Over 350 delegates attended the two day Summit which was addressed by 28 speakers across seven sessions. Technical sessions on Operational Excellence, Business Excellence and Standards and Risk Management were also conducted. The highlight was the launch of CII’s national ZED Campaign and the accompanying ZED Maturity Assessment Module, jointly in partnership with Quality Council of India (QCI) by Shri Kalraj Mishra, Union Minister for Micro, Small and Medium Enterprises, Government of India. Mr Adil Zainulbhai, Chairman, Quality Council of India delivered the Keynote Address “Zero Defect Mfg: Quality is the answer”. The entire ZED movement, based on the Prime Minister’s call of “Make in India”, will provide Indian companies the opportunity to work towards becoming ZED companies. The ZED Maturity Assessment Model criteria will ensure compliance to Zero Defect and Zero Effect. Indian companies will re-design & re- invent overall manufacturing process to meet global benchmarks & standards incorporating cardinal principles of TQM/ TPM/ Business Excellence/ Green Manufacturing / Environment Sustainability in processes & products especially food safety and quality. The movement will inspire & encourage all stakeholders in the supply chain to adopt ZED in a more participatory & inclusive manner, exploring the latent potential of the nation’s workforce to sharpen and upgrade their skills. It will imbibe a culture of pride & fulfilment in offering a zero- complaint regime, going the ‘extra-mile’ to focus on customer-delight while growing new markets and promoting alternate business models. CII through its various Centres of Excellence would provide focused leadership, right competencies and adequate resources for ZED (Zero Defect, Zero Effect Way) with a vision to catapult Indian Industry to a position of eminence in the global market place and leverage India’s emergence as the world’s supplier through ‘Made in India’ mark mission. I also announced the re-naming of the CII Institute of Quality, inaugurated in 2001, as the CII K N Shenoy Institute of Quality, as a token of its deep appreciation and regard for his unstinted support and guidance over the years, dedicated the existing CII Institute of Quality in his memory as a befitting tribute to this great visionary. The results of the CII-EXIM Bank Award for Business Excellence, 2014 were also announced by the CII Award Jury during the 22nd CII National Quality Summit. Godrej Locking Solutions and Systems Division of the Godrej and Boyce Mfg Co Ltd. became the 9th winner of the coveted CII-EXIM Bank Award for Business Excellence. This year’s Large Organisation category had National Stock Exchange of India and Diesel Systems business- Jaipur of Bosch as the Prize winners; the latter for the second time in a row. Shri Ajay Shankar, Member Secretary, National Manufacturing Competitiveness Council was the Chief Guest for the Award ceremony. Besides the three top award winners, 13 organizations were conferred Commendation Certificates for Strong Commitment to Excel and 16 organizations, were conferred with Commendation Certificates for Significant Achievement in their Excellence journey. The CII Award for Business Excellence is the highest level of national recognition that an organization can receive for performance excellence. This year’s Award ceremony also marked the completion of 20 years of CII’s Business Excellence journey. The Award process recognizes companies for their achievements in quality and business performance, and to raise awareness of these factors in gaining a competitive edge. The Business Excellence Framework approach has helped validate management practices adopted by organizations, large or small, to become more competitive and sustainable.CII has been the proud administrator of the BE Award based on the EFQM Excellence Model since 1994 providing process management and administrative support. We will shortly be publishing a Special Edition of Quality News detailing the entire Quality Summit, Award function and the national ZED launch. As the trend is expected to be challengingly cyclic, it has become imperative for the corporate world to show profit in all seasons.

I have great pleasure in informing you about the highly successful 22nd CII National Quality Summit held in New Delhi on the 19 and 20 of November. Over 350 delegates attended the two day Summit which was addressed by 28 speakers across seven sessions. Technical sessions on Operational Excellence, Business Excellence and Standards and Risk Management were also conducted.

