Itching to relocate? Many homeowners eventually get the “grass is always greener on the other side” urge and dream of moving to a more favorable location – perhaps one that

is less expensive or brimming with greater educational, social and job opportunities.

Catering to this demographic, many organizations publish “best places to live” lists that crunch the numbers for you and rank cities and states according to desirability factors, such as affordability. Two recent examples are the Council for Community and Economic Research’s second-quarter 2012 list of the least expensive urban areas to live. It indexes the cost of living in 300 cities across the country. Plus, Money magazine released its list of America’s best small cities.

But before you put up that “for sale” sign and start packing your bags for Harlingen, Texas (no. 1 on CCER’s list) or Carmel, Ind. (tops on Money magazine’s list), a greater degree of due diligence is required, the experts say.

“The lists are a great starting point, but knowing why you are moving – not where – is by far the most important factor,” says Brian Coester, CEO of appraisal management company Coester VMS in Rockville, Md.

In fact, the list may make it more difficult to choose, Coester says: “There is actually a danger to over-relying on lists of ‘best places.’ While they provide a valuable resource, these lists don’t tell the entire story, such as whether your

style of living will fit with what a particular city has to offer.”Ted Stimpson, president and CEO of online moving resource

MyMove.com, agrees. “Today, people contemplating moving have much better access to information than at any other time in history,” he says. “This is due to the Internet and multiple data aggregation sites. The problem becomes too much data. The key is to whittle down the onslaught of information on your new area into the things that really matter to you.”

Impressive words and numbers only tell part of the story, Coester says. He recommends making several vetting visits to a preferred city before uprooting and suffering mover’s remorse.

“Many places look good on paper or when you’re just driving through town,” he says, “but living there is very different.”

Tanya Marchiol, CEO of real estate investment firm Team Investments in Phoenix, says it’s also crucial to get feedback and guidance from others.

“It is imperative you have a good real estate professional on your side. These [lists] are important for research and educating oneself, but do not use them solely as fact,” Marchiol says.

Stimpson further cautions against interpreting such lists as gospel: “In fact, there are great places within the worst-ranked cities on the national lists, as well as terrible areas on the best-ranked cities lists.”

Especially in today’s economy, choosing a town that offers greater potential for employment is a must, Coester says.

life and family events, but not every area has the same job opportunities,” says Brian Coester, appraisal expert.

“What makes a city a great place to live depends on whether people can afford

to live there comfortably.”

Smart borrowers know to check their credit scores before applying for a home mortgage loan. But what if that score was unreliable? What if the scores that consumers can acquire

from major credit bureaus or sites like Quizzle.com were different than the ones used by lenders?

The results of a new study conducted by the Consumer Financial Protection Bureau and involving 200,000 credit files from the three primary credit bureaus (Experian, TransUnion and Equifax) suggest that this is true for many borrowers. About “one out of five consumers would likely receive a meaningfully different score than would a lender,” according to the study.

According to the CFPB, the formulas employed to produce credit scores not only differ from one company to the next, but disparities

can occur within the same company. For example, FICO, the most oft-used score, has more than 49 different credit scoring models available to lenders.

This discrepancy can have a negative impact on borrowers. Consumers who think their credit scores are higher than that determined by a lender can make inappropriate purchasing decisions or apply for credit cards for which they’re not qualified.

On the other hand, those who think their scores are too low may decide not to apply for credit or may pursue credit offers with unfavorable terms or higher rates than they need to pay.

Joe Chatham, president of Chatham Mortgage Partners, Westlake Village, Calif., says that while the credit score issue is confusing, understanding how the three credit bureaus use these numbers helps explain the score discrepancies.

that choose to report to them,” Chatham says. “Thus, depending on which [FICO] score the lender uses to qualify a borrower, that borrower may be subject to different mortgage pricing models. And the consumer scores that people pay to see via subscription or purchase are not the same ones that lenders use. Most lenders will pull all three models and use the middle score of the borrower to qualify.”

While many lenders use FICO scores to make lending decisions, “each lender has its own strategy, including the level of risk it finds acceptable for a given credit product,” says David Mays, mortgage lending director with Renasant Bank, Birmingham, Ala. “There is no single cutoff score used by all lenders, and there are many additional factors that lenders use to determine your actual interest rates.”

While it’s important to know that score variations exist, Chatham says there’s little that consumers can do about it, besides annually monitoring and clearing up inaccuracies in their credit reports and building a good credit history by making on-time payments and reducing the amount of debt owed.

“Lenders are not going to change the models they use. If consumers want to shop a loan based on a concern that the lenders will use different scoring models, they can call and ask which models the lender uses and shop those lenders who use different models,” Chatham says. “However, they may hurt some overlapping scores because of multiple inquiries.”

Like the CFPB, Mays recommends comparing loan offers from multiple sources.

“It’s always wise to shop around with different lenders for the best rates and terms because different lenders have different appetites to lend,” Mays says. “Also, some lenders use different scoring models and some don’t pull [scores from] all three bureaus, which would give the borrower the benefit of a higher FICO score with another bureau.”

When shopping loans, be sure to carefully compare the interest rate and annual percentage rate, the monthly payment and all closing costs and fees (including points, origination fees, charges for title and appraisal, etc.), experts say. Ask for a good-faith estimate and a clarification of any items you don’t understand within it.$

Some people believe that good fences make good neighbors, but as a new study shows, it’s actually homeowners who make good neighbors.

Homeowners are more likely to be involved in neighborhood groups than renters, according to researchers at the University of North Carolina at Chapel Hill. The study followed 2,215 middle- to low-income people for four years to determine whether there is a causal relationship between homeownership and civic engagement.

Since policy interventions often promote and reward homeownership, re-searchers sought to understand the social effects of homeownership.

“Within a year of buying the home, we saw a large spike in civic engagement,” says Kim Manturuk, one author of the report, which was published in Urban Af-fairs Review. This increase (measured by participation in neighborhood groups and informal socializing with neighbors) occurred for new homeowners who, before they purchased homes, were no more or less involved than their fellow renters.

Also, while renters who planned on moving locations were less involved than renters who stayed put, this was not the case for homeowners.

In fact, “homeowners who moved had a jump in civic engagement,” Manturuk says, “so they found it was a way to re-settle... and develop ties in the commu-nity.”

As for homeowners who went back to renting, their participation levels fell once they sold their homes.

Results were controlled for other relevant factors, like race, education and gender. Manturuk says the results can be applied to the lower income population at large, since their study group mirrors the demographics of the current popula-tion survey.

The researchers hope this new data will encourage policies aimed at foreclo-sure prevention, because “they can help more than just financially – they can be beneficial on the community level as well,” Manturuk says.
