 1912 the first Aerial Derby started andfinished at Hendon and was watched by anestimated 500,000 spectators. Through the20s and 30s many RAF pageants were heldhere. RAF Hendon officially closed in 1987.

    The Metropolitan Police are retaining around 19 acres of the site

    to develop a new, more efficient modern facility. Construction

    work started on this site earlier this year.

    The remaining 49-acres were sold to Redrow last year. The sale

    will enable the Mayors Office for Policing and Crime to invest

    further in policing including the development of a new world-class

    training and operational facility for the Metropolitan Police Service

    located on the smaller retained part of the site.

    The significant deal, the first through the Mayors London

    Development Panel, forms part of a wider strategy to dispose

    of underused Metropolitan Police property in order to save

    60m in running costs per year. This money is being reinvested

    back into policing and will provide a more modern, efficient, secure

    and cost-effective estate for the Metropolitan Police.

    As a result, the land now owned by Redrow will soon become

    part of the Colindale community for the very first time, providing

    much-needed new homes, green spaces, community facilities and

    pedestrian and cycle links for the area, as well as a new primary

    school. This is a truly exciting time for Colindale and Redrow

    is proud to be part of it.

    At the first exhibition we asked you what you would likethe new neighbourhood to be called. We have already hadsome fantastic suggestions but wont be making a decision

    just yet so theres still plenty of time to submit your ideas.

    Part of Colindalefor the first time

    Used by the Metropolitan Police for around

    80 years, the site is currently inaccessibleand has always been closed off to the public.Soon it will become part of the Colindalecommunity for the very first time, with spacesand amenities for everyone to share.

    With your help, we have developed plans for athriving new neighbourhood with space for all thebenefits, services and amenities that this area needs.We are proposing:

    A high quality, landscaped development that includesa number of landmark buildings

    Much needed new homes for Colindale a mix offamily houses and flats to create a truly mixedcommunity from single professionals and youngcouples to growing families all designed by someof the best architects in the country

    4 hectares of public spaces including a largeneighbourhood park, sports and play facilities andpedestrian and cycle trails for the entire community

    to use and enjoy

    A three-form entry primary school with spacefor more than 600 pupils, a nursery and onsitecommunity facilities

    Space for a new health centre

    A real high street environment along Colindale Avenuewith the creation of a new plaza with new shops,cafs and restaurants

    A supermarket big enough for a weekly shop

    Accessible, safe and attractive walking and cyclingroutes through the site, connecting new and existingcommunities and linking through to the tube station,bus stops and high street

    Our vision is for a walkable community where there is no needto get into your car to do your shopping, go to the park or get tothe tube or bus station.

    Our proposals will greatly improve pedestrian and cycle routesthrough this part of Colindale, opening up seven new access andexit points onto the site including a new l ink so that communitieson all sides can walk through this new neighbourhood, bringingit to life and connecting parts of the area that have previouslybeen cut off from each other.

    We will be openingup this large site, creating a network of publicopen spaces and plazas and pedestrian and cycle links thatwill

    connectnewand existingcommunities forthe firsttime.Our aimis tomake this newneighbourhood welcomingand accessible

    toall. Ourproposals will provide atleast4 hectares of publicspaces - this is roughlythe equivalentsize of twoTrafalgarSquares ornearly five football pitches.

    Unsurprisingly, the introduction of new green, public spaces wasa very popular idea during our first public exhibition.

    In response, we have asked our specialist landscape architect Grant Associates to create:

    A large neighbourhood park at 2 hectares it will be biggerthan Leicester Square

    Sports pitches

    A network of green pedestrian and cycle links

    Community growing spaces

    Play spaces to suit children of all different ages including aMulti-Use Games Area, play space and playground facilities

    A 1km long trim trail and jogging circuit within the site

    An ecology garden

    Communal gardens and private courtyards for use ofresidents of all flats

    Space to liveand play for all to enjoy

    In our first exhibition nearly 70% of you asked us to improveColindale Tube Station as part of our plans. We completelyagree that this is needed and are working closely with TfL on arefurbishment programme. It is also our aspiration to relocatethe entrance to the tube station onto our site, however, we arestill in the early stages of discussions about this.

    We have been working with Barnet Council to identify how bestwe can improve Colindale Avenue and its junction with GrahamePark Way and ease any potential congestion along Colindale

    Avenue and Aerodrome Road. Vehicular access to the site will bevia Aerodrome Road though we expect the site to remain fairlyquiet in terms of car movements.

    We are proposing to identify two potential new bus stops alongAerodrome Road to improve access to local bus routes for thenew neighbourhood and nearby communities.

    The new park, next to the school, will be a real asset andfocal point for the neighbourhood and the whole of Colindale.The plan above shows how this space could be used for sportspitches, play space, community growing and ecology as wellas walking and leisure.

    The site is already well connected by public transport includingtube and buses and by road links. Transport for London willfinish work to increase capacity on the Northern Line by 20%and reduce journey times by 18% later this year.

    Everythinga newneighbourhoodneedsRedrow is committed to improving C olindale,

    and is making some substantial investmentsinto this already well-established communityto ensure it can reach its full potential. Thismeans that it will have all the services andamenities you need to shop locally, relaxlocally and enjoy living in a thriving part ofLondon - and all the right connections to puteverything within reach.

    In response to your feedback, we have also included i n the plans:

    Retail and restaurant space on a new plaza on ColindaleAvenue to help bring the area to life, create a night-timeeconomy and make Colindale a place where people can relaxand enjoy themselves

    Space for a potential Health Centre facility to be locatedon site

    Space for other community facilities in the new plazadepending on need and demand

    The development of the site will also create up to 3,600full timeconstruction related jobs, about 500permanent jobs associatedwith the commercial uses proposed on site and support localapprenticeships. Redrow is working with Barnet Council toensure that local people benefit from training opportunities onsite. There may also be scope for Redrow to work in partnershipwith Barnet Colleges new construction training facility.

    Work, rest and play in the heart of Colindale

    A brand new primary schoolwith a nursery will be a majorpart of the scheme over50% of you asked for th is aspart of our first exhibition,and we will deliver it. TheLocal Education Authorityhas also highlighted the needfor a new primary school inthe area and is supportiveof our plans.

    The three-form entry school will have space for more than 600pupils and will also have a nursery for children ages 2-4 yearsold. The schools facilities, like its gym and some of its classroomspace, will be available for the rest of the community to use outof school hours.

    The school will be in the middle of the site so that it is accessibleand it will be delivered early on as part of Phase 1 to help tobring the neighbourhood to life.

    In summary, this new neighbourhood will provide:

    Much needed, high quality new homes for Colindale

    4 hectares of public space including parks, sportsand play facilities

    A new primary school and nursery

    Space for a new health centre

    A new plaza with shops, cafs and restaurant s

    We will seek to respond to all of your questionsand consider all of your feedback before wesubmit our final planning application to BarnetCouncil. We have already started discussions withBarnet Council, the Greater London Authority andTransport for London.

    This application will cover the entire site in outlineas well as the detailed design for the first phasewhich will include the new family homes, primaryschool and community park.

    We are looking to submit the application in earlyautumn this year and hope to start work in spring2015. We estimate that the entire scheme willtake around 10 years to deliver.
