2013 has been the year that the Catalan Institute for Energy Re-search has achieved consolidation in both European projects and industrial projects, leading to a significant improvement in the economical sustainability. After five years, it has built a stable team of valuable individuals who are committed to the scientific and technological growth of the centre, resulting in cuttingedge research and a constantly increasing flow of income.

Mission

The Catalonia Institute for Energy Research, the IREC (Institut de Recerca en Energia de Catalunya), was created on July 31 , 2008, and began its activities in January 2009.

Its Mission is to become a centre of excellence and an in-ternational benchmark organization in the energy sector, through research, technology development and innovation. The ultimate goal of its research activity is to contribute to the sustainable development of society and greater industrial competitiveness.

IREC operates in collaboration with the Government, Univer-sities and Industry, and this is reflected in the structure of its Board of Trustees.

Highlights

The following is a selection of the highlights for IREC in 2013:

• The implementation of 82 ongoing projects, with a por-tfolio of €8.83M at the end of the year. 66,7% of the bud-get for these projects comes from European tenders.

• European leadership in research into thin-film photovol-taic materials based on “Calcopirites” and “Kesterites”, leading to being coordinators of three FP7 projects. We are also coordinators of two FP7 projects in the fields of “Renew IT y HiLed”.

• Incremento significativo en contratación de proyectos in-dustriales de alto valor añadido para la industria nacional.

Durante 2013, IREC ha impulsado su primera spin-off, Omi-cron Lighting, S.L., liderada por su Jefe de Grupo de Ilumi-nación.

Goals and Orientation

The Institute works with a dual approach:Applied research, aimed at generating knowledge within groups of the Institute, with a medium or long-term applica-tion in mind. Technology research, focused on collaboration with Industry to create new products and new technical solutions, in the short and medium-term. The Institute’s position is defined by the balance and interac-tion between these two approaches.

• We are a founder member of “KIC InnoEnergy”..• Leading the Connect-EU Energy group of more than 100

related entities with the aim of developing research and innovation in Catalonia in relation with European institu-tions, and to increase and renew European funds to Ca-talan companies.

• The publication of 86 papers in peer-reviewed journals with an average impact factor of 4.48.

Research Programmes

Our society is moving towards the progressive decarbonisa-tion of power generation, the mass application of new and renewable distributed generation and the reduction of CO2 emission from our homes, neighbourhoods and cities almost to neutral, with lower energy consumption and the adoption of sustainable mobility.

This shift is being driven by the European Union, the United States of America, Japan and China. These countries are developing important programs in this direction, through re-search funding and industrial investment. In this framework, IREC has defined its strategic lines by ta-king the following elements as references:

• Under the leadership of Europe in the fight against cli-mate change, it should be noted that policies and initia-tives launched from Brussels are a guide for the future to establish the Institute Roadmap1. These include: the Research Framework Programme (FP7 so far and in the near future Horizon 2020), which sets clear priorities for R&D in energy, the SET Plan (The European Strategic Energy Technology Plan)2, their technology roadmaps which set targets to achieve by 2020, marking the scien-tific and technological challenges to be developed in the FP7 and in EII (European Industrial Initiatives) and finally, the Commissions Materials Roadmap Enabling Low Car-bon Energy Technologies3.

• The European Research Area policies are studying the role of nano-energy and related materials for energy ini-tiatives needed to connect basic energy science with energy innovations in new technology based on ad-

vanced nanostructured materials. IMIRI, EERA, AESA and Nanofutures European associationare defining new roadmaps as well as new scientific and technological actions for fulfilling the requested actions for the new energy scenario after 2020.

• The International Energy Agency is the global benchmark for setting targets and energy trends in the medium and long term, in their annual exercises outlook4. Their Te-chnology Roadmaps identify the detailed scenarios of estimated growth and priorities for each field in research and technology development.

• The Spanish government recently approved the Plan of Scientific and Technical Research and Innovation 2013-20165. It provides the National R&D Program oriented to the challenges of society and, in particular, safe, efficient and clean energy, and also sustainable transport, climate change and efficient use of resources and raw material.

In this context, the Spanish government in 2011 published the Renewable Energy Plan and Savings Plan and Energy Efficiency6 2011-2020, establishing objectives and national strategies for these two issues.

• The Catalan government has also recently approved the PECAT, the Plan for Energy and Climate Change 2012-20207 which identifies the priorities for R&D in energy, with the goal of increasing the competitiveness of Cata-lan companies by introducing new products, innovative systems and services to reduce dependence on foreign energy, and to lower the country’s greenhouse gas emis-sions.

• National/Regional Research and Innovation Strategies for Smart Specialisation (RIS3 strategies) are integrated. The European Commission wants national and regional authorities across Europe to draw up research and in-novation strategies for smart specialisation, so that the EU’s Structural Funds can be used more efficiently and synergies between different EU, national and regional policies, as well as public and private investments, can be increased. Smart specialisation means identifying the unique characteristics and assets of each country and region, highlighting each region’s competitive advanta-ges, and rallying regional stakeholders and resources around an excellence-driven vision of their future. It also means strengthening regional innovation systems, maxi-mising knowledge flows and spreading the benefits of in-novation throughout the entire regional economy. Smart specialisation is essential for truly effective research and innovation investments. In the European Commission’s proposal for cohesion policy (3) in 2014-2020 it will be a precondition for using the European Regional Deve-lopment Fund (ERDF) in 2014-2020 to support these investments.

The strategies adopted in the constitution of the Institute, and the new priorities established under this framework require IREC to abandon one of its initial lines, which is that of CO2 Capture and Sequestration, and to redefine other existing li-nes, giving more importance to Energy Economics.

The Lighting Research Group has had a difficult initial phase due to a mistake in the selection of the group leader. The group had to refocus its scientific strategy during 2011. This is the reason for a relatively low level of scientific production (publications and projects) in the past, which has recovered to a normal level in 2013. In fact, a first milestone was the creation of the first spin-off from the Institute, a project and

a patent presented by the researcher who is currently the leader of the group.

A new topic was launched in 2010: the Fusion energy Progra-mme. It was set up by the agreement between the Spanish and Catalan governments, and is focused on the following strategic lines:

a) To promote access of R&D centres and Industry to the high technology domain of the Fusion programme by using the synergies and proximity of “Fusion for Energy (F4E)” in Barcelona, the experimental reactor ITER Project and the technological developments for the demonstration reactor DEMO through the Front-End Programme,

b) To develop capabilities and create resources for the ITER operation in the form of training programmes for Fusion experts and the preparation of a generation of scientist and engineers who can play a significant role in the operational phase of ITER through the Fu-sion Physics Programme, and

c) To create groups and facilities of excellence for carrying out research activities in the field of relevant nuclear fusion technologies that can become Euro-pean and international references through the Scien-ce Programme.

Given that one of the objectives of the Institute is to contribu-te to improving the competitiveness of the Industry, and that five major utilities and a manufacturer of capital goods are members of the Board of Trustees, we also gave priority to the development of new products, systems and services that create opportunities for the short and medium term, provided under the EU objectives listed and approved by the Board.

Considering all the above aspects, the Institute is focused on the subjects listed in the following illustration:

In the Institute, these subjects are handled by research groups organized by knowledge areas. For example, sub-jects related to Offshore Wind Energy are divided into two areas: Electrical Engineering and Offshore Wind Energy. The first area deals with the field of knowledge related to electrical, control systems and interconnection to the grid of wind turbi-nes and wind farms, and the second one deals with the fields of knowledge of aerodynamics, aeroelasticity, wind measure-