The highlight was the launch of CII’s national ZED Campaign and the accompanying ZED Maturity Assessment Module, jointly in partnership with Quality Council of India (QCI) by Shri Kalraj Mishra, Union Minister for Micro, Small and Medium Enterprises, Government of India. With the changing needs and expectations from stakeholders, the challenge confronting the institutions is how to keep in pace when conditions are constantly changing, resources are tight, expectations are high and options are limited without any supporting data. Today most of the tools and techniques for data collection, analysis & decision making is modeled on successful practices from industry and manufacturing, such as Total Quality Management, Organizational Learning, and Continuous Improvement, which emphasize that organizational improvement is enhanced by responsiveness to various types of data, including input data such as material costs, process data such as production rates, outcome data such as defect rates, and satisfaction data including employee and customer opinions.

The National convergence on assessments, accreditation and institutional effectiveness is compelling the educational leaders, policy makers and administrators to re-examine how well they educate learners. Institutions therefore need to demonstrate their effectiveness by vigorously assessing their performance.

There are four major challenges which are being faced by the educational institution in measurements

? How to measure curriculum effectiveness for ensuring learning for every child

?How to create and utilize its infrastructure to enhance the student learning

? How to make effective data driven decision making through technology

? How every educational practice impacts the overall institutional outcomes and progress

Some of these challenges were addressed at the National Summit on Quality in Education orgniased by CII- Institute of Quality, Bangalore with the theme ''Smart Measurements for a Sustainable Educational Institution'' held on 16 -17 September 2014 at Bangalore.

This two day Annual summit was inaugurated by Prof. M.V. Rajeev Gowda, Member of Rajya Sabha, Government of India who reiterated the importance of innovation in the Education sector to ensure that the quest for quality was a continuous process. He stressed that education should build national pride, character and integrity in students.

growth. He highlighted the IQ initiatives and shared that more government and government aided institutions were joining this movement.

Mr. Lucose Vallatharai, Former Commissioner Collegiate Education, Government of Karnataka, paid a tribute to Late Mr. K.N Shenoy, Founder Chairman, CII Institute of Quality. He recounted the memorable moments he had shared with Mr. Shenoy in his tribute. The gathering at the Summit paid respects to the memory of Mr Shenoy by observing a minutes silence.

‘India has elite institutions which should be able to compete with the world's best– Data not available in public domain was why rankings are low' said Mr. Toby Linden Lead Education Specialist –South Asia Education (SASED), The World Bank, addressing the gathering on 'The Indian Education : Status & way forward'. Quoting a Shanghai World University Ranking report, he said there were two Indian Universities in the top 500 in 2009 while only one made it to this list in 2014. Indian Universities tend to ignore such reports as they are deeply flawed because the indicators are crude with narrow measures of Quality. Therefore, he said, adopting a system what he termed as THESIS-The Higher Education System for Information and Success- could help Indian Institutions attain higher rankings.

In her key note address, Ms Suvi Tuominen, Second Secretary Embassy of Finland, India shared the Finnish Education excellence journey and gave the gathering an overview of the Education Policy in Finland and the process of evaluation of Education in Finland to maintain the 'success story'.

A series of sessions followed, beginning with the panel discussion which set the context of Measurement in Education. The Approaches, Challenges & way forward were discussed. The session was chaired by Mr S Chandrasekhar, Chairman, National Summit on Quality in Education. The Panelists were: Prof Sridhar Srivastava, Head, Educational Survey Division (ESD), NIE, NCERT, Mr Mohammad Mohsin, Commissioner of Public Instruction, Government of Karnataka, Mr M V M Velmurugan, CEO, Velammal Educational Trust, Prof M G Krishnan, Vice Chancellor, Karnataka State Open University and Mr Adil Jahangir Mirza, General Manager – Marketing, SMART Technologies. Each of them shared their perspective on the topic.

Measuring curriculum effectiveness : The foundation for learning session had speakers sharing how scholastic and co-scholastic areas in the curriculum could be measured in schools and colleges. Mr. Toby Linden Lead Education Specialist South Asia The World Bank, New Delhi, shared his international perspective while Ms Sarita Manuja Director, Centre for Assessment, Evaluation & Research threw light on the methods of Assessing Curriculum effectiveness through assessments, while Mr Rajeev Menon Head - Innovations and New Products Merittrac Services Pvt Ltd spoke on how Technology can bridge the gap in the teachers' capability in evaluating students effectively. In the same session in the Higher education segment, Prof Anand Samuel, Pro Vice Chancellor, VIT University shared his insights on Measuring Learning outcomes in engineering Education while Dr Sudha Bhogle Head Student Solutions Eduquity Career Technologies (P) Ltd shared hers on Technology enabled measurements in learning. Mr Ayan Mahapatra, National Head – Academic Relations, Chartered Institute of Management Accountants spoke about the Global perspective on: Measuring through Learning Assessments.

