RECOMMENDATIONS OF THE DEVELOPMENTSEMINAR HELD ON 22ND AUGUST 2009 ATSENAPATI

The seminar was attended by Shri G.K. Pillai, Home Secretary, Shri Jarnail Singh,Secretary (DoNER), Shri D.S. Poonia, Chief Secretary, Manipur, Shri S.N. BrahmoChoudhury, Adviser (NE), Planning Commission, Shri Naveen Verma, J.S.(NE), Ministryof Home Affairs, Shri A.N. Jha, Principal Secretary (Finance/Planning), Manipur andother senior officers from Ministries/ Departments of Government of India and StateGovernment of Manipur, Senapati District officials, former Ministers and MLAs,representatives of NGOs, Student organizations, village authorities etc.

II. At the outset, the Deputy Commissioner gave a presentation about implementa-tion of social, economic and infrastructure development programmes in the Dis-trict.

III. The Senapati District has a population of 2,83,621 as per 2001 census and hassix sub divisions and 8 blocks and 622 villages. The literacy rate is 59.9%. Thepopulation density is 87 per sq. km. The District has two autonomous DistrictCouncils where the elections are yet to be held.

IV. The Deputy Commissioner, Senapati in her presentation covered implementationof various rural development programmes such as NREGS, SGSY, IAY, MSDP,Schemes of Commerce and Industry, Agriculture and Horticulture, banking, roadinfrastructure, PMGSY, public distribution system, Health and Family Welfare,

drinking water supply and sanitation,education, electricity, horticulture etc.and programmes being taken up underNEC, NLCPR and SPA. Theseprogrammes/ schemes were discussedone by one in the seminar as open housewith inputs from public and public rep-resentatives. After discussion of theseschemes and based on the interaction bypublic and officials, the following actionswere recommended to expedite theimplementation of programmes as wellas to initiate new schemes/ programmesand projects for development of the dis-trict.

V. RECOMMENDATIONS

2. IAY:

i) Convergence between IAY and Total Sanitation Campaign (TSC) to be taken up.

ii) Department of Drinking Water Supply may consider release of TSC funds to theDRDAs.

iii) Allocation under IAY and SGSY may be increased so as to cover all families

1. NREGS:

i) The request for relaxation of guidelines andallow expenditure on material component incertain cases upto 55%, especially for sus-pension bridges (which are important for thisdistrict) would be taken up with Ministry ofRural Development.

ii) Convergence of schemes under NREGS withother schemes to be encouraged.

iii) Ministry of Rural Development would be re-quested to permit payment of NREGS wagesin remote areas.

3. DRINKING WATER :

i) Distribution system of Mao (NLCPR) Water Supplyscheme would be strengthened. Pipes for distribution ofwater will be provided by December, 2009.

ii) State Government would initiate scheme of Rain waterharvesting.

iii) Deputy Commissioner will coordinate preparation andsubmission of schemes under ARWSP to the State levelCommittee within one month and this will be consideredby the State level committee for approval and recommen-dation to GoI for sanction.

iv) EE (PHED) would visit all completed and on going watersupply schemes under NLCPR and discuss the existingproblems and to resolve all issues by end of October 2009.

v) All NLCPR water supply projects of Senapati district tobe expedited on priority as per time lines given by StateGovernment to Ministry of DoNER.

4. MSDP:

i) State Government should release IAY/MSDP(2008-09) funds to DRDAs within 15 days i.e.by 10.9.2009.

ii) Ministry of Minority Affairs may depute a seniorofficer to state to streamline process of release offunds and implementation of schemes as per laiddown guidelines.

iii) Ministry of Minority Affairs would be requestedto consider release of funds directly to DRDA.

5. BANKING:

i) Banks would be advised to expedite sanction of loans, especially in the prioritysectors including SGSY and Education Loans.

ii) The process of opening more Bank branches at the Block headquarters will beexpedited.

iii) Setting up of banks branches at block headquarters of two unbanked blocks wheresurvey has been completed would be taken up immediately.

iv) Banks would be requested to increase the number of personnel including fieldofficers.

v) Banks would be requested to set up ATMs at Mao, Maram, Lairouching andKangpokpi in first phase and within 31-12-2009. Deputy Commissioners andCS, Manipur will help banks in getting secure places for locating ATMs in pre-mises of security posts, police stations etc.

6. HORTICULTURE:

i) Project proposal for expansion of the capacity ofincubators for Shiitake mushrooms would be sub-mitted by 30.9.2009.

ii) Industries department, Government of Manipurwould prepare a DPR immediately to promote foodprocessing industries in the district.

iii) Proposal of setting up a Packaging unit for exportof Exotic Fruits (Punanamei, Mao) to be considered.

iv) Development of marketing through spices Boardand Commodity Boards to be taken up.

v) A meeting with State Bank of India, Financial insti-tutions and other stake holders to promote Stevia(artificial sweetener) farming would be taken upimmediately .

vi) The proposal for taking over the State potato farmat Mao in Senapati district, which supplies seed po-tato to the region, by NEC would be considered.

7. FCI GODOWN AT SENAPATI:

i) State Government would hand over land for construction of godown atMayangkhang [near Senapati] by 31.10.09 to the FCI. The FCI will start work onconstruction and complete the godown by March, 2011.

ii) The visit and training of farmers in flouriculture will be arranged at KVK Hengbung(near Senapati district Headquarter).

