    Ms. Nelson,

    I appreciate your time and attention to my disclosure.

    However, I strongly disagree with the agency's decision.

    As I previously stated before the agency continues to harass me causing undue stress.

    Within my previous submissions to OSC I have provided sufficient documentation to support my allegations of whistleblowing and retaliatio

    and the OSC has FAILED to properly apply the law and provide me with relief with regards to protections.

    I have reviewed the laws and have decided to appeal this decision to the MSPB board.

    Additionally, with regards to my retaliation complaint handled by another department I strongly believe there is some collusion between theagency in question and the OSC.

    According to the MSPB, I should've been granted protections back in '09 when I first made contact to the OSC yet in still I was denied

    protections.

    Therefore I pose this question to you.

    I have been separated from the agency since March '11 therefore how am I again in this complaint process.

    It is my opinion that the agency and OSC have conspired to keep this issue alive therefore tying up my life in litigation which is unfair to me

    the complaint.

    I question whether this is selectively racially motivated or just retaliatory in nature.

    In my opinion I believe this racially motivated as I have submitted to the OSC vs the same or similar complaint submitted by others within th

    same agency have received protections from the OSC and those other complaints were white and considered professionals.

    I view this as a class, race and sex biased decision from your office.

    Again, this is just my opinion and I await your formal decision so I may file my appeal accordingly.

    I have some concerns about my case.

    Since my resignation with the agency I have continued to receive harassment, retaliation and some subsequent acts of discrimination.

    I have once before filed a complaint for whistleblowing and was denied ANY protection.
