THE PROJECT
These proposals have been developed for Barnfield Academy Trust by Bond Bryan Architects in conjunction with ISG and Resolution Planning.
The proposal will involve the development of a new school on a permanent site for Moorlands Free School. Moorlands is a 504 place primary non-faith mixed school (ages 4-11).
The new school will be a 3 form of entry primary school, still accommodating 504 pupils.
The building will provide 2,416m2 of new permanent accommodation over two storeys.
The accommodation will include 21 classrooms, a Large Hall, a Small Hall and staff, administration and support facilities.
Thank you for taking the time to visit our public exhibition. This presentation seeks to provide you with an overview of the Moorlands Free School proposals, showing aspirations for the site and the content of the future Planning Application that is proposed for the end of June 2015. February.

SITE DESCRIPTION
It is proposed that Moorlands Free school is constructed on a vacant brownfield site off Gipsy Lane, Luton, near the General Motors production facility.
The site is approximately 4.32 acres (1.74 hectares) and was formerly used as recreation/sports and leisure facilities for General Motors employees. The site used to feature tennis courts and there is evidence of a former club house, however all facilities are redundant and have been cleared. The site has been vacant for around 10 to 12 years and is currently significantly overgrown with vegetation. It is understood that the site was not available for wider community public use while it was still in operation over 10 years ago.
PLANNING POLICY
It is considered that the following proposals are in accordance with Sport Englands planning policy document A Sporting Future for the Playing Fields of England. The document states that by virtue of statutory instrument, Sport England is a statutory consultee on proposals for development which affect playing fields, land used for playing fields at any time in the last five years which remains undeveloped, or land which is identified for use as a playing field in a development plan. The site is not identified in the development plan as a playing field. Whilst the site does contain pitches and sports facilities, these have certainly not been in used in 10 years. It is understood that the tennis courts at the site were relocated as part of the neighbouring Venue 360 development.

Designed to provide a safe and stimulating environment for young people. The landscape is to evolve into a series of spaces that are visually connected. Each space providing an educational attribute through play, sport, habitat, teaching and self learning.
Vehicular and pedestrian access to be taken from Park Street, with additional pedestrian access from Osbourne Road, Cutenhoe Road. There is provision for 72 car parking spaces plus drop-off, providing adequate parking for staff and visitors.
The proposed planting will be of native species to enhance the ecology of the area and define the spaces within the site. To mitigate the loss and decline of the existing perimeter vegetation to the north east boundary, and either side of the main access route, replacement tree, shrub and hedgerow planting has been proposed.
The north east boundary will have an enhanced habitat ecology area to maximize the benefits of the existing River Lee corridor.

THE DESIGN
The design proposals are in accordance with BB103, together with the EFA Baseline Designs and associated Basic Needs Schedule of Accommodation.
The proposed building essentially comprises of teaching and ancillary accommodation that is split over two floors, and a large and small multi-use hall that are both double height spaces.
The building is linear in shape, with the halls located towards the northern end of the building, adjacent to the main entrance.
Key design features include large glazed areas to the reception classrooms on the ground floor, with individual doors to each classroom, allowing direct access to an external informal play area.
The two halls are linked with a folding partition allowing the two spaces to function as a single space when required.
The library and food preparation area are located adjacent to the staff room to allow a greater level of monitoring of these areas through passive supervision.
The building can be partially locked down allowing access to only the halls and WCs. This allows the school to be partially open for events in the halls whilst keeping the rest of the building secure.

05ELEVATIONS
The proposed building is essentially rectangular in form with a feature canopy over the entrance area, and smaller canopies to the rear for each of the reception classrooms.
The window and door arrangement has been designed to introduce verticality to the building, visually reducing the overall width of the building. Feature windows have been proposed for key areas to the building, particularly the halls and main entrance.
A range of materials has been used; predominantly facing buff brickwork, metal cladding and render. There is also feature rainscreen cladding to the entrance area.
A bright blue colour is used for all of the render on the building. This contrasts against the more muted tones of the buff brickwork and dark grey metal cladding. The entrance cladding is in a vertical plank format, and uses a number of different blues to make a random pattern. This treatment together with the random window arrangement to the main hall creates a playful element to the building.