In the session on Creating & effectively utilizing learning spaces had Technology Integration for enhancing learning. Ms Monica Malhotra Senior Director MBD Group discussed the many ways in which Technology is being Integrated in enhancing effectiveness of the learning spaces in schools. Ms Ratuli Mukherjee, Head of Department – Mathematics, La Martiniere Girls School Kolkata presented her case study on Integrating Science Museums to foster and enhancing interest in learning Mathematics. In the Higher Education segment, Prof Michael A.van Hamel, Principal Design Architect Education Design Architect threw light on Creating Learning spaces in Higher Educational Institutions. Mr Kurian Cyriac Asst General Manager, Godrej Interio discussed the importance of

Understanding & empowering learning Spaces. The session was chaired by Mr K Jairaj Advisor - Advisory Services Ernst & Young LLP.

What are the good practices adopted by other sectors other than academics for assuring learning for its human capital and measure its effectiveness in line with its Vision Mission, Values, & strategies? This session on 'Learning beyond the Education Sector' had very enlightening insights shared by key people from the services sector and was chaired by Mr T Parabrahman Past Chairman, CII Karnataka & Former MD, Kirloskar Toyoda Textile Mach. Pvt Ltd who shared his experiences from the automotive sector on the importance of measurement. The importance of Understanding Stakeholder needs for effective Decision making was addressed by Mr Arunachalam S V DGM - Head Airside Operation & AOCC Bangalore International Airport Ltd. by sharing the practices adopted by BIAL to achieve maximum stakeholder satisfaction. Mr Kumar Krishnaswamy Chief Human Resource Officer Medwell Ventures spoke about the initiatives taken by his company to assure learning in healthcare sector, while Mr Pradeep Lokhande Founder & CEO Rural Relations shared his thoughts on the importance of Connecting Villages & People with data and how valuable his initiatives have been in achieving the end.

The session on Assessing Institutional effectiveness for assuring Quality learning in the school segment had Ms V S Geetha Deputy Director Karnataka State Quality Assessment & Accreditation Council sharing with the gathering the steps taken by the Government of Karnataka in measuring Quality in the Government schools of the State, the framework adopted and the progress made in measuring Quality. Dr Arjun Badlani Principal Advisor – Schools NABET, Quality Council of India shared his insights on the importance of Assuring Quality for stakeholders and how the NABET framework could be used to do just that. Dr A Senthil Kumaran, Head Education Excellence CII Institute of Quality shared the various International Frameworks for School Excellence. In the Higher Education segment, Dr Anil K Nassa, Member Secretary, National Board of Accreditation shared the NBA guidelines on Measuring programme effectiveness for overall Institutional effectivenessi. Prof Lalit Bansal Dean Research Panjab University, Chandigarh threw light on the legacy of Panjab University and discussed the importance of Benchmarking through global framework. Prof N M Agarwal Chairman, CSITM, Indian Institute of Management, Bangalore shared the IIM –B way of measuring practices to measure institutional Progress through EQIS. Prof R Natarajan Former Chairman , All India Council of Technical Education was the session chairman. He too shared his thoughts and views on the subject.

The session on 'Data Driven decision Making: The way forward was chaired by Dr V Raghunathan CEO GMR Varalakshmi Foundation. The session had Dr Srinivasan Desikan Raghavan iON Digitization Consultant TCS iON speak on how technology could add value to management team of Higher Education Institutions.

For the first time a 'Participant Session- We did it' was introduced, on the topic ' Data Driven Decision making in education' This brought in 5 interesting case studies, out of which 2 were from the higher education sector. The case studies were well appreciated by one and all. The case studies were presented by Goa University, Shaikh College of

Mr Anurag Seksaria, Principal Counsellor CII - Institute of Quality, in his welcome address to the participants, gave a brief about CII and Institute of Quality. He also complimented the participants for qualifying in the Regional rounds to reach the National level competition. The two-day conference at the Royal Orchid Resorts in Bangalore was inaugurated by Mr Dinakar A, Managing Director of Saint Gobain Sekurit who shared some of the Break through improvement projects done by Saint Gobain using Six Sigma approach.

