Name of organisation: Canadian HIV/AIDS Legal Network (CHLN)Project Title: HIV, health and human rights in Canada: deepening and sharing

knowledge, strengthening prevention and care, enhancingawareness and capacity

    Project Number: 6962-15-2011/1860160Recommended amount: $467,926 (Year 1: $227,062 Year 2: $240,864)

The project has been recommended for funding with changes and conditional onthe review and approval of the clarifications as identified below.

Demonstrates expertise among staff and the organization has the infrastructure andcapacity necessary to achieve the project objectives.

    Well written and comprehensive proposal.

Provides good evidence that organization is engaging with key priority populations.

The focus on human rights in the activities identified in this proposal does not alwaysdemonstrate a clear link to the public health objectives of the Fund. There were alsoconcerns that the outputs/outcomes are not sufficiently linked to objectives, andtherefore do not directly contribute to the goal of this Fund.

Several of the activities may be considered as advocacy which is not eligible under thisFund

Links between staff responsibilities in relation to specific activities could be moreexplicit

The evidence of need for some activities is not always clearly demonstrated, i.e. littleevidence provided to substantiate need for deliverable or how it will be used byintended audience.

Does not provide clear evidence or quantifiable data to substantiate organizationsability to reach target audiences

A number of activities and products integrate evidence, but do not move beyond

HIV/HCV to include other relevant communicable diseases
