    Wha t i s heal th i mpa ct a ss es sme nt(HIA)?HIA is the key systematic approach

    to identifying and assessing the health and wellbeing impacts of plans,programmes and projects;

    it helps to ensure that negative health impacts are mitigated andpositive health impacts enhanced within affected communities;

    it has roots in environmental impact assessment (EIA);

    it works with an explicitly stated democratic, equitable, sustainableand ethical value framework; and

    it uses a range of structured and evaluated sources of evidence thatincludes public and other stakeholders' perceptions and experiences

    as well as public health, epidemiological, toxicological and medicalknowledges.