This MUST attend Summit unraveled myriad challenges, allowed over 500 participants across the nation to gain a ring side view of global trends and best practices, discussions case studies and also showcased contemporary technologies and processes presented by global and domestic leaders. The summit served as a think tank for educators and innovators in various disciplines.

The 8th Regional level Six Sigma competition was held in Delhi on 6th August, Bangalore on 13 &14 August and in Pune on 28th August. Each region had 35 participants. Two industry jurors selected the best Six Sigma projects. The best project selected during the National level competition on Six Sigma in the month of September will be awarded a trophy and the second best project will be awarded a certificate.

This Conference brought SIX SIGMA professionals, academicians and key people from Indian Industry to a common platform to share the best practices and learn from successful case studies. It was a unique opportunity for the technical executives including Master Black Belts, Black Belts and green belts to exchange ideas and views and share their success stories to improve the capabilities of their business process. It would also help Organizations to benchmark their approaches and methodology with others.

Six Sigma is an Organization wide initiative that helps companies do business and process improvements using a highly disciplined methodology. Improvements are done using data based approach rather than judgmental or Atmospheric approach. CII plays a proactive role in implementation and nourishing of SIX SIGMA culture in various Organizations. CII Institute of Quality's Six Sigma Black Belt (Level-1) certification program is unique in nature and is designed for easy adaptability in Indian industries. Many successful projects related to defect reduction, cycle time reduction and cost reduction has been completed using this approach.

The four-day training programme was held on 4-7 August 2014 in Bangalore with 22 participants and 19-22 August in Pune with 24 participants. Mr Vivek Ghodke and Mr Sudhindra were the faculty for the program. In order to establish a control on measurement system in the laboratory ISO / IEC has brought out a standard ISO/IEC 17025:05 for developing competence and carry out tests and / or calibration including sampling. This standard covers testing and calibration using standard methods, non-standard methods and laboratory development methods. This standard is applicable to first, second and third party laboratory to carry out tests and / or calibration. This international standard is for use by laboratories in developing their management system for quality, administration and technical operations. This programme enabled participants understand the requirements of all clauses of ISO/IEC 17025:05 for personnel competency and lab capability that are to be implemented and maintained by laboratories intending to generate testing and / or calibration report / certificate acceptable by customers nationally and internationally.

The two day Workshop was conducted on 21-22 August 2014 in Bangalore by Mr Rajesh Parim, Principal Counsellor & Head TPM Club India, CII IQ. The concept of Quality Maintenance pillar has been discussed in various forums and the methodology has been understood by the participants. However, it has been found that the practical application of these concepts in the actual workplace has been challenging. TPM Club India organized the 14th TPM National Conference on 24 - 25 September 2014 at Chennai. This year's TPM National Conference was designed with a specific theme of “TPM as a profitable philosophy at all times”. This theme was carefully selected keeping in mind the trend of changes happening in the economic growth and in manufacturing over the last few years. As the trend is expected to be challengingly cyclic, it has become imperative for the corporate world to show profit in all seasons.

Mr Ashok Sharma, Chairman, TPM Club India and Chief Executive, AFS Strategy Agri and Allied Businesses, Member of the Group Executive Board, Mahindra and Mahindra Ltd, at the Inaugural session aptly brought out the necessity of “ZERO DEFECT, ZERO EFFECT” together with “MAKE IN INDIA” for India. Taking this leaf out of our Prime Minister Mr Narendra Modi, he urged the Indian Industry to take the path to make it happen. He linked this to TPM which teaches ZERO Philosophy. ZERO BAD has been the mantra indicating ZERO breakdowns, ZERO accidents and ZERO defects which included ZERO damage to Environment. The resultant is a clear increase in production leading to increased “Make in India”. Mr N Muthu Kumar,

Senior Vice President & Whole Time Director, Automotive Axles Ltd gave a good insight on how NLP can be of importance for the successful and speedy implementation of TPM activities in any company.

