Phase 1: All records that cannot be used under RDA: mark with 667
Phase 2: Make mechanical changes where possible; re-code some AACR2 as RDA; ready for "Day 1"
Phase 3: Re-code remaining acceptable AACR2 records as RDA (~7,600,000)

Revised implementation scheme
Phase 1: mark unchangeable, unacceptable records (~420,000)
Phase 2: mechanical changes (~350,000)
Later re-coding of the 7,600,000 AACR2 records not contemplated, but not is not ruled out
