New home lending rises and first home buyers re-emergingHousing finance data released recently by the Australian Bureau of Statistics show that new home lending grew in the final quarter of the 2013/14 fiscal year and first home buyers are making themselves seen again with the second consecutive rise being recorded.Master Builders Australia chief economist Peter Jones said the solid 2.2 per cent seasonally adjusted rise in finance commitments for new housing will inspire continuing confidence in the residential building sector. “The latest housing finance data for June also means that the rate of growth is up 10 per cent seasonally adjusted through the year, he said.“First home buyer commitments rose for the second consecutive month, a positive sign for the industry that may herald a continuing return of first home buyers to the market.”“The result supports the RBA’s decision earlier this week to keep rates on hold. It also reinforces the importance of the Government and the Parliament working to resolve uncertainty around the Budget structural repair measures to ensure that homebuyer and investor confidence is not dented,” he said.

Housing Industry Association economist Diwa Hopkins said the owner occupier segment of new home lending performed well throughout the 2013/14 fiscal year. “Following decent increases in the December and March quarters, lending for the purchase or construction of new homes increased again during the June 2014 quarter, albeit at a more modest pace of 1.0 per cent, she said.“Over the full 2013/14 fiscal year new home lending increased by 12 per cent. With lending rates remaining very low, turnover in the established home market has risen, as have home prices. The residential construction industry has responded strongly to these signals.”“In terms of new home lending being a leading indicator of residential building, today’s housing finance figures suggest home building activity should continue its strong recovery as we progress through the second half of the year.” she said.“There are already signs that the improved supply of dwellings may have taken some of the heat out of price growth, with dwelling price growth decelerating in 2014.”CommSec chief economist Craig James pointed to loans for new home building hitting a four year high, with first time buyers lifting to 13.2%, and also noted that the number of owner occupier commitments generally was up by 0.2% in June, but the value increased by 1.8%. He noted that this was the biggest rise in seven months.First home buyers’ loan commitments are still below the long-term average of 20%. Across Australia, the average home loan was $327,000, or 7.4% up on one year prior.

Banks drop rates despite RBA rate holdDuring its August meeting the Reserve Bank of Australia (RBA) announced it would leave interest rates at 2.50 per cent for a twelfth straight month and continue the longest and lowest period of rate stability in decades.Loan Market director Mark De Martino said that despite a full year of rate inactivity from the RBA, lenders were lowering the interest rates on their products and competing heavily for customers.Mr De Martino said that fixed rate products were seeing the biggest drops with more than a dozen lenders making significant changes to three, four and five year fixed terms.“A couple years ago, I doubt anyone would have thought you could have got a fixed rate below five per cent for five years. While it’s certainly an attractive rate now, there’s wider implications borrowers need to consider before they take up fixed rates,” Mr De Martino said.Some of the most important considerations are the direction of interest rates and the possibility that home owners could save more if rates fall again in the future and the break costs involved to exit your existing loan.“Whilst fixed rates do not move up and down in sync with the cash rate they are indicative of what lenders think it’s going to cost to borrow money in the future – seeing so many move rates down is further evidence to support the perception that interest rates may remain low for quite some time,” he said.

Mr De Martino said the RBA was promoting stability within the economy by keeping rates steady and that the persistently high Australian dollar was something the RBA was very concerned about.“The minutes from past RBA board meetings shows the board is moderately comfortable inflation is near the top of its targeted range but the high Aussie dollar is exerting pressure on many areas of the economy, including house prices,” Mr De Martino said.
