Editorial:

Thus the establishing was wantedby the industry-side, and we have, therefore, all the way from the startbeen deeply rooted in the trade, through the composition of Kon-trollrådet’s board of directors.

During these 40 years we have emphasized the importance of having co-workers, with a high degree of competence within theareas we operate. This, togetherwith a strong focus on costs, through efficient planning of travel, have also been an important andcontributing factor to our strongposition.

During the later years we have, with the future in mind, seen a development relative to the growthin trade across the borders, as a result of the EEA-Agreement. Oneof the greatest challenges in thisconnection is that the building codes in the different EEA-coun-tries are not coordinated. This means, that a producer of buildingmaterials, in accordance with acommon European product stan-dard, for built-ins in a building con-

struction in a given country, notnecessarily may be applied withoutmore ado, in a building construc-tion in some other country.

Buyers, builders and public authorities are all facing great challenges in this area, as the tradeacross the borders is growing. Thisdoes not only apply within the EEA-area, since we are seeing growinginterests for imports from othercountries as well.

Here we do not just have a respon-sibility alone, however, but also thepublic authorities and trade organi-sations must carry their share of it.A co-operation between the diffe-rent operators in the information-area will therefore, be of utmostimportance in the times to come.

For us, as well for the rest of thetrade, we do see a challenge in therecruiting of new co-workers, withthe necessary qualifications. It willcontinue to be important for us tohave co-workers with knowledge ofthe trade and professional compe-tence, within the areas we operate.

We do, however, look forward to acontinued and good co-operationwith the operators in the trade, forthe years to come, and we are ofthe opinion that we together shallcontinue to “pull” in the right direction, like we have been doingfor the past 40 years.

The Chairman of the Board:

Four decades have now passed since the founding of Kontrollrådetfor concrete products. From beinga small institution with great visions, the Kontrollrådet has become aninternational concept. We are nowestablished in 16 countries, and wecarry out commissions for severalhundred companies. This would nothave been possible without all themen and women, who have beenworking so hard for Kontrollrådetduring all these years. We have builtup a centre of competence, fromwhich many may benefit today. Theones of you who have been, andthe ones of you who are presentlyworking for Kontrollrådet, havedone a fantastic job, and I am proudto see the results, which have beenand still are being achieved.

Even if we may look back at 40 successful years, we must also, withall this gathered competence, dareto look ahead. We have come veryfar, but we shall stretch even fur-

ther. We shall develop ourselvesfurther, and acquire even moreknowledge. The knowledge shall beapplied towards our customers, who will have the pleasure of utilizing our services. We do, notthe least, have great opportunitiesin the great markets abroad.

During the later years we have alsoentered – for us – new areas. Forus this has lead to bringing newknowledge into our ranks. And weshall know how to take advantageof this new knowledge.

Our goals must be to develop our-selves further, as a competitive institution, and the focus shall bedirected towards our supply of topquality.

Congratulations on the 40 years’celebration!

Both the mandate and the areas ofactivity developed after that, intowhat is today known as Kontroll-rådet. Kontrollrådet is now workingwith several different materials andin many countries.

The use of concrete for all kinds ofconstructions in Norway developedduring the entire last century. Thisalso triggered a debate, regardingquality and control. This first hap-pened in the big trade association, that was formed - Norsk Cement-forening (Norwegian Cement Association), which was establishedin 1927, as a joint body for thethree cement factories in Norway atthat time, A/S Christiania PortlandCementfabrik, Slemmestad, A/S Dalen Portland Cementfabrik, Brevikand Nordland Portland Cement-fabrik A/S at Kjøpsvik in Tysfjord. These factories were later mergedinto what in modern time is knownas Norcem.

Norsk Cement association hadmany tasks.

The association worked throughoutthe country, for increased use ofconcrete in every industry. Greatemphasis was put on technical de-velopment of the products. A volun-tary internal control of the produc-tion was also developed. A great information work was carried out inaddition, through the periodical “Betongen Idag” (“The Concrete Today”), among other places.

