Profiling IDP situations provides credible information…
…with broad consensus and national ownership
Informing solutions together
Profiling IDP situations is a collaborative process that serves to obtain an
overview of an IDP situation. This overview provides governments,
humanitarian and development actors with information crucial for:
•Targeted and effective response
•Policy or strategy development
•Improved advocacy
•Strengthened fundraising
What is profiling in IDP situations?
Informing solutions together
At minimum:
•‘Core data’ - numbers disaggregated by sex, age and location
(Article 24, UN Human Rights Council Resolution, A/HRC/20/L.14 )
In addition (depends on knowledge gap):
•Causes and patterns of displacement
•Conditions during displacement - humanitarian/protection
•Future intentions for durable solutions
What information does it provide?
Informing solutions together
• Comprehensive approach – “IDP situation"– Displaced and displacement-affected– Complexities of displacement: dispersed population & multiple dynamics
of displacement
• Systematic approach- One process for comparable information
• Collaboration & national ownership– Pooling resources & expertise– Enabling consensus to increase impact and use of data
• Credibility through transparency– Methodology developed for the specific context– Honesty about limitations (prioritize transparency over accuracy)

“By putting the facts and figures on the table, we are
better able to confront particular myths about
displaced populations, build consensus in order to
overcome stalemates and demonstrate the significance
of targeted responses to the needs of IDPs”
Chaloka Beyani, UN Special Rapporteur on the Human Rights of IDPs
