There are stillfar too many shows I want to watch that I can't. Please don't make a bad situationworse by allowing corporations to lessen their responsibility to those of us whostruggle constantly to learn and enjoy the things that most people take for granted.One of the factors that is most upsetting about the FCC's change is that I suspect(and I think you do also) that a lot of the companies who say that they "CAN'T"afford to spend ... just "DON"T WANT" to spend. And that the statement that "itmight shut us down" is just a ploy to cut expenses. It's human (and corporate!)nature to be greedy!

I want to "see" television just like the rest of the world and for me that meanscaptioning. The more the better which is certainly not the direction (and may I say..the very autocrat direction) that the FCC's is taking.

Please reconsider.

I just heard about this new ruling and as the mother ofa deafchild, I want to ask that you please reconsider this. Thiswill exempt a whole group ofpeople (deaf& hard ofhearign) from having access to programming that is readilyavailable to everyone else. I understand that some organizations cannot afford this financial burden but the currentregulations provide for that. Please reconsider immediately! Subject: OUTRAGED OVER CLOSED CAPTIONING DECISION

Dear Chaimlan Martin and Commissioners,

I am a 35 year old hard of hearing mother of two outraged at the lack of closed captioning on alltelevision programming. I have been waiting for it to be manditory on ALL programming and have nowlearned that you have allowed exemptions to the closed captioning requirement.

Do you realize that hearing loss is the number one disability in this country affecting up to 10 % of theAmerican population? This is a large number of people being affected by your decisions to allow ANYprogramming to be uncaptioned.

I protest the recent Orders granting exemptions from closed captioning issued by CGB in Re DA 06­1802, CGB-CC-0005 and CGB-CC-0007 . These Orders appear to create a new regulation, carving out anew exemption basis, not in keeping with current regulations. We are outraged and believe the FCC hascreated a loophole that almost any entity crying "it costs too much" can now use. It does not cost toomuch and it is invaluable for those ofus dependent on it. Would you tell people in wheelchairs that curbcuts cost too much? No. This is as important. Please reconsider immediately! We need our closedcaptioning!

I am a hearing impaired person with profound hearing loss and the use of close captioning is a very importantaid in enjoying television, movies and staying in touch with what is going on in the work!. I am getting verytired, metaphorically" being told to get in the back ofthe bus. We want to be treated fairly and sit in the front ofthe bus just like the people who do not have hearing problems. I protest the FCC approval ofalmost 300 requests for new programs to be shown without closed captions,

The FCC weakened the closed captioning rules, and appears to have created new standards and new rules for permittingprograms to be televised without closed captions. I believe the FCC violated the closed captioning rules.

People who are deafor hard ofhearing want access to televised information and entertainment, just like everyone else.

Closed captioning is an essential part ofany televised program. Captioning is not too difficult or too expensive.

I cannot watch television programs that are not captioned

Please reconsider these FCC decisions and suppart closed captioning.

My name is Amy Cohen Efron, and I am a deaf person who is a registered voter in the State of Georgia.Closed Captioning is a most vital accessibility tool for me to use and it helped me to be a part of themainstream society. It helped me to understand what is happening and what is being said on television, and ithelped to bring closer to my family, friends and the community.

I still have a very vivid recollection about my dad went to Sears in 1980 and he purchased a bulky closedcaptioning decoder unit which cost over $350 dollars. It was very expensive back then, especially my dadcouldnt afford luxuries for his family. Once he brought this unit home, I was only 13 years old, and I practicallybroke down crying with extreme joy and delight. Imagine that I prefer having closed captioning decoder OVERthe Atari gaming system which I have turned down? Imagine!

After opening this box with glee, and my dad and I instantly hooked up this decoder to our old television. Ipractically FORCED my family to watch a very FEW shows with closed captions WITH ME as a PART OF THEFAMILY. (There were only handful of prime-time shows that offered captioning back then.) I even REFUSED tolet my family members to watch other shows that does not offer closed captioning while I AM THERE WITHTHEM. I know how it feR to be excluded from my OWN FAMILY for so long when we all were watching ourfavorite shows. In 1980's, we all were watching the Little House on the Prairie tv show (which was not closedcaptioned back then) - and I kept asking my mom, what was Laura saying, and why Charles was upset. Momalways said with her best intentions, "' will explain later." Of course, she forgot to explain later with me.That did not make me feel good at all.

Fast forward, 26 years later - I am fully independent, tax paying individual and post;Jraduate professionalworking in an education industry, I still watch TV shows, news, sports, weather and documentaries with closedcaptions. There is one missing void - as a Jewish person, I rarely see any Jewish faith-based shows that arecaptioned. Being Jewish is important to me, and I know how it feels not be included in Jewish activities,involvement with services at the temple, because of course, they dont usually offer sign language interpretingconsistently. Moreover, faith-based videotapes and/or tv shows about Judaism are not captioned.

I am pleased to see how the progress been made in 2006, and we still are excluded for several things - theDVD special features are always not captioned, some late night shows are not captioned, the public accessshows in local Atlanta - especially DeKalb County pubtic meetings that was aired on TV are not captioned,movies in airplane flights are not captioned and lastly, the internet web-based video streaming shows are notcaptioned.

I was shocked after learning your decision on August 7, 2006's public notice that reversed previous andongoing progress toward equal access to information. In that case, your agency granted exemptions to twotelevision programs to continue broadcasting without closed-captioning. These two television programs arefaith-based .

Why? Why? Is it because of financial burden? Please.... this is not a good reason. Closed captioning costsare not expensive. Tell that to my late Dad who forked over $350 doHars in 1980 (which is approximately$1,000 dollars to today's value) - and his annual income back then was apprOXimately $16,000 dollars a year!COME ON! I didnt ask to be deaf, I was born that way, and bless my family who know about their priorities,and made sure to include me in family, exposing me with the world through closed captioning, and providing