In 1928 the producers establishedCementbedriftenes Prissammenslut-ning (The Cement Producer’s PriceUnion), which later became NorskeCementfabrikkers Forening (Nor-wegian Cement Producers’ Associ-ation). The membership was openfor all producers, who satisfied therequirements to good quality, ofNorges Kommunale IngeniørvesensForening (Norway’s Municipal Engineering Association). Some ofthe producers, who did not becomemembers in it, did in 1949 establishNorges Betongvarefabrikkers For-bund (Norwegian Concrete ProductProducers’ Association).

Kontrollrådet’s history:

13

Kontrollrådet for concrete products and ready-mixedconcrete was established in 1967, with operationfrom January 1. 1968. This establishment was madeinto a free-standing control council. The discussion regarding quality and control had then been going on for several decades, but 40 years ago this work became more manageable.

Condeeps (The Condeep Platforms) changed Norway

14

The concrete platforms are fantastic constructions. This is the Statfjord C-platform, which was installed at a 146 meter depth in 1984. A number of

Condeeps were built, where large volumes of oil and gas are now beingpumped up. The question is; will the Condeeps return? The small images

show glimpses from asphalting in the old days, the Ekofisk tank and pressure testing of concrete pipes.

Important happenings

n Norsk Betongforening (NB (Norwegian Concrete Association))was founded in January 1955. The association was associated withDen Norske Ingeniørforeningen(NIF (The Norwegian Associationof Engineers)), today named Tekna.

n Betongforeningen has a greatnumber of personal members, also outside of the civil engineers’association, in addition to a goodnumber of corporate members.

n Betongtavlen (The Concrete Plaque) was for the first time awar-ded in 1961 by Norsk Betongfor-ening. This awarding is now takingplace in co-operation with NorskeArkitekters Landsforbund (Norwegian Architects’ Union).

n Norsk Fabrikkbetong Forening –NFBF (The Norwegian Ready-mixed Concrete Association) wasetablished in 1964.

n Norges Betongtekniske Institutt– NBTI (The Norwegian Concrete-Technical Institute) was establishedin 1967, in connection with NTH(the Norwegian Technical Univer-sity ) in Trondheim.

n The new institute was located atForskningssenteret (The ResearchCentre) at Blindern in Oslo. Therewere four trade departments:Norsk Cementforening (cement),Fabrikkbetongavdelingen (ready-mixed concrete), Betongprodukt-avdelingen (precast concrete pro-ducts) and Armeringsstålavdelingen(reinforcement).

n NTH, later NTNU has been cen-

tral within the cement- and con-crete research in this country. Thedevelopment of the concrete plat-forms resulted in considerableamounts of money for research anddevelopment. The golden age itself, for this research, took place afterForskningsinstituttet for Sementand Betong (The Research Institutefor Cement and Concrete) hadbeen established at NTH in 1965.

n Kontrollrådet for Betongproduk-ter (Concrete Products) was thenestablished in 1968. This activitywas co-localized with NBTI.

n In 1971 the Betongdagen (TheConcrete Day) was arranged for thefirst time.

n When Norges BetongtekniskeInstitutt (NBTI) was dissolved in1972, each trade department con-tinued the individual trade depart-ment as independent institutions,in shared offices at Kjelsås nearOslo, and got the name Betong-senteret. Betongelementforeningen(The Concrete Element Associ-ation) (established in 1972) was inthe forefront for the establishmentof such a centre.

n NFBF got its own service officein 1981, and changed the name in1984 to Fabrikkbetongkontoret-FBK (The Ready-mixed ConcreteOffice) and later – in 1987 – toNorsk Fabrikkbetongkontor-FABEKO (Norwegian Ready-mixedConcrete Association). FABEKOhas later held annual conferences.

