PRELIMINARY BUSINESS Report of the Stated Clerk – The Rev. Doris Arnett Whitaker

A quorum was declared and on motion/second, the roll was formed by signatures obtained during registration showing an attendance of forty-nine (49) ministers of Word and Sacrament, thirty-four (34) elder commissioners (representing twenty-nine [29] churches), and eight (8) elder members of presbytery: a total of ninety-one (91) voting members. Also present and not otherwise registered were no (0) alternate commissioners, three (3) corresponding members, one (1) inquirer/candidate, sixteen (16) staff members of the presbytery, and twenty (20) registered visitors for a total registered attendance of one hundred thirty-one (131).

On motion/second, the docket was adopted as amended. On motion/second, the minutes of the stated meeting on April 24, 2007 were approved as corrected. On motion/second, the Rev. Milton Mejia (Presbytery of the North Coast, Colombia), Rev. Adelaida

Mejia (Presbytery of the North Coast) and the Rev. Sandra Collins (Presbytery of the Cascades) were seated as corresponding members.

Correspondence report (Appendix A) Reports from Judicial Cases:

# 2006-01 – The GA PJC heard the appeal on Friday, May 4, 2007 in Kansas City, MO. The PJC upheld the ruling of the Synod of the Covenant PJC and therefore, upheld the action of The Miami Presbytery in January 2006. (Appendix C)

# 2006-05 – The Investigating Committee has completed their investigation and is writing their report. More information will be reported to the presbytery at a later date.

# 2006-06 – The Investigating Committee has completed their investigation and is writing their report. More information will be reported to the presbytery at a later date.

# 2006-07 – The Investigating Committee continues with the investigation. # 2007-01 – The Investigating Committee has completed its investigation and has submitted the

report of Vindication as mandated by D-9.0101b. (Appendix D) # 2007-02 – The Investigating Committee has completed its investigation and has determined that

no offense was found and no charges are to be filed. # 2007-03 - The allegations have been forwarded to an Investigating Committee which is nearing

the completion of its investigation. Reports from Administrative Commissions:

o Belle Center - no report o Immanuel Korean NCD (Appendix E)

On motion from commission, the presbytery approved the recommendation to continue the new church development relationship with Immanuel Korean New Church Development (IKNCD) with no grant funding for the FY 2008; and that the commission bring further recommendations for continuation of the relationship with IKNCD to the presbytery no later than May 2008.

o For information, the Stated Clerk reported to the presbytery that since the new design goes into place following this meeting, the previous versions of the Standing Rules and Manual of Operations are suspended until new documents are presented for approval at the September meeting of the presbytery. The presbytery will be guided by the principles found in the Book of Order and the Design Team Report.

o Committee on Nominations o On motion/second, the Rev. Judy Mitchell Rich was elected chair of the Committee on

o Farewells and expressions of gratitude to Elder John Peterson, Treasurer, and Elder Jacqueline Nowak, Associate EP for Pastoral Care.

Greetings from Mission Partners from the Presbytery of the North Coast, Colombia

o The Rev. Milton Mejia and Rev. Adelaida Mejia brought greetings on behalf of their home presbytery in Colombia, South America, and presented the Moderator with a gift of a hand-painted cross.

REPORT OF THE COORDINATING COUNCIL – Richard Culp Consent Agenda – The following actions were approved by voice vote after the presbytery was given the opportunity to pull business:

o From the Stated Clerk – Redressing imbalance of ministers and elders. (Appendix F) For information, the council reports the following action taken on behalf of the presbytery:

o Received the report that the Rev. Doris Arnett Whitaker will not seek a third term as Stated Clerk after the current term ends June 2008. She and her husband will be relocating to the Pittsburgh, PA area in upcoming months due to her husband’s transfer to his company’s home office. Together, Doris, Council and the Staff Services Committee will plan for the delivery of services after her relocation. The plan will be communicated to the presbytery in a timely manner.

o Authorized the appointment of a task force to explore the two officer openings (Stated Clerk and Treasurer) and to make a recommendation on position descriptions and search process to the Council at a later date. The Task Force will be comprised with representatives from the following groups: Council, Staff Services, Trustees, Permanent Judicial Commission and at least one current or former Officer of the Presbytery.

o Received a report from the EP Search Committee that twenty-seven dossiers have been received and are being reviewed by the committee members.

o By consensus, supported the NSC’s plan to bring all funding requests for undesignated funds above $5,000 to the Council for consultation prior to decision for funding.

o Approved the following plan for 2008 presbytery meetings: o 2nd Saturday of February 9 am – 1 pm Kick-off theme for the year o 2nd Tuesday of May 4 – 9 pm Election & installation of officers & Lord’s Supper o 2nd Tuesday of September 4 – 9 pm Adoption of the Budget o 2nd Saturday of November 9 am – 1 pm Ministry and Mission Fair

o Adopted the 2008 presbytery-wide theme as the “Spirit of Generosity.” For action, the council recommends that the presbytery:

o Authorize the Council to appoint an acting Treasurer as of July 8, 2007; and request that the Staff Services Committee and the Board of Trustees in consultation with the Implementation Team, to begin the process of reviewing presbytery financial procedures. Motion passes on voice vote.

Networks Support Committee (NSC) – Elder Ann Peters o Presented a report regarding the early work of the NSC including the process and criteria used in

designating formal Networks. The new provisional application for formal Networks was introduced. Copies available on the registration table, on the web site and at the presbytery office. At least three groups have begun the process toward becoming a formal Network.

o The presbytery was given an opportunity to ask questions and express concerns with the next step in the new design.

