The GVF MRA Formed

As the demand for lower cost satellite services grew in the early 1990’S, it was quickly realized that a more effective solution was required for approving VSAT terminals, other than “ONE-TERMINAL-AT-A-TIME”

The Solution:

AN INVITATION WAS EXTENDED TO THE SATELLITE OPERATORS WHO HAD ESTABLISHED FORMAL TYPE APPROVAL PROGRAMS AS WELL TO THE LEADING VSAT EQUIPMENT MANUFACTURERS. THREE PRIMARY AGENDA OBJECTIVES WERE ESTABLISHED:

1. EXPLORE THE VARIOUS SATELLITE OPERATOR SPECIFICATION REQUIREMENTS

2. ARRIVE AT A MUTUAL AGREEMENT BETEEN THE REQUIREMENTS

3. DEVELOP A STRATEGY FOR REDUCING TYPE APPROVAL COSTS TO FOR BOTH THE SATELLITE OPERATORS AND MANUFACTURERS ALIKE

The Conclusion:

1. ESTABLISHED A FRAMEWORK WHEREBY INDEPENDENTLEY WITNESSED TESTS, CONDUCTED ON BEHALF OF ONE SATELLITE OPERATOR, WOULD BE RECOGNIZED BY OTHER OPERATORS WITHOUT THE NEED FOR ADDITIONAL TESTING

2. THE GVF-MRA WAS CREATED TO ACT AS A NON-ALIGNED, INDEPENDENT ENTITY TO FACILITATE THE PROCESS

3. WORKING TOGETHER, THE GVF-MRA AND SATELLITE OPERATORS DEVELOPED TYPE APPROVAL TEST DOCUMENTATION

Conclusions THE GVF-MRA HAS ESTABLISHED ROBUST TEST PROCEDURES FOR QUALIFYING VSAT, AUTO-DEPLOY AND

COMMS ON THE MOVE TERMINALS. OVER THE YEARS, THE GVF HAS SEEN INCREASED INTEREST ON THE PART OF THE SATELLITE OPERATORS TO ADOPT GVF-MRA BEST PRACTICES

WITH THE INCREASING NUMBER OF Ka-BAND SATELLITES, IT IS CRITICAL TO ESTABLISH SOLID PRODUCT QUALIFICATION PROCEDURES IN ORDER TO PREVENT THE ASI PROBLEMS THAT HAVE BEEN EXPERIENCED IN THE LOWER C & Ku-BAND FREQUENCIES

THESE PROCEDURES HAVE BEEN EMPLOYED BY INTELSAT, EUTELSAT & MANY OTHER SATELLITE OPERTATORS

Long Term Goals & Objectives THE GVF-MRA IS SEEKING TO EXPAND THE REACH OF THE QUALITY ASSURANCE FRAMEWORK AND TO

The conference call is to discuss the following:

1. Welcome and Introductions

2. ITU GSR 2014- The 2 June pre-event seminar and luncheon sponsorship has been

confirmed with the ITU and the draft seminar agenda has been distributed to the group

with a tentative list of speakers for feedback. The group is to discuss the agenda and

advise of additional key issues to be addressed during the symposium.

3. African Consultant – A deadline for proposals has past and further progress on

candidates will be discussed with the group.

4. Studies - The group is to discuss and advise on the next steps for studies on:

a. Africa

b. Wireless Extent of Use

c. LS Telecom Validation

5. CTU/CITEL - The CTU has expressed interest in having GVF (with ITU, FCC, CITEL,

and GSMA) present in a more topic-focused manner on days 4 and 5, with the possibility

of including GVF content on days 1 to 3. The current CTU agenda is still under

development and a draft programme by the CTU is to be released this week. The group is

to advise of key issues and activities to be addressed.

6. C-band TVROs – Mr. Jorn Christensen of CASBAA to report to the group about a C-

band TVROs document that CASBAA is working on. As TVRO is by far the most

popular C-band FSS application (by numbers), the consideration of TVRO deployment is

important in regard to WRC-15 AI 1.1. The document in progress by CASBAA has been

circulated with the agenda for the group’s reference.


Beware… the Danger Ahead

The ITU World Radio Conference in November 2015 (WRC-15) will make key decisions which could negatively affect satellite spectrum allocations (below 6 GHz)

Satellite industry organisations (e.g. GVF, ESOA, SIA, etc) support defence of satellite spectrum

Demonstrate value/importance/utility of satellite services

Support: Existing ITU-R FSS/MSS satellite service allocations SHOULD BE PRESERVED for satellite services unencumbered by IMT-Terrestrial

Current & planned GEO satellite systems will require viable access to existing FSS/MSS satellite spectrum to permit future growth of satellite industry & innovative delivery of affordable services to governments, enterprises and consumers.