n In 1979 Norges Betongvare-fabrikkers Forbund (NBVF)changedits name to Norges Betongindustri-forbund (NBIF)

n In 1980 Pukk- og Grusleveran-dørene – PGL (The Norwegian Aggregate Producers Association)established its own union

n In 1991 the Betongsenteret moved into the new BA-center inByggforsk’s premises at Forsk-ningsveien at Gaustad in Oslo. Theactivity shared premises with Mur-sentret. This then led to the mer-ged company, Mur og Betongsen-teret. This constellation did not be-come a permanent solution – andafter a short period of time the Murog Betongsentret was dissolved.

n After that most of the concreteinterests have been united in NorskBetongforening, in the Betong-elementforeningen and in FABEKO.When it comes to precast concreteproducts, the activity has beenhandled by new company constel-lations.

n Other than that there have beenseveral publications, directed to-wards the concrete trade. “Beton-gen I dag” has already been men-tioned. And BetongProdukter, laternamed Betongindustrien, has beenan important magazine. This maga-zine has now been melted togetherwith Byggeindustrien, which runsseveral special editions about concrete throughout the year. Butalso many other trade journals in Norway have been running muchabout concrete matters in their columns. Internet is also becomingeven more interesting. All organisa-tions now have their own websites. All available matters, which havebeen presented in Betongindustrien/Byggeindustrien, may now befound on the Internet, onwww.bygg.no

Kontrollrådet forconcrete products (KR)

The thought of building up of a qualitycontrol in the concrete industry hadbeen discussed for a long time. But,these plans were only realized in1968. Kontrollrådet for concrete products and ready-mixed concrete, later Kontrollrådet for concrete pro-ducts was then established. The Danish chief engineer, Olfert Karlsen, was a member of the board of NorskFabrikkbetong Forening. The sum-mer and fall of 1967 he got the com-mis-sion to consider the establishment ofa Norwegian control council forconcrete products. In January 1968he was employed as manager of thenew council, which was establishedupon agreement with Kommunal-departementet.

Before this a separate “Quality con-trol committee” had been workingwith the matter within the Fabrikk-betongforeningen. The task of thecommittee had been to work out aproposal for terms of authorisation, for production and transportation ofready-mixed concrete. This arran-gement was to be voluntary. The Department did not want to acceptany form of voluntary arrangement –and with that the new control institu-tion was a fact. The arrangement wasmade mandatory, through prepara-tion of a separate regulation, deeplyrooted in the Plan- and building law. After the establishment of Statensbygningstekniske etat -BE (The National Office of Building Techno-logy and Administration) by the Kommunal- og arbeidsdepartementet(Ministry of Local Government andRegional Development) in 1985, it isnow BE that is the managing body

for Kontrollrådet. It was not only easy to start the newcontrol work. Close to 500 large andsmall companies should be exami-ned, and technical regulations shouldbe introduced. Thanks to the effortsof Olfert Karlsen, it all went well, however. Unfortunately he died inSeptember 1992, only 63 years old.

Not everybody was all that enthusias-tic about the new control system. One statement, that might perhapscover the attitude of many, was: “Ihave started with two empty handsand built up this production plant. It has given me the means of liveli-hood. Now you people from the cityare coming, causing difficulties forme”. But, by giving people time, thedevelopment has really been goingwell.

A lot of work on control measureshad already been done before theestablishment of Kontrollrådet, butthat work was primarily of a more voluntary nature.

Betongrørkontrollen (The concretepipe control) was established as a voluntary arrangement as early as in1920, by the Norsk Kommunal-tekniske Forening (Norwegian muni-cipal-technical association).

Betongvarekontrollen (The concreteproducts control) was a statutorycontrol, which was established in1948, by the Kommunal- og arbeids-departementet (KAD).

Betongelementkontrollen (The con-crete element control) was establis-hed as a voluntary control arrange-ment in 1960. Engineers associatedwith municipal bodies and Norsk Cementforening took out samples

for these arrangements. The concrete descriptions are importantDuring the later couple of decadesthe concrete technology has gonethrough great developments. The useof different additives and added mate-rials, in order to control the material’sproperties, has become quite com-mon. All certified concrete factoriesdo today have equipment for – andcompetence – to make use of diffe-rent additives and added materials.

