RAiL iNDUSTRY WORKER CARD

The Rail industry Worker program is owned and endorsed by the Australasian Railway Association (ARA) on behalf of its members to provide a single national competency management system for those working in rail.

As of 01 July 2013 all contractors identified in Metro’s competency matrices, located on the Metro Academy website (www.metrotrains.com.au/academy) who intend carrying out rail safety work for Metro, or on behalf of Metro’s contractors, needs to possess a RiW Card.

A valid Rail industry Worker Card is now a required prerequisite for all Metro Academy Rail infrastructure courses.

train track SafEty awarEnESS

This course is the minimum requirement for employees who work within the rail corridor. Tickets have a life of 2 years, or the individual’s medical, whichever is the lesser.

The session includes a practical component, which allows participants to visit the rail network.

The Metro Safety & Environmental induction is also included.

This course is aligned to the following nationally accredited unit of competence:

■ TLiF2080B Safely access the rail corridor.

Students who successfully complete all requirements of this course will be awarded a Statement of Attainment for the unit listed above.

Courses are scheduled daily and are delivered

at Flinders Street Station and E Gate.

Metro Academy can also provide TTSA training on site

for large groups.

This course must be undertaken by anyone performing the duties

of a Handsignaller and Lookout.

This course will provide information on how to fulfil the role of a Handsignaller and Lookout. This course will also provide the necessary prerequisite knowledge for individuals wishing to progress further and become a Track Force Protection Coordinator.

■ TLiF2082A Perform handsignaller duties

track forcE ProtEction coordinatorLEvEL 3.2 AND LEvEL 3.3

This course must be undertaken by a Track Force Protection Coordinator taking out Track Force Protection and Absolute Occupations. Although the theory is common to both roles, the in-field assessment component is different. Those implementing Track Force Protection will be required to demonstrate their knowledge in being a ‘Permit to Foul the Line’ recipient, whereas those implementing Absolute Occupations will be required to demonstrate their knowledge on managing the Master Permit to Foul the Line system.

This course must be undertaken by any individual required to

operate a Road/Rail vehicle or Track Machine within a ‘restricted’

environment, i.e. within a worksite protected by a method of

safeworking.

This course will instruct the Track vehicle Operator in how to safely operate a Track vehicle or Track Machine fitted rail guidance wheels within a worksite under protection. The course will also provide the operator with the knowledge in how to care for and maintain the Track vehicle, implement the procedures required to remove a disabled vehicle from the running line, conduct a Hazard Analysis to determine the safe operation of the Track vehicle, identify basic fixed signals and provide vehicle security. Additional specific vehicle operator’s courses may be required for specific vehicles.

This course will build on information provided in TvO 1 and will cover the Track Permission System to enable the Operator of a Road/Rail vehicle or Track Machine to travel into and out of a protected worksite.

AUDiENCE

This course must be undertaken by any

individual required to operate a Road/Rail

vehicle and/or Track Machine in an ‘unrestricted’

environment, i.e. between locations on a running

line. This training is typically used for hi-rail

operators of Track Machines running on an ‘S’

Circular through the rail network.

This course provides participants with the fundamentals of working on track, within the rail corridor. The training contains the units of competence needed to fulfill the requirements of the Rail Safety Worker Competence Card which is a recognised benchmark within the industry.

Metro Academy can tailor the content and delivery of this course to suit your staff’s needs. A reduction in units delivered will subsequently reduce course duration and cost.

All persons working on construction sites in victoria require a ‘Construction induction Card’ to prove they have completed basic, industry-wide Occupational Health and Safety induction training.

■ the key elements of the OH&S Act;

■ responsibilities under the Act;

■ accurately discern root causes of incidents and recommend corrective and remedial actions;

■ employee training and competence requirements and their role in implementation;

This training provides an understanding of the mechanisms of the back and the principles of safe manual handing techniques. The session incorporates the fundamentals of manual handling through facilitated discussion, scenario based examples and practical demonstration and interactivity.

tErMS and conditionS

PAYMENT ■ if applicable, the Student warrants that they have been authorised by the Company to complete this Course Booking Form.

■ Organisations can be invoiced on presentation of purchase order or letter of authority. invoices are to be paid in full within 30 days of invoice or prior to issuing of results whichever has been arranged.

■ if the Student or a duly authorised Company representative completing this Course Booking Form has requested Language, Literacy or numeracy assistance MTM will charge the Company and the Company agrees to pay to MTM a fee for additional LLN support that will be determined, at MTM’s absolute discretion, based on participant numbers for the relevant course session; 

■ MTM reserves, at its absolute discretion, the right to administer a challenge test at any time during the relevant course session to the Student and the Student must sit the challenge test without assistance including, but not limited to, LLN assistance.  if the Student refuses to take or fails the challenge test then:

■ the Student must remove him/herself from the course session and re-book a subsequent session nominating a “yes” to LLN Assistance

■ the Company agrees to forfeit and will not seek a refund of the full course fee that the Company must pay MTM upon enrolment to the course session prior to commencement.

CANCELLATiONS ■ Cancellations notified less than 5 full working days prior to the course commencement date will incur a cancellation fee equal to

25% of the full course fee.

■ Cancellations notified less than 48 hours prior to the course commencement date will incur a cancellation fee equal to 50% of the full course fee.

■ Cancellations notified on the day of course commencement will incur the full course fee cost.

■ No refunds will be issued after course has commenced.

GENERAL ■ in courses where prerequisites do not apply, a substitute may be sent if the original Student is unable to attend. MTM must be

notified of this prior to course commencement.

■ No refunds will be issued for non-attendance.

■ Fee for reassessments will be charged at $100.00 per hour.

■ Certificate re-printing charged at $20 per certificate.

■ Statements of Attainment will be issued for Units successfully completed at time of withdrawal, cancellation or transfer, provided that fees have been paid in full for the Units shown on the Statement of Attainment.

Metro Trains Melbourne reserves the right to cancel any course that does not have the required enrolment numbers or in the event of exceptional circumstances. A full refund or alternative courses will be offered in these circumstances.