8. YOUTH AFFAIRS AND SPORTS:

i) Assistance will be given to Youth clubs for sports and musical equipments.

ii) State Government to expedite work for the Sports complex in Senapati for whichRs.10 Crore has already been sanctioned under SPA.

iii) Sadar Hills Sports Complex cum Tennis Complex - At Kangpokpi, the headquar-ters of Sadar hills Autonomous District Council and Additional Deputy Commis-sioner, Kangpokpi, the State Government is building a sports complex which in-cludes national standard Tennis Complex with SPA of Rs. 1.50 crores Keeping inthe fund requirement to level the land and build playgrounds and additional fa-cilities proposed, additional fund will be provided under NEC schemes in the cur-rent year so that Sadar Hills Sports Complex is ready for use by March, 2010.State Government will assess the additional requirement of funds and prepareDPR for the same by 15th September, 2009.

9. POWER:

i) A 33/11 KV sub-station at Mao will be setupunder NLCPR.

ii) A dedicated 11 KV line, from Karong toSenapati would be funded under NLCPR.

iii) Augmentation of 132/33 KV sub-station atKarong will be completed by December 31,2009.

iv) DC, Senapati will remove all encroachers fromthe premises of the 132/33 KV substation by15.9.2009.

10. NATIONAL HIGHWAY:

i) PWD assured black topping of NH-39 after rainy season is over.

ii) MHA would request MoRTH to sanc-tion and release funds for NH-39 by15.9.2009.

iii) DPR for Tamenglong-Tamei andKangpokpi-Tamei will be prepared by thestate PWD within three months and submitto NEC. Planning Commission will give 'InPrinciple" approval for taking up the roadin the 11th Plan. A proposal in this regardhas already been submitted by NEC follow-ing the State Government's proposal for tak-ing up Tamei- Kangpokpi road in substitute

of Sinzwal-Thanlon road. Planning Commission will expedite the in-principalapproval. The project can be completed within two and half years after its sanc-tion

iv) Construction of pucca road of about 30 KM from Saikul to Kangpokpi via Saijang,Ichaigojang, Saikho, Molvom and Haijang villages would be taken up in phases.

v) Ministry of Home Affairs (MHA) will expeditiously examine the request to fundnational highway patrolling scheme. NH-39 to be taken up in the first leg.

vi) Approval for setting up composite check post at Taphou to be expedited by DoNER.

vii) Senapati-Phaibung road was included in Prime Minister's announcement of Oc-tober 1996. Ministry of DoNER should sanction the latest revised cost estimateand the road should be completed by the end of 2010. The fund release for theroad should be adequate and proper milestones must be prepared for timelycompletion of this road.

11. HEALTH:

i) Fund will be provided for 4x4 ambulances.

ii) CMO will send a proposal for setting up of a Blood Bank at Senapati districtHospital by 30.9.2009.

iii) Deputy Commissioner to monitor the attendance of the doctors/specialists at theDistrict Hospital.

iv) CMO to ensure that doctors are regular and medicines are available. Attendancereport of the Health staff to be made public on monthly basis.

v) Mission Director, NRHM to set up a team of doctors to assess the situation regard-ing lack of medicines at the Health Centres.

12. TELECOMMUNICATION:

i) Deputy Commissioner would take steps for removal of hindrancesin erecting of 12 towers.

ii) A list of all the network shadow zones of the district will be preparedby the Deputy Commissioner (Senapati) and forwarded to DoT within15 days.

iii) A meeting with Department of IT to resolve the outstanding issuespertaining to Community Information Centres (CIC) would be orga-nized within a month.

13. POLICE:

i) State Government to provide funds for the requirement of Senapatidistrict for Vehicles, Communication facility, Construction of Policeoutposts and Housing under the scheme of Modernization of Policeforces.

ii) State Government to deploy additional manpower to increase policestrength in the district.

iii) Specific complaints of extortion demands by the insurgent groups tobe brought to the notice of SP and IG (Int).

14. EDUCATION:

i) State Govt. would establish a HighSchool at the Senapati district head-quarters.

ii) Government College will be estab-lished in the District HQ.

iii) Government of India is requested toset up model schools at Senapati dis-trict Headquarter.

iv) ITI will be taken up by Governmentof India for upgradation.

v) The site for Polytechnic has been fi-nalized and foundation stone laid. The DPR would be finalized by endof September, 2009 and the construction would commence by De-cember, 2009. Admissions can be taken in a limited way by aca-demic session of 2010.

vi) MHA would to take up the matter with MHRD forextending the Model School scheme to all such hillBlocks where Kendriya Vidyalaya/JNV are notthere.

vii) It is also proposed to open one Novodya Vidyalayaat Kangpoki, which will benefit tribal students ofSardar Hills. At present students from the Sadar hillareas are finding difficulty in attending the presentNavodya Vidalaya.

VI. The schemes which are being implemented underSPA and NLCPR are given in Annexure 'A' and An-nexure 'B' respectively. Milestones for their comple-tion should be fixed by the State Government andthen these schemes should be properly monitoredso that these are completed in time. Deputy Com-missioner, Senapati should keep a record of comple-tion of schemes and remove difficulties/ obstacleswhich come in the way of timely completion ofschemes.

VII. The Ministry of DoNER will be monitor, on a bi-monthly basis the progress of action taken on allthe recommendations of this Development Semi-nar, as given above. These will also be put up onwebsite of Ministry of DoNER, State government,Office of the Deputy Commissioner Senapati andupdated regularly.