The concrete standards reflect thedevelopment that has taken place wit-hin the concrete technology. The re-gulations shall take care of safety, butalso durability to a much higher de-gree that earlier. Introduction of envi-ronmental classes is an important toolin securing long life for concrete con-structions. As a result of this concretehas become a more complex mate-rial. It is therefore more importantthan before, that the descriptions andspecifications of concrete are correct. The introduction of new environmen-tal classes did, during a transitionalperiod, lead to a number of unfor-tunate descriptions of concrete.

The new environmental classes wereat the end of the 1980-ties includedin Norsk Standard (Norwegian Stan-dard), however. The formal require-ments to concrete appear in NS 3473(1989) and NS 3420 (1986). Statensvegvesen (The Road Administration)has in addition developed a separateProcess code 2, especially applyingto concrete for bridge projects andquay structures. The tightened re-quirements is especially applying tohigher demands to reinforcementcover, higher demands to density ofthe concrete, through lower mass ratio and demands to the use of silica

cate as a notified body. The certifi-cate is being issued for production ofadmixture for concrete, and formsbasis for CE-marking and entry intocountries in the entire EEA-area.

2004n New European standards are nowcoming continuously. This gives Kontrollrådet a great challenge, withregard to preparation for certificati-on, with basis in those, as well as forinforming the companies to a suffi-cient degree, about introduction ofthem and the consequences of having to relate to the new stan-dards. The need for information ishigh in general, with regard to re-quirements and demands to CE-documentation and CE-marking.

n The work with certification, accor-ding to new standards starts withinthe following areas of production.

– Ready-mixed concrete:NS-EN 206-1– Pipes and manholes: NS-EN1916 and 1917, as well as NS 3129and NS 3139– Concrete paving blocks and concrete flags: NS-EN 1338 andNS-EN 1339– Mortar: NS-EN 998-1 and -2– Aggregates: NS-EN 12620, NS-EN 13043, NS-EN 13055-1 and-2, NS-EN 13139, NS-EN13242,NS-EN 13450 and NS-EN 13383-1

n Especially within the scope of aggregates Kontrollrådet experiencesa strong growth in new applications,as a result of the fact that new areasnow requires certification, in additionto only having certification for aggre-gates for concrete, as was the casepreviously.

n Simultaneous introduction ofmany new standards, as well asmany new applications, present agreat challenge when it comes to

Kontrollrådet’s manning and capacity.

2005n It was a most labour-intensiveyear, with certification of about 350companies within ready-mixed con-crete and aggregates.

n Kontrollrådet receives applicationfor certification from many fabrica-tors of reinforcement.

n There is a noticeable, growinginterest for import, especially ofconcrete elements. The Kontrollrådetreceives many inquiries about whichare the requirements related to im-port of concrete elements.

n Work is being initiated in order toestablish an arrangement for certi-fication of asphalt factories, based onthe new European standards. The first contacts with Asfaltteknisk Institutt (Asphalt-Technical Institute),with regard to a co-operation arebeing established.

n Kontrollrådet is in December moving from Forskningsveien 3B atByggforsk to its own premises atRådhusgaten 4.

n Kontrollrådet receives the first in-quiries from Asia, and makes its firstaudits and certifications in China andin South-Korea.

2006n An agreement of co-operationwith Asfaltteknisk Institutt, for certi-fication of asphalt factories is beingwritten. The first applications for certification are being received, andthe first revision is being carried outtowards the end of the year.

n Serious import of concrete elements from abroad is starting.Kontrollrådet becomes involved incertification of producers in Ger-many, Poland, Czechia and Latvia, in

order to secure that Norwegian re-quirements are being observed. InLatvia Kontrollrådet is entering intoan agreement of co-operation withthe Latvian notified body, BBANC.

n Kontrollrådet carries out a users’inquiry regarding customer satisfac-tion. The results from the inquiry arevery nice and positive.