Implementation Team – Rev. Theresa Truly

o Presented a report on the continuing work of implementing the new presbytery design, especially a reminder of the committee structure to go into effect at the end of this meeting.

o The presbytery was given an opportunity to ask questions and express concerns with the next step in the new design.

Financial Report – Elder John Peterson

o Spreadsheets of Asset & Liability Balance and Financial Report, both dated May 31, 2007, were presented. Total receipts $493,971 and disbursements $481,152 with net difference of $12,819. Total Liabilities and Net Worth $3,481,957.

FY 2007 Budget (July-Dec)

o Budget placed on the floor for action. Presbytery offered an opportunity for conversation and debate. None heard. Motion passed on voice vote. (Appendix G)

Parting words from out-going Council Chair, Richard Culp.

o On motion/second, the presbytery expressed its appreciation and gratitude to the Rev. Richard Culp for his three years of service in the leadership of this presbytery. Motion passed on voice vote.

CHURCH PROFESSIONALS MISSION UNIT Committee on Preparation for Ministry – Rev. Karen Cassedy For action, the Committee on Preparation for Ministry recommends that the presbytery:

o Remove Inquirer Robert Storm (Bellefontaine: First) from the rolls according to G-14.0312. Motion passed on voice vote.

For information, the Committee on Preparation for Ministry reports the following action taken on behalf of the presbytery;

o Met with the following persons in annual consultation on June 9, 2007 and approved their continuation in the preparation process:

Inquirers: Andy Clark, Katie Strednak, Merritt Worthen Candidates: Marcy Bain, Kim DeCelle, Kevin Lawler, Jackie Nowak, Steven Wilson

o Gave permission to Candidate Katie (Lewis) Douglass and Candidate Chris Benek to circulate their dossiers.

Committee on Ministry – Rev. Bill Philips

o Presented the revised Sexual Misconduct Prevention policy for first reading with anticipated action taken at the September meeting of the presbytery.

o Xenia: Memorial United – A member of the Session was presented to attest to the congregational meeting to dissolve the pastoral relationship with the Rev. Conley Zomermaand; and to express gratitude for Conley’s ministry.

For information, the committee reports the following action taken on behalf of the presbytery: o Dayton: Southminster – Approved the Administrative Commission to install the Rev. Eric Pasanchin on

Sunday, June 10, 2007, 3:00 p.m. Commission members: Elder Jeanne McIver, Moderator (Dayton: Fairmont), Elder Tom Milligan (Sidney: First), Rev. Bill Philips, Rev. Molly Jones, and Rev. Karen Cassedy.

o Dayton: Westminster – Approved the CIF for Associate Pastor for Spiritual Growth for posting on CLC web site.

APPENDIX D REPORT OF THE INVESTIGATING COMMITTEE FOR CASE # 2007-01

The Miami Presbytery June 12, 2007

The Investigating Committee for Case #2007-01 was impaneled on March 14, 2007 to consider the request for vindication of The Rev. Judy Kolwicz, Interim Executive Presbyter, Miami Presbytery. The committee was briefed on our responsibilities by The Rev. Doris Arnett Whitaker, Stated Clerk of Miami Presbytery. We have met five times concerning this and two related cases (#2007-02 and #2007-03). We have studied the Book of Order and the documentation presented. We have interviewed all relevant parties. We find that The Rev. Kolwicz was threatened and injured by the Reverends Douglas and Sandy Essinger-Hillemans’ threat to file accusations against her. Accusations have since been filed (case # 2007-02). In addition we have found evidence of injurious gossip about her and false accusations against her by the Essinger-Hileman’s. MINUTES of ADMINISTRATIVE COMMISSION for

IMMANUEL KOREAN PRESBYTERIAN CHURCH NCD June 4, 2007

Those members present: Ed Kingsbury, Ann Peters and Fred Richards. Organizing pastor: Soo Kwang Kim Staff present: Judy Kolwicz and Doris Whitaker Fred Richards opened the meeting with opening prayer by Ed Kingsbury Minutes of the May meeting were approved with corrections. IKPC Progress and Activities Report (See Attached) – Presented by Soo –

E. Attendance since the last meeting has averaged 29.75; this figured is skewed by 51 at last Sunday’s outdoor worship with 51 (including approximately 8 children) attending. Attendance for the year to date (from the grant request is 25.)

F. The actual congregational income was $39,655.82 through the end of May, which included the year-end transfer of $18,890.62.

G. Soo will be attending the NKPC conference Jun. 13, 2007 – Jun. 16, 2007 commemorating the 100th anniversary of the 1907 Pacific revival movement, “Revive God’s Deeds in Our Own Time”, and then returning sometime later on June 28th.

Judy and Doris explained to Soo that IKPC cannot use the grant money, which is designated for program to grow a church, and put it into a saving account for a future building fund. Therefore it was moved, seconded and passed that:

The Administrative Commission for the IKNCD recommends that the presbytery: 1. continue the new church development relationship with Immanuel Korean New Church Development

(IKNCD) with no grant funding for the FY 2008; 2. And that the commission bring further recommendations for continuation of the relationship with IKNCD

to the presbytery no later than May 2008.

Rationale: The IKNCD has sufficient money saved from previous grants and congregational income which will be used for 2008 programming.

Ed will present this action to Presbytery at the June 12th meeting. Judy offered the assistance to the Administrative Commission to help Soo carry this action to his group.