The approach of competitiveness building was brought out by Mr Abdul

Wadood, Principal Counsellor, TPM Club India and the team from

CII Institute of Quality was recently invited by the Bangladesh Standards and Testing Institution, a Government of Bangladesh organization to provide counseling support for their product certification programme. Bangladesh has mandated BSTI certification on 155 products impacting public health and safety including food, electrical, engineering and textile products. The product certification scheme covers more than 15000 industries and plays an important role in the country in ensuring quality and safety of products both for domestic consumption as well as for exports.

The current engagement required CII institute of Quality to provide them counseling support on securing accreditation to the international standard ISO 17065:2012 that lends credibility to the certification programme and also serves as a vehicle for equivalence in international trade. CII Institute of Quality is the only organization in India that has been providing training and counselling support on ISO accreditation standards for certification and inspection bodies over the past 7 years.

An exciting and engaging workshop on “Innovation and Knowledge Management: From Best Practices to Next Practices” was organised by CII Institute of Quality Bangalore in Delhi and Bangalore in September 2014. The two-day workshop in both the cities attracted dozens of participants from a wide range of industries: steel, automotive, finance, IT services, knowledge processes and electronics. Participating companies included Maruti Suzuki, Faively Transport, Aditya Birla, CGI, Robert Bosch, RINL, Bhilai steel and BEL. The faculty for this programme was Dr Madanmohan Rao, Author and Consultant and Editor 'The Knowledge Management Chronicles'.

The key focus of the workshop was on upgrading existing knowledge management (KM) practices to new 21st century requirements, and aligning KM with innovation management. A brief refresher of KM literature was provided, along with types and techniques of innovation. Case studies were shown of how successful KM and innovation require orchestration of workflows, information, creativity, alliances, and communities of practice – both inside and outside the organisation.

This workshop drew on successes – and failures – of innovation and KM practices from around the world: such as Unisys aligning KM with innovation, Tata Chemicals tying KM metrics to innovation, profiles of winners of KM awards such as the global MAKE Awards (Most Admired Knowledge Enterprise), Singapore's KM Excellence Awards, and US-based KM World's KM Promise Awards.

session on Planned Maintenance and its approach to cost reduction Mr

Samir Adhikari, Senior Consultant, TPM Club India and his co-panelists

from Carborundum Universal Ltd, Sriperumbudur, Mahindra and

Mahindra Ltd and Apcotex Ltd clearly brought out how much the

company can be benefitted using this approach. Office TPM, another

pillar in TPM, also supports in the competitiveness building of any

company. This was brought out by Mr S Narasimhan and the team from

Chennai Petrochemical Ltd, CBR.

The case study from Harsha Engineering Ltd together with the

presentation by Mr S Yuvaraj, Senior Counsellor, TPM Club India

brought out the importance of Operators for the development of TPM in

any company. The team from EID Parry Ltd, mimed through the session

opportunities in the West, other emerging markets and right here in India itself. At the same time, challenges arise in onboarding, retraining, project management and performance optimisation. The workshop had facilitated discussion on new approaches to idea generation and innovation, as well as productivity and effectiveness.

For example, some companies wanted to learn how to align KM plans with business objectives more effectively. Others wanted ideas on how to rejuvenate a KM initiative which seemed to be running out of steam. Yet others wanted to know how to move from a good KM practice to an excellent KM practice and become thought leaders in the field.

Some knowledge managers wanted to expand to next generation KM: involving business partners in knowledge sharing and co-creation. Interestingly, many innovation managers wanted to learn how to speed up the ideas pipeline and idea generation by using KM practices such as portals, mentoring, expertise management, social computing and ramification.

In sum, long term business success requires mastering the twin knowledge strategy of innovation as well as KM – of refining best practices as well as generating next practices. Participants in these two workshops acquired a solid understanding of metrics, maturity models and practical issues in planning and rolling out KM initiatives. Many participants also requested further assistance via follow-up in-house workshops and new monthly KM meetups (KCommunity.org) in cities such as Delhi, Vishakhapatnam, Kolkata and Bhilai.

Club India shared the growth strategy of TPM in any company.