2007n A great increase in the number ofapplications from the asphalt pro-ducers, as well as from producers of aggregates for asphalt is being experienced. The first certificates forCE-marking are being issued, andthe number of asphalt producers entering into the arrangement is approaching 85.

n The number of associated produ-cers within the scope of aggregateshas passed 230, which makes thescope of aggregates the largest arrangement within Kontrollrådet, asfar as the number of associated companies is concerned.

n Kontrollrådet approves and startsthe introduction of a larger, electro-nic customer- and casework-system,in order to simplify and rationalize theflow of documents internally, as wellas opening up for a more rational, electronic exchange of documentswith its customers on a long-term.

n Kontrollrådet is continuously re-ceiving inquiries from within the areaof reinforcement, regarding certifica-tion of producers of reinforcementsteel, both from Asia and the previ-ous Eastern Europe.

n Kontrollrådet is passing more than600 companies domestically andabroad, associated with different cer-tification arrangements. Up towards900 audits are annually been madeamong the various companies. 21

Kontrollrådet is at pre-sent working on buildingmaterials, as totally essential, for the buildingof a modern world. It is also important tonote the fact, that greaterparts of the world – overthe years – have becomeKontrollrådets fields ofactivity.

Through the building of large portfacilities, bridges, power plants and,not the least, the monumental con-crete colossus involved in the oil activities, Norway has become agreat power within the use of con-crete. We do therefore possess a lotof technical knowledge, whichthrough Kontrollrådet may be offe-red to customers in many countries.

In this country we have for morethan 100 years been working pur-posefully, in order to make the pro-ducts and constructions better. Ithas all the time been attached greatimportance to the development ofnew standards, and of quality con-trol. Our engineers and other pro-fessionals have together createdmany building constructions, which

today are getting recognition fromall over. After having seen which dimensions and which lines thereare on a Troll-platform, or whenone is standing under one of thecolossal concrete dams “taming”the water before it is being ledthrough the power plants to beconverted into electric power, well, one does indeed get impressed.

But, one may also get to be devout, when entering one of the manychurches made from concrete. Thesame applies to the bridges hangingin the air over the fjords. Those arebuildings and constructions for ceremonies and arts. One may betouched to tears by looking at thepictures of all the projects, whichhave received the Betongtavlen(The Concrete Plaque). There is noother building material that may beformed the way concrete does. One is able to form an expressionand a language, that show that theworld is on its way forward.

But, in order to get really goodconcrete it is also necessary tohave real good aggregates, one needs the correct reinforcementand different additives, all depen-ding upon what the concrete is meant for.

More than just grey...The concrete has gotten a lot of negative references throughout theyears. There have been many articles written about concrete da-mages, concrete illness and East-Block-concrete and much of other, negative publicity. But, the concre-te is not the problem, but the waythe concrete has been used or mis-used. In just the same way as thehumans have created great achie-vements in concrete, one has alsomade something that should rathernot have seen the light of day.

Many of the negative articles aredue to the fact that the executinglink has not put sufficient conside-ration on the quality. Yes, we havealso seen that the planning hasbeen wrong. Such matters mayhave fatale consequences. Fortuna-tely, we have in our country beenspared for the big catastrophes(apart from the case when theSleipner-platform went down), butfrom many other countries we haveheard that big constructions havecollapsed, because of not havingused the sufficient reinforcement,or that the volume of cement hasbeen far below par.Either corrupt contractors havebeen behind this, or the workers

Control is decisivefor good quality

have stolen the building materialsthat should have been used. For-tunately, we hear little about suchconditions in this country.

Most of what has been built gets anapproved grade. Much is alsounder the designation extremelygood. It is because we have beenfollowing the applicable proceduresand approvals. There has alwaysbeen an extra reason for choosingready-mixed concrete or concreteelements from producers, who arebeing audited and certified by theKontrollrådet. If one in addition hascertified aggregates and reinforce-ment, one may safely get started.

