The board was joined by an Academies Group (AG) official who gave an update on the progress of schools in the academy pipeline as well as their work with schools interested in academy status. It was confirmed that Hartlepool Council will be hosting an event about the academy programme and AG officials will attend. The board was also informed of the current Free School pipeline in the North.
• Schools Commissioner Visit
Frank Green joined the board during his visit to the North office to thank them for their work throughout his appointment and give an update on the Education and Adoption Bill.

The RSC informed the board of key engagements over the last fortnight, including update meetings with the Darlington local authority (LA) and the Darlington MP. Board members were also thanked for their involvement in two of the ‘Open Forum’ events.

The board were joined by an Academies Group (AG) official who gave an update on the academy conversion interest and overall numbers in each local authority area. Headline figures were presented to the board outlining the number of academies in each LA as well as the overall picture for the RSC North region.

The board were joined by an official who gave an update on the KS4 intervention cases. Both the RSC and the board fed back their actions and next steps were agreed.

The RSC also updated the board on her first meeting with Sir David Carter as the National Schools Commissioner, feeding back his vison for the programme. Finally the RSC thanked board members for their recent support in the ‘Open Forum’ events, detailing how she was particularly pleased with the final event in Cumbria.
• Academies Group Update The board were joined by an Academy Group (AG) official who gave a short presentation on the number of academies in each Local Authority (LA) as well as an overview of the regional picture. The board were also informed of interest in the academy programme for each LA area.
• Cumbria Deep Dive The board were joined by an AG official who gave a focused update on the academy programme in Cumbria. The board were informed of the changing landscape of academisation in Cumbria and the barriers to for further growth.

• System leader deployment The board were joined by an official from the National College for Teaching and Leadership (NCTL) who provided an update on system leader deployment and how this could work in future, to support schools that meet the new coasting definition. The board were talked through the process and the proposed timeline. The board have been asked to consider the timeline and offer feedback in the next board meeting.
• RSC update The RSC updated the board on key engagements since the last meeting. This included a visit to an academy that wishes to become a sponsor and a termly meeting with Ofsted’s regional director.
• Sunderland Deep Dive The board were joined by an Academies Group (AG) official who gave a focused update on the academy programme in the Sunderland Local Authority (LA) area. The board were informed of the moving landscape and challenges the academy programme faces in the LA. The AG official detailed the actions in place to tackle these issues and future plans. Board members discussed the deep dive, feeding back their thoughts and advice.

For all proposals, the board discussed: basic need; the education plans for the schools; and performance and track record of the proposing groups. A full assessment of the applications, once complete, will be circulated to HTB members to allow the RSC to make a recommendation to the minister on which application should progress to interview.

The RSC updated the Board on her engagements since the last board meeting. These included a number of meetings with key stakeholders and an appearance at the Education Select Committee. Board members were also thanked for their involvement in the recent Academies Regional Delivery Group (ARDG) North away day.
• ARDG North delivery plan
The Board was joined by an ARDG official who talked members through the regional plan. The Board and officials engaged in a discussion on the delivery plan and areas where members may be required to provide additional support. The Board will offer feedback on this plan in future meetings.

• Free School applications
Officials presented five proposals that were received in the latest wave of the Free School programme. For all proposals, the Board discussed: basic need; the education plans for the schools; and performance and track record of the proposing groups. A full assessment of the applications, once complete, will be circulated to HTB members to allow the RSC to make a recommendation to the minister on which applications should progress to interview.
• KS4 results overview and triage Officials presented an overview of the KS4 results across the RSC north region. This was followed by a discussion on the proposed intervention actions for academies of concern; the Board was requested to input any soft intelligence and then a final sign off on intervention was agreed. Each board member will receive a portfolio of academies to support in intervention.

The RSC updated the Board on a number of key engagements since the previous meeting including a 2-day residency with Sir David Carter, the National Schools Commissioner. The RSC informed the Board she had met two newly appointed local authority officials from Sunderland and Darlington. The Board was thanked for their support in two recent events.

The Board was joined by DfE officials to discuss four bids for the local authority commissioned special free schools. The Board discussed the proposals covering areas such as basic need, leadership and existing local provision. Nick Hurn was not present for this item and did not receive papers.
• Coasting schools
The Board was joined by DfE officials who gave an update on the Department’s current position on the ‘coasting schools’ agenda.