Concrete is to be found in a greatnumber of products, in construc-tions that may be used, from thebasement to the attic – and on theroof one may of course lay con-crete tiles. In the garden there is a number of products to choosefrom, and when it comes to con-crete for constructions it is, toget-her with asphalt, the most centralproduct for everything that has todo with roads, tunnels and bridges,in addition to port facilities, powerplants and oil platforms, as men-tioned above. Even boats may bemade from concrete.

Concrete in pipes and manholesIt is not only above the ground thatconcrete has its strength. The pro-duction of pipes and manholes hasbeen an important business formany producers around the coun-try. A few years ago there was oneproducer or two in almost everymunicipality. Concrete manholesand pipes were produced in all variants. The problem was thatthere were too many variants, andthe quality was also varying a lot.The defection from the trade has

also been great, and there hasbeen an enormous structural adap-tation. Now there are few produ-cers left, but they are the moreprofessional and most of them aretoday delivering top products. Those, who for a long time havebeen saying that plastic- and otherartificial products should take overthe entire market, must disappoin-tedly note that municipal productsand concrete are alive and kicking.

Important to see the totalityThe fact that Kontrollrådet haschanged name from Kontrollrådetfor concrete products to Kontroll-rådet, shows that one is preoc-cupied with seeing the totality. Oneis preoccupied with the fact thatthe total, finished product shall me-asure up. There is more than sand, water and cement in concrete con-structions. And sand may be a great many things. The one, whothinks it is just a matter of grabbinga shovel of sand and then mix itwith water and cement, may be infor a surprise and a questionablekind of concrete. If you then addpoor reinforcements and chemi-cals, well, then one is guaranteed a hopeless result.

But, with knowledge and certifiedmaterials in a controlled and app-roved procedure, one may trustthat one is getting a result as ex-pected. The fact that Kontrollrådetnow also has taken the lead for a new building material, namely asphalt, is a continued pursuit ofthe overall thinking.

Voluntary control, or…Many have been wondering aboutthe fact that there shall be a volun-tary control in the building busi-ness. It is unfortunately a fact, thatnot everybody has the will neither

the ability to inspect themselves. Now the many building errors havemade the politicians react. There isnow a demand for more inspec-tion. But it is important that onehas control of the way the inspec-tions shall be carried out. Kontroll-rådet ought to come in here. Theauthorities, together with the indus-try, may make use of an acknow-ledged institution that during 40years has built up an unpreceden-ted reputation and fame. We areconvinced that the experiencesmade from Kontrollrådet’s activitiesmay form the basis for many areaswithin the building industry, bothdomestically and abroad.

The world as a marketWhat has happened in and aroundthe Kontrollrådet is exciting. Thefact, that the Kontrollrådet has nowongoing activities in a number ofcountries, is impressive. This is anacknowledgement of the fact thatthe Norwegian environment in thisarea is in a strong position, alsointernationally. It shall be exiting tofollow the continuation of Kontroll-rådet’s work. Many believe that oneis at the start of what shall becomea long lasting journey up for theoperation.

It must be a blessing for the entireNorwegian building industry, thatthis operation has its origin here inthis country. If one now puts theorganisation that the Kontollrådethas into use, it may also contributeto a lifting of the entire building industry in this country. Long-termthere is only good quality – andthat applies to all links – whichpays off.

Largerprojects The special tanks of concrete for the Snøhvit-project at Melkøya

outside of Hammerfest, have been slid up. A total of 250.000 m3 of concrete was used. This had become a success.

This is the first large oil-/gas related installation in Northern-Norway.

There has, during the later years, been a number large buildingproject in Norway. The Kontrollrådet has been involved in themall with regard to major building products being delivered from

producers certified by Kontrollrådet.

The new Opera in Oslo will be a magnificent building, which will reallyput Norway on the world map, when it comes to splendid buildingconstructions. Here you will find concrete, steel, glass and many other building materials in beautiful combinations. One of its closest neighbours is Kontrollrådet, which - of course – has seen to the certification of many of the products used in the building process.
